II.

BACKGROUND Pursuant to Chapter 945, Florida Statutes (F.S.), the Department is responsible for the supervisory and protective care, custody, and control of its inmate population and supervision of its probationer population. The Department desires to detect and deter illegal drug use by offenders that are on community supervision with Florida Department of Corrections. The Department has approximately 3,000 offenders on community supervision in Escambia County. A resource for offenders to obtain laboratory drug testing services is needed within the geographical area. Of these specimens (7,670), approximately 739 GC/MS confirmations were conducted with an average of two (2) drugs per confirmation.
