Special Joint Session Meeting Held Council, Board Meet Together

By Chris Jenkins HOLLYWOOD — With general elections less than a month away, the Board of Directors and the Tribal Council met on April 2 for a special joint session and approved voting-related resolutions. Each entity approved two resolutions during the meeting. The Tribal Council passed: Resolution

4 for the approval of the voting list for general elections May 14 and Resolution 5 for the approval of the election board for general elections. The Board of Directors passed: Resolution 6 for the approval of the voting list for general elections and Resolution 7 for the approval of the election board for general elections.

Richard Bowers, Jr., Candidate Seminole Voters, My name is Richard Bowers Jr. I am seeking the position of president of Seminole Tribe of Florida, Inc. I am currently manager at the Rock Mine and with Natural Resources for the Seminole Tribe of Florida on the Big Cypress Reservation, where I reside. In addition, I am president of the Big Cypress Cattle Committee, and I have been representing our Tribe for 14 years as a board member with a national Indian agriculture organization, serving six of those years as president of the Intertribal Agriculture Council. I have also worked actively with my local Tribal government and served my community in my job capacity. I have served in a number of leadership positions throughout the years. I am a Panther Clan (Koowaate) member born to the late Marion Cypress and the late Dick Bowers — he was a member of the Bird Clan (Fooshaate). Growing up with a traditional upbringing has helped shape who I am today. The values of our ancestors have kept us here for a purpose. The values and principles are not measured by Seminole money. We have a greater responsibility, that is to preserve our sovereignty rights, our Tribal homelands and our water rights. And foremost, what our choices are today, our Seminole descendants will forever inherit. My goals are to achieve intellectually informed choices, to make spiritually guided choices, and not to let things distract me. Consider me for this position and I will look at my options, choices, actions and results. Options: The present is the result of our past choices and actions. Our future is laid out according to choices and actions. It will alter and change according to choices and actions to move into the future. Choices are based on values and principles; they’re based on vision, understanding and feelings. They’re also based on the present situation and the ability and capacity to deliver the maximum profit gained for minimal output. Actions: One has to focus and be committed; plan well and have good listening and communication skills. Its necessary to work toward short-term goals with one’s eye on the bigger picture. I feel I am a person who works with vision, faith and determination. I will not be afraid to make decisions and no obstacle is too great. Results: Understanding the past and adjusting for the present situation. Results are because of vision, along with the feeling of doing the groundwork. Then one makes the right choices that bring satisfaction and happiness. Also, remember when you hear the expression “cattle owner,” it is our oldest business on the reservation next to traditional arts and crafts that you as Tribal members are born into. It was cattle that sustained our people for many generations before we had casinos — now that is vision. If you think about it, every Tribal member is a cattle owner because of our Seminole Tribal herd. Speaking as a Tribal member and candidate for president, I will put my membership first. I honestly believe the Seminole Tribal membership has the last say. I feel that this would be my greatest contribution in this undertaking for a brighter future and I will do it to the best of my ability. Tony Sanchez, Candidate Che hun ta mo, I am a member of the Panther Clan and son of Mary Lee Motlow Sanchez. I was born in 1958 during a time when the Tribe’s prosperity was not what it is today. My childhood and early adulthood years were spent in helping my family put food on the table and clothes on our backs. As I look back on early years, I have learned to appreciate the value of hard work, dedication, perseverance, commitment and loyalty. These are the same skills and values that I have continued to employ over the past seven years as general manager of the Seminole Casino in Immokalee. These skills and values also enabled me to graduate from St. Edwards University in Austin, Texas. I have been asked why I want to be president. I respond by saying that I truly believe that I can help the Tribe be more successful by being in a position to be more involved in the Tribe’s overall economic and political pursuits. I was given a golden opportunity to learn, appreciate and understand gaming, the thought and the evaluation process that must be followed to eliminate potential failure. To be successful, one must have a master plan and have the track record to carry out this plan. My plans for the Seminole Tribe of Florida, Inc. consist of: 1. Evaluating the current enterprise; 2. Determining financial obligations; 3. Assessing capability of staff; and 4. Communicating performance on a quarterly basis to Tribal members. Todd Kevin Osceola, Candidate An ancient