The Smart Cities National Plan

The goal of the Plan for Smart Cities is to contribute to economic development, “maximising the impact of public policies on ICT to improve productivity and competitiveness, and to transform and modernise the Spanish economy and society by using Information and Communication Technology effectively for the public, companies and administrations”, according to the Digital Agenda for Spain.

The Smart City Concept The Smart Cities National Plan follows the definition proposed by AENOR's Technical Standardisation Committee 178: “The Smart City concept is a holistic view of a city which applies ICTs to improve the quality of life and accessibility of its inhabitants and ensures constantly improving sustainable economic, social and environmental development. A smart city enables its citizens to interact with it in a multidisciplinary way and adapts to its needs in real time, with efficiency in quality and costs, offering open data, solutions and services oriented to the citizens as people, in order to resolve the effects of growth on cities, in the public and private spheres, through the innovative integration of infrastructure with smart management systems.”

The Smart City Concept

A city is considered to be "smart" if it has at least one initiative with one or more of the following characteristics: Smart Economy, Smart People, Smart Mobility, Smart Environment, Smart Governance and Smart Living.

The Smart City Concept Guidelines for Smart Cities Developed by the National Observatory on Telecommunications and Information Society (ONTSI)

The Smart City Concept ONTSI guidelines split the 6 main areas of the Smart City into 29 fields, such as Energy, Water, Connectivity, Transparency, Tourism, Security and Leisure, among others. The guidelines also give a comprehensive definition of services provided by the city, which includes 69 different public services, and 345 indicators in order to assess the smartness of these services.
