GENERAL

GENERAL REQUIREMENTS A.

Attention is directed to the CONTRACT AND GENERAL CONDITIONS and all Sections within DIVISION 1 - GENERAL REQUIREMENTS which are hereby made a part of this Section of the Specifications.

B.

The Contract Drawings indicate the general extent of the removals and alteration work required to be performed. The General Contractor will be held fully responsible for removing all existing materials which would otherwise interfere with the proper installation or function of new work, whether or not such existing materials or conditions have been indicated, such work being performed without additional cost to the Contract, and performing the demolition and removals, work, except where specifically noted to the contrary in the various trade SECTIONS of the Specifications, in which cases the specific trades shall include all costs therefore in their respective bids.

BACKGROUND INFORMATION AND JOB CONDITIONS A.

The Work detailed in this Section and related Sections involves selective portions of the Douglas Middle School to be renovated. 1.

Demolition includes disconnection of existing utilities, and removal of all associated materials, equipment and other structures.

The existing three story building was constructed in 1986 and is of plank floor and roof structure masonry bearing wall construction and concrete.

B.

Asbestos: The Contractor is advised that Asbestos Containing Materials exist in the building. Refer to SECTION 024180 - ASBESTOS REMOVAL for demolition work required for asbestos abatement.

C.

Lead Paint Data: 1.

Lead paint investigations have been made and the results are attached to this SECTION, and is titled “Lead Paint Inspection Report.”

This information is provided for the information of the Bidders. Bidders shall interpret this data according to their own judgment and shall understand that some conditions may vary from those recorded therein. Neither the Owner nor the Architect shall be liable for any error or discrepancy in the information given. Bidders shall make such investigations on the site as necessary to verify conditions, and shall assume for themselves the character of materials to be encountered.

SCOPE OF WORK A.

Existing Electrical Transformer Data:

Perform the following items of work as shown on the Drawings and specified herein: 1.

Furnish, install and maintain in safe condition at all times, temporary protection items required to ensure safety for persons and property during the demolition and removal work.

2.

Furnish, install, and maintain dust coverings as required to prevent the spread of dust beyond the immediate area where interior demolition and removal work is being performed.

3.

Arrange with the appropriate municipal authorities for street cutoffs of services which may be required in conjunction with the demolition and removal work, and pay any and all costs incurred therefrom.

4.

After all affected services have been disconnected thereto, or otherwise made inactive, remove all abandoned building contents, perform the demolition work and major cutting, remove all demolished and abandoned materials from the site, and legally dispose of same. Haul and dispose of material generated from the demolition including all demolition debris, in accordance with all local, state and Federal regulations.

Codes, Permits, and Regulations 1.

The Contractor shall comply with all applicable laws, rules, ordinances, and the general regulations of the Federal Government, the Commonwealth of Massachusetts, town of Douglas and Massachusetts Department of Environmental Protection (DEP) for removing and disposing of all demolition materials.

2.

The Contractor shall obtain all permits required to conduct the work. The fees required by Douglas have been waived.

The Contractor shall protect adjacent structures to remain, and leave the same in a safe and satisfactory condition.

C.

Approvals given by the Architect shall not relieve the Contractor of the responsibility for performing the work in accordance with the Contract Documents.

D.

Any change from requirements of these documents or from procedures outlined in Contractorʼs demolition plan shall be requested in writing. No changes will be allowed unless approved by the Architect.

RELATED WORK SPECIFIED ELSEWHERE A.

The following related work is to be performed under the designated SECTIONS: 1.

Removal of certain items, drilling, carving and specified cutting and surface preparation: As specified in various SECTIONS.

Demolition work required for asbestos abatement: SECTION 024180ASBESTOS REMOVAL.

Removal of shrubs, trees, clearing and grubbing. Removal of pavement and other items of site demolition: SECTION 311000-SITE PREPARATION.

4.

Excavation, backfill, filling, and establishing new subgrades where applicable: SECTION 312000-EARTHWORK.

5.

Disconnecting and capping of existing site utilities, mechanical and electrical items: SECTION 331100-WATER DISTRIBUTION, SECTION 333000-STORM DRAINAGE, SECTION 334000-SANITARY SEWERAGE, SECTION 210001-FIRE PROTECTION, SECTION 220001PLUMBING, SECTION 230001-HVAC, and SECTION 260001ELECTRICAL.