proverb says that where there is no vision, the people perish. Another says that from those to whom much has been given, much will be required. My name is Todd Kevin Osceola, of the Otter Clan, and son to Jimmy Hank and Marie Osceola. I want to thank you for taking the time to read this column about my candidacy for president of our corporation and the issues that I am running on. These ancient proverbs have motivated me to once again consider the responsibility that I feel in my heart as a son of our Tribe to devote myself fully to the future stability and prosperity of our people. I intend to accomplish these objectives by committing myself to a platform of creating new business opportunities, a dedication to the virtue of accountability and, as vice chairman, a vision to secure the future preservation of our heritage. We as a Tribe have experienced unprecedented growth, and all of us have shared in the benefits that go along with that growth. We have every reason to be optimistic about our future, and I for one am excited about the possibilities of being part of that future. In light of the many reasons that we have to be optimistic, some have expressed a concern over various business issues, not the least of which is the possibility of legalized gaming in other areas around the state of Florida cutting into our profits. The obvious reason for their concern is as the white casinos grow in size, number, and ultimately classification, the amount of revenue that is being and will be captured from our casino operations may ultimately put us at a competitive disadvantage. This will not happen now but it may happen five or 10 years from now. In order to prepare for what may happen, I propose an aggressive plan to establish a new business model that will offset any potential future adjustments in the revenue from Hard Rock. While serving on the board of directors in the mid-1990s, for example, I proposed several business opportunities that included Brighton Bay. This was an upscale boat marina and hotel resort destination on Lake Okeechobee. In discussions with the U.S. Army Corps of Engineers, I proposed a possible easement through the Herbert Hoover Dike giving us direct access to the lake. I am confident that this arrangement is still achievable. Other details of my business plan are too lengthy to list in this brief article but I am ready to share them during our upcoming campaign dinners and as I meet and talk with many of you over the next few weeks. In addition to the creation of new revenue sources for our Tribe, my campaign is committed to the responsibility that I will have as your next president to maintain a level of accountability that is beyond reproach. First, I will propose initiatives to reinstitute the annual shareholders’ meeting so that you as shareholders will have more of an understanding as well as input into our current and future plans. Second, I would also support a quarterly report to be mailed to each of you as shareholders in order that you may be better informed of our progress as your board. Third, I want you to know that I will be devoting myself completely to this office. It is not my intention to use my seat as a means to pursue my own business interests. I am confident about what we as a board can accomplish, and I believe that along with our overall business growth, we will actually be in a position to declare a second dividend. That would mean that in addition to the dividend that we now receive from the council, the corporation will do something that it has never done before — provide a second dividend in the form of a check that you the shareholder will receive every three months. Finally, as president and vice chairman of the council, I will be in a position to preserve the heritage that has been handed down to us by our ancestors and that is now being maintained by our grandmothers and grandfathers. I could say, if elected, I propose to establish and promote educational programs that will encourage the participation of our young people in the history, language, and cultural ways of our people. We all want that, and we’ve all heard that a million times. What I will say is that programs, although good, are not good enough. We have much to be thankful for. Our Tribe has been given much, but the fact that we have been given much places us in a position to give something back; ourselves. The Tribe is not the council. The Tribe is not the board. The Tribe is all of us together, working toward the overall good of each other. If elected I propose to support and encourage any initiative that would promote the involvement of ourselves in the use of the resources that we already possess. We as a council can and should build on what is already there, and it is our duty and responsibility to come alongside our families and help them in this pursuit. I spoke above of a second dividend that we have yet to receive. But what I am now suggesting is that if we commit ourselves to building into our young people the things that made our ancestors great, we can receive a third dividend in the form of a generation who will be able to guide us into the future with the principles that made us great in the past. Some would say that leadership is a chance to be served by others; but I say that leadership is an opportunity to, in fact, serve