TERMS OF REFERENCE

1. Background The GON has received a Grant from ADB to implement Skills Development Project (SDP). The executing agency for the project is MOE whilst the implementing agency is CTEW. The expected impact of the project is increased employability of the Nepalese workforce. The project's expected outcome is that skills development provision in Nepal will be expanded and will attain higher standards of quality, equity, and market responsiveness. The project will focus, mainly, on short-term, diploma and technical school leaving certificate program in three priority economic sectors: construction, services, and man ufacturing.

The project will deliver four outputs: (i) expanded provision of market-oriented training opportunities; (ii) increased quality, relevance and efficiency of TVET provision; (iii) improved coordination and regulation of the TVET sector; and (iv)improved capacity for effective project management and M&E.

The third-party monitoring will be applied to Output 1, expanded provision of market-oriented training opportunities, and specifically the sub-output which will eventually provide 45,000 shortterm training places (mostly of 3 months in duration), for unemployed or under-employed people, at least 40o/o of whom will be women and at least 30% of whom will be from excluded groupsu.

The SDP is managing the short-term training through both - private and public-sector training providers. The trainees are being trained and placed in employment through these private and public-sector training providers, working to deliver results-based training contracts/agreements6 where payment is dependent on employment rates and incomes of graduates ln addition to direct, competitive, time-based training payments, the provisional sum to support the participation of needy groups and the provision to cover the cost of the NSTB skills test and test materials, an additional milestone payment linked to verified gainful employment placement has been designed as listed below:

For all trainees trained and attending the skills test, and verified as being gainfully employed

with each having an income of at least NRs 4,600 per month derived from the trainingrelated employment, six months after the respective training period an additional NPR 2,000.

.

For placement of excluded group graduates who are verified as being gainfully employed with each having an income of at least NRs 4,600 per month derived from the trainingrelated employment / self-employment, six months after the respective training period, an additional milestone payment. The additional milestone payment will be a weighted percentage of the competitive direct training cost, with the weighting depending on the category of excluded group trainees, as shown in Table below.

2. Objectives of the Assignment The objectives of this assignment are to: (i) Verify that training undertaken by training providers is in accordance with Nepalese standards; (ii) Verify the self-reported training and employment performance of each training provider which will enable the PIU make the additional milestone payments mentioned above. 3.

Methodology and Procedures

3.1 Methodology The Third Party Monitoring Firm (the Consultant) will:

Design sampling techniques to determine scope for the surveys. Design methodology to determine (i) adequacy of training against training standards and (ii) employment and income of individuals who have completed training programs sponsored by SDP;

iii. Design instruments for all trainees surveys as required, following protocols developed by SDP and ADB when appropriate;

iv. Coordinate with SDP and training and employment service providers all tasks

as

outlined in this document, including scheduling, managing resources, and recruiting field staff;

v.

Provide training

to the enumerators and field staff and ensure

monitoring,

supervision and quality checks of field work;

vi. Design, as required, data entry package; data management, and analysis

for

quantitative surveys;

vii. Design analysis framework for qualitative surveys; viii. Link with different governments, NGO, and donor agencies who are stakeholders for this research, in consultation with SDP;

ix. Prepare survey reports;

x.

Disseminate survey findings;

xi.

Provide feedback about progress, outcomes and strengths and weaknesses of the training and employment service providers to the SDP and assist training and employment service providers and other relevant stakeholders in taking necessary decisions based on results.

3.2 Procedures

i.

The training and employment service provider will notify the PIU the completion of each batch of training and the PIU in turn will notify the Third Party Monitoring Firm (TPMF).The TPMF will then propose the appropriate dates for both the three-month

post-training employment verification and for the six-month post-training

employment and income verification to the PlU.

ii.

The PIU will review the dates proposed by the TPMF and provide approval on the proposed dates after necessary consultation with the TPMF and the TPMF will undertake the verification within two weeks of the agreed dates.

iii. The

PlU, from its trainee database, will provide the TPMF the relevant trainee records, including trade lists and contact details of the employer and the location of selfemployment. Based on the trainee data provided by the PlU, the TPMF should select a statistically-valid sample of trainees from each trade and carry out the two sampling activities to verify employment, and employment and income, for additional milestone payment.

iv. The graduate trainee sampling will be applied to all training providers.

Disaggregation

will be based on gender, ethnic groups, geographical coverage and disability as well as the trades themselves.

v.

Trainees who have completed programs from each trade delivered by the training and employment service provider will be randomly selected and traced. Direct contact will be made with the trainees at their place of employment. Day-books and salary sheets will be checked to verify and assess the trainees' employment status and income.

vi. On ad hoc basis, training providers will be visited to verify compliance of

training

provision against Nepalese standards.

4.

