Activity D.2 Exchange on Environmental Management and Disaster Reduction within the Local Tourism Industry and Case Study with Field Visit Sainamyen Meeting Room, Club Andaman Beach Resort Hotel, Phuket June 3-4, 2008

Day one: June 3, 2008 Eighty –five people from various concerned agencies including Coordinating group (CG) from hotel entrepreneur sector, government agencies such Patong Municipality, Patong Hospital, Royal Thai Navy (SAR Team, Security Unit), schools and also Thai Traditional Massage group, etc attended this workshop.

Introduction Mr. Chairat Sukaban, PMP Deputy Mayor was the Chair to this workshop. He mentioned regarding global warming situation is the main cause to natural disaster nowadays which was related to natural disaster for example Cyclone Nagis in Myanmar and earthquake in Chengdu, China. Besides, tsunami caused loses to live and properties and due to Patong’s main source of income derives from tourist industry. PMP has to provide adequate, reliable and confident early warning system to warn the public and disaster preparedness in advance. He hoped this workshop would be benefits to the community level, local residents and tourist industry.

Mrs.Sutthiya Chantawarangul, EC delegate informed the roles of EC funds to support 2 year project, ECHO – European Humanitarian Office, the main source of urgent rehabilitation fund for 1 year project (25 %). The additional fund is contributed by 27 members approximately 50% of all funds in the world. Most funds will be donated under humanitarian assistance, without segregation, freedom and neutron such as assistance for natural disaster, Cyclone Nargis victims in Myanmar including man made disaster and also providing drinking water, sanitary, healthy. Since 2004, the post tsunami project proposed the invitation for assistance (100 percent assistance); this project contributed 630,000 Euro and collaborated with UNISDR in India. Four projects implemented in Southern Part of Thailand. 1. Leam Son, Ranong Project for disaster assessment with the collaboration between Plemount University and Kasetsart University with the objective to monitor, evaluate and verify the variety of nature like fishery, disaster preparedness and disaster resilient community. 2. Friendly Community with environment such as water treatment, garbage disposal in new established community, Ban Namkhem, Phang Nga. The houses in the community were constructed under the saving energy concept. 3. Garbage Disposal, Ranong which will have the Emission Trading Scheme for reducing global warming issues 4. “Disaster Reduction through Awareness, Preparedness and Prevention Mechanisms in Coastal Settlements in Asia-Demonstration in Tourism Destination Project” in Phuket (Patong Municipality) and Krabi (Phi Phi Island) which is totally different from the above mentioned 3 projects.

Experience Sharing Mr.Sakanan Plathong lecturer from Prince of Songkha University, Hatyai Campus, Songkla presented topic : Environmental conservation and disaster reduction. He mentioned to save the Andaman Sea by proposal for Andaman Nature Reserve to UNESCO and his experiences after tsunami in 2004. At the beginning, various academic institutions tried to recover and rehabilitated the underwater tourist destinations in 6 provinces; however, they did it without planning. It was very confused and misunderstood of the environmental situation at that time. The survey showed that only 5 percent of coral reefs were destroyed by tsunami. The Academic institutions divided the responsible areas. He found that the natural rehabilitation itself very quickly. Finally, the well- planned and enough knowledge caused the successful rehabilitation and the government concerned agencies also created sculptures, artificial underwater for tourist destination by dumping old airplanes in Phuket. He also proposed his recommendation for disaster management by preparing emergency plan, evaluation post emergency system, coordinating among concerned agencies, sharing information and communication system, donation & assessment management system and integrated knowledge system. Besides, he raised the Global change from global warming issue which is emerging threat and has the power to change our world nowadays.

Mr.Mikael Eriksson, SRSA expert presented topic: Links between environmental conservation and disaster risk reduction. He presented environmental issues related to disasters and accidents including the global disaster statistics for different types of disaster. In addition, the environmental impacts of disasters and the link to different ecosystem and also the climate change issue together with the link to adaptation and mitigation disaster risk reduction and environment conservation. Furtherly, he added the brief presentation on potential environmental impacts and heath effects from fires.

