SECTION 01 11 00(REV.1) SUMMARY OF WORK PART 1 - GENERAL 1.1

SUMMARY A.

The work to be done under this contract is for the renovation of the Literacy Center and Teen Center at the San Francisco Main Library, 100 Larkin St, San Francisco, CA 94102. The Work shall be completed in two phases and includes, selective demolition; design build work to furnish and install fire alarm and sprinkler systems; extensive interior renovation to provide for new office space, restroom, sound booth, video recording studio, and meeting room; and related electrical, plumbing and mechanical work and all appurtenant work in accordance with specifications and drawings.

B.

The Construction work will be complete in 2 phases and the Contractor shall be required to stop work activity upon completion of Phase One work for a period of time as described in Section 00 73 02 for additional information.

C.

Phase One work includes all work to bring the Literacy Center to the interim final completion. Refer the Literacy Center (LC) drawings series and specifications and work as described herein. Note: Submittals for both the Literacy Center and the Teen Center shall be completed as part of Phase One work.

D.

Phase Two work includes all work to bring the Teen Center to the final completion. Refer the Teen Center (TC) drawings series and specifications and work as described herein.

Upon final completion and acceptance for Phase One work, the Contractor shall stop all construction activities in the Library and give full access of the Literacy Center to the City, refer to Section 00 73 02 for time period. The City will issue a letter to confirm the start date for Phase 2 Work at the Teen Center. The Contractor shall be allowed use of office space and the designated staging area in the basement during this period of time between Phase One and Two.

Phase One Work – Project Submittals: 1.

Group A Submittals for Project Start and the Literacy Center The Contractor shall complete all Group A submittals within 14 consecutive calendar days of Notice to Proceed and the City shall respond within 10 consecutive calendar days upon receipt of submittal, unless otherwise noted herein or Section 01 33 00. The Contractor shall complete submittals for the Submittal Schedule and Construction Schedule (CPM) within 5 days of NTP, refer to Section 01 33 00. The following list is for the convenience of the Contractor and does not preclude the Contractor from completing all submittals related to this work

The following list is for the convenience of the Contractor and does not preclude the Contractor from completing all submittals related to this work a. All submittal required for work on the Literacy Center, refer to specifications. b. Design Build Work all Fire Safety alarm and sprinkler work.

CONTRACT A.

The Project will be governed by a single lump sum contract under direction of a single designated Prime Contractor as described in the Agreement Forms.

B.

Responsibility for installation and completion of the work is upon the designated Prime Contractor with whom the City enters into a Contract for the work herein described.

Contractor shall coordinate work in accordance with Paragraph 5.02 - Coordination of the General Conditions.

SEQUENCING OF CONSTRUCTION A.

After award and certification of the contract, a pre-construction meeting will be scheduled with the Contractor to determine the official date for commencement of the work.

B.

No fieldwork can begin prior to the Contractor’s receipt of written permission from the City Representative. The City shall have full jurisdiction and responsibility of the property until the commencement date for fieldwork

C.

Contractor shall be familiar with the terms, conditions, and payment schedule required by suppliers prior to submitting bid. Any delays to the custom fabricated item procurement schedule caused by incomplete or inaccurate shop drawing submittals and/or failure to comply with these terms, conditions and payment schedule required by the material suppliers, shall be the responsibility of the Contractor.

WORK SCHEDULING A.

The Contractor’s working hours shall be as specified in Section 00 72 00 – General Conditions, subparagraph 1.01A.67, except as specified otherwise in this Specification Section.

B.

The Contractor shall not commence any excavation in the public right-of-way without a valid excavation permit issued by the San Francisco Department of Public Works, Bureau of Street Use and Mapping. The Contractor shall submit a copy of the excavation permit.

TRAFFIC ROUTING WORK A.

The Contractor shall be responsible to provide incidental traffic routing work, such as described below, to ensure adequate protection of the general public and the Work.

B.

The Contractor shall provide incidental traffic routing work in accordance with the requirements of the “Regulations for Working in San Francisco Streets (Blue Book)” by the San Francisco Municipal Transportation Agency (SFMTA), latest edition. Refer to the following website for the latest copy of the Blue Book: http://sfgov.org/site/frame.asp?u=http://www.sfmta.com/

C.

