SECTION I-PLANNING PROCESS A. PURPOSE OF THE PLAN In the past, emergency management has focused primarily on responding to disasters. Recent changes in Federal policy resulting from escalating disaster costs and passage of the Disaster Mitigation Act of 2000 have given new impetus to hazard mitigation. This Federal Legislation has challenged Steuben County and its Municipalities to put more emphasis on preventing damage before disaster strikes. This Hazard Mitigation Plan is intended to be an outlook for the future. It is aimed at making Steuben County more disaster resistant by reducing or eliminating the long-term risk of loss of life and property damage from the full range of disasters. Ultimately, this Plan is designed to help build a sustainable community that, when confronted by natural or technological disasters, will sustain fewer losses and will be able to recovery more quickly. It is also intended to:  Minimize disruption to the community following a disaster;  Streamline the disaster recovery process by having in place pre-identified actions that can be taken to reduce or eliminate future damage;  Capitalize on Federal funding that may become available after disaster strikes  Ensure that Steuben County and its Municipalities maintain its eligibility for the full range of future Federal disaster relief. After November 1, 2004, FEMA will condition certain forms of future Federal mitigation funding to local governments and New York State by determining that they have a FEMA-approved Hazard Mitigation Plan in place. Because of the similarities between hazards that pose threats to the various communities in Steuben County and considering the existing cooperative emergency planning and response approaches, a decision was made early in the plan development process that this mitigation planning process would be implemented for multiple jurisdictions within the County. To ensure that the plan met the requirements of the DMA 2000, the approach to the planning process and plan documentation was developed to achieve the following two goals: 1) The plan would be multi-jurisdictional and consider all natural hazards facing the county, thereby satisfying the natural hazards mitigation planning requirements specified in DMA 2000. In addition, selected human-caused and technological hazards of concern were also evaluated. This plan encompasses the County of Steuben and the following jurisdictions, which participated in the planning process by providing input on the plan in regional planning meetings or other by providing additional support on specific mitigation goals and strategies. 2) The plan would be developed following the process outlined by DMA 2000, FEMA regulations, with support from NYSEMO guidance. Following this process would ensure all the requirements are met and would support the plan review.

3) Each municipality represented within this plan participated in the planning process by attending regional planning meetings and indicating their mitigation goals and strategies. Individual planning meetings were held in six separate areas of the County to allow for each municipality to have input in the planning process. Invitations were provided to various groups and agencies representing all sectors of the community, to participate in the Hazard Analysis program. Local Municipalities were encouraged to provide input on this plan, Appendix 1 of this plan is a map indicating participation of local jurisdictions in the development of this plan divided into the six planning zones. Several follow-up meetings were subsequently conducted with smaller working groups or individuals to help enhance plan development. The Steuben County Multi-Jurisdictional Hazard Mitigation Plan was written using the best available information obtained from a wide variety of sources. Throughout the plan development process, a concerted effort was made to gather information from each of the participating municipal and county agencies and staff as well as stakeholders, federal and state agencies, members of the local business and industry community, and the citizens of Steuben County. The Planning Committee solicited information from local agencies and individuals with specific knowledge of certain natural hazards and past historical events, as well as planning and zoning codes, ordinances, and recent planning decisions. The hazard mitigation strategies contained within this plan have been developed through an extensive planning process involving local jurisdictions and agencies and the citizens of Steuben County. This plan is intended to serve, as a basis for future funding that may become available from State or Federal grant and technical assistance programs. It will enable Steuben County, and those Municipalities adopting this plan, to take advantage of rapidly developing mitigation grant opportunities as they arise. Potential funding sources for implementation are identified for each proposed action. Steuben County and local governments will seek to obtain the necessary

funding to implement the mitigation actions set forth. However, in this era of increased demands and constrained resources at all levels of government, the lack of resources, especially from external sources, may hamper the ability to implement some mitigation actions identified in the plan or to implement them within the timeframe specified.

