Priority 3: Societal challenges Why: Concerns of citizens and society/EU policy objectives (climate, environment, energy, transport) cannot be achieved without innovation
Breakthrough solutions come from multi-disciplinary collaborations, including social sciences & humanities
Promising solutions need to be tested, demonstrated and scaled up
Security : a societal challenge The challenge is about protecting our citizens, society and economy as well as our assets, infrastructures and services, our prosperity, political stability and well-being.
Any malfunction or disruption, intentional or accidental, can have detrimental impact with high associated economic or societal costs.
A primary aim is to enhance the resilience of our society.

Horizon 2020: Different from FP7? Challenge-based approach, allowing applicants to have considerable freedom to come up with innovative solutions One project – one funding rate: •
Research and innovation actions -Maximum of 100% of the total eligible costs

Innovation actions - 70% maximum for profit making entities
Indirect eligible costs: a flat rate of 25% of direct eligible costs Time-to-grant of 8 months
Pre-Commercial Procurement (PCP) instrument Strengthened coordination with relevant EU-Agencies: FRONTEX, EUROPOL, ENISA, EMSA, eu-LISA etc. Closer coordination with the activities of EDA - but exclusively civilian focus 13
Societal aspects 1 In H2020 full integration of SSH into all 7 Challenges. When integrating objectives of European security industry, human rights, privacy, cultural identity, migration, gender aspects need to be taken into account. Equal collaboration between all stakeholders: industry, academics, end-users, civil society representatives Ethical screening and review procedure will become more structured, consistent and are performed on a more systematic basis. WPs on ethics, independent advisory boards.
Societal aspects 2 The ethical aspects must be considered during the development of a system (Privacy Enhancing Technologies (PETs), (Privacy by Design) (PbD) and not only when the system is used. Ethical/Societal Dimension incorporated in three calls – 8 separate topics. The respect of privacy and civil liberties is the guiding principle in the whole WP.
Societal aspects 3 Societal Impacts Table Guidance and stimulus for proposers in order to reflect about the societal impacts of the proposal Also used by evaluators when assessing the proposal impact,
during the negotiation of GAs and project's reporting 10 questions verifying if security research: meets the needs of society, benefits society, Does not have negative impacts on society
Security sensitivity aspects Security Scrutiny Procedure: The Security Committee Members requested (via their national security authority representative) to verify if all security aspects properly addressed (an agreement)
Follows the evaluation and before the negotiation. For projects with classified deliverables: Core Grant Agreement - addition of special clauses
