First Annual Governors Youth Hunt During the 2009 spring youth turkey season April 4 and 5, 2009 the Conservation Federation of Missouri, National Wild Turkey Federation, the Missouri Department of Conservation, elected officials from the capitol, and a host of private landowners and other volunteers will initiate an exciting new event. The First Annual Missouri Governors Youth Hunt will be initiated to emphasize and celebrate Missouri’s leadership role in hunter recruitment and retention. Missouri leads the nation in this important statistic with a 1.63. This means that Missouri recruits 1.63 new hunters for every one lost. As most realize, hunter recruitment and retention is not only vital to the longevity of our sport as a political life support system but as a vital monetary support system for all conservation efforts. Even with the sales tax, additional license fees and excise taxes on hunting and fishing equipment fund a large percentage of the services that add significantly to the quality of Missourians lives; services that have a price and that many take for granted. Missouri’s success in recruiting and retaining sportsmen and women is the result of many factors including: adequate and well distributed public lands, a diversity of resources that are well managed and well publicized, special opportunity seasons and areas, affordable pricing, less restrictive opportunities, and others. Bottom line, Missouri has a lot to offer an outdoors person and it doesn’t take a second mortgage on your house or a law degree to participate. The goal of this special hunt in April will be to gather 10-15 youth representing each of the Missouri Department of Conservation districts from across the state and expose these youth to the excitement and splendor of a spring turkey hunt. This

high profile event will be centered around one of the state’s most economically valuable wildlife resources and the season that has proven to be one of the more effective recruiting tools. The hunt will occur on various private farms within 30 minutes of the capitol and will include meals, lodging, guide services, and a hunting camp atmosphere for the entire weekend of the youth spring turkey season. continued on page 4

Smithville Lake Managed Deer Hunts Enjoyed by Disabled and Youth Hunters By Travis Scott

Well it happened again! The most successful deer hunt for physically challenged deer hunters in Missouri took place November 22-23, 2008, at Smithville Lake near Smithville, Mo. The hunt, which is sponsored by the U.S. Army Corps of Engineers, could not happen without a lot of support from other agencies and volunteer groups. A great deal of effort and coordination is needed to conduct a hunt of this magnitude safely each year. Much credit must be given to co-sponsors the Clay County Department of Parks and Recreation, the Missouri Department of Conservation, and volunteers from the Boy Scouts of America Troop #397 of Kearney, Kiwanis Club of Smithville, Safari Club International, and the Platte County Longspurs Chapter of the National Wild Turkey Federation.

The goal of this hunt is to harvest numerous deer to keep populations at manageable levels, and provide hunting opportunities to individuals needing continued on page 5

Here we are at the start of a new year and spring is fast approaching. With the changing of the seasons comes turkey season, and our banquets are in full stride. There have been many changes since last year’s beginning. Change in the leadership of the country, change in the leadership of the NWTF in Edgefield and changes to the George Clark Missouri State Chapter system. Some chapters have a different RD due to realignment, and some chapters have a new RD on our team. Welcome Ellen Benitz and Phil Rockers. A few banquets have been conducted this year, and the results have been positive. Committees are moving forward to improve on last year’s numbers. Let’s all do our part to make this year a huge success. Attending a local banquet and inviting a friend to come along is one of the biggest contributions we can all make to our local chapters. There are a couple issues I want to address and encourage all of you to pay close attention. The first being the new guidelines adopted for funding of JAKES events. These guidelines were recommended by the JAKES committee. Review these in this issue. Any comments or suggestions should be made to your RD or the JAKES coordinator. All outreach events must be registered by the RD in advance. Contact your local RD at least 45 days prior to your events so they can be registered. This is a must requirement from the NWTF. There are several exciting things to be aware of, such as the license plate program, committee growth incentive program and the new governor’s hunt this spring. Also, there is an effort being made to find Missouri- and USA-made merchandise to be included in upcoming banquet packages. Let’s all try to come up with marketable products that can be reproduced in Missouri and in quantities of 2,600 to be in the banquet package. By the time you will have received this issue of The Sho-Me Gobbler, the national conventional will already have concluded and the current election will be over, but please keep these upcoming events in mind. This fall there will be new board positions to be voted upon. If you are interested in serving on the state board, please contact your RD. Also plan to attend this fall’s leadership meeting, usually the first Saturday after Labor Day. The location of this year’s event has yet to be determined, but put it on your schedules.