others. I would like to thank all of the Tribal members who have supported me during the past six years while I have served as the Big Cypress board representative. In this position I have managed the natural resources and agricultural programs at the Big Cypress reservation. I come from a family with a long history in cattle and started as a day worker at an early age, learning the cattle industry from the bottom up. My family also recognized the importance of schooling, as well as teaching me responsibility; and therefore made arrangements for my education. After high school I joined the United States Marine Corps, where I proudly served my country. During my tour of active duty I was awarded two Purple Hearts and as a veteran I avidly support my comrades in arms. At the time when I assumed the duties of board representative, we were at the beginning of what became a big transition from Beefmaster to Brangus cattle in an effort to meet the demands of consumers who were looking for a tender, less fat source of protein. In the succeeding years a vigorous breeding program and the advanced technology of computer marketing has resulted in the Seminole Tribe becoming one of the top 10 in the cattle industry in the United States. If re-elected, I would work very hard toward our continuing to advance up the ladder despite the tough competition. Our farming and citrus programs continue to expand with each year and we are working hard to develop high-quality agricultural products to help feed the nation. With the opening of the Rock Pit, Big Cypress has become self-sufficient in the mining process, and no longer are we dependent on outside contractors for our road and land use projects. As the current president of the Eastern Indian Rodeo Association, I am dedicating myself to supporting and improving this wonderful organization which advocates a healthy, productive sports program for not only our youth by Tribal members of all ages. I have heard it said that wisdom comes with time, and I would like very much to have the opportunity to use the things I have learned these past several years to the benefit of my fellow Tribal members. v Brighton Representative Theresa Nunez, Candidate Hello fellow Tribal members, I am Theresa Nunez aka Terry. I am Panther Clan, and have resided on the Brighton reservation for 24 years. In those 24 years, I have seen many changes on our reservation. Some of these changes have been very beneficial and prosperous, and some have been not so beneficial to our Tribe or our people. As a community we need to be aware of the changes that are going on around us. I feel like we need to take a closer look at the costs of opening and maintaining businesses. There are many ways for us to save and still continue to grow and prosper. One of the first ways we can improve is to get our children involved at an early age. Let them get hands-on experience in Tribal departments. Let them attend board and council meetings to see how things work and expose them to the business industry. We need to arm the children with the tools, so that they know what it takes to be successful. Our children will one day be our leaders and we need to guide them in that direction now! I also feel that we are at times taken advantage of due to the expanding popularity and budget of the Seminole Tribe. We need to seek out all possible resources to decrease overspending. Moses B. Osceola, Candidate Campaign Statement for the Office of Tribal Chairman By Moses “Moke” Osceola Che-han-to-mo? Hope all is well with you. Hello, my name is Moses B. Osceola. A lot of you know me by my nickname, “Moke.” I would like to take this opportunity to inform you that I am a candidate for the office of chairman of the Seminole Tribe of Florida, and ask you to consider me for this very important position. I am at this time serving as president of the Seminole Tribe of Florida, Inc., and as vice chairman of the Seminole Tribe of Florida. I have been serving since June 2003 and I have to say that it’s been both an honor and a pleasure to represent you in our Tribal operations. When I ran for the office of president, I felt I could continue to improve our corporate operations and I am glad to report that I have done so. Board operations have expanded their loan services to most of our reservations, and have developed three convenience stores with fuel sales that have greatly improved corporate income. Two more stores are being planned for the Immokalee and Fort Pierce reservations. The Board has obtained its fast franchise operation with the Subway Corporation, and is planning to continue adding these fast food outlets to other reservations through the convenience stores, and as stand-alone operations where feasible. The Board has also developed plans for a family destination resort for the Brighton reservation and an office-retail complex for the Fort Pierce reservation, and is developing new office space in Hollywood. It’s been a pleasure to contribute to expanding and improving corporate operations. Now I would like to do the same for our Tribal Council operations. My service as vice chairman has enabled me to observe how business is conducted and allowed me to become familiar with the issues facing our government and our people. We must always remember that the council is a government first