DEL CONTENIDO DEL ANUARIO

Como en el ano anterior la Oficina Central esta integrada por el Personal Director que comprende al Director General; i$ayor e Ingeniero Felix de J. Osegueda; a l Subdirector General, Don Antodio Cardona Lazo y al Secretario General, Don Max. P. Brannon. Las secciones encargados de centralizar, analizar y exponer los conceptos de cada rubro son las mismas tambien que las del ano anterior, aunque en el Proyecto de Ley de Estadistica pendiente d e aprobacion por el Congreso se deja la puerta abierta para nuevas investigaciones.

OBSERVACIONES METEOROLOGICAS Las observaciones meteorologicas que aparecen en esta publicacion son tomadas del Instituto encargado d e ese trabajo, pues la Direccidn General de Estadistica, administrativamente, no tienfr ingerencia en los registros que lleva el Observatorio. ESTADISTICA AGRICOLA Los productos naturales d e El Salvador por su importancia comercial son: cafe, azucar, cereales, ganaderia, henequen, balsamo, anil, caucho, etc. Sobre este aspecto tan importante d e la riqueza nacional, desafortunadamente, las investigaciones no han tenido la debida regularidad por lo que e s imposible hacer un estudio coniparativo de cifras. En el presupuesto 1929-1930, la Secretaria de Agricu!tura destino la suma de C. 38,584 para una Seccion de Estadistica Agricola anexa al Comite Nacional de SubsistenciasJa que principio a funcionar en agosto bajo la 'acertada direccion del Ingeniero Pedro S. Fonseca. De aquella investigacion nos quedan los siguientes dgtos:

Respecto al henequen s e dijo entonces que estaban cultivadas unas 2,000 hectdreas de las cuales el 45% estaban en explotacion en aquella fecha. Eso es todo lo que nos queda de la investigacion agricola de 1929 y 1930. Razones economicas obligaron a suspender los trabajos y es hasta en el ejercicio fiscal 1932- 1933 que se consigno la partida correspondiente para hacer frente a la investigacion agricola siguiendo un plan tecnico perfectamente orientado. Como las cedulas d ? recoleccion,-que abarcan todos los i u b r o s d e la produccion agricola salvadoreha y del censo ganadero,-Se r e ~ a r t i e r o n hasta en noviembre del ano 1932, no fue posible registrar las cosechas d e verano de este ano, por consiguiente las- cifras solo abarcan una parte de la produccion anual, por lo que se estimo preferible no publicarlas en este anuario. En su oporfudidad circulara iin Boletin exclusivamente sobre EstadiS'tica Agricola relativa a 1932. El Anuario Estadistico de 1933 si ofrecera al piiblico una informacion dellada y completa, ya que la produccion de ese ano quedara registrada en su totalidad. Las comparaciones se podran obtener, con todas s u s valiosas ensenanzas, cuando se hayan formado tres registros como el anunciado para 1933.

ESTADISTICA INDUSTRIAL Como de todos e s sabido esta estadistica se extiende a ramas muy variadas: hay induskrias manufactureras, alimenticias, textiles, mecanicas, quimicas, etc., hasta el momevto- no se ha llevado en El Salvador ningun registro estadistico relacionado con la industria debido a que esta rama de la actividad humana ha tenido anteriormente escasas manifestaciones por tratarse de un pais esencia!mente agricola. Ahora que comienzan a tomar incremento ciertas actividades d e naturaleza itidiistrial se estan haciendo los estudios correspondientes para la apertura d e los registros que daran la medida de la potencia industrial sAvadore#a.

El consumo de ganado durante el a n o de 1832 ascendio a 174,172 cabezas que representan un valor en colones equivalente a 3.846249. Los tres puertos relacionados tienen muelles con todas las comodidades para las operaciones de embarque y desembarque, y el de La Union, en Punta Cutuco, como ya se dijo, ofrece la facilidad d e que los buques pueden atracar directamente al muelle y e s un lugar apropiado .para surtirse de petroleo y agua. Es oportuno mencionar que el agua del pueito de La Unidn es de la mejor calidad que existe en la Republica, y que, precisamente, a esa circunstancia s e de5e que todos los vapores se proveen de ese elemento en tal lugar. Hay tanques e instalaciones especiales para el objeto jr la venta de aquel constituye una buena fuente d e ingresos municipales. Durante el ano de 1932 y p r i m v semestre de 1933 se ha observado una reacciOn favorable en las operaciones de laboreo de minas en la Republica. Tres minerales estan actualmente en produccion: K L Butters ~ Sal.. - vador Mints, Limited., Mineral ~ S a nS e b a s t k k ; las Minas •áMontecristo Inc. S. A..; y la Empresa denominada *Los Encuentros.. Tambien s e ha comenzado a explotar el mineral *Los Frailes*, en jurisdiccion d e Ilobasco, departamento de Cabanas el cual contiene substancias bituminosas d e importante aplicacion a fines industriales. Algunas cifras sobre la produccion minera s e putlican al final de este Anuario.

LEY DE ESTADISTICA Publicamos tambien como anexo una copia de la nueva Ley de Estadistica la cual fue aprobada por la Asamblea Nacional Legislativa en el mes d e julio de 1933 y publicada en diario OfiCialm No. 164 de 24 del mismo mes. La Ley de referencia ha venido a derogar todas las leyes y decretos referentes a estadistica pues la legislacion que existia sobre la materia no s e adaptaba en su plenitud a l a s ' nuevas actividades d e la Direccion General de Estadistica. Una de las mas serias dificultades con que ha tropezado siempre esta Institucion, especialmente en lo relativo a Censo d e poblacion y agricola, ha sido la renuencia del pUblico a dar con exactitud y veracidad los datos que les solicitan los encargados de la recoleccion, en la creencia d e que las preguntas van encaminadas a establecer base para fines d e tributacion fiscal. Nada mas equivocado e infundado. La Direccion General de Estadistica, desde su fundacion, no ha permitido jamas que por s u medio s e establezcan cargas de ninguna especie a persona determinada. Confirmando esa conducta, invariable y constante en la vida de la Institucion, la nueva Ley que comentdmos ha concretado en una disposicion legislativa esa practica saludable q u e ha sido norma de la Oficina. Quisieramos que todos los que d e una u otra forma tengan que dar informe a los Agentes de estadistica tengan presente siempre el Art. 30. de la nueva Ley que a la letra dice: e

AGRICULTURAL STATISTICS The natural p r ~ d u c t sof El Salvador, in tlie order of their commercial irnportance, are: Coffee, Sugar, Cereals, Cattle, Henequen, Balsarn, Indigo, Rubber, ctc. Unfortunately, investigations on this most important aspect of the country's resources, have not been carried out with the necessary regularity and for this reason it is impossible to make a ~omparativestudy of the figures. In the 1929130 Budget, the Department of Agriculture assigned the surn of QC 38,584 for a Section to be devoted to the cornpilation of Statistics on Agricultural Produds, annexed to the National Substinence Committee, which cornmenced to function under tne capable direction of Engineer Pedro S. Henequen: With regard to henequen, i t was said at that time that about 2,000 hectares were under cultivation, 45% of which were actually being worked on that date. T h e above is al1 that was left to us frorn the 1929 and 1930 agricultural investigations. Economic reasons caused the suspension of this work and it was not ~intilthe fiscal year 1932133 that there was included in the budget the nrcessary amount to undertake the investigation of agricultura1 statisjics, following a well ordered' technical plan. As the questionnaires, covering al1 branches of Salvadorean agricultural production and the census of cattle, were not distributed before November 1932, i t was not possible to register the winter crops of that year. For this reason, the figures cover only a part of that year's production and it was therefore considered preferable not to publish them in this Yearbook. In due course a Bulletin will be circulated dealing exclusively with Agricultura1 Statistics pertaining to 1932. T h e Statistical Yearbook for 1932, however, will offer the public detailed and complete information, in view of the fact !hat this year's production will be recorded in its entirety. It will b? possible to inake comparisons, with al1 the valuable information they entail, when three year's records, similar to the one announced for 1933, Aave been compiled.

INDUSTRIAL STATISTICS As everyone knows these stntistics cover a very wide rringe of products. There are, for instance, thc: manufacturing, food product, textile,. mechanical, chemical and other industries. Up to now, no statisticali records have been kept in El .Salvador with regard to its industries,. due tn the fact. that this branch of human endeavour has previously beeii only very lightly exploited, El Salvador having always been esentially an agricultura1 country. Now that certain activities of an industrial nature have commenced to take force, the corresponding studies are being made so' a s to open the records which will serve to measure the industrial potentialities of El Salvador. e

COMMERCIAL STATISTICS Local Commerce: The following figures have been obfained of the commercial movement within the country: the yearly average of the price of corn in the Republic, per Spanish quintal of 46 kilos, in 1932 was QC 2.97; rice reached an average price of QC 6.86 and beans a 6.08. Cattle consumption during the year 1932 reached the figure of 174,172 heads, which represents a total value in colones of 3346,949. I t should be mentioned that the total number of cattle slaughtered includes bulls, heifers, oxen, cows, sheep, goats and pigs, the detail of which, by months and species, is contained in the corresponding table. C o m m e r c i a l aviation: This service was permanently established in January 1930 and is. chiefly exploited by an American company, the Pan American Airways Inc. T h e national aerodrome is situated eight kilometers from San Salvador, in the jurisdiction of the town of Ilopango and in the vecinity of the lake of the same narne. exportations in relation to the total imports through Maritime Custotns only. Population: 7,S28 inhabitants. Depth in the bay: T h e shallowest points in the Bay of Fonseca, in the z9ne traversed by shipping to reach the dock at Cutuco Point; are 3 3 feet in depth between Conchaguita island aad the coast, and 27 feet in depth between Zacatillo lsland and Cutuco point. For further details consult navigation chart No. 173 o f - t h e Bay of Fonseca, published by the Government of Washington, D. C., in accordance with studies made in 1928. Interval between tides: 3 hours 15 m. Pilot's fees: There is no official pilotage ser9ice for vessels entering the port of La Union, the dock of which is located at Cutuco Point, but there are experts in the locality who furnish ,this service upon request by the interested parties. Average movement of shipping: 14 vessels a month. T h e three ports mentioned have al1 kinds of facilities for loading and unloading operations, and that of La Union, at Cutuco Point, a s has already been said, offers the advantage that ships can tk up alongside its dock and there are facilities for supplying both oil and water. It should be added that the water of La Union is of the best quality existing in the Republic and that, precisely ior that reason, al1 vessels take on a good supply there. There are tanks and special installations for the purpose, and the sale of water constitutes a good source of income for that municipality.
