Explanatory Notes The above tables consist of a selection of agreed standard Emergency Shelter (ES) and non-food items (NFIs) for families and individuals who have been displaced, as well as those displaced persons who are returning to their places of origin or of choice With ongoing conflicts and increasing displacement of the population, experience from cluster partners in assisting IDPs have shown that their shelter/NFI needs vary from one area of displacement to another. Therefore, ES and/ or NFIs can no longer be grouped into standard packages to assist IDPs. They will be assisted with either an ES or NFI kit, or both. Essentially, IDPs will be assisted with emergency shelter and NFIs that match identified needs. 1. IDPs Assistance: 1.1.

Non-Food Items: IDPs would be assisted with HH items based on observation, assessments and on identified needs rather than providing standard package. While a standard is provided, flexibility based on needs is to be exercised during distribution. For example if the needs identified are only a blanket and sleeping mat then these would be the two items that will be provided to the IDPs.

1.2.

Emergency Shelters: IDPs found to be staying in open and precarious conditions such as, caves, under trees, in severely damaged or unfinished buildings, crowded public or private accommodations, are to be assisted with emergency shelter (ES) kit. The distribution of ES will also be based on identified needs. Note that, families in receipt of rental subsidies or tents are not eligible to receive the Emergency Shelter kits. Attention is drawn to the fact that provision of emergency shelter kits does not imply that the Shelter Cluster intends to establish camps or settlements in a particular area. Partners providing such assistance should assess land ownership terms and rights, prior to approval of such interventions. Note that, if there is a clearly identified need for plastic sheets, they can be distributed to IDPs, without distributing the entire Emergency Shelter kit. For tents distributions, please refer to the cluster concept note on the revised policy.

1.3.

Rental Subsidies: IDPs would be assisted with cash for rent based on observation, assessments, identified needs and the vulnerability of the IDP family (12 vulnerability criteria agreed in the Cluster). The rental subsidies should not exceed 6 months without strong justifications based on an assessment and availability of proper plans for durable solutions for those families. Cluster partners shall undertake an assessment exercise to identify the

appropriate rate for the rental subsidies in the project targeted areas within the range of $100-$150 per month with clear justifications until the cluster endorses guidelines on rental subsidies. 2. Returnees Assistance: IDPs returning to their places of origin or of choice and who need assistance in order to return will be provided with these items. These have been recommended by the cluster’s partners as the most relevant and useful NFIs for returnees. 2.1. Non-Food Items: Returnees would be assisted with HH items based on observation, assessments and on identified needs rather than providing standard package. While a standard is provided, flexibility based on needs is to be exercised during distribution. For example if the needs identified are only a blanket and sleeping mat then these would be the two items that will be provided to the Returnee family. Note that, if there is a clearly identified need for plastic sheets, they can be distributed to Returnees. 2.2. Tools for Minor Shelter Repair: Returnees would be assisted with these tools subject to an assessment of their needs to repair minor damage on their houses or shelters. All these tools listed will not be provided as a standard toolkit. Only a selection of those ones technically considered as appropriate and relevant in repairing and rehabilitating the damaged houses or shelters. 2.3. Shelter Rehabilitation Tools: Returnees would be assisted with these tools subject to an assessment of their needs to repair or rehabilitate their houses or shelters. All these tools listed will not be provided as a standard toolkit. Only a selection of those ones technically considered as appropriate and relevant in repairing and rehabilitating the damaged houses or shelters. Note that, Returnees provided with Tools for Minor Shelter Repair are not eligible to receive the Shelter Rehabilitation Tools.

*Cash assistance should be considered for returnees. However, the modalities for this assistance and the amount of cash to be distributed will depend on the assessed needs of the returnees as well as the areas (districts, governorates) of return or relocation.