Clark Missouri State Chapter of the National Wild Turkey Federation, the Show-Me Gobbler serves to inform, educate and entertain wild turkey enthusiasts throughout Missouri and is committed to supporting conservation through sound wildlife management, and sport hunting through safety and ethics education.

Greetings from Northeast Missouri! By Mike Allen NWTF Regional Director

I love living here! As I write this it is 44 degrees, the wind is blowing 20 mph from the northwest, and it is raining. The forecast is for snow by the weekend and a high of 25. Yesterday it was 70. The old adage about if you don’t like the weather, wait a couple of hours sure seems to ring true around here. I was quite pleased, though, to hear three different gobblers sound off as I made my morning rounds three days ago. Spring will eventually come. We will make it through another tough winter, and the birth of a new season will be upon us. Then it will get hot, but that’s another matter. Now is the time to start making plans to mentor to a young hunter. The youth season is slated for April 4th and 5th. Hopefully the upcoming season will bring more temperate weather than the 2008 season. Snow and wind may be okay in Montana, but the birds in Missouri don’t like it. It will be the first “big game” hunting experience for many young hunters, and hopefully, as mentors, we

will do our part to make it a positive experience. Some of the most rewarding hunts I have been on have not ended in a tagged gobbler. Any time I spend with my son, Quin, or another youngster, is time well spent. Be prepared to identify that birdcall your young hunter just heard. Tell them the habits of that skunk you skirted getting to the blind. Ask questions of them as well, do they know why pin oak trees hold their leaves so long? Most of us are not biologists, but as older, supposedly wiser hunters, we need to do our part to encourage understanding, wonder, and curiosity in the next generations. Fostering that curiosity is an investment in our future as hunters and conservationists. Perspective is something I try to keep in mind as I take a young hunter afield. My idea of what is important and theirs don’t always seem to parallel each other. I am reminded of a story I heard some time ago. It seems that a father was getting ready for an upcoming hunt. He laid out his clothing, shells, etc., checking the checklist, making sure all the needed items were at hand. While the father prepared for the next day his son asked if he could please come along. The dad explained that the weather was going to be

rough, might be cold, windy and it might rain. The boy persisted, he was old enough, and tough enough, he said. Dad finally said, “If you are up and ready at daylight, you can go”. When the father arose the next morning, there was the boy, at the kitchen table, dressed and ready. Off they went for a day in the field. Later that day, after getting back home, the man sat down to write in his hunting journal, as he did after each hunt. It was short and concise, “Tough hunt, weather lousy, no game.” Jumping ahead ten years, the boy has grown into a man, and headed off to college. The house seems awfully quite and as the man wanders into the boy’s room, it almost seems like he hasn’t grown up. There on the son’s desk is the boy’s journal. Like father like son, the man thinks. He picks up the boy’s journal and flips the pages. It falls open and the father reads what the boy wrote. In second grade penmanship, it is a short entry, “Today was the best day ever, I spent the whole day with my Dad.” As we take to the field this spring, hopefully with a young hunter in tow, try and see the world as they do. Hunt safe and take time to enjoy all the wonders of nature.

Gobble StudyBegins Third Year One of the highlights of spring is the sound of gobbling wild turkeys. For several hundred volunteers who are participating in a five-year study of turkey gobbling behavior, March 14th begins eight weeks of collecting data. These “gobbleteers” listen for turkeys at a permanent location, two mornings each week through May 8 and report their observations online to the Missouri Department of Conservation.

compared to 2007, the late spring resulted in more gobbling during the hunting season, study weeks 6, 7 and 8. The gobbling prospects for 2009 are fair with a near-record low poult count in 2007. This translates to fewer 2-year-old gobblers, an age-class known for its lusty and vocal behavior. Perhaps jakes will have more opportunity to sound off and fill the void created by the shortage of two-year-olds.