SUBMITTALS A.

Submit the following information and other requirements of SECTION 01300 SUBMITTALS. 1.

A demolition plan describing the proposed sequence, methods, schedule and equipment for all demolition work shall be submitted a minimum of 3 days prior to beginning work at the next site. Include a narrative description of the following: a. Procedures and sequence of operations for cleaning and dismantling structures including equipment inside the building. b.

Locations for disposal of demolition materials.

2.

Copies of all related permits and notices authorizing demolition.

3.

Certificates of utility severanceʼs.

4.

Permits for transport and disposal of demolition debris and other waste materials generated.

Certification that all demolition debris has been rendered non-hazardous prior to removal from the site.

HAZARDOUS MATERIALS REGULATIONS A.

The Contractor shall remove all hazardous materials in full compliance with all applicable Federal, State, and local regulations as they apply to potentially hazardous materials for the protection of workers and the environment. 1.

PART 3 3.01

EXECUTION

GENERAL A.

The Contractor shall be responsible for any materials analysis required, such as containerized liquids or other materials, required to adequately characterize the material for disposal.

B.

All hazardous waste removal shall be performed by a qualified, hazardous waste Contractor licensed to handle, transport and dispose of each type of hazardous material.

C.

Conduct operations with a minimum of interference to public or private accesses and facilities. Maintain access and egress at all times and clean and sweep any roadways daily or as required by the governing authority. At such times as deemed necessary by the Owner, dust control shall be provided with sprinkling systems or equipment provided by the Contractor.

D.

Promptly notify the Architect when any unexpected items are encountered during demolition.

E.

The Contractor shall ensure that demolition debris is treated in a controlled manner such that the potential of cross-contamination between material that exhibits visual or olfactory evidence of contamination and clean material is eliminated.

DESCRIPTION OF WORK A.

Obtain and pay for all permits and licenses required to perform demolition work, prior to commencing the work of this SECTION.

B.

Conditions, as they are known to bid date, have been indicated on the Drawings; however, all existing dimensions shall be verified on site before commencing work.

C.

The Site Utilities, Plumbing, Heating, Ventilating, Air Conditioning, Fire Protection, and Electrical Subcontractors respectively, shall perform the disconnecting and capping where necessary, of existing mechanical and electrical items which are to be removed and/or relocated.

D.

The General Contractor shall perform the cutting and removal of all items so designated on the Drawings except as otherwise specified hereunder. Where items are designated to be relocated, the general Contractor shall perform the relocation of all items, which are not normally installed by a Sub-Trade. Where such equipment is to be installed by a Sub-Trade, the applicable Subcontractor shall be responsible for disconnecting and moving such items to the room or area where these items are to be relocated. The respective subcontractor shall be responsible for storing such items if the areas for relocation are under the Ownerʼs Use and Occupancy at the time of disconnect.

E.

Installation of all relocated equipment of the Sub-Trades, including required alterations thereto, shall be performed by the respective Subcontractors under whose jurisdiction this work is normally performed.

F.

Prior to commencing cutting work in existing floors and walls, the General Contractor shall take all precautionary measures to assure that mechanical and electrical services to the particular area of work are turned off, as far as practicable.

G.

Use no explosives or fire in the performance of the demolition and removals work.

H.

Perform all cutting in existing surfaces in manner which will ensure a minimal difference between the cut area and new material when patched.

I.

If, in the process of cutting work, existing utility lines or fixtures are encountered which have not been indicated on the Drawings, and whether or not such items are damaged, report such items to the Architect immediately, requesting disposition of same. Do not proceed with the work in such areas until such disposition has been obtained. Should the General Contractor be directed, in writing by the Architect, to repair, remove, and/or relocate such items, the work shall be performed and the Contract Price adjusted accordingly.

DEMOLITION INVOLVING LEAD-BASED PAINT A.

