Dear Sir, Iam directed to invite a comprehensive sealed tenders for two years for refilling, servicing, maintenance of 185 numbers (5 Kg. Capacity) ABC Fire Extinguishers installed at Udyog Bhawan including their consumables with their accessories as well as periodical checkup including replacement of broken glass of fire extinguisher for the years 2013-2014 and 2014-2015. The representatives of the firm can visit the site for inspection of details of work by contacting Section Officer, SEO Cell, Room No. 521B, Udyog Bhawan, New Delhi, Tel. No. 23063448 or the undersigned. 2. Only those firms who have experience of three years with contract value of at least of Rs. 2.00 lakh, per annum in the field in single Ministry/Department/Autonomous/PSU/reputed Pvt. Organization may apply. Satisfactory service certificates from concerned authorities need to be submitted along with tender document. Name and complete address of the firm as well as address of present sites being handled by the firm need to be submitted alongwith quotation. 3. The sealed quotation duly superscribed as "Bids for Comprehensive maintenance Contract for two years for refilling, servicing maintenance of Fire Extinguishers installed in Udyog Bhawan" may be submitted in the name of Under Secretary, SEO Cell, by 3.00 PM on or before 30th October, 2013 in room No. 271-A, along with EMD of Rs. 5,000/- (Earnest money refundable without any interest) drawn in favour of the Drawing and Disbursing Officer, Department ofIndustrial Policy and Promotion, Udyog Bhawan, New Delhi. The Quotations will be opened on the same day at 3.30 P.rYi. The representatives of the firm who may wish to remain present at the time of opening of quotations are welcome. Tender form and other terms and conditions of the contract are given in enclosed annexure I to III. The details of the firm may be furnished in the prescribed format as at Annexure-II. 4. The Department reserves the right to select any tender or reject any or all tenders without assigning any reason whatsoever.

The tenderer will be responsible for all inclusive refilling, servicing, including their consumables and maintenance of fire extinguishers installed in Udyog Bhawan. Any loss or damage will be at contractors risk and cost. The firefighting equipment's will be required to be checked regularly at least once in every month for refilling/repairs as the case may be. The tender should be supported by past experience of at least 3 years single MinistrylDepartment/ Autonomous/PSU/reputed Pvt. Organization. The tenderers need to submit consolidated rates for entire work of regular maintenance of all fire extinguishers installed in Udyog Bhawan including their accessories. In case any item of fire extinguishers is banned by the Govt. the same shall be brought to the notice of the Department and in place thereof fresh provision of another type of fire extinguisher be proposed and rates given accordingly to avoid confusion. The Contract will be valid for two years from the date of award of the contract. If the services are not found satisfactory, the contract can be terminated at any time without assigning any reason at the sole discretion of the Department. The rates quoted by the firm shall be valid for a period of two year from the date of award of the contract. Earnest Money:- The tender/quotation must be accompanied by an Earnest Money deposit of Rs. 5,000/- (Rupees five thousand only) through banker's cheque/Demand Draft in favour of DDO(Cash), Department ofIndustrial Policy and Promotion, New Delhi, which should be valid for a period of 45 days beyond the last date of submission of the tender. The EMD will be refunded to all the unsuccessful tenderers immediately but in any case within 30 days after the award of the contract. EMD will be forfeited in case of successful tenderer fails to abide by the terms and conditions or refuse to undertake the contract. The tender document must be filled in neatly and clearly. Incomplete or conditional tenders will not be entertained. Tenderer will not be allowed to withdraw his offer. EMD shall be forfeited at the risk of tenderer, if the tenderer fails to honour the contract. Any request for increase in quoted and/or accepted rates will not be entertained for any reason during the period of the contract. The successful tenderer will be selected on the basis oftotal bid price received. The Department reserves the right to reject any or all the bids in full or part or not to award the contract to the lowest bidder without assigning any reason therefor and giving any compensation. The decision of the Department in this regard shall be final and binding on all. Performance Security: 10% of the tendered amount will be the "Security Deposit" in the case of successful bidder, which may be furnished in the form of Fixed Deposit Receipt from a Commercial Bank or Bank Guarantee from a Commercial Bank. The Performance Security should be valid for a period of sixty days beyond the date of completion of all contractual obligations of the contractor. Earnest Money will be refunded to the successful bidder on receipt of Performance Security. Contract can also be cancelled if services provided by firm/contractor are not found satisfactory. Department's decision in this regard will be final. In that case performance security will be forfeited and stock seized. The successful contractor will have to furnish the name of their authorized workers engaged for proper checking of fire extinguisher. The Character and Antecedents of the workers engaged by contractor needs to be got verified by the contractor. The contractor will be held responsible for any lapse on their parts.

The contractor's personnel shall not enter or try to enter the rooms without perrmssion of the administrative authority. They will also not divulge/disclose to any person, any details of office, operational process, technical know-how, security arrangements, administrative/organizational matters.

of consumption of alcoholic drinks, paan, smoking, loitering without work. Any firm blacklisted by any Govt.lSemi Govt. Department on any account or in case the firm has not honoured earlier contract awarded by this Department or any other Ministry/Department or any organization of Government need not apply. In case the successful bidder found in breach of any conditions(s) of Tender at any stage, legal action as per rules/laws shall be initiated against the agency concerned. In that case Earnest Money Deposit/Performance Security shall be forfeited after giving proper opportunity through show cause notice. The contractor will have to carry out inspection of all the fire extinguisher regularly, preferably at least once in every month. The contractor shall be solely responsible in case any fire extinguisher dose not effectively perform at the time of the need. Regular surprise checks will be conducted by the officers of the Department. Any lapses detected during surprise checks may also result in imposition of penalty or cancellation of the contract at the sole discretion of the Department. . All disputes are subject to the jurisdiction of courts in the National Capital Territory of Delhi and Agreement will be governed by and be construed in accordance with the laws oflndia.