The gobble study is identifying the ups and downs in gobbling and looking for relationships to weather. During the 2008 study, 305 volunteers recorded 69,984 gobbles and 8,352 gobblers. Compared to 2007, peaks in gobbling occurred almost two weeks later in April (see graph), likely a result of the cool and wet weather in 2008. For hunters 2008 was a mixed bag. Although there was less gobbling overall

The NWTF has been asked to identify the youth that will participate and we are asking our membership to steer us in the right direction with identifying the participants to ensure that the event is a success. To qualify, the youth should be a first time-hunter or at least a first-time turkey hunter. If you know of a youth that may qualify and want to participate, please send your nomination to: John D. George Clark Missouri State Chapter JAKES Program Guidelines Objective: The objective of providing these guidelines for JAKES Programs within the State of Missouri is to provide focus and support to the local chapters in the funding and execution of their JAKES Programs while assuming that our state funds are being appropriated in a manner that will maximize their impact.

Specific Guidelines: • All chapters are encourages to hold a minimum of one JAKES Event annually. • JAKES Events should be structures in such a nammer as to encourage the maximum participation possible. • In order to get the greatest results from the funds available, the following funding formula will be applied beginning Jan. 1, 2009: • Funding for events will be provided to the chapter at the completion of the event and upon receipt of the event report form. (Funding will be appropriated for one event per year as in the past.) • The funding formula used will be: Number of JAKES Participants Reported

Money Matters — Charting a Course By David Watson

Millions of acres are destined to change hands in the next several decades as the current generation of owners ages and subsequently need to hand the reigns over to the next generation of their family. These children and grandchildren may not be fully prepared for this responsibility. The individual heirs may not always see eye-to-eye with each other. Many times, they have different perspectives and different skill sets than the current owners. These real world issues add difficulty to the task of transferring a tree farm or woodland, in the manner the owner wishes to transfer it. Development of the land, mismanagement of the timber resources, estate taxes that force a sale, financial pressures on children, and disinterested heirs are but a few of the dangers that await the unprepared. It takes real effort and work to stay on course and to successfully pass a family forest to future generations. Many family-owned forests are intended to pass to the next generation, but most owners have done little or no planning. A woodland without a succession plan is, in effect, a plan to fail. The first step in creating a succession plan for your property is to know where you want to go – a vision statement. Sheila Murray Bethel, a noted business consultant once said, “One of the most courageous

things you can do is to identify yourself, know who you are, what you believe in, and where you want to go.” A vision statement for a family-owned woodland accomplishes just that. A vision statement should be a statement about our dreams, about our passion. It should capture the essence of our desire for the woodlands that are so important to us. It should be clear and concise. A vision statement does NOT contain specific goals, or strategies. It does not tell how we are going to get there. It simply states where we want to go. It defines why we are in this business, or why we own this woodland. A vision statement becomes a compass. Examples of a properly designed vision statement could be: * To provide hunting and recreational opportunities to our children and their families * To maximize the long term revenue potential of the timber resources for current and future generations of our family * To grow and harvest high quality pine and softwood timber, in a sustainable manner A properly constructed vision statement should frame the owner’s ultimate goal for the benefit of anyone making decisions regarding the tree farm now, or in the future. It is the beginning of the blueprint for the operating decisions, as well as the estate planning decisions, later on. Once a vision statement is in place, a mission statement, and specific goals

can be identified. For example, if we take the second vision statement (above), a mission statement for that particular tree farm could be: * To implement timber management practices that produce sustainable long-term revenues Then, specific operating objectives (goals) flow easily from that mission statement: 1) Conduct a timber inventory this winter 2) Conduct TSI (Timber Stand Improvement) on stands 1, 2 & 3, next year 3) Conduct a professionally managed timber sale on stands 4 & 5 in the next five years 4) Establish a properly designed trust to manage the farm when we are unable to do so 5) Communicate our intentions to our heirs The real value of a vision statement is that it provides a roadmap for the woodland owner when he/she is faced with complex and difficult decisions. For instance, suppose a husband and wife own 300 acres of prime pine timberland, which they have managed with care for decades. They want to pass their land, in tact, to their three children and grandchildren. They are concerned about the development pressures the heirs may face in the future. When they sit down with their advisory team (CPA, attorney, financial advisor, and consulting forester) to make long-term plans continued on page 9

