Distinguished guest speakers will provide their perspective on the current face of health care and future direction within health care reform, including economic and legislative updates in the state of South Carolina.

KEYNOTE:

Medicare Fraudsters Take the HEAT Steven Meyerson, MD Vice President – Education and Regulation Physician Advisory Services (PAS) Accretive Health, Inc. SESSION ABSTRACT: Despite all the talk about eliminating fraud and abuse from federal programs, little was done and fraud became rampant. Now that has changed. Armed with enhanced tools from the Affordable Care Act and the False Claims Act and using advanced computer-assisted audit technology, Medicare anti-fraud activities have been successfully detecting fraud schemes, arresting perpetrators and obtaining convictions. The Department of Justice and HHS Office of the Inspector General have teamed up to create so-called HEAT programs in cities prone to fraud. This program will explore Medicare’s anti-fraud activities, the players, the methods and the results.

SESSION 3A:

ACMA Public Policy Update and Open Forum J. Suzanne Wilson, MBA, RN Director, Resource Management AnMed Health SESSION ABSTRACT: This session will provide information on ACMA’s recent national public policy efforts and priorities in case management advocacy. Top issues, regulations and challenges facing hospital case managers and legislative efforts in Washington will be discussed. An open forum will be provided to allow attendee input and discussion on public policy issues.

SESSION 3B:

Use of Treatment Plans to Effectively Manage Complex Cases Jane Hounsell, MSW, LCSW Lead Social Worker, Case Management Columbia St. Mary’s Hospitals SESSION ABSTRACT: The value of a treatment plan to both patient and medical team is to promote safe and effective delivery of health care to patients who may benefit from a structured intervention to improve their overall health status. A flag in the electronic health record or registration system alerts the medical team to the existence of the treatment plan. This session will provide the treatment plan tool used at this hospital system, address how obstacles to implementation were navigated and use case studies to demonstrate usefulness.

What is the QIO Doing These Days? Legislative Update Linda Moore, RN Manager, Federal Programs and Services The Carolinas Center for Medical Excellence SESSION ABSTRACT: During this session, attendees will learn about the QIO’s role and how it impacts not only people with Medicare but also the daily work of case managers.

SESSION 4B:

Surrogate Decision Makers – How Do You Know If You are Talking to the Right Person Jane Hounsell, MSW, LCSW Lead Social Worker, Case Management Columbia St. Mary’s Hospitals SESSION ABSTRACT: The person visiting a patient, though caring and concerned, might not be the appropriate surrogate decision-maker. Informed consent is based on the principle that patients should be allowed to make decisions for themselves. When unable to do so, case managers are often consulted to assist in determining the most appropriate surrogate decision-maker. This session provides a process to identify the surrogate decision-maker, what makes a Health Care Power of Attorney (HCPOA) valid, when guardianship is needed, and how the surrogate decision-maker is determined in the absence of either of these documents. Case studies will be used.

SESSION ABSTRACT: In the era of audit scrutiny, the need for a Physician Advising program has been elevated to the top of the priority list for acute care facilities. This session will describe one facility’s approach to this dilemma; an internal PA team working in concert with the case management team and medical staff.