B. ORGANIZATION OF THE PLAN Section I of this plan outlines the planning process. It addresses the purpose of the plan and how the plan was prepared and who was involved in the planning process. It outlines the process used by the county to establish a working plan showing the development of mitigation strategies. Section II outlines the Risk Assessment and provides a general overview of Steuben County. In this section it reviews Steuben Count Government, Geography, population, economy, Income & housing, and disaster history. Section II also identifies the twenty-seven major natural and man-made hazards that may potentially affect Steuben County and Upstate New York. These hazards appear generally in order of priority, based on potential losses in terms of loss of life and property and other community concerns. For each hazard, the plan presents a description of the hazard, a history of hazard events evaluating location, extent of past damages and outlines the potential for future events. This section also looks at the property at risk from these hazards, as well as critical facilities that may be affected by these hazards Section III sets forth the Mitigation Strategy including the vision statement and mitigation goals and objectives for the plan. For purposes of this plan, goals are general guidelines that convey a desired end result. They are expressed in terms of policy statements and represent Steuben County's visions as a whole. Objectives outlined in this plan are specific and measurable and define strategies or implementation steps to attain the identified goals. The results of the mitigation actions and implementation plans are also listed for each hazard. The implementation plans describe each action, the estimated costs, benefits, organization responsible for overseeing implementation, an implementation schedule, objectives to which the actions relate, overall priority and potential funding sources. Section IV outlines plan maintenance. Section V addresses plan adoption and the appendices include maps of critical facilities, critical infrastructure.

C. REVIEW AND INTEGRATION OF EXISTING PLANS During the planning process all effort was made to review and reference material that was developed from previous or existing State and Local emergency or mitigation plans. Plans that were reviewed as part of this process are listed below. D. AUTHORITY The Steuben County Office of Emergency Services and Steuben County Planning Department prepared Annex-S of the Steuben County Comprehensive Emergency Operations Plan with support from other county and municipal officials with the help of the Hazard Mitigation Planning Committee. It was developed in accordance with the amendments of Section 302 of the Robert T. Stafford Act. The Disaster Mitigation Act of 2000 (Public Law 106-390), 44 Code of Federal Regulations Part 201 and 206. This document was prepared with guidance from the Mitigation and Planning Sections of the New York State Emergency Management Office. On August 25, 2003 the Steuben County Legislature Authorized the acceptance of funding from the Federal Emergency Management Agency for the Pre-Disaster Mitigation Grant. On February 28, 2005 the Steuben County Legislature formally authorized by resolution the appointed members of the Steuben County Hazard Mitigation Committee. Members of that committee are listed in Table I-2 below. E. PREPARATION OF THE PLAN The planning committee, which was overseen by the County Mitigation Coordinator Greg Heffner, outlined their goals early in the planning process and refined those goals reflecting the results from the regional meetings and risk assessments. This planning process was modified to outline the hazards that are most likely to impact Steuben County in listing the most important hazards first based on the hazard analysis and vulnerability assessment. The planning committee discussed mitigation measures and projects that might be used to reduce losses from these hazards. The Office of Emergency Services, County Planning Office, Department of Public Works, County Soil and Water Conservation Office, Southern Tier Regional Planning Office, and local officials representing each municipality assisted in the areas of public works, code enforcement, emergency services along with local elected officials in providing input on proposed enhancements to existing programs, policies, and resources to incorporate into this mitigation strategy. Individual planning meetings were held in six separate areas of the County to allow for each municipality to have input in the planning process. Invitations were provided to various groups and agencies representing all sectors of the community, to participate in the Hazard Analysis program. Local Municipalities were encouraged to provide input on this plan, Appendix 1 of this plan is a map indicating participation of local jurisdictions in the development of this plan divided into the six planning zones. Several follow-up meetings were subsequently conducted with smaller working groups or individuals to help enhance plan development. Much of the plan was written with coordination between Timothy Marshall, Deputy Director of Emergency Services and Amy Dlugos, Senior Planner for the Steuben County Planning Department. These two departments did much of the research and documentation of the planning committee’s recommendations. In addition, Geographic Information System Maps were prepared by Steuben County GIS Coordinator, Tom Sears, who works out of the Steuben County Planning Office. Some agencies also provided direct input to the planning process by drafting sections of the plan relative to their agency’s mission or area of expertise. An example of this would be the Steuben County Public Health Nursing Department provided input on the epidemic and other health related portion of this plan, and the New York State Department of Conservation, local Forest Rangers provided detail information about wild fires within Steuben County. These are just some examples of how

several agencies participated in the development of this plan. (Reference to Table I-3 for a more comprehensive listing)

F. ESTABLISHMENT OF OPEN PUBLIC PROCESS Public involvement is a critical component of hazard mitigation planning. Public input into the Plan was sought through a variety of mechanisms. The public should be given an opportunity to discover about the hazards they face and ways to protect themselves and their families. From the beginning of the planning process, an open public process was encouraged to provide an opportunity for all sectors of the community to become involved in the planning process. This process helped ensure that a comprehensive and countywide community approach was taken in developing the plan. With this process taking place from the beginning, there were no formal written comments made by members of the general public as part of this open system.

