Institutional Framework
v The mission structure is notified at all three levels by the State Government. v The State level Skill Development Mission is mandated to meet periodically v The Skill Development Coordination Mission chaired by Chief secretary & District level coordinate committee chaired by respective deputy commissioner are mandated to hold at least two meetings in a year.

v The State Skill Development Mission chaired by Chief Minister have following broad objectives: • To lay down broader policy objectives, strategies, financing & governance model to promote skill development • To work out overall strategy to provide skill development

v The State Skill Development Coordination Mission chaired by Chief secretary have following broad objectives § Enumerate strategies to implement the decisions of State Skill Development Mission § Assessing the skill requirements & coordination with all stake holders in skill development.

v The District level coordinate committee chaired by respective deputy commissioner have following broad objectives: § Implement & Coordinate the policies /programs of skill development at district level § Close supervision &monitoring of all skill development activities at district level.

v Representation, Coordination & Effectiveness of Mission • A wider representation is given to the line ministries, Industry, experts in skill development areas at all three levels of the Mission. • However the effectiveness of the mission in coordinating the schemes of all the departments & their monitoring deep down needs to be strengthened.
• The Mission does not have direct funding at state level.

Institutional Framework
v State Council for Vocational Training (SCVT) is in place. v Punjab State Skill Development Society (PSSDS) has been formed for implementation of SDI/MES scheme. v Private Training Providers Policy has been notified for involvement of Private Players v The Technical Education & Skill development policy has been drafted in line with the National policy on Technical education &skill development.

Other initiatives
v Multi Skill Development Centers § Four Multi skill development centres to be established at Amritsar, Ludhiana, Bathinda & Hoshiarpur with a capacity of 25000 trainees for each centre in a year. These MSDCs shall act as hubs & provide the necessary support to nearby ITI's as spokes for inclusive growth as industrial clusters.
v Skill Training Academy § A Skill Training Academy at Ropar is being established with collaboration of TATA group. The academy shall prepare skilled workforce @3000-4000 per annum.
v Training of Trainers § An Institute for Training of Trainers (IToT) is being established at Lalru near Chandigarh for training of trainers of the six neighboring states. Four approved in private sector 15
Other initiatives v Adoption of ITI's by Big investors/Industry houses § State has also roped in the major industrial houses like Tata, Maruti-Suzuki, L&T, Toyota, LG, M&M and Godrej etc for adoption & continual support in skill development activities across the state.
v Skill Gap Survey § Skill gap survey has been made in the state with the help of CII & another survey is being conducted with the help of National Skill Development Corporation (NSDC) GoI .

Roadmap to achieve Targets
§ All the ITI's both in Govt. of Private Sector are mandated to run two shiEs. § With filling up of 664 vacant posts, approval for these posts has been obtained & recruitment is being made, the seaLng capacity shall increase by 12500. § In PPP scheme as per InsLtuLonal Development plan (IDP), addiLonal 8400 seats shall be added. § Under MES Scheme the states has devised the targets & acLon plan in line with the populaLon & availability of funds. § Punjab has so far registered the 282 VocaLonal training providers in Govt. & private sector & has already trained 33423 persons. The state has received Rs. 17.00 crore as central funds & reimbursed Rs. 6.06 crore to VTP's. § The annual acLon plan for the SDI for the year 2013-‐14 is to train 14000 persons. An increase of 25% per annum is envisioned under the scheme.

Roadmap to achieve Targets
v
New ITI's/Skill Development Centers with Industry/private partner § Also under the NaLonal Skill Development Mission 73 new ITI's & 2500 Skill development Centers shall be opened in the next five years. The target for first phase is 43 ITI’s & 250 SDC’s. § 43 new ITI’s with 400-‐500 students shall increase the capacity by 20000. And 250 new SDC's with 200 students shall add 50,000 trainees per annum. This shall increase the seaLng capacity by 70000 in one year.
The above iniCaCves shall increase the skill development capacity by 2 lakh per annum. 18
Innovative Model / concept and success stories if any Partnership with Private Training providers: § A comprehensive policy is prepared & approved by cabinet for the involvement of private training providers. § The policy is aimed at providing the training on technologies/courses required in the world of work by using the technical capabilities of Private training providers. § State had initiated the process of involving the Private training Providers for delivery of skills in those areas of technologies where the private entities have the expertise. § The courses selected under this policy shall be highly placement oriented. § The industry is also informed & motivated to participate in this scheme. It is expected to skill 10000 people annually in such courses assured placement of 70%.

Challenges and Expectations from NSDA
§ MoLvaLng NSDC partners to iniLate skill development acLviLes in the states . § Regional conferences by NSDC for sensiLzing the industry & Private partner for skill delivery § State has already idenLfied, taken possession of land for opening of ITI’s & SDC’s in un-‐serviced blocks, NSDC may ask the DGE&T/planning commission to push the scheme. § The sub commiaees of sectoral councils, mechanism for Labour Market InformaLon System shall be extended in the states also.
