I. Introduction

Philippine Statistical System (PSS) and the National Statistical Coordination Board • The Philippine Statistical System is a decentralized statistical system • Many agencies of government generate statistics, hence, the need for a coordinating agency • NSCB serves as the highest policy-making and coordinating body on statistical matters in the country • Some major outputs: - Statistical policies - Coordination services (sectoral and/or inter-agency concerns, designation of statistics, subnational statistical system, among others) 3

Efforts of the NSCB on the development/ improvement of VAW statistics •In 1997, cognizant of the need for statistical information on VAW, the NSCB undertook a Project on the Development of a Methodology to Generate Statistics on VAW, with funding assistance from the Canadian International Development Agency •Produced the following major outputs: 1.

• Created by virtue of NSCB Memorandum Order No. 3, Series of 2002, Creation of the IAC-GS; coordinated by the NSCB Technical Staff • Serves as a forum to discuss and resolve statistical issues and concerns towards improvement in the generation, dissemination, and utilization of gender statistics in the country • Major functions of the IAC-GS include, among others: 1) discuss and resolve statistical issues and concerns towards improvement in the generation, dissemination, and utilization of gender statistics in the country; and 2) ensure the implementation of the Core GAD Indicators Framework.

Interagency Committee on Gender Statistics (IAC-GS) (cont.) • Presently, the Committee is addressing the data gaps of the Core GAD Indicators Framework • 2 of the 14 data gaps identified include the following: 1) Generate data on the number of crisis centers, shelters, structures, counselling clinics and other intervention facilities Agency responsible: Department of Social Welfare and Development

2) Generate data on the ratio of prosecuted VAWC cases over filed cases by action taken (settled, resolved, pending, dismissed, solved)

Statistical Coordination Mechanisms in the PSS 2. 2005-2010 (and 2011-2017) Philippine Statistical Development Program (PSDP) •Serves as a guide to the Philippine Statistical System (PSS) in the formulation and implementation of statistical activities during the period as well as the directions/work plan of the NSCB-coordinated IAC-GS. •One of the chapters in the PSDP is the Social Needs, Gender and Development, which particularly addresses concerns on the generation, dissemination, and utilization of statistics on women and children. •One of the statistical programs identified is the “Assessment and Improvement of the Data Monitoring System on Violence Against Women and Children (VAWC)”

Magna Carta of Women (Republic Act 9710) •Signed on August 14, 2009, effective on September 15, 2009 •A comprehensive women's human rights law that seeks to eliminate discrimination against women by recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially those in the marginalized sectors. •Spells out every woman’s right to protection from all forms of violence. •Rule VI, Section 37, Institutional Mechanisms -> GAD Database “All departments, including their attached agencies, offices, bureaus, SUCs, GOCCs, LGUs, and other government instrumentalities shall develop and maintain a GAD database containing GAD information to include gender statistics and age- and sexdisaggregated data that have been systematically produced/gathered, regularly updated to serve as inputs or bases for planning, programming, and policy formulation. The National Statistical Coordination Board (NSCB), upon the recommendation of the Interagency Committee on Gender Statistics (IACGS), shall issue statistical policies on the generation of data support on gender issues and improve the system of collection and dissemination of gender statistics at the national and local levels.”

IAC-VAWC/VAW Referral System •The Anti-Violence against Women and Their Children Act of 2004, provides for protective measures and safeguards for survivor-victims, and prescribes penalties for the commission of the act. •It establishes an Interagency Council on Violence Against Women and Their Children (IAC-VAWC) tasked to formulate programs to eliminate such acts of violence, as well as to develop capability programs for their employees to become more sensitive to their client's needs. •The IAC-VAWC produced the Guidelines in the Establishment of a Referral System on VAW at the Local Government Unit Level/Performance Standards and Assessment Tools •Presently developing a web-based documentation system that will facilitate and integrate the collection of standardized data on VAW from concerned government agencies, local government units, and other service providers handling VAW cases •Currently being piloted in ten areas (cities/provinces)

II. Statistical Coordination Mechanisms in the PSS 5. TWG on VAW for the 2008 NDHS

•For the first time, the National Demographic and Health Survey (NDHS) of the National Statistics Office (NSO) included in 2008 a separate module called the Women’s Safety Module. •In the development of the Module, the NSO created a TWG on VAW. •The module probes into women’s experiences of violence, particularly on physical violence and sexual violence. Likewise, information was collected on spousal violence - covering all forms of VAW: 1) physical violence; 2) sexual violence; 3) emotional violence; and 4) economic violence. (Note: The 3rd and 4th forms of VAW were grouped together in the survey as “other forms of violence”.)

•The module also included questions on marital control, which may fall either under emotional/psychological violence or economic violence.

6.1 National Convention on Statistics (NCS) • Triennially conducted/ spearheaded by the NSCB, provides a forum for practitioners and theoreticians in the field of statistics to discuss emerging statistical issues and concerns. • A session on gender statistics is regularly organized and has always been one of the most popular sessions during the NCS. 6.2 National Women’s Month

•Spearheaded by the Philippine Commission on Women (PCW), which aims to promote the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and widen its reach among policy makers, planners and other stakeholders with emphasis on promoting women's economic rights and empowerment. IV. Concluding remarks and recommendations 1.

VAW Performance Standards •The Performance Standards and Assessment Tools for Services Addressing VAW in the Philippines, provides for the standard procedures of work particularly ensuring that these are gendersensitive and responsive to the needs of VAW victims-survivors •Covered five service categories: 1. Investigatory (Phil. National Police) 2. Medical or hospital-based (Department of Health) 3. Psychosocial (Department of Social Welfare and Development) 4. Legal/prosecution (Department of Justice) 5. Anti-VAW services at the barangay (village), municipal, city, and provincial levels (Department of Interior and Local Government and the local government units)
