First Night Evanston features live indoor music, dance and entertainment starting at 7pm on December 31. Outdoors, there will be a heated tent with food to purchase from popular local restaurants and food trucks. End your evening with a midnight “ringing and singing” in of 2016. A raccoon named Timothy starts kindergarten, and meets many new friends; they help Timothy on something he is struggling on with his seat mate Claude, a smart raccoon who thinks he is better than everyone else. Timothy’s new friends, Yoko, a Japanese cat who is a very talented violin player, Fritz the skunk, who always wants to discover new things, Charles a shy little mouse, Nora a loud little mouse, Lilly a forgetful fox, Grace a wonderful cat dancer, and Doris a beaver who loves different kinds of paintings, help Timothy overcome his fears. FEBRUARY 5, 19 WILD AND SCENIC FILM FESTIVAL The Evanston Environmental Association and the Ecology Center are once again proud to be the official Chicago area host of the Wild & Scenic Environmental Film Festival—the largest environmental film festival in the U.S. Each evening see award-winning films selected from this renowned festival. The films will present a variety of perspectives and experiences shared by some of the best of today’s environmental filmmakers. The festival showcases amateur and professional films that focus on nature, activism, conservation, energy and a range of other environmental issues. In March 2015, Northwestern agreed to donate $1 million annually to the City of Evanston for a period of five years, with proceeds to be spent on projects and services agreed to jointly by Evanston Mayor Elizabeth Tisdahl and Northwestern University President Morton Schapiro. In October 2015, Mayor Tisdahl and President Schapiro announced the following allocation of the first $1 million donation from Northwestern University to the City of Evanston’s Good Neighbor Fund: •

$500,000: Sheridan Road improvement project.

This project will continue into 2016 and be fully completed in 2017.



$200,000: Support for Evanston Fire Department paramedics.

This allocation represents one full-time ambulance company serving our community 24/7/365.



$100,000: Support for the City’s Youth and Young Adult Division.

2016 PRIVATE ELM TREE INSURANCE PROGRAM

GET A FLU SHOT TO STAY HEALTHY THIS WINTER!

The City of Evanston has been a Tree City USA for the past 31 years.

Flu season is here! The City’s Health & Human Services Department encourages all residents to get a flu shot to help keep the community healthy this winter.

Part of the reason we have been able to achieve this recognition is that we have aggressively controlled the spread of Dutch elm disease. Without any control measures, this disease is capable of wiping out every American Elm tree in Evanston within a 10–12 year period.

To reduce the spread of influenza and other illnesses this winter, the Health & Human Services Department reminds residents to practice the 3 C’s: • Clean—Properly wash your hands frequently • Cover—Cover your cough and sneeze • Contain—Contain your germs by staying home if you are sick

100+ COMMUNITY MEMBERS IN NEED PROVIDED WITH FREE DENTAL SERVICES More than 130 community members in need received access to $101,000 worth of free dental services as part of “Dental Access Days,” a two-day clinic coordinated by the Evanston Health & Human Services Department. Patients from Evanston and surrounding communities were served, with priority given to those identified by social service agencies as those most in need. During the event, held on October 9 and 10 at the Levy Senior Center, an ordinary meeting room was transformed into a modern dental clinic complete with instruments, supplies and equipment. Local dentists and hygienists volunteered their time to perform cleanings, fillings, extractions, and denture repair for community members who otherwise would not have access to dental care. Economic Development Starting in early June each year, Parks/Forestry Division employees conduct regular inspections of all elm trees on both public and private property, looking for symptoms of Dutch elm disease. Once an elm tree is diagnosed with Dutch elm disease, City of Evanston ordinance requires removal of the tree within 30 days. If the diseased tree is located on private property, the property owner must bear the cost of removal. This cost can range from several hundred dollars for smaller trees, up to several thousand dollars for very large trees. In order to avoid these unexpected costs, the City’s Environmental Services Bureau offers Dutch elm disease insurance to all Evanston property owners. This insurance covers the entire cost of removal of private elm trees infected with Dutch elm disease to ground level. The insurance does not cover the cost for removal of the stump. The cost of the insurance is based on the size of the tree, and ranges from $60 to $140 per tree per year. Applications and premiums are due no later than Wednesday, June 1, 2016. This annual insurance covers only the tree removal costs if the tree becomes infected with Dutch elm disease, and is only for a one-year period. Insurance applications can be picked up at the Morton Civic Center, or residents may call 311 and ask that an application be sent to them. Application forms are also available on the City’s website at cityofevanston.org/forestry, and can be submitted online using a credit card for the premium payment.

CHICAGO-MAIN-DEMPSTER BUSINESS DISTRICTS LAUNCH SPECIAL SERVICE AREA In the summer of 2015, the City Council granted approval for the creation of the Chicago-Main-Dempster Special Service Area (SSA) after an 18-month study process requested by a group of more than 60 area business owners. The SSA will serve as a locally controlled, locally driven economic tool that funds desired enhancements using a small (less than one percent) property tax on commercial properties in the Main Street and ChicagoDempster business districts in order to fund special services such as street beautification, holiday decorations, marketing, and other neighborhood improvements. The SSA is governed by an 11-member board made up of business and property owners elected from within the new district. What to Know When it Snows

The City of Evanston encourages residents to help keep Evanston safe and accessible for all community members during periods of heavy snowfall and frigid temperatures.

Follow these heating tips to help maintain a fire-safe home this winter. Space Heater • Keep anything that can burn, such as bedding,

clothing and curtains, at least 3 feet away from the heater. Make sure the heater has an automatic shut-off, so if it tips over, it shuts off. Turn heaters off when you go to bed or leave the room. Plug portable heaters directly into outlets and never into an extension cord or power strip. Only use portable heaters from a recognized testing laboratory.

PARKING From December 1 through March 31, the City may enforce temporary parking restrictions in the form of a Snow Route Parking Ban and/or a Snow Emergency. The declaration of parking restrictions depends on the amount of snowfall, road conditions, timing and other factors. It is illegal to park on the street during restricted times even if plows have been through, as plowing and salting operations may require return visits by City trucks.

SHOVELING Property owners are responsible for clearing sidewalks adjacent to their property within 24 hours after any snowfall. When shoveling a sidewalk, please clear a path that is at least 36 inches wide to allow everyone, including children, people with disabilities and the elderly, to travel freely using the sidewalks instead of the streets. Property owners are also asked to clear the area surrounding fire hydrants. Keeping fire hydrants visible and accessible from the street can save precious time in an emergency. Landlords are responsible for keeping sidewalks, hydrants, parking lots and all common areas, including open stairwells, free from all hazardous conditions at all times.
