The 3,114-sqm plot is occupied by a three to seven-storey building with a gross area of 8,920 sqm. The property is located in Tikkurila, Vantaa, in close proximity to Tikkurila train station. The property is owned by the Finnish state, and Senate Properties is representing the owner. Senate Properties is a state-owned business governed by the Ministry of Finance. It is responsible for selling state-owned property assets.

Senate Properties reserves the right to request offers from other parties in addition to those who have sent their letter of intent by the due date. Final detailed offers will be requested from two to five senders of the letters of intent that were deemed most suitable following a negotiation period in May–June. After the final offers have been processed, the winning bidder will sign a preliminary property sale agreement or a final contract of sale. The tentative sales decision will be

made by the board of Senate Properties. The final property sale will require approval from the Council of State or the Finnish Parliament. According to the information currently available, a decision is expected by November at the latest. Senate Properties reserves the right to approve or decline offers, or to request amendments.

4. 1 F I N L A N D The Finnish commercial real estate market is at its strongest since 2007 with the commercial property market benefiting greatly from the low interest rate environment. Numerous investors are looking to deploy capital, and the Helsinki Metropolitan Area office market is the most popular sector among both national and international investors. Typically, the Helsinki Metropolitan Area dominates the market contributing to around 50% – 60% of the total volume annually. The direct transaction volume in 2015 totalled ca. EUR 5.2 billion, which is up by 22% from 2014. This very strong result was due to both increased demand from both foreign and domestic investors, however especially from foreign investors. In 2015, foreign investors’ share of sales volume increased to 48%, in comparison to ca. 35% for the previous

2 years. Currently foreign investors are mainly Scandinavian, especially Swedish, and from other countries in Europe; almost all of the foreign buyers in 2015 were European, with the exception of a few sales to American buyers. There has been yield compression across all property type sectors over the past year, which has ranged from ca. 10 to 75 basis points (most typically 25 to 50 basis points), depending on the market segment and investment quality. The most prime yields have not moved greatly, since they were already at a relatively low level a year ago. However, more movement has been seen in investments that are not prime, but which still have solid fundamentals.

4. 2 VA N TA A & T I K K U R I L A Office investment demand in the Helsinki Metropolitan Area continued strong in H2 2015 with sales volume of ca. 533 million, which is up by 17% from H2 2015 and 53% from H2 2014.

5. 1 M I C R O - L O C AT I O N The property is located in the Jokiniemi neighbourhood of Vantaa, approximately 600 metres southeast of Tikkurila and the centre of Vantaa. The distance to the centre of Helsinki is approximately 20 kilometres. The property is close to, for example, the following: Tikkurila train station, Dixi Shopping and Office centre, Tikkuri shopping centre, office buildings, The Finnish Science Centre Heureka, a hotel and residential buildings. The property is located in a very central and visible location in Vantaa, is easily reachable by public transport and car, and is also only a short distance from Helsinki-Vantaa airport.

5. 2 T O W N P L A N N I N G The plot has two town plans in place (dated 22 January 1991 and 2 August 2000). The plan division is binding. In the town plan, the plot is listed as reserved for commercial buildings with the plan symbol K. Building rights on the plot total a floor area of 6,800 sqm. The building rights do not restrict the building of educational, archiving, exhibition or other recreational spaces in the basement floors. In addition to these types of spaces, kitchen spaces and dining areas with a combined maximum floor area of 250 sqm can be built on plot number one. Neither the number of floors nor the building rights restrict the building of a sauna facility or other similar spaces in the attic.

The above-mentioned additional spaces do not require the building of additional parking spaces. Building rights have been completely exhausted, with no building rights for the plot remaining. The maximum number of floors is three to seven. The parking-space requirement is one parking space per 60 sqm of floor area, i.e. a total of 114 parking spaces. The plot’s parking spaces are located in the car park in block 62032, according to a joint arrangement made by local properties dated 27 March 27 2007. Plot number one has the right to 114 parking spaces, and holds seven parking spaces for exclusive use. Other spaces are in joint use with other contracting parties.

5. 3 B U I L D I N G D E S C R I P T I O N An office building built in 1991 is located on the plot. The office building has three to seven floors above ground as well as a basement floor and an attic. The building has a floor area of 6,800 sqm, a gross area of 8,920.9 sqm and a total useable floor area of 7,795.1 sqm. The building is connected to public utilities and district heating. It has a mechanical ventilation system with heat recovery. Some facilities are equipped with a cooling system. The building has a flat roof constructed of concrete elements. The basement floor has a canteen, a commercial kitchen plus storage space, technical facilities and communal rooms. There is a lobby and office spaces on the ground

floor. Floors one to five are office floors. The offices are located on the sides of the building with windows. The middle parts of the floors have been reserved for archiving and storage spaces, technical facilities and communal rooms. The sixth floor features a sauna facility in addition to the offices. The sauna facility includes an outdoor deck. The attic floor contains technical facilities. The lowest part of the building, i.e. the three-storey part, has open space all the way to the ceiling. The two lifts in the lobby serve all floors.

6. 1 R E N TA L A G R E E M E N T S A N D M A I N T E N A N T The main tenant is the state-owned business Metsähallitus. The other tenants are Metsäteho Oy, Trimico Oy and Malmi Catering Oy.

The agreement with Malmi Catering Oy is valid until further notice. Their notice period is three months, and they have rented a restaurant facility with a surface area of 225.9 sqm.