The Contractor shall obtain the approval of the SFMTA for any required prohibition of stopping from the Traffic Bureau (415) 554-9928, at least 72 hours in advance of the effective date and time. The Contractor shall post the signs at least 72 hours in advance of the effective date and time.

D.

In the event the Contractor occupies parking areas within the Public Right of Way including the sidewalk, the Contractor shall obtain the approval of, and pay for any required permits for occupation of the sidewalk and parking spaces from the SFMTA.

WORK RESTRICTIONS AND ACCESS TO BUILDING A.

A Library Engineer and/or a City Representative (Resident Engineer) must be present in the building during construction activities.

B.

Staging area and size, refer to drawings for additional information and submittal requirements as described herein.

Staging area is located in the Basement of the Main Library which is approximately 15 feet wide by 20 feet long. The Library shall provide one additional parking space to the Contractor to for his or her use during the length of this contract. The Library Engineer will confirm the parking space on a daily basis.

C.

Access to construction sites (Teen & Literacy) 1. Access to the construction site will be through the basement and staging areas via the loading dock and the Staff Elevator near the southwest corner. Secondary access to the site can be through the Larkin Street entrance, only when the Library is not open during hours of operation (as shown above).

D.

Protection of existing building space and equipment 1. Refer to Section 01 71 34 for additional information and paragraph below on access and logistic plan submittal. 2. Contractor shall provide materials as needed to protect all surfaces, (flooring, walls and ceiling) along the path of travel from point of entry to work space which includes corridors, elevators and adjacent rooms. 3. Contractor shall use elevators as designated below and shall take all precautions to prevent damage and shall install temporary padding or plywood.

E.

Elevator usage 1. Elevators No. 1 and No. 5 can be used, with protection, as specified. 2. Elevator No. 1 can only be used during hours the Library is not open to the public. 3. Key cards will be issued to key personnel only, and subject to Library protocol.

F.

Temporary construction office 1. Refer to Section 01 52 13, par.1.3 for information.

G.

Security of construction equipment and materials 1. The Contractor shall provide for the security of equipment and items to be furnished during construction. The Contractor may install temporary lockable enclosures for the Literacy Room and for the Teen Center during construction.

H.

Coordination of salvage items 1. Prior to start of construction, the Contractor and the City Representative shall identify items to be removed as follows: a. Items to be salvaged and reinstalled per plans and specifications. b. Items to be salvaged and returned to the City. Contact Lou Vallerga, San Francisco Public Library, 415-557-4255 c. Items to be demolished and removed from site as Contractor’s property. 2. The Contractor shall be responsible for protection of items to be re-installed and/or returned to the City.

CONTRACTOR USE OF SITE A.

The Library shall remain in operation throughout the period of construction. Conduct all activities to prevent disturbance to library activities. Other than designated areas for use by the Contractor, no obstructions are permitted in public lobbies and corridors.

B.

The Library will allow construction activity to take place during the site access hours as shown in the table below, as long as the City Representative (Resident Engineer), and/ or the SFPL Library Engineers are on site or in building. These site access hours are consistent with the SFPL Library Engineers working hours from Monday to Sunday. Refer to Section 00 73 27, par. 1.4, Contractor shall obtain approval from the City Representative minimum 7 days in advance for work performed outside the site access hours, at no additional cost to the City.

Note No. 1 - Any works and activities involve shutting off power, water & data, and creating excessive noise and dust are not permitted during the library regular hours of operation as shown under the “Remarks” column above. Note No. 2 – Shall the Contractor interrupt any existing utility series including electricity, water, data or others, Contractor must first notify City Representative minimum 7 days in advance, and such work shall be performed outside the library regular hours of operation. D.

Work in occupied areas shall be conducted with regard for public safety and minimum disturbance to Library operations. Maintain exits and entrances open and passable.

E.

Work in occupied areas or work in ceiling spaces where access is through occupied areas, shall be done outside of the library regular hours of operation, see table above except where specified otherwise, and shall be scheduled in advance. Notify City's Representative at least seven working days in advance. Whenever work is being performed in occupied rooms, install dust tight polyethylene barriers to confine dust to the smallest possible area. Thorough cleaning to remove all dust and debris shall follow work performed in occupied spaces. Cleaning shall be done within the same overtime period and before start of regular working day.

F.