Scope of Work

At the commencement of the contract, the Consultant will review relevant documents to become fully familiar with the objectives of the short-term training sub-output of the SDP, the precise requirements of third party monitoring, and develop the indicative works schedules based on the training provider training cycles. The key requirement for the Consultant is to undertake threemonth post-training employment verification and six-month post training employment verification as determined by the training schedule of the project, and shall have the following duties and responsibilities:

Finalize in coordination with PIU the precise data-collecting tool and method, and the specifications of the required form for presentation of sampling results to the PIU and get approval of the PlU, At each stage of employment, and employment and income verification, work closely with the PIU monitoring staff to obtain trainee data of each training provider to assess, develop and agree on the precise sampling sizes and locations for verification of each batch of trainees. Recruit and train an adequate number of experienced enumerators and field supervisors (selection of the enumerators is to be social and gender inclusive) for each verification activity and provide them orientation in collaboration with the PIU staff and FMOs. Conduct verification activities using the agreed data-collecting tools and methods. Prepare and enter data into a database and present the data in the required form, previously specified. Approximately two thousand (2,000) individuals per year will be trained in each of the 6 regions of Nepal through private providers, with more through public providers. Training will be provided for jobs in up to twenty (20) trades, meaning approximately one hundred and twenty (120) individuals will be trained for employment in each trade. ln each of the six regions, Skills Development ProjecUEOl for Third Party Monitoring

approximately 1000 trainees will need to be randomly sampled twice per year at 3months for post training employment verification and at 6-monthsfor post training employment and income verification. The diverse characteristics of the target group necessitate a larger than usual sample group, to allow for all characteristics to be considered.

3.

Qualifications of the Consultant

The PIU will select an experienced consulting flrm (the Consultant) to conduct the third party monitoring over the life of the project tentatively starting from March 2015 to December 2018 through Consultant Qualification Selection (COS) method. The short-listed firms will be ranked based on their appropriateness and the first ranked firm (the most appropriate) will be asked to submit a combined technical and financial proposal and will be invited to negotiate the contract. lf negotiation does not success with the first ranked firm, the second ranked firm will be asked to submit the combined technical and financial proposals and the similar process as mentioned above will be followed until the contract agreement is made.

The Consultant will have at least 5 years of experience in similar monitoring and evaluation work. Firms with previous experience in monitoring and evaluating Technical and Vocational Education and Training (TVET) will be given preference. The Consultant will demonstrate strong capacity in the application of gender equality and social inclusiveness principles in the design, development and operation of research and monitoring and evaluation. The firm will provide the following staff on an intermittent basis: a Team Leader with experience in performance monitoring & evaluation and project management; two Senior TVET Specialists; and a team of six monitoring enumerators. The Consultant should have the capacity to deliver the required services including:

Qualifications Must have minimum Masters Degree in Technical Education and Vocational Training, Adult Education, Education, or Human Resource Development and Management; Sound knowledge of the field of technical education and vocational training with particular emphasis on training follow-up, impact and results; Demonstrated capacity to design and implement training monitoring and evaluation projects and studies; Sound knowledge of quantitative research methods including sampling procedures, data organization, summary and analysis; Demonstrated capacity to design and conduct qualitative research; Demonstrated capacity to prepare survey reports and disseminate survey results; Demonstrated capacity to summarize survey findings and develop recommendations; Demonstrated capacity to integrate gender equality and social inclusiveness principles in research monitoring and evaluation of training. Experience

At least 10 years experience in designing, managing, monitoring and evaluating

technical education and vocational training; Experience in designing and implementing TVET-related survey instruments- preference will be given to those with experience in the design and analysis of tracer studies to determine level of satisfaction with training provided, impact of training on individual livelihood, and employment status and income following training program completion; Ability to manage, organize, and facilitate training for the survey team for data collection for training quality assessment and employment and income verification of trainees; Experience in conducting training assessments using summative and formative methods.; Knowledge and experience in the application of gender equality and social inclusiveness principles to the monitoring and evaluation of training; Experience in using computer packages and programs; previous experience using MIS and GIS will be preferred; Fluency in English with excellent writing and communication skills; Experience in report writing; Ability to communicate M&E methods and results effectively to donors.

5. Deliverables The Consultant should deliver the following:

Monitoring and Evaluation Design and Operational Plan to be submitted within one month (30 days) of the commencement of the assignment. Quarterly reports containing statistically valid data (i) showing employment rates at the 3-month validation stages (using pre-agreed disaggregation including

trainees gender, excluded group, geography, disability and trade);

(ii)

statistically valid data showing employment types and rates and income level (using pre-agreed disaggregation including trainees gender, widows, ethnic group, geography, disability, trade) and with income presented in pre-agreed income bands to enable those trainees in employment and having income above NPR 4,600 to be identified; (iii) data evaluation by trainees of the quality and usefulness the training program (using pre-agreed disaggregation including trainees gender, excluded group, geography, disability and trade), and (iv) data on status of training provision against Nepalese standards. Annual Reports providing a summary of the information provided in the quarterly reports and including recommendations for improvement of the training programs. The Final Report at the conclusion of the assignment providing a summary of; the data collected in each year of the assignment data analysis, summary of findings, lessons learned, recommendations for improvement.