and foremost, established to serve the needs of our Tribal members including nonresidents. I will ensure that all our Tribal members receive fair and equal treatment. Housing, custody of children’s dividends, the Seminole Police Department, taxation of Tribal benefits, need for Tribal courts, conflicts of interest, lack of fiduciary and financial responsibility, and cronyism are major issues that need addressing. In 1978, our Tribe entered the gaming business. This year our Tribe purchased Hard Rock International. Today, the Tribal Council is not just a government, but also a business operation earning in excess of a billion dollars per year. We are now a major player in the world of business. This requires today that our Tribal representatives be astute business managers able to understand financial and other business reports and contracts, and be able to determine the best course of action from among alternate courses of action. Casino bond refinancings, reservation infrastructure loans, purchases of businesses, and partnership terminations have greatly increased our total Tribal debt; we must now make sure we can repay our loans! I will work hard to ensure that we can by improving gaming revenues by entering into Class III gaming as soon as possible, and expanding other business opportunities for our Tribe, including seeking franchising opportunities for our new Hard Rock operation. I have received several inquiries from Tribes in Oklahoma and New Mexico regarding this. I am well prepared to oversee our Tribal Council operations, having graduated from Broward Community College, Davie, Fla., and Florida International University, Miami, in 1978, with a bachelor of science degree in business administration. I will review all Tribal Council operations and departments to see where changes need to be made to ensure that our Tribal members receive the best services possible, and where operating expenses can be reduced. I believe in budgetary controls, policy and procedures, and most importantly, customer service to our Tribal members. I also believe in ethical, accessible, responsible, accountable and open government. I will promote regular meetings with our people to review financial and operations reports of our Tribal government, gaming, Hard Rock, and other businesses. I will ensure that our Tribe never enters into unfavorable agreements harmful to us financially or otherwise. I favor approval by our people for any major decisions to be made by the Tribal Council that will impact the lives of our Tribal citizens and the future of our children. I also believe in strong leadership, especially in such an important position as Tribal chairman, who must interact first and foremost with our Tribal members, and then with national, state, local, and international government officials as well as business, institutional and other public leaders. In closing, this is a very important time for our Tribal organization. We must keep moving forward, not backwards, in terms of government operations, services, and finances. I’d like to encourage all Tribal citizens to examine candidates’ statements and determine which candidates can best serve the needs of our people while upholding the high ethical standards required of Tribal officials. Tribal officials must never forget that they have a fiduciary duty to protect the assets, integrity and funds for the future needs of our people. Danny Jumper, Candidate I’m Danny Jumper, Panther Clan, and I would like to take this opportunity to tell you about myself and some of the reasons why I am running for the position of the Big Cypress representative for the Tribal Council. My family and I moved to Big Cypress after my father, Henry Jumper Sr., Bear Clan, spent many years working various jobs throughout Florida. Even with all the moving and hardships, he was able to provide for his family of nine. Finally, in the early 1960s, my father was able to take a job with the Tribe with the Cattle and Land program in Big Cypress. As with many others, there was no housing immediately available and we started living on the reservation in a chickee with no modern conveniences. But I was able to establish my roots in Big Cypress and always considered it home even when my employment made me live elsewhere. But I always knew that I would return to live as a Big Cypress community member. My point is not that my hardships were worse or better than anyone else’s but it has brought me to the realization that I want to see our success as a tool of empowerment. On Aug. 21, 2007, it will be the 50th anniversary of the founding of our constitution. Now 50 years later I feel we have gotten away from the original intent of our Tribal government and we must focus again on meeting the needs of the Seminole community. I plan on making it known to the Big Cypress community that it is time for a new approach to how things are done. With the potential of extra funds coming from the purchase of the Hard Rock International and our continued gaming revenues we need to create a budget that is reflective of the needs of our people. Sometimes our people feel the budget is a done deal and they don’t have any input. I want to change that. I am willing to listen to the people so we can be part of a process that will incorporate the input of the community at the early stages of putting together a budget. When a budget is approved Tribal Council needs to adhere to it and realistically create a reserve fund for emergency purposes. Instead of a yearly budget we should look at having five-year budgetary goals and have the Tribal Council commit to them. I am in favor of casino expansion as long as it is for the right reasons and we are still able to make other long-term investments that will address the needs of our people and the community. The Tribe needs to reinvest more in helping to create bona fide Seminole small businesses that will provide goods and services to its members. This way we can get away from the monopoly of a few. Anyone showing a serious commitment to owning a business that serves the community should be helped. The Tribal Council needs to look at all Tribal programs. Based on attending community meetings over the years and listening to the people, if elected I want to work with each department director and their employees to assess the services they are providing and ensure they are in line with the needs of the community. I want to work more closely with the major funded departments. Housing has been our biggest concern this past year and we need to provide proper funding to meet the needs of this program. In addition we need to provide clearly defined policies and fully educate the community on the departments’ goals and the services they provide. Diabetes has always been our number one health concern but it cannot overshadow other health problems. We need to learn to treat the whole person so we can have total health and not overlook issues that could affect the Tribes’ overall healthy lifestyle. Today, I realize we need to do more than just say education is a number one priority. We need to help those who may not succeed at the higher levels of education but can find success being educated in various trades. Our children must also be educated in Tribal government so they may know how their government works. This will lay a foundation for them if they decide to become a future Tribal leader. Along with helping our youth I am also committed to improving the recognition and existing services provided to our seniors for they have an inherent position in our lives and in our government. We also need to put more emphasis on our cultural programs. My mother Rosie Jim Jumper (Panther Clan) was the primary influence on my knowledge of cultural traditions. But I was also guilty of not doing more to maintain these traditions and now find myself needing to learn as much as possible about our culture. Being involved with Seminole Broadcasting for many years I understand the importance of mass communication and providing accurate information to all Tribal members. We need to do a better job of providing updated information to our communities in all matters that affect them. This way they will be able to take advantage of the various programs being offered by the Tribe and have a better understanding of what the Tribe is doing for them. I have more than 30 years of personal experience working with Tribal government and government programs. In the 1970s I worked as a community organizer with the Special Services department and the Community Action Agency. In the 1980s I was on the Florida Governors Council on Indian Affairs and acted as a liaison between the Tribe and the state. Since the 1990s I took Seminole Broadcasting from a startup operation to a department that has more than 20 employees, many of them Tribal, and has representation on all the reservations. Boundaries and parameters for council sponsored operations and activities need to be set so there is no confusion between personal agendas and what is good for the Tribe and the community. I am committed to serving not only the Big Cypress reservation but all Tribal members and having the people have a say in the operation of their Tribal government. Manuel “Mondo” Tiger, Candidate Hello, Mondo here. Yes, it has been two years, but a lot has changed and it has been very wild. We have seen our Tribal Council representatives not having control of non-member employees. We have SPD using too much force on us. We need guidelines for non-member employees to work for the Seminole Tribe of Florida and its very people. We as Tribal members are not getting our fair share of custom homes, trips, trucks, cars, spending money, off-rez apartments. Start your own business in Hard Rock, councilmen will get it first at Hard Rock, landscaping, etc. before we have a chance. Why? Here in BC we have a lot of non-member employees, subcontractors, fishermen, hunters, four-wheelers that are out of control. They all need to understand our culture on this land. There needs to be a program to train non-member employees and subcontractors in Seminole Tribe culture before they work for us. The landscaping business that a councilman has here in BC is not benefiting all of us, but we all pay for it. Why? The clinic that we all use here in BC is benefiting all of us. The Tribal Council is not building a new and up-to-date clinic, getting more doctors here, but letting it run down. Why? We have an airport, airplanes, jets that we can’t use. But all Tribal members pay the tab for councilmen’s and non-members’ personal use. Why? Here in BC, new land was paid for at the end of West