SECTION 28 13 00 AREA OF RESCUE ASSISTANCE COMMUNICATION SYSTEM PART 1 – GENERAL 1.01

1.02

SCOPE A.

Applicable requirements of general and special conditions and Division 1 specifications requirements shall be considered a part of this section and shall have the same force as if printed herein full.

B.

This section of the specifications requires the complete installation of the Area of Rescue Assistance Communication System.

C.

Furnish, deliver, and install materials required to make the systems complete and of professional quality, including any miscellaneous items necessary for proper operation, but not specifically mentioned. Provide all labor and supervision to check out, adjust and calibrate total system. The only exceptions are items specifically listed as "work by others".

D.

Confirm voltage and frequency of systems and components and match with facility power distribution system. Confirm all electrical standards for the country of concern to be acceptable.

E.

The Technology Systems Installer/Contractor shall closely coordinate design requirements with the Owner/Operator prior to bid submission to confirm that all aspects and operational requirements relevant and applicable at the time of submission are accounted for. All value engineering (VE) and design standard variances directed and/or approved by the Owner/Operator shall be documented fully and made a part of the bid submission drawings and diagrams. A copy shall also be provided to the Technology Systems Design professional for review.

SYSTEM DESCRIPTION A.

The Area of Rescue Assistance Communication System shall be an ADA required, telephone or microprocessor-based, two-way communication and visual indication systems between rescue site(s) such as stairwells, foyers, elevator lobbies, and/or assembly spaces, and central command locations such as facility entrance(s), fire command station(s), and/or security offices, as reflected upon drawings and/or as required by Code Consultant documents.

B.

Area of Rescue Assistance Communication System devices shall include Area of Rescue Assistance (ARA) Call Stations and Responder Command Panels (RP).

C.

ARA Call Station locations shall be provided with approved signage indicating the presence and location of the communications system call station visible in the nearest hallway or public circulation space.

D.

When a call is placed from an ARA Call Station, a strobe light, siren, telephone ring down, and/or other visual and audible notification shall be activated at Responder Command Panel locations. “Call Placed” and “Call Answered” indicator lights will illuminate at the ARA Call Station.

E.

ARA Call Stations shall immediately identify the caller’s location, either though recorded digital messaging, through Automatic Number Identification (ANI - CallerID), or visual indicator lights upon emergency call answer. Digital messages shall be repeatable upon request by responder.

F.

ARA Call Stations, in conjunction with the project PBX, shall be made capable of initiating calls to multiple simultaneous Responder Command Panels.

G.

The Responder Command Panel (RP) shall be made capable of administrating multiple simultaneous rescue calls from ARA Call Stations. The RP may route simultaneous calls to other RP Panels and/or place secondary calls into ring down queues. Secondary calls shall be automatically connected when primary call is completed.

H.

Responder Command Panels shall be capable of initiating calls to ARA Call Stations.

I.

In the event a call from an ARA Call Station goes unanswered for an Authority Having Jurisdiction (AHJ) period of time (45 - 60 seconds), the Call Station shall terminate primary call and initiate backup calls to alternate responder locations (minimum three). In the event no onsite responder location answers, the ARA Call Station shall initiate call to local E-911.

J.

Area of Rescue Assistance Communication System components (ARA Call Station, Responder Command Panel) shall be connected to UPS and/or battery back-up power sufficient to maintain normal system operation for a minimum of four (4) hours in the event of primary power failure.

K.

Area of Rescue Assistance Communications System shall be fully compliant with the Americans with Disabilities Act (ADA) requirements.

L.

Area of Rescue Assistance Communication System shall be provided with all required software, hardware, network connectivity, and source code programming to affect satisfactory operation as approved by Owner and the local Authority Having Jurisdiction (AHJ).

M.

Area of Rescue Assistance Communication System Installer shall install software on Owner provided PC’s as required. All source code, programming, and software licenses shall become the property of the Owner.