Rooms adjacent to work areas will be occupied during construction period. All work in these rooms or in ceiling spaces above them shall be scheduled a minimum 5 working days in advance and will require written approval from the City Representative prior to start of work. Such work shall be scheduled to accommodate the Library’s daily activities and shall be performed during non normal working hours with written approval from the City Representative.

G.

Access and Logistics Plan 1. The Contractor shall submit a staging plan and an access and logistic plan for review and approval prior to start of work. a. The staging plan shall include temporary storage of items in the basement notes as staging area. b. The access and logistics plan shall include temporary materials to be furnished and installed along the path of travel used to access construction areas, safety barriers used to protect building occupants from construction activities, proposed off loading areas. c. Contractor is encouraged to provide these plans prior to NTP to allow time for review and approval. d. Refer to Section 01 33 00 for additional information.

H.

Use of Site: Limit use of the site for construction operations necessary to perform the Work indicated on the Drawings. Obtain prior written approval from the City for access to areas of the site occupied by the City. 1. All contractors shall be required to entire the site at one location and shall sign in upon entry to building and sign out upon exiting as determined by the City Representative. 2. The Contractor shall be limited to one “access route to the work area” to be determined in field and approved by the City Representative.

I.

Contractor’s Work Area: The Contractor’s work area is limited to the areas included within the limit of work as shown on the Contract Drawings 1. shall be immediately removed upon the completion of the construction processes in the room or area in which the devices are installed. 2.

Fire Extinguishers: Fire extinguishers shall be provided for the area disturbed during construction. The number and type of extinguishers shall be as required by the Fire Marshal or Local Fire Department.

3.

Combustible Debris: Combustible debris shall not be accumulated within buildings. Combustible debris, rubbish and waste material shall be removed from buildings at the end of each shift of work.

J.

Additional Staging and Storage: 1. Provide additional offsite staging and storage areas as necessary for Contractor’s operations at no cost to the City. Discuss and coordinate with SFPL building engineer prior to providing additional offsite staging and storage areas. 2. Do not utilize City streets for additional staging and storage areas. 3. Do not enter upon or use any property not under control of the City until a written temporary construction easement agreement has been executed by the Contractor and the property owner, and a copy of said agreement furnished to the City Representative prior to said use. Neither the City nor the City Representative shall be liable for any claims or damages resulting from Contractor’s unauthorized trespass or use of any such properties.

K.

Contractor shall “stage all construction activities” to ensure a successful Project given the location and layout of the building and work in order to minimize interference with pedestrian and vehicular traffic, noise generated on site, impact to adjacent properties such as dust. 1. Site access within the Library is limited. To minimize disruption to the Library and adjacent properties and to complete the project on schedule, certain arrangements and construction sequencing need to be carefully thought out by the General Contractor and employed, including efficient traffic routing and work schedule. 2. Notify the City and appropriate governmental agencies: Department of Traffic and Parking; DPW, Bureau of Street Use and Mapping etc., and adjacent property owners prior to the Start of Construction, and a minimum of (5) five working days prior to performing any work which necessitates closing or creating limited access to sidewalk, parking and driveways. a. Contractor will obtain and pay for any services of City Agencies or Permits required for Street Use/Traffic Control out of his Construction Contract. b. Contractor will obtain written permission from the City prior to effecting such temporary closures or interruptions.

L.

Maintenance of Work Area: Maintain the work areas in a safe condition at all times. Remove all graffiti and accumulated rubbish and debris material deposited within the construction site at the end of each work day. The Contractor is responsible to maintain the project area for the entire duration of the Contract. Clean and restore the work site at completion of the work to the condition that existed prior to the start of work.

M.

Security Of Contractor’s Work Areas: Security of Contractor’s work areas and its property, equipment, construction materials and all other items contained in Contractor’s staging areas or elsewhere on the construction site shall be Contractor’s sole responsibility at all times.

N.

Noisy activities in project area shall be performed only with prior approval from the City's Representative. Refer to Section 00 73 27 for specific noise control requirements.

ENVIRONMENTAL MITIGATION A.

The San Francisco Main Library will be occupied and open to the public during the Work of this Contract. The Contractor shall take all necessary precautions and implemented adequate mitigation controls to minimize disruption to building occupants and the public. The contractor shall comply with mitigation measures specified under Section 00 73 02Specific Project Requirements in conjunction with the following: 1.