Boundary Road. It is locked to members of the Seminole Tribe. We can’t hunt, four-wheel, look, but non-members have keys and promises from councilmen. Why? We have paid a very good price for this company that was going down in the New York Stock Exchange, Hard Rock International, Inc. But we have a harder time trying to get a room. But when we do get a room, it will cost you an arm and a leg, plus you don’t get a discount. Here in BC we have non-member employees that should be at work at the Tribal office, not at Clewiston, Immokalee, Hollywood, etc. shopping for themselves on company time or payroll. You try that off-rez. Working like that, we would be fired. It is time for change. The support, help, prayers, for the past six years for council representatives have been the fuel for me in the past. Andrew Bowers, Jr., Incumbent When I sought the position of Brighton-Tampa Tribal councilman two years ago, I knew the concerns of the good folks at both places. I came with a plan to address those concerns. In other words, one has to have a plan of action if elected. One cannot come in not knowing what he or she is going to do if elected to the position. First, a lot of people wanted a change in the face of our Tribal government and the way it operated. And second, the way our Tribal members in Tampa are living needed to be addressed. Substantial steps have been taken toward those issues for the betterment of our people. I am committed to continue the movement, particularly with our newly acquired land for the members in Tampa. In addition, there are three to four building projects slated to begin in Brighton in the very near future this fiscal year. The police station in Tampa and the Brighton charter school are currently under construction. This is an aggressive trend unlike in past years when Brighton seemed to lag behind other places in construction. Also, I made housing a priority this fiscal year. Again, this is unlike the past years when housing seemed like a secondary concern in Brighton. Some new homes are currently under construction with several more scheduled for construction within a few weeks. I am committed to continue to work with the various departments to see these projects through. It has been a long time since any substantial construction has taken place in Brighton. Finally, as our Tribe grows in population and in its business endeavors, our leaders must be able to think and act wisely, and to look to the future. I have fulfilled that role and will continue to do so. Thank you.

Hello Seminole Tribal Members! I am seeking the position of Hollywood council representative. My parents are the late Jack Henry Motlow (Otter Clan) and Mary Buster Motlow (Panther Clan) both of the Seminole Hollywood Reservation. I belong to the Panther Clan. I am currently employed at the Seminole Okalee Indian Village (since 2002) and the Choopeek Cheke store (since 2004), and am now the general manager (since 2006). Also, I worked for more than 11 years with the Seminole Tribe of Florida in various departments prior to that, and I worked for three years with the Bureau of Indian Affairs’ grant programs in the state of Oklahoma. I received my associate’s degree in social science in 1998 and I received vocational training in entrepreneurship and management training in 1988. I support the education field and Tribal government and hope to have our own Tribal court system to be implemented for the people and by people regarding civil rights. My objectives for this request are to represent and serve the people as a whole entity and not a selective group. Let us restore our integrity, and respect and preserve our heritage within our people by including everyone’s goals, ideas and respect for each other. We should make this an equal effort so that we can grow and work together as a Tribe. These are the questions that will be asked, and how we can begin to reach that point of discussion without tearing each other apart. We need to be concerned about Tribal issues and ask where has our integrity gone, for the people today and for future generations to come, when we are no longer here to say what is right and wrong. Integrity is what makes an individual reliable for finding a way to help his or her people, not just seeking selfish gain. The Seminole Tribe of Florida and the Seminole people have given and provided those tools to us such as: the education program, the work experience program for both student and adults, and internship for management programs either in Tribal government or Indian gaming. If we as individuals don’t take a stand to utilize the tools to help guide our youth, then the future generations will lose integrity, culture and the respect of the outside world. I proposed that we utilize these programs in the Hollywood community for a monthly or weekly newsletter for the community members to know and be aware of the existing programs and to find a way to make them work for us and not against us, so that all Tribal members could benefit and be successful. Respect yourself. You heard of the old saying: “If you don’t respect yourself, then how can you have respect for others?” Seminole people are taught to listen and observe and respect each other. Also, we need to learn how to be patient with each other. I hope that we can continue to take the time to