PREFABRICATION INSTALLATION MEETINGS A.

Prior to fabrication and system(s) installation, coordinate with the Architect and Owner to insure system(s) work with other building components.

B.

Verify all site conditions prior to installation, and coordinate work with the Architect and Owner to assure a timely installation. The Area of Rescue Assistance Communication System Installer shall abide by any and all local codes, manufacturers recommendations, safe work practices and shall secure any or all applicable permits or licenses to complete said work.

SUBMITTALS A.

Submit for approval, within 30 days of award of contract or as required by Owner's schedule, but prior to purchase or fabrication of equipment, 5 copies of the following: 1.

A complete equipment list, with model numbers, manufacturers, quantities, and specification "cut" sheets of all equipment used, broken down by system.

2.

Specialty equipment layouts with model numbers.

3.

Proposed construction details for any custom built equipment. Drawings of custom panels and labeling. Include proposed labels and layouts for switch panels, pictorial panels, and receptacle plates.

4.

Comprehensive system block-diagrams broken down by zone, area, and/or subsystem, as required. Drawings should include proposed terminal block numbers, cable types and sizes, and device location labeling. Wiring diagrams for proposed switching systems and custom electronics.

5.

Provide any revision to the Contract drawings, showing any relocation of devices, cabling or circuiting that may be warranted.

6.

Warranty statement with proper dates filled in at time of final acceptance.

B.

System Drawings: All drawings submitted to Owner shall be generated on Computer Aided Drafting (CAD) equipment. Quality plotter or Laser Printer hard copies are required. If desired by the Owner or Consultant a copy of the drawing files shall also be delivered.

C.

Equipment Labels: All labels to be installed on equipment shall be engraved self-adhesive laminate or photo process Mylar composition with the lettering generated by printing equipment.

Submit management and installation team reference documentation verifying that: a.

The project manager is a RCDD in good standing with BICSI and is quali-fied to manage the scope of work described in the contract documents and has five (5) years of experience managing similar projects in size and scope. The documentation shall include the RCDD registration number.

b.

The field supervisor is a BICSI trained technician that is qualified to perform and oversee the work described in the contract documents.

Qualification Statements: l. The contractor shall submit documentation that within the past l2 months, a min- imum of 75% of all installation personnel have been trained or certified by the manufacturer of the products they are installing.

WORK BY OTHERS A.

Raceway installation may be by the Electrical Installer.

B.

Area of Rescue Assistance Communication System specialty boxes, electronic equipment backboxes, and custom boxes are to be provided by the Area of Rescue Assistance Communication System Installer and may be installed by the Electrical Installer as part of the conduit system.

ACCEPTABLE MANUFACTURERS A.

Only materials and equipment specified in these specifications shall be considered without prior approval. In no case shall equipment or materials of lesser design, quality, or workmanship be acceptable. Newer models shall replace discontinued equipment.

B.

Substitution shall be permitted when submission of complete data on substitution has been reviewed and approved. For the terms of this specification, the following are defined as: 1.

The term "or equal" shall allow any product that meets the overall performance specification of the listed product(s).

2.

The term "or approved equal" shall mean that the base bid must include the listed product(s), but non-listed will be considered under the following conditions: If the system bidder wishes to use a non-listed item, it must be listed as a separate addition or deduction alternate item outside of the base bid, with all appropriate documentation as to features, benefits, savings and performance specifications (as specified above) included. No alternates or non-listed items will be accepted without the base bid as specified.

3.

If neither of the above terms is used, no alternate products shall be allowed.

WARRANTY AND SERVICE RESPONSIBILITY A.

All equipment and components shall be guaranteed free of defects and any faulty workmanship for a period of one year after final acceptance, regardless of manufacturer warranty period of a lesser period.

B.

The Area of Rescue Assistance Communications System installer shall replace defective materials and repair faulty workmanship within twenty-four hours of discovery, except emergency conditