Singapore Cycling Federation OCBC Cycle National Mountain Bike Championship 16 & 17 July 2016 Overarching Event Rules and Regulations NOTE: The event will follow the Union Cycliste Internationale (UCI) rules with adaptation in this document 1. General 1.1 One human powered bicycle in good working condition 1.2 No sleeveless jerseys are allowed 1.3 Wheels with diameter not exceeding 29 inches 1.4 Ensure handle bar plugs are intact 1.5 A rider must act in a sporting manner at all times and must not push or interfere with another cyclists by hand or by other means, displays indecent conduct or foul language or perform acts of violence 1.6 A rider must permit any faster rider to overtake without obstructing. 1.7 If a rider exits the course for any reason, he/she must return to the course at the same point from which he/she exited. 1.8 The riders must respect the surrounding environment and must make sure that they do not pollute the course venue. 1.9 The use of radio links or other remote means of communication with riders is forbidden. 1.10 During Mountain Bike races no traditional road handlebars may be used. Clips-on extensions are forbidden but traditional barends are authorised. (adapted from UCI regulations para 4.1.034 to 4.1.039 bis)

2. Specific to Mountain Bike Cross Country 2.1 Feeding

2.1.1 Water bottles and food must be passed up to the rider by hand by the feeder or the mechanic. The feeder or mechanic is not permitted to run alongside his/her rider. 2.1.2 The spraying of water on riders or bicycles by the feeders or mechanics is forbidden.

2.1.3 Eyewear many only be changed in the feed/technical assistance zones. An area where glasses may be exchanged may be set up at the end of the zone.

2.1.4 No rider may turn back on the course to reach a feed/technical assistance zone. Any rider doing so is disqualified. Only within the feed/technical assistance zone itself, a rider may turn back without obstructing other competitors. 2.2 Technical Assistance 2.2.1 Authorised technical assistance during a race consists of repairs to or the replacement of any part of the bicycle other than the frame. Bike changes are not permitted and the rider must cross the finish line with the same handlebar number plate that he had at the start. 2.2.2 Technical assistance can only be given in the feed/technical assistance zones. 2.2.3 Spare equipment and tools for repairs must be kept in these zones. Repairs and equipment changes can be carried out by the rider himself or with the help of a team-mate, team mechanic or neutral technical assistance. (adapted from UCI Regulations para 4.2.041) 2.3 Starting grid 2.3.1 The start order is determined by the following order of priority: a. As per the last published UCI Cross Country individual ranking b. As per previous year edition of Singapore National Cross Country individual ranking c. Unclassified riders (adapted from UCI Regulations para 4.2.061) 2.4 The “80% zone” 2.4.1 Any rider whose time being 80% slower of that of the race leader’s first lap will NOT be pulled out of the race. Women Elite (19 years and above) Men Elite (19 years and above) Women Junior (17 – 18 years) Men Junior (17 – 18 years) SCF will award the National Champion Jersey to the winner of the Men Master and Men Super-Master, however as these championship categories are only recognised by SCF, no UCI points will be accorded.

3. Specific to Mountain Bike Downhill 3.1 Long sleeve jersey along with a full-face helmet must be worn properly both when racing and when training on the course. 3.2 UCI strongly recommends that riders wear the following protection: a. back, elbow, knee and shoulder protectors made of rigid materials b. protection for the nape of the neck and the cervical vertebrae c. padding on shins and thighs d. broad full length trousers made from rip-resistant material incorporating protection for the knees and calves, or broad-cut shorts made from rip-resistant material plus knee and calf protectors with a rigid surface e. long sleeved shirt f. full finger gloves (adapted from UCI Regulations para 4.3.012) 3.3 Championship categories 3.3.1 3.3.2 3.3.3 3.3.4 3.3.5

Women Elite (19 years and above) Men Elite (19 years and above) Women Junior (17 – 18 years) Men Junior (17 – 18 years) SCF will award the National Champion Jersey to the Junior Men and Women winners aged 17 – 18 years. UCI points will be awarded for Women and Men aged above 17 years old for the Elite category, this would be based on Juniors and Elite category combined final timings. 3.3.6 SCF will award the National Champion Jersey to the winner of the Men Master and Men Super-Master, however as these championship categories are only recognised by SCF, no UCI points will be accorded. There would be a total number of 6 National Champion Jerseys awarded (Women & Men Elite, Women Page 3 of 6

and Men Junior, Men Master and Men Super-Master). However for Men Master and Super-Master categories are only recognised by SCF, no UCI points will be accorded.

4. Licence 4.1 Participants must hold a valid UCI or SCF National Licence. In accordance to Part 1, “General Organisation of Cycling As A Sport,” and Chapter 1 “Licence Holders” of the UCI Cycling Regulations, The licence is an identity document confirming that its holder undertakes to respect the (UCI) Constitution and regulations and which authorise him/her to participate in cycling events. A licence holder may participate in a cycling event organised or supervised by the UCI, the UCI continental confederations, the UCI member federations or their affiliates. A key consideration makes reference to Chapter 1, 1.1.006, UCI Cycling Regulations, Before the licence is issued, the licence holder and the national federation (i.e. SCF) must ensure inter alia that the licence holder is adequately insured against accidents and civil Responsibility in every country where he practices competitive cycle sport or training throughout the year for which the licence is issued. In essence, the insurance is required to protect all competitive riders. 5. Medical Code 5.1 Anti-Doping Rule violations as defined by the World Anti-Doping Code and AntiDoping Singapore are forbidden. 5.2 All competitors may be subjected during the competition proper to Doping Controls initiated by Anti-Doping Singapore at any time or place, carried out in conformity with the Anti-Doping Code and its respective International Standards. 5.3 Any competitor refusing to submit to Doping Control or who is found guilty of an Anti-Doping Rule violation shall be sanctioned by Anti-Doping Singapore, Singapore Cycling Federation and the Union Cyclist Internationale including the requirement for presented medals to be returned.

6. Claims and Protests 6.1 Claims and protests made to the President of the Commissaires Panel and Commissaires on the grounds concerning matters of fact are decided by them without appeal. 6.2 For exceptional circumstances, any claim must be made within fifteen (15) minutes of crossing the line. The PCP and Commissaires after an investigation shall then give a decision and this decision shall be irrevocable. All claims and appeals must be made in writing with an accompanying non-refundable fee of $100.00, paid to the race secretariat in cash.
