SUMMARY: ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP) Project Title: Senegal Digital Technology Park Country: Senegal Division: OITC3

Introduction The government of Senegal, through a national strategy, has adopted policy and regulatory measures to spur the development of the ICT sector. The national ICT Strategy encourages the creation of enabling environment for investment and universal access to ICTs by all people. It further aims to expand use of ICTs in the delivery of health and other public services, increasing the capacities of small and medium enterprises, creation of content, and building human resources for a knowledge society. Brief Project Description and Key Components The overall project comprises the following four components: 1) Construction and equipping of ICT services buildings: This component will comprise (i) the building of three enterprise towers that will be equipped with ICT equipment to be used by local, regional and international ICT companies; (ii) establishment of a Tier III Data Center with cloud computing services guaranteeing 99.982% availability; (iii) building a BPO center that facilitates the location of call center and IT enabled services businesses; and (iv) construction of a training center, a research center and an incubation center along with an audio visual and content production building that will be used for multimedia production. 2). Construction and equipping of public buildings and facilities: This component will establish (i) a self-contained tower (an administrative block for those managing the park including other amenities such as cafeteria, shop, etc.) (ii) a residence building for students and core staff, (iii) and a green area for recreation and interaction. 3). Support to institutional strengthening: This component will provide resources in order to support the Park post implementation. 4). Project management and capacity building: This component will provide the necessary resources to: (i) strengthen the capacity of stakeholders in the implementation of the digital technology park project (ii) strengthen the operational and technical capacity of a Project Management Team (PMT); (iii) conduct detailed architectural design; and supervision of works. Major Environmental and Social Impacts and Climate Change Risk Environment:

The project will be located in the rapidly urbanizing Diamniadio Commune, approximately 35 km away from Dakar. The project has been rated as a category II project considering that it will not involve significant negative environmental and social impacts and these impacts can be readily mitigated. The project triggers Operational Safeguards: OS 1 – Environmental and Social Assessment; OS 3 – Biodiversity and Ecosystem Services; OS 4 – Pollution Prevention and Control, Greenhouse Gases, Hazardous Materials and Resource Efficiency; and OS 5 – Conditions, Health and Safety. The project site has a footprint of 26 hectares, out of 700 hectares identified within the Diamniadio urban development plan. The project is on an empty piece of land that has no direct linkage to environmentally or socially sensitive areas. As such the minimal adverse environmental impacts expected are typical of building construction activities such as elevated dust, noise, traffic management, runoff management, etc. that are largely site specific. Social: The Project will have an impact on employment as it is expected to create 65,000 direct jobs and 45,000 indirect jobs. The project will enhance the delivery of egovernment through creative solutions generated at the Park to improve public services. Collaboration between communities and research institutions will be fostered to test solutions that will directly improve the social wellbeing of communities in the areas of health, judicial process, education, agriculture, trade and others all of which will have positive implications on poverty reduction. At the global level, some of the ICT solutions that will be developed at the park will positively contribute to the overall social welfare across the African region. Climate Change: Flooding and coastal erosion are among the major effects of climate change on Senegal. The rising sea level translates into coastal erosion and the destruction of coastal infrastructure; while flooding characteristically results in the drowning of impoverished areas on the periphery; areas that are typically devoid of a functioning waste, water and sanitation infrastructure. The Digital Technology Park project will not be constructed near the coast and therefore, is not exposed to coastal erosion risk. However, there is presence of unstable soils in the project area that project design will need to take into account to address flood risk. The project is currently undergoing screening using the Bank’s Climate Screening Tool. Related mitigation measures will also be reflected in the ESMF for the global Diamniadio Urban Development zone of 700 hectares. The project will contribute indirectly to climate change mitigation, given its potential to facilitate the automation of various business process and as such yield efficiencies in traditional energy consumption and transportation behaviors Enhancement/mitigation measures and Complementary initiatives The identified negative impacts are small in magnitude and will be addressed through the application of relevant construction best standards and practices as well as provisions in the ESMP. The following measures are noted:

(1) Ministry of Environment will issue an approval for the ESMP (Letter of authorization) with conditions that have to be operationalized during project implementation by the contractors. The contractors will then be required in their trimestral progress reports to include environmental and social issues in their reporting. (2) An Environmental and Social Impact Framework will be prepared in order to determine and plan for potential environmental and social impacts due to future developments within proximity of the Technology Park under on the 700 hectares. Environmental and Social Monitoring program The overall objective of environmental and social monitoring is to ensure that mitigation measures are implemented and are effective. Environmental and social monitoring will also enable response to new and developing issues of concern during project implementation and therefore, it will ensure that project activities comply and adhere to environmental provisions and standard specifications of both the Bank and Government of Senegal. The responsibility for the environmental monitoring will largely lie with the Ministry of Posts and Telecommunication and Ministry of Environment (cf. Institutional Arrangements below.) Some of the key monitoring indicators of focus will include among others: (a) Compliance of site project works (b) Procurement of operation permits (c) Meetings held with workers (d) Equipment installation (e) Fire safety measures (f) Occupational health and safety aspects i.e provision of PPEs (g) Waste management status (h) Tree plantation/ soil erosion control measures (i) Number of HIV/AIDS sensitization meetings In line with national regulations Labour Inspectorate may pay unexpected visits to the site for regulatory control. Also, the specific security plan must be submitted for approval to the Social Security Fund before execution. The validated plan will also be forwarded to the DEEC as part of the environmental management program . Public Consultations and Disclosure Requirements

Preparation of the ESMP took place between 15/10/2014 and 10/12/2014 during which staff from the following institutions were consulted: La Délégation Générale aux Pôles urbains de Diamniadio et du Lac Rose (DPUD); L’Agence pour la Promotion des Investissements et des Grands travaux (APIX) ; Ministère des postes et des télécommunications; Ministère de l’environnement et des établissements classés L’Agence de l’Informatique de l’Etat (ADIE); Le Fond souverain d’Investissement (FONSIS); Le Bureau Opérationnel de suivi du plan Sénégal Émergent (BOS); L’Agence de Régulation des Télécommunications et des Postes (ARTP); La Direction de l’Enseignement Supérieur (DES); La Haute autorité des zones spéciales; Le Fond de Garantie des investissements prioritaire (FONGIP) etc.

National procedures do not provide for disclosure of Category 2 projects. Once the MoE clears the ESMP a permit will be issued to the Ministry of Posts and Telecommunications. Any comments raised by the MoE will need to be taken into account for final incorporation in the project design. In accordance with AFDB procedures, the ESMP shall be disclosed for 30 days prior to Board presentation.

Institutional Arrangements and Capacity Building Requirements The implementation of the Digital Technology Park will be undertaken by a Project Management Team (PMT) to be established at the Ministry of Post and Telecommunications (Executing Agency) under the direct responsibility of the Director of Cabinet. It will be responsible for the overall project coordination, facilitation of meetings, preparation of reports, and delivery of administrative support necessary for the establishment of the Digital Technology Park. Specific to environmental and social aspects, responsabilities are to be carried at the three followings levels: (i)

Comite   Regional   de   Suivi   Environmental   (CRSE),     a   regional   structure   under   Ministry   of   Environment     (DREEC),   tasked   with   the   coordination   and   external   monitoring    of  the  implementation  of  ESMP   An  Environmental  and  Social  expert  attached  to  the  Project  Management  Unit   External  Consultants  for  periodic  evaluations  and  audits.  

The formal agreement letters shall be part of the loan documents. In addition, the Bank will follow up with periodical supervision missions as necessary, while the Ministry of Posts and Telecommunication will provide overall cordination and oversight.

Capacity building: Currently there is no staff in charge of Environment issues within PMT. There is a Gender Coordination Unit comprising of 4 members of staff. The existing in-house resources will be supported by a part time Consultant in order to oversee environmental and social aspects including training in as specified under component (4). The total project cost for the implementation of the environmental and social measures in the project is estimated to be US$215 000The that will be incorporated in the overall project costs.

Implementation Schedule and Reporting Three types of reporting on ESMP are proposed: (i) (ii) (iii)

Periodical   reports     (quarterly,   semester   or   annual)   to   be   compiled   by   the   Project   Environmentalist/Social  Specialist/Consultant;      Periodical   monitoring   reports   prepared   by   the   Regional   Environmental   Committee   (CRSE/  or  DREEC)  –  MoE-­‐    from  Dakar.   Ad  hoc  visits  from  any  of  the  two  MoE  units.

Measures outlined in the ESMP will be implemented under the overall project implementation schedule, as almost all of the environmental and social interventions will be incorporated into the project design and implementation accordingly. The reporting on the implementation process and progress of the ESMP provisions will be done in line with the overall project framework and any environmental and social aspects requiring actions will be addressed by the PIT and the Bank Conclusion Identified negative impacts due to the expected to result from the operation of the proposed Senegal Digital Technology Park are small in magnitude and can be addressed through the ESMP. An ESMF will be prepared in accordance with national regulations and the Bank’s environmental and social safeguards procedures, to cover the area designated under the Damniadio Urban Development Plan of which, the Project is a component. .     References  and  Contacts