Noise Control: The City will limit normal hours of Construction to not earlier than 7:30 A.M. and not later than 5 P.M. unless specified herein, refer to paragraph 1.9C, as well as limited hours of certain types of demolition and construction operations. Contractor shall coordinate with the City Representative: a.

Muffle and shield intakes and exhausts, shroud or shield impact tools, and use electric-powered rather than diesel-powered construction equipment, as feasible, so that noise would not exceed limits stated in the City's Noise Ordinance.

b.

Conform to San Francisco Municipal Code, Article 29 "Regulations of Noise."

c.

Other than specified above in these special provisions, absolutely no construction activity shall occur during the hours of 8:00 p.m. to 7:00 a.m. which would cause noise levels to exceed the ambient noise level by 5 DBA at the nearest property line without required approval from the Director of Public Works. Dust and Dirt: Perform the work in a manner to minimize the generation of dust and dirt, to prevent dust and dirt from interfering with the progress of the Work, and to keep dust and dirt from accumulating in work areas adjacent Library occupied areas and park property. a.

Use dust enclosures, curtains, and dust collectors as necessary to control dust. The City may request dust scrubbers during demolition to minimize dust emission in the library occupied areas.

b.

Wet sweep the floor surrounding demolition and construction at least once per day to reduce particulate emissions.

4.

Pollution: Comply with applicable regulatory requirements and anti-pollution ordinances during the conduct of construction and disposal operations.

Cleaning During Construction: Control accumulation of waste materials and rubbish; dispose of off-site at intervals approved by the City. a.

Clean interior areas prior to finish of work; maintain areas free of dust and other contaminants during finishing operations.

CITY’S USE OF EQUIPMENT PRIOR TO COMPLETION OF CONTRACT A.

During the course of construction and before final acceptance of the work of the Contract, City personnel may be required to use various major systems and sub-systems installed under this Contract as provided in Paragraph 9.06 of the General Conditions.

B.

Such use or occupancy by City personnel will be limited to the starting and stopping of such systems, and Contractor shall be solely responsible to provide all interim repair and maintenance of such equipment as recommended by the equipment manufacturers. Contractor’s responsibility for repair and maintenance shall continue from the date of beneficial use by the City of any equipment or system installed under this Contract until the date of the City’s acceptance of Contractor’s Application for Final Payment.

Submit a Certificate of Guarantee secured by Contractor’s Performance Bond binding the Contractor to perform all repair and routine maintenance tasks as described above. Refer to Section 01 78 36 - Warranties. Provide written endorsement from Contractor’s insurance carrier and Surety to the City Representative permitting the operation of equipment by City personnel as described above.

C.

Use and occupancy by the City shall not be deemed to constitute a waiver of claims on behalf of the City against the Contractor.

D.

The City will not accept any materials, equipment, systems or sub-systems furnished under this Contract which have been used by Contractor for construction purposes during the course of the Work.

HAZARDOUS MATERIALS A.

The Contractor is alerted to the possibility that hazardous waste and/or contaminated material may be discovered in the site during the demolition phase of this Contract. In the event that such hazardous/contaminated material is discovered, the Contractor shall immediately notify the City Representative both verbally and in writing. Upon receipt of such notification, the City, at its sole option, may either (a) perform the abatement work using its own forces or using an outside contractor specializing in abatement work or (b) direct the Contractor to perform all or any part of the abatement and hazardous materials removal work.

B.

If the City Representative directs the Contractor to perform the abatement and removal of the hazardous materials, the City Representative will do so by change order. The Contractor must promptly provide a properly licensed and insured subcontractor (with CSLB hazardous substance removal certification) to perform abatement work. Refer to Section 00 73 16 for a description of the Contractor’s required insurance.

C.

In the event that Hazardous/Contaminated material is discovered, then all work in the affected area will stop pending further direction from the City Representative. The City Representative shall determine whether the abatement and removal process requires suspension of all, none or any part of the work under this Contract.

D.

All work that affects intact paint with any level of lead will be performed by the General Contractor or its sub contractors under the Cal/Osha Lead in Construction Standard 8 CCR 1532.1 as well as all Federal, State, and Local regulations at no additional cost.”