learn and teach our youth today through our cultural activities and learn the heritage of our language and realize the responsibility lies with us as Tribal members. I, myself am still learning the language and I appreciate what little I know at this time and what I can pass on to my grandchildren. This is an opportunity and responsibility as a future leader to present and inform the Tribal members to take steps forward in their heritage and culture, preserve the pride as Seminole people. We just can’t afford to lose what was given to us by our ancestors and most of all the “Breath Maker.” My objective for applying for this important position is to represent and serve all the people who live in the Hollywood Community. The Seminole Tribal Council representative is responsible for having all Tribal members’ best interests in mind and hearing everybody’s voice for the betterment of and supporting the needs of the people. Max B. Osceola, Jr., Incumbent Dear Tribal Members: I am announcing my candidacy for Hollywood council representative for the Seminole Tribe of Florida. My platform is as follows: 1. Culture: The preservation of our culture is a very important part of our existence. The establishment of culture days that we have on the Hollywood reservation has provided an opportunity for our elders to teach language, legends, and arts and crafts to the younger Seminoles. Because of these classes the parents have been able to learn how to sew patchwork and clothing, make baskets, learn woodcarving techniques and learn beadwork. These parents are now able to teach their children the skills they have learned. The language and legends of our culture are taught to our preschool children through the Hollywood Culture Program, therefore, preserving our language and legends. These two examples have been a success to preserve our culture and will be maintained and improved on in the future. 2. Education: Our elders saved the Tribe from being terminated by the federal government in 1955. They told the government to give the Seminoles 25 years to educate younger Seminoles so that they could manage the affairs of the Tribe. I know the importance of education, as I graduated from the University of Miami in 1974 with a bachelor of arts degree. At that time I was only the second Seminole to earn a college degree. Because of the college scholarships that the council has given our students, we now have over 90 Seminoles with college degrees. In Hollywood, scholarships have been established for our students in grades K-12 to attend private schools. The private schools prepare our Seminole students for college or vocational school, whichever career he or she chooses. 3. Housing: In Hollywood there was no land for new home sites. During the last two years I have been able to purchase the trailer park across from the Tribal office. This will provide for approximately 20 new home sites for our Tribal members. The power lines which went along the south part of the reservation have been renegotiated by me, where now the lines west of State Road 7 to Sheridan Street will now be removed. This provides land to place another 30 homes. Also the health concerns caused by these lines have been removed. We are also relocating the businesses along 64th Avenue to provide another 20 home sites on the Hollywood reservation. Money has been put into the Housing Department to build homes for all Tribal members. You can see by the construction of homes on the Hollywood reservation that many Seminoles are taking advantage of this program. 4. Health: To create a healthy Seminole, the Recreation Department was established to provide activities for all ages. We have exercise programs that range from the basketball teams to water aerobics which create a fun way to exercise. Exercise leads to good health which will prolong the life of the individual. The Health Department has also created many activities that encourage a healthy lifestyle. The largest event put on by them is the 5k run/walk Rez Rally. By the way, the Hollywood reservation was the 2006 champion for having the highest number of participants. Nike, Inc. has proclaimed the Seminole Tribe as the leader in the event for all of Native Country. 5. Employment: Two programs have been established for Seminoles to receive training and employment within the Tribe. The first program is for management trainees at the Seminole Hard Rock Hotel & Casino. The participants are taught all of the skills necessary to run a successful hotel and casino. After successfully completing the program, employment is provided for the graduates so they can work in a department and strive to become a director or general manager or whatever they aspire to do in the hotel and casino. The other program is in our Tribal government, which provides insight and responsibilities into the programs which provide services to our Tribal members. Today there are over 200 Seminoles employed by our Tribal government. There are also many services that can be provided by Seminole entrepreneurs on the Hollywood reservation. I use these companies whenever I can to do work on the reservation. I have employed about 15 Seminole-owned businesses to do work on the reservation. This provides more opportunities and employment for our Seminole people. The opportunity to work for the Tribe, or to work for yourself, has been provided for all Tribal members and I plan on continuing it in the future. 