ARMY FORCE STRUCTURE REALIGNMENT Proposed 2014 Supplemental PEA (SPEA) Action (Further reduce U.S.based active Army end strength from 490,000 to 420,000 based on 2014 Quadrennial Defense Review (QDR)’s anticipation of 2016 sequestration under 2011 Budget Control Act) SSMCP served as outreach “hub” to recruit and coordinate public input (200+ comment letters summer 2014 versus 1 letter from SSMCP in previous public comment period) regarding SPEA
Public Listening Session January 21, 2015 for JBLM possible downsizing Over 550 people attended the Army force structure realignment listening session and 67 people testified in person, including WA Governor. The event ran an hour longer than scheduled due to the large turnout. Multiple media (network and public access TV, radio, magazines) covered event and ran pre- and post- event stories. (See stories at www.ssmcp.org) SSMCP approached often since event to help circulate information and calls to action due to success with listening session

JBLM JOINT LAND USE STUDY Purpose: The JLUS presents recommendations for consideration by local and state governments that protect the ability of the military to accomplish its vital training and operational missions presently and over the long-term while also promoting development compatible with military presence and protecting public health, safety, and welfare.
Study Area: 2 miles outside of geographic boundaries of JBLM

SSMCP BUSINESS AND COMMUNITY SURVEY Purpose: Gather data highlighting the nature of the ties between JBLM and its surrounding communities; identify any potential conflicts or increased need in the areas of transportation, housing, land use, and employment; and evaluate the impact a draw-down in force or BRAC process might have upon the local economy and community. The Consultant will design a survey and delivery system which SSMCP can utilize when conducting future rounds of community and business surveys. We are looking for an enduring product of continuing usefulness. The execution plan shall ensure a statistically valid sample throughout the communities bordering Joint Base Lewis-McChord and Camp Murray, including the municipalities of unincorporated Pierce County, Tacoma, Lakewood, Puyallup, Steilacoom, DuPont, Lacey, Olympia, Yelm, and Roy.