It is the intent of these construction documents to inform bidders of materials in the existing building which contain lead as described in the survey prepared by Hygienetics Environmental Services Inc. (attached to SECTION 024180). This data is advisory only, and is intended for the biddersʼ general information. The means and methods used in the handling, preparation, removal and disposal of materials containing lead, subject to compliance with applicable regulations and other sections of the contract documents, are the sole responsibility of the Contractor.

B.

The handling, preparation, removal and disposal of all materials containing lead shall be in full compliance with all applicable Federal, State and local regulations as they apply to the protection of workers and the environment. Where there is a conflict between this specification and applicable regulations, the more stringent requirements shall govern.

C.

The Contractor shall contact the regional EPA, state, and local authorities to determine lead-based paint debris disposal requirements. The requirements of Resource Conservation and Recover Act (RCRA) shall be complied with as well as applicable state solid waste plan requirements.

D.

The Contractor shall submit written manifest to Owner prior to removing any waste from site and shall submit complete manifest to Owner after waste is disposed at the approved landfill. 1.

Materials designated to be demolished or modified are subject to the applicable regulations in paragraph B and C.

Materials designated to remain and are to be prepared to receive a new finish are subject to the applicable regulations involving the protection and preparation of said materials/surfaces.

Materials designated to remain in place without new finishes shall be protected to the extent necessary for compliance with applicable regulations.

REMOVAL OF ASBESTOS CONTAINING MATERIALS A.

Prior to demolition of the structure, remove all asbestos containing materials. Conduct asbestos removal in accordance with governing regulations. Refer to SECTION 024180 – ASBESTOS ABATEMENT and Asbestos Abatement drawings.

DEMOLITION A.

Perform demolition using equipment of a type and size acceptable to the Engineer. Wrecking balls, whip hammers or similar devices will not be acceptable.

B.

Do not bring explosives to the site and do not use any explosives in performance of the work.

C.

Conduct demolition to preclude damage and minimize interference with other existing structures and utilities to remain at the project site.

D.

Perform demolition in accordance with the submitted and accepted demolition plan.

E.

Dismantle and remove for off-site disposal the existing building equipment, piping, transformers, and other ancillary structures. Utilize appropriate equipment in sufficient quantity and sizes to expeditiously perform the demolition.

DUST AND POLLUTION CONTROL A.

Use water sprinkling, temporary enclosures and other suitable methods to limit to the lowest practical level the amount of dust and dirt rising into the air.

B.

Comply with applicable regulations pertains to environmental protection and pollution.

C.

Clean existing structures of dust, dirt and debris caused by demolition operations as directed. Return adjacent areas to condition existing prior to the start of the work.

CONTAMINATION AND HAZARDOUS WASTE A.

The Contractor is responsible for removal and disposal of all materials encountered during conduct of work.

B.

Collect and containerize rinseate generated for cleaning of machinery, equipment and demolition debris and dispose of in a legal manner. DOUGLAS MIDDLE SCHOOL DEMOLITION 024100-8

Provide copies of manifests for disposal of all drummed wastes to the Architect.

DISPOSITION OF REMOVED MATERIALS A.

Except for items specifically designated to be relocated and/or re-used, or salvaged by Owner, or removed and disposed of under another Section, all existing removed building materials and items and abandoned building contents shall become the property of the General Contractor and shall be completely removed from the site and legally disposed of beyond town limits. 1.

All equipment, machinery, maintenance supplies, etc. removed from the building shall be transported to a salvage facility immediately. No stockpiling will be allowed.

2.

Contractor shall clean, disassemble, remove, transport, and dispose of indicated equipment, machinery, maintenance supplies, etc. Contractor shall remove free liquids from the interior of each piece of equipment and handle them in accordance with the requirements of this SECTION.

Owner Salvage: Items to be delivered by the General Contractor to the Ownerʼs storage site after removal under the Contract shall include: NOT USED

SCHEDULING OF DEMOLITION WORK A.

The new building, upon itʼs completion, will remain in operation for the duration of the demolition and construction period. The demolition should be scheduled and performed so that the Ownerʼs use of the new building is not impaired. Refer to the Phasing Drawing and to SECTION 011000 – SUMMARY OF WORK and SECTION 015000 – TEMPORARY FACILITIES AND CONTROLS for additional requirements affecting the existing and new buildings.