6. Dividends: Since May of 2005, the dividends have doubled to every Tribal member. The establishment of a second distribution date allows you to manage your income to your benefit. The establishment of a trust fund for Seminole children from birth to 17 years old will provide a financial base to secure the future for our children. Financial education plans are being established so our young Seminoles will not be overwhelmed by the success and to teach them how to manage their assets for a lifetime. I have always supported the dividends and will continue to in the future. 7. Economics: The future of the Tribe has improved with the acquisition of Hard Rock International Inc., which is now owned by the Seminole Tribe of Florida. Tribal members have said to me that we need to get into other businesses so that we do not have to rely on gaming only as our main source of income for our budget. Hard Rock International will provide income and employment opportunities for the Tribal membership. We now own a business that is recognized worldwide as a successful and profitable company. We have expanded to hospitality, food and beverage through the Hard Rock Cafes and Hotels of Hard Rock International. We recently bought out a non-native company at our Hard Rock establishments, which will increase the income to the Seminole Tribe of Florida by millions of dollars. Bonds were sold to build the two Hard Rock Hotels and Casinos. Andy Bowers and I represented the Tribe in refinancing these bonds which lowered the interest rate and reduced the years of the bonds from 30 to 15 years. These changes reduce the debt on the bonds, which also resulted in saving the Tribe millions of dollars. Andy and I went on a road show to sell these bonds. We went before banks, insurance companies, capital investment companies, and to Wall Street, representing the Tribe from New York City to San Francisco. We also brought some of the management training participants on these road shows so they could learn how the bond market works. This is my platform which I stand on and believe in for the future of the Seminole people. The Seminole Tribe of Florida is respected throughout the native and the non-native communities because of the success that we have had under the current leadership of the council. Our leadership is a reflection of our Tribal members and is in my heart at all times. The future is bright and the strength of the Seminoles is not measured in money but by our character of ourselves which is taught to us by our elders who saved this Tribe from termination 50 years ago. I want to thank everyone for their suggestions, support and prayers, which have guided my role as Hollywood councilman for the Seminole Tribe of Florida. Gordon Oliver Wareham, Candidate Hello, My name is Gordon Ollie Wareham and I am announcing my candidacy for Hollywood Council Representative. I am a member of the Panther Clan. I have lived on the Hollywood Reservation my entire life of 35 years. I have a degree in business administration from Broward Community College. From 1900 to 2000 our people and culture have adapted to the changing world that was happening around us. With roads being paved through the Everglades, trading with the outside communities became easier and also brought tourism. In the late 1950s the Seminole Tribe of Florida was established and our people told the U.S. that we are a people and we will control our own destiny. Cattle and other businesses helped our tribe and people become more financially secure. In 1979, high-stakes bingo was established by the Seminole Tribe of Florida and created a way for our tribe to become more self-reliant. These changes in businesses also had an effect on our culture, community and language. We started to move out of chickees into modern homes; our styles of clothing and hair transformed over the 20th century. In this new century the Seminole Tribe has opened two Seminole Hard Rock Hotels and Casinos and now has acquired Hard Rock International Inc. The effects this will have on the Seminole Tribe of Florida government and people in the 21st century will only be positive if we start to prepare today. Idea: To have culture classes every week starting at age 14 to 18 (freshman through senior in high school). This class will study the history of our people, government, the Seminole languages and cultural practices. To have an understanding of where this Tribe is heading in the future is to have an understanding of where our people have been in the past. What links us to our ancestors is the knowledge that is passed down from them. Learning their achievements, mistakes and stories is one step in understanding who we want to be in this new century. Promise: Checks and balances are necessary for any government. First, to have quarterly meetings. The people have the right to ask questions and get real answers. The decisions that the council makes affect every Seminole. Second, a Conflict of Interest Amendment needs to be inserted into the Seminole Constitution. The job of the council members is to take care of the welfare of this Tribe, not just their own. On May 14 it is the responsibility of every Seminole to let his or her voice be heard. Thank you.