Mr. Phromchot Trivech, Director of Tourism, Sport and Recreation Center Phuket presented topic : Environmental management and tourism business : Local Tourism industry. He focused on sustainable tourist destination in various factors and also emphasized in strategic in tourist destinations by providing early warning system in the 6 Andaman Coastal Provinces. The Office and DDPM provincial Office, Phuket had conducted the Beach Guard training course which the ratios to tourists, 1 beach guard: 6,000 tourists. He also mentioned for underwater garbage disposal by volunteer divers. Besides, he proposed the “ecological tourism industry” or “home stay tourist industry “which is considered as the economical expenditure for tourists. In addition it will conserve the community life style, provide information and community participation. This industry will not destroy environment and secure the tourist safety. Moreover, the government provided the new underwater tourist areas for divers by dumping 10 airplanes to the seas. He invited the participants to attend the diver course, disaster preparedness volunteer and certified entrepreneurs for ISO for hotel industry.

Mr. Kjell Arvidson, IH&RA representative presented Sustainable tourism management. He mentioned 15 steps to the Successful Implementation of an Environmental System in the Hotel which will help hotel industry to save resources such as water, energy and manage disposal treatment. He demonstrated the energy saving examples in the Razidor Hotel Group such as drinking water, recycle garbage and reusing water etc. Moreover, he presented the energy saving in Club Andaman Beach Resort Hotel like key card and towel laundry.

Wrap up and Discussion Project Implementation and its progress Mrs.Srisuda Rakphao summarized the project progression until now and she invited participants to attend Activity E.1: Preparation for small drills on June 17-18, 2008

Conclusion of Day 1 The participants were divided into 3 groups, most of them focused on garbage disposal.

Mrs.Srisuda Rakphao focused on the environmental start by all participants and she invited some participants to share their ideas for the outcome of this workshop. These followings are recommendations and point of views from the workshop. Representative from PMP housewife proposed to use cloth bags to reduce global warming Ms.Wimonrat Khochareon representative from Patong Hospital agreed with saving energy for laundry. In case of, the patients’ requisitions to do not change their bed sheets and inform hospital with the signs. Mr.Somsak Wongchai, Assistant Chief of Engineer of Club Andaman Beach Resort Hotel informed for Field Visit in the hotel. The hotel has received the 4th green leaves for environment saving from the environmental society. In the 2nd day workshop, he will accompany the participants to the fertilization preparation from left food, tree nursery, boilers for laundry, separated garbage and water drinking plant. PO3. Damrong Wongkeo, SAR Team from Royal Thai Navy requested to the PMP entrepreneurs to aware of dumping garbage to the sea. Mr.Wisit Methasunthornpoj, chief of Disaster Prevention and Mitigation Division, PMP concerned the deforest which caused landslide, flooding and polluted water. Representative from Patong Bay Garden proposed the saving energy lamps in the hotel industry. Besides, representative from Katu Police Station mentioned the law enforcement for the hotel building which against the law in the hills.

Day 2: June 4, 2008 Discussion and Experience Mr.Kjell Arvidson required the participants to answer the questions concerning to the economic, social and environmental system. Mr.Sakanan Plathong summarized all problems and recommendation from the discussion. The treats to environmental surroundings are garbage, polluted water, which will damage to economic, social and environmental system including the control measures to reduce the impacts by using the diagram. Mrs.Sutthiya Chantawarangul, EC delegate concluded that Thailand implemented environmental Act since 1979, however, the weak of law enforcement caused the problem for pollution in Thailand in water and garbage disposal. Mrs.Srisuda Rakphao thanked to participants and she mentioned the awareness raising among people in the PMP community and June 5, 2008 is Environment Saving Day. She hoped to have the collaboration and coordination from CG members and concerned agencies for the next activity in June 16-17, 2008. Mr.Somsak Wongchai and his staff accompanied the participants to the food fertilization, drinking water plant, boilers, and nursery plants.

The meeting dismissed at 12.00 a.m.
