CONTEXT •

The eligible area addressed by the Programme is one of the longest borders within the EU. The border stretches for 610 km, and for 470 km is largely demarcated by the course of the River Danube. 15 administrative units (NUTS III level) belong to 6 regions (NUTS II level), as follows: seven counties in Romania: Mehedinti, Dolj, Olt, Teleorman, Giurgiu, Calarasi, Constanta; nine districts in Bulgaria: Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich and Razgrad The sixteen NUTS III level units that constitute the Programme area have a total surface of 71,930 sq. km, of which 54.66% is Romanian and 45.34% Bulgarian area. The cross-border area covers 20.59% of the total area of the two countries Due to the dividing factor (and geographical distances) of the Danube, the cross-border area has been more separated than thought, and only to a very limited extent worked/works as a region.

Common Strategy for the Sustainable Territorial Development of the cross-border Romania-Bulgaria ƒ

The cross-border area’s problems are typical of border areas, where isolation and marginality from economic and decision-making centres are increased by the presence of Danube, which limited economic, social and cultural exchanges and the joint, efficient and effective management of the territory. The description of the cross-border area and consequent SWOT analysis has shown similarities and complementary characteristics, as well as common challenges facing the area.

The joint profile of the cross-border area also provides common economic, social and cultural challenges that are clearly cross-border in nature and can be addressed effectively through cross-border planning and intervention

The drafting of this territorial strategy would ensure the creation of a common framework, a common vision for a territory that has common characteristics and would transform the peripheral area in a connector of flows in Southern and Eastern Europe and an attractive area to live, work, visit and invest

Working Package 1: Management and communication Responsible partner: LP Budget: 1.709.038 euro. Implementation period: month 1- 24 Main activities: Management and coordination - elaboration of a management project plan and a joint detailed action plan which will comprise the actions, the responsibilities of each partner and timetable for the sound implementation of the project - Steering Committee meetings - Advisory Body meetings Communication, dissemination and promotion - establishment of the Communication Strategy and setting up of the Communication Working Plan - external communication and dissemination of the project results -website in 3 languages Development of a Regional Brand&Marketing Plan - development of a Regional Brand and Marketing Plan that will present the specific and representatives local heritage and tourism - common advertising strategy and advertising campaign

Working Package 2: Development of a common methodology and monitoring system for territorial development Responsible Partner: LP Budget: 297.443 euro Implementation period: month 1-8 Main activities: Preparation of the common methodology for territorial analysis and diagnosis Preparation of the common methodology for strategic planning process and monitoring Training and working meetings for the CBA methodology Preparing complementary instruments for territorial monitoring and development

Working Package 3: Development of common resources for territorial planning analysis and strategy Responsible Partner: PP 9 Budget: 1.646.590 euro Implementation period: month 3-23 Main activities:

Assessment of internal equipment and training needs for setting up databases and processing

Acquisition of necessary hardware equipments and software for territorial databases

Elaboration of a harmonized common territorial and land cover database for the Ro-Bg CBA

Working Package 4: Analysis and diagnosis of the current situation in the cross-border region Responsible Partner: LP Budget: 580.174 euro Implementation period: month 1-10 Main activities: - Preparing of a common and harmonized cartographic support of The CBA - Territorial analysis and data collection - Elaboration of specialized thematic studies - Identification of problems and territorial disparities - Identifying needs and potential in the relevant areas of the CBA

Working Package 5: Elaboration of the Romanian- Bulgarian crossborder region territorial development strategy and policy recommendations Responsible Partner: LP Budget: 513.562 euro Implementation period: month 10-17 Main activities: - the elaboration of the common Territorial Development Strategy (TDS) - Building partnership for the TDS - Public consultations and environmental assessment of the TDS - Subcontracting of specialized services - Drafting an Action Plan - Drafting a Green Paper of the cross-border area - Approval of the Territorial Development Strategy

Working Package 6: Developing and implementing pilot projects in the Romanian –Bulgarian cross –border region
