Featured Speaker: Mike Tyler, City of Salem, VA Presenting “Why Salem is Snow Much Different.” Friday 9/30 - 12:00 p.m. The City of Salem is a community of approximately 25,000 nestled in the Blue Ridge Mountains of Virginia. In the winter of 2016, Winter Storm Jonas dropped over a foot of snow in the region. While many municipalities were shut down, Salem was up and running due to smart-thinking, preparation, and expert management of the city’s 320 lane miles. Learn how this city stays ahead of the storm!

For more than 30 years, Mike Tyler has been providing creative cost saving leadership for the city of Salem, Virginia in various roles. Whether he is repairing, constructing, maintaining or creating, he is always the go-to guy in the city. In 2000, he became the Street and General Maintenance Director. He oversees 107 full-time employees and is responsible for many of the innovative approaches used throughout the city, including installing plow blades on garbage trucks to maximize snow removal. Not surprisingly, his hobbies include building, fabricating, and camping. He recently built a 1936 Diamond T truck into a Hot Rod. Tyler and his wife, Diane, reside just outside of Salem in Roanoke County with their two daughters.

Conference Highlights Public Works Traffic Incident Management (T.I.M.) Certification Class Wednesday 9/28 - 8:00 a.m. - 12:00 p.m. Presented by Sgt. Bart Trippel, Colorado State Patrol and Kevin Devine, CDOT Crashes and other traffic incidents occur every day, everywhere. However, the frequency is increased in poor weather, like winter snow storms. Public works employees are often requested to respond to these incidents; yet inter-departmental communication is an issue throughout the nation. The Federal Highway Administration (FHWA) has developed the Traffic Incident Management (TIM) Responder Training, a curriculum based on the Incident Command System (ICS) that many public works agencies are familiar with. This class will help increase the number of trained responders, reduce responder/motorist fatalities and injuries, and help streamline inter-departmental communications during incident management.

Winter Maintenance Supervisor Certificate Workshop Thursday 9/29 & Friday 9/30 The temperature is dropping fast and the weather service says snow and ice are on the way. Do you know how to keep your community’s roadways safe? Though winter maintenance is typically a small portion of a transportation professional’s job, it is one of the most visible. Winter storms quickly turn into emergency situations – especially for areas that do not often experience snow and ice. Bridges freeze, accidents happen, and people can die. Does your agency know what to do? We can help!

The APWA Winter Maintenance Supervisor Certificate Workshop provides a well-rounded overview of all aspects of snow and ice control for individuals charged with supervising their winter maintenance operations. This course examines all the aspects of winter maintenance management, including implementing a winter maintenance plan, deciphering winter weather patterns, determining the proper material and equipment to use, examining different snow and ice control techniques, and dealing with unusual winter situations.

The workshop will also consist of testing throughout the day. Attendees receive a certificate of completion upon receiving a score of 80% or above. The Winter Maintenance Supervisor Certificate Workshop is a fantastic training opportunity for new supervisors, senior operators, or anyone wanting a good overall understanding of winter maintenance operations.

City of Loveland Facility Tour Friday 9/30 - 9:15 a.m. - 11:30 a.m. The Public Works Administration building opened in October 2014. The site combines the Public Works office and field staff into one building on the Service Center campus. The tour will showcase the LEED elements designed and constructed in the project and will take you through the large shop areas and the trash and recycling cart wash facility. Attendees will see the new automated car wash, recycle yard and the large drainage facilities needed to protect the site from flooding. Space is limited to a first come, first served basis.

Road Grip During Winter Storms: Before, During, and After Deicer Application Presented By: Aburaj Muthumani and Michelle Aken, Montana State University Understanding road grip is important to any winter maintenance operation. Hear results from a study that monitored two winter seasons (2014-15 and 2015-16) of deicer application and resultant friction measured with non-invasive road surface condition sensors along I-70 and I-25 in Colorado. Challenges of Ice Cutting Presented By: Larry Schneider, City of Fort Collins and Mike Coffey, Alaska Department of Transportation When winter arrives, it brings an assortment of potentially dangerous conditions. Agencies need to be ready to deal with ice covered roads, sidewalks, pedestrian ramps, and bike lanes. You will learn the latest in ice cutting, why agencies spend the money to remove the ice, and what they do with it. You’ll also hear what interesting methods were used to cut ice up to 16” thick across an entire road.

This session will review different catastrophic events and explore how decision-making can lead to both positive and negative outcomes. Cascading events will also be discussed in an effort to increase critical thinking during and after emergencies and disasters. Finally, this session will review the importance of relationships in the preparation and execution of response to major events. In the real world, it’s important to start in the lab to have data from a controlled environment and predict that data across

These systems monitor diagnostic data, idle time, location, fuel usage, route, and, on occasion, speed. National Snow Roadeo The National Snow Roadeo is a popular competition that tests the skills and knowledge of equipment operators from around the country. The competition offers five events: z z z z z

Each event includes a diagnostic vehicle inspection, and a timed obstacle course. Prizes and trophies for all events will be awarded at the Roadeo Awards Luncheon held Friday afternoon. The National Snow Roadeo will continue to include Wednesday-only one-day registrations.
