Possess qualifications recognised by the Department of Health and Children and be a member of, or be eligible for membership of the Academy of Medical Laboratory Science (M.A.M.L.S.) or prior to 1994 Associate Membership of the Academy (A.M.A.M.L.S.)



Have a minimum of 4 years experience in a Haematology laboratory since qualifying as a Medical Scientist.



Possess the requisite knowledge and ability (including a high standard of suitability), for the proper discharge of duties of the post.

Accountability

The Senior Medical Scientist in Haematology reports to and is accountable to the Laboratory Manager (Chief Medical Scientist) in all matters relating to the job and in their absence to the Chief Executive Officer.

Outline of Duties and Responsibilities

Main purpose of the Job The Senior Medical Scientist will be expected to show initiative and self-organisation in the carrying out of the duties and responsibilities of the position. They must be able to work with and ensure a high level of cooperation, communication and teamwork with patients, technical personnel, medical and administrative staff and with equipment manufacturers and service providers. The holder of the post will liaise and work as required with all staff and grades within the Hospital. The successful applicant will be expected to exercise initiative in the performance of their duties. The role of the Senior Medical Scientist in Haematology, in co-operation with the Laboratory Manager, includes but is not limited to: General: 

Maintaining throughout the hospital an awareness of the primacy of patient in relation to all hospital activities and maintain a clear understanding of the importance of providing a quality and safe service to all patients.



Participating in future development of the Laboratory Service that supports the clinical needs of the patients and is consistent with the mission, vision, values and strategic plan of the Hospital.



Participating with the Laboratory Manager in leading and training a team of skilled staff and creating and promoting healthy working relationships.



Participating with the Laboratory Manager in identifying and implementing operational processes in haematology to the standards of ‘best practice’ in order to optimise use of resources.

Participating, as required, with the Laboratory Manager in costing methods for the laboratory service to other Hospital Departments.



Participating in the implementation of a ‘quality management’ programme which is patient centred and which measures and audits performance and user satisfaction.



Actively participating in and promoting continuing education and research activities consistent with the position.



Promoting open communications throughout the Hospital.

Receiving and recording details concerning mishaps, complaints and defects in supplies and equipment, investigate the circumstances with appropriate team members and taking the necessary actions and report the findings as required.



Ensuring that policy in relation to the Laboratory record keeping is followed.



In consultation with the Laboratory Manager facilitating arrangements, where appropriate, to introduce professional and/or other visitors to the Laboratory.

Participating in the provision and co-ordination of technical staff and student training. This may involve the giving of lectures etc.



Responsible for the development of policies and overseeing the implementation of regulatory standards and policies in respect of all areas of service.

Particulars of Office

Duration The appointment is a fixed term, maternity leave cover position wholetime and pensionable. Duties The Senior Medical Scientist will perform the duties of the post as outlined in Part 3 of this Job Description. The person appointed will be required to be flexible in this position and must be prepared to undertake such other duties as assigned from time to time by the Laboratory Manager, the Chief Executive Officer or other designated officer authorised by the Laboratory Manager or Hospital Management. Such duties can be outside the normal area of work. Hours of Work The person appointed will work a five day, 37 hour week, plus on call obligation and will attend at such other times as are required for the proper discharge of the duties of the office. The appointee will be required to record their attendance electronically on the hospital time and attendance system (TMS). In order to comply with Section 33, of the Organisation of Working Time Act 1997 which limits the maximum number of hours an employee is permitted to work in a given period, all employees are obliged to notify the Hospital if they engage in any employment in addition to their post with Cappagh National Orthopaedic Hospital. Remuneration Remuneration is in accordance with the salary scale approved by the Department of Health & Children. Current salary scale is in line with the Senior Medical Scientist rates. Salary is paid on the last working day of the month by Credit Transfer. Periodical increases in salary shall not take effect until the Director of HR/Operations certifies that the service of the person concerned has been satisfactory during the year immediately preceding the date of such increments.

Probation The successful candidate will be required to serve a probation period of 6 months from the date of taking up employment before being confirmed in the permanent position. During this period the candidate’s progress will be monitored and Cappagh National Orthopaedic Hospital, may at its discretion, extend the probationary period, in which case the reason for the extension will be made known to the candidate. During the probationary period progress or otherwise will be monitored and at the end of the probationary period the service will (a) be certified as satisfactory and confirmed in writing or (b) if not satisfactory, the probationary period may be extended or certified, with stated reasons, that the service has not been satisfactory in which case the post holder will cease to hold the post. If Cappagh National Orthopaedic Hospital should fail to certify in accordance with (a) or (b) above, the appointment shall be deemed to take effect. In the event of it being determined at any stage during your probationary period that your employment is unsatisfactory, then your employment may be terminated before your probation expires. Medical Examination The appointment is subject to a successful medical examination and this will be arranged by the hospital. There may be a fee charged for the examination. Superannuation The terms of the Voluntary Hospitals Superannuation Scheme and the Voluntary Hospitals Spouses and Children's Scheme will apply to this position. The following contributions will be payable towards your pension, lump sum and Spouses and Children’s Scheme benefits: o o o

Sick Leave Granting of payment of salary during illness is discretionary and conditional on the employee complying with the conditions laid down in the sick leave policy and will be in accordance with Department of Health and Children regulations. Termination of Office The employment may be terminated at any time by one months’ notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/77. The Hospital Management hopes it will not be necessary to exercise their right under this paragraph. However, in circumstances where Management conclude that the post holder has failed to perform their duties to a standard consistent with their responsibilities, or where their conduct in relation to the post or otherwise would render them unfit to hold the post, the Management right will be exercised. Confidentiality In the course of employment the successful candidate may have access to, or hear information concerning the medical or personal affairs of patients and/or staff, or other health services business.