In addition several municipalities and Steuben County offered public comment periods as part of the adoption process and no one from the public came forward with comments or issues with the written plan. Individual planning meetings were held in six separate areas of the County to allow for local input in the plan. Invitations were provided to various groups and agencies representing all sectors of the community, to participate in the Hazard Analysis program. Local Municipalities were encouraged to provide input on this plan, Appendix 1 of this plan is a map indicating participation of local jurisdictions in the development of this plan divided into the six planning zones. The draft of this Plan was made available on August, 2006 on the County website for public review and comment. Hard copies of the plan were also made available at the Clerk of the Legislature’s Office for public inspection and review.

G. REVIEW OF SUPPORTING DOCUMENTATION Every effort was made to review and incorporate pertinent information into the current plan. The committee reviewed many related mitigation plans and documents to develop the planning process. These documents were reviewed and appropriate material was extracted and incorporated into this current plan. These reports included;  Water Quality Strategy for Steuben County-May 2002; Steuben County Hazard Analysis Report-September 1998, rev.2003;  Steuben County, New York Agricultural Expansion and Development Plan;  History of Steuben County-by Richard G. Sherer;  Reducing Flood Damage in the Southern Tier Central Region-Flood Recovery/Mitigation Economic Adjustment Strategy-April 1998; Floods of the Chemung Watershed 1794-1972 A Day to Remember June 23, 1972;  The Interim Mitigation Planning Grant Programs Administrative Handbook, Prepared by Mitigation Section NYSEMO  FEMA Getting Started building support for mitigation planning  FEMA Understanding Your Risks identifying hazards and estimating losses  FEMA Integrating Human-Caused Hazards Into Mitgation Planning  Newspaper and other historical references.  Statistical information obtained from The Institute of Human Services Website at http://www.ihsnet.org. The Office of Emergency Services also conducted regional hazard analyses for participating municipalities across the County. These regional analyses took into consideration the same hazards under the same conditions listed above. In each case the planning committee reviewing risk in each area, countywide and local, and took into consideration the populations, buildings, critical and special facilities/infrastructure and commercial facilities at potential risk for each of specific analysis.

H. RISK ASSESSMENT

The characteristics and potential consequences of each hazard were assessed to determine how much of the County could be affected and what the impacts would be on local community assets. Again, Steuben County was divided into six sectors for hazard mitigation planning purposes. Using Geographical Information System (GIS) applications, the sectors were defined by identifiable boundaries and geographic features. Within each sector, key facilities (fire, police, & emergency medical services stations, hospitals, healthcare, nursing homes and correctional facilities), schools and colleges, and recreational facilities are identified. The risk to each hazard was categorized in terms of low, moderately low, moderately high or high risk, taking into account hazardous areas and the population, structures, key facilities, and infrastructure at risk. The results are presented on sector maps see: Appendix 8.

I. DEVELOPMENT OF MITIGATION STRATEGIES Mitigation goals and objectives were formulated to reduce or eliminate the long-term risk to human life and property from each hazard. An action plan was developed identifying proposed actions, estimated costs and benefits, the responsible organization(s), implementation schedule, related objective(s) to which the actions relate, priority, and potential funding sources. Meetings were held with officials representing various County and Municipal Agencies to solicit input in developing mitigation goals, objectives, actions and implementation plans. In addition, discussions were held with County and Municipal representatives to insure that this Hazard Mitigation Plan is built upon, and integrated into, local development processes. County, Local and Private agencies participating in the development of mitigation strategies included but not limited to:  Steuben County Office of Emergency Services;  Steuben County Planning Department;  Steuben County Soil and Water Conservation District;  Steuben County Public Works;  Steuben County Public Health Nursing;  Steuben County GIS Coordinator;  Steuben County 911 Director;  The Greater Steuben Chapter of The American Red Cross;  Representatives from three independent County Hospitals;  Representation from Bath Veterans Administration;  National Weather Service Office in Binghamton;  Representatives from local industry;  Elected Municipal Officials;  Local Highway Superintendents;  Local Fire Chiefs  Emergency Services Representatives;  New York State Officials.

J. ADOPTION PROCESS

The Steuben County Legislature considered approval of the plan on April 27, 2009 and provided an opportunity for public comment during the month of May. The plan was approved by the Legislature on May 27, 2009 following a public hearing where no one from the public commented on the plan. In addition, each local jurisdiction governing body with reference in this plan has formally adopted this plan as their local jurisdictional plan to meet the requirements of the Disaster Mitigation Act of 2000. A listing of dates of local adoption has been posted in Appendix16 of this plan and copies of certified resolutions will be maintained at the local municipal clerk’s office.