The Missouri Department of Conservation along with the Sho-Me Gobbler Chapter of the NWTF and The Southwest Center for Independent Living hosted a managed deer hunt at the Bois D’ Arc Conservation Area for hunters with disabilities October 3-4, 2008. During the two-day event held northwest of Springfield, the 12 hunters harvested four deer; two button bucks and two does. Nine of the 12 are disabled Veteran’s who reside at the Mt. Vernon, Missouri, Veteran’s Group Home. This was the fifth annual Wheelin’ Sportsmen deer hunt and is one of three annual events held each year for people with disabilities in southwest Missouri by these three groups. The other two events are a spring turkey hunt held in May and the Day at the Range and Outdoor Adventure Fair held in June each year and nationally recognized as one of the nation’s largest events of its kind by the NWTF.

A dozen disabled hunters were aided by volunteers from Sho-Me Gobbler Chapter, the MDoC and the Southwest Center for Independent Living hosted a managed deer hunt at the Bois D’ Arc Conservation Area in early October.

Mark endured a lengthy rehabilitation period and was honored to be accompanied for the first time by his wife on this hunt. He harvested a button buck on Saturday afternoon and a doe on Sunday afternoon, limiting out.

greater assistance in the field. About 85% of the hunters that participate are permanently confined to wheelchairs. The rest of the hunters have permanent mobility impairments requiring the use of canes, crutches or walkers. Areas used for the hunts are not open for public hunting, so deer populations tend to be high. The physically challenged hunt typically takes place the second weekend of the November portion of firearms deer season.

In addition to the hunt for physically challenged hunters, the Missouri Department of Conservation sponsors a Youth Only hunt. This hunt is for hunters who are 11 but not yet 16, and who have completed their hunter safety certification. The MDC is assisted by the Corps of Engineers, the Clay County Department of Parks and Recreation and receives donations from the Safari Club International and the Platte County Longspurs Chapter of the NWTF. These two hunts are very successful not only by providing a high quality hunting experience to two groups of hunters that might not be able to deer hunt, but they both harvest a significant

number of deer. This year 62 physically challenged hunters took the field, each with 3 deer tags in their pocket. In the two-day hunt, these die-hard hunters harvested 77 deer. Delays in crop harvest may have contributed to a slightly lower deer harvest than the previous three years, but we had a great hunt none-the-less. Including the hunt of 2008, 972 physically challenged hunters at Smithville have harvested a total of 903 deer in the 19 years this hunt has taken place! On December 21-22, 2008, 24 youth took their positions in some of the same blinds and harvested 18 deer despite freezing temperatures and blustery winds. regarding their tree farm, they may be presented with a confusing array of choices regarding estate taxes, gifting, trust provisions, insurance, easements and the like. These choices can be complicated, and seemingly contradictory. It would be easy for this couple to lose their way, unless they are able to keep their eye on the big picture – on what is most important to them. In other words, it would be easy to get lost in the forest, by focusing only on the trees! However, a properly designed vision statement could provide the high altitude perspective they need to stay on track. It should keep them focused on the ultimate goal, and allow them to sort through the various choices in front of them, selecting the ones that best accomplish their vision. Make a statement about the sport you love while improving the conservation efforts that helped make it what it is!!! The George Clark Missouri State Chapter of the National Wild Turkey Federation will provide a hunting heritage plate that any hunting enthusiast should be proud to display on their vehicle. The State of Missouri continues to lead the nation as the eastern turkey capitol of the country and is a popular destination for many that seek the thrill that spring turkey hunting offers. These unique plates provide an opportunity to display Missouri pride in the resource we each helped establish and will provide significant additional funding to do the things that keep our state elevated within the conservation community. The plate will display a strutting gobbler on the left side with “The National Wild Turkey Federation” across the bottom. The letters and numbers can be anything you want up to six characters. The plates are going through the legislative process now and if ultimately approved in the fall, should be available in early 2010. Any Specialized plates require the completion of an Emblem Use Authorization Statement (EUAS that we will provide). A one year EUAS will cost $20.00 and a two year EUAS will be $40. The proceeds from the EUAS will be used to further the mission to “conserve the turkey resource and preserve the hunting tradition” within the State of Missouri. Upon completion of the EUAS, this form is taken to your local DOR office along with regular personalized DOR plate fees.
