STATE OF WEST VIRGINIA, COUNTY OF MARSHALL, CITY OF CAMERON, CITY COUNCIL, REGULAR SESSION MARCH 7, 2011 The City Council of the City of Cameron met in regular session on March 7, 2011in Council Chambers of the Benedum Community Building. Mayor Mark Frazier called the meeting to order at 7:00 P.M. The following council members were present: Rocky Guzek, Chris Hartley, Helen McMasters, Wayne Simmons, and Ron Walker. Absent: Tom Hart. PLEDGE OF ALLEGIANCE – Led by Wayne Simmons. PUBLIC COMMENT: SCHEDULED ON AGENDA:

APPROVAL OF MINUTES: A motion to approve minutes of February 22, 2011 with corrections was made by Helen McMasters. Seconded by Wayne Simmons. Motion carried. FINANCE REPORT: Wayne Simmons read finance report – General Fund $173,837; Water Fund $40,409; and Water Fund $64,470. STREETS/ALLEYS/LIGHTING: Mayor Frazier reported that he is getting a positive reaction to the new street signs from most citizens. Mayor Frazier stated that a no left turn sign is to be installed at the bottom of Upton Avenue. POLICE: Mayor Frazier reported that an ad had been placed for a police officer and will be in the Echo and the Wheeling News Register. Mayor Frazier reported that the E-Ticket System for the police department will be up and running soon. He said that the dispatchers will be taking classes on the new system. Mayor Frazier also advised that he will have Chief Younger at one of our meetings to report on how the system works. VEHICLE MAINTENANCE: Mayor Frazier advised council that all city vehicles are running ok at this time with written daily maintenance checks being done. WATER: Mayor Frazier advised that city crew had fixed two water leaks recently. He also advised that the reservoir is into overflow at this time and that the mandatory water conservation had been lifted effective today.

Chris Hartley brought up the possibility of running two pumps at the water plant to cut down on pumping time. Mayor Frazier said that both operators say that there is no advantage to running both pumps at the same time. He also said that the operators do alternate using the two pumps and they pump from 116 TH – 119 TH gallons in an eight hour day. Mayor Frazier said that the city is at 51% unaccountable water and that this will go down when the new lines go in. Mayor Frazier suggested that anyone with questions can visit PZ at the water plant.

SEWER: Mayor Frazier reported that the new building over the uv light system at the sewer plant is up and is almost complete. OLD BUSINESS: Mayor Frazier advised that he had checked several places for various activities for the 4th of July. A cost proposal was prepared for council to review with proposal l $7500 and proposal 2 $12,500. Rocky Guzek questioned if the City would end up getting a $10,000 donation for the 4 th of July activities would the unused amount be carried over. Mayor Frazier advised it would and suggested putting a line item for the 4th of July in the budget. Chris Hartley said that he talked to three different individuals. They would come up to assess the area as to where would be best place to set up activities. Rocky Guzek stated that we need to do a lot of advertising for the 4th of July to get a good turn out.. Mayor Frazier said that he plans to use the depot grounds for some of the activities and that the power will be on at the depot by then. Mayor Frazier said he plans to have a good parade with more entries. A motion was made by Rocky Guzek to approve amount of $10,000 to be used for 4th of July. Seconded by Chris Hartley. Motion carried.

NEW BUSINESS: MAYOR’S COMMENTS: Mayor Frazier reported that the pre-bid meeting for the water line project would be here in council chambers on March 17 at 10:00 a.m. and that the opening and awarding of bid would be April 5 at 2:00 p.m. Mayor Frazier also advised the there would be a pre-bid meeting on March 30 at 10:00 a.m. for HVAC system for the city building. Bid award to be April 7 at 2:00 p.m. This is to replace all AC unites in the building and also replace the unit on top of the building. Funding is from Energy Efficient Conservation Block Grant. Mayor Frazier reported that a leak was fixed today in the men’s bathroom by Kucera Plumbing. Mayor Frazier advised that he has a meeting with Denny Strickland with Consol this Wednesday. Mayor Frazier also advised that there will be a meeting with ambulance committee on Monday at 6:00 p.m.

COUNCIL COMMUNITY ITEM REPORTS: Finance – Wayne advised that he met with auditors on the 24th of February in Wheeling. He also advised that he plans to work on the general fund budget next week. Emergency Services/Publicity – Community Clean Up Issues – Ron reported that on Howard Street an individual is stacking firewood and logs and garbage very close to the road. Mayor Frazier reported that the Chief had spoken to that individual. Ron also advised that there is a lot of water running down Howard Street.

Mayor Frazier said that as soon as it dries up some from all of the rain we can check to be sure there is no leak.

INDIVIDUAL COUNCIL ITEMS: Tom Hart – Helen McMasters – Wanted to advise that individuals parking in the handicapped area in front of Mart’s Diner are parking up in front of the Senior Center loading and unloading zone area. Mayor Frazier said that we are waiting on paint and when it is in this area will be clearly marked. Rocky Guzek – Advised that he would like for the City to honor Charlie Shadd – in recognition for his years of service with a plaque and monetary bonus. After discussion, a motion to pay Charlie Shadd a bonus of $100 and reward him with a plaque recognizing him for his years of service with the City was made by Rocky Guzek. Seconded by Ron Walker. Motion carried. Rocky also advised that he had checked with the DOH on putting lines on parking area along the side of the former Brown’s restaurant. They advised him that it would be ok to put lines in this area. Ron Walker – Nothing. Wayne Simmons – Nothing. Chris Hartley – Advised that the pool roof is still needing repaired. He said that it is the main building roof that needs repaired. Chris also advised that individuals parking by Legion’s dumpster are out in traffic.

Mayor Frazier advised that the next council meeting would be March 21.

ADJOURNMENT: A motion to adjourn was made by Rocky Guzek. Seconded by Helen McMasters. Motion carried.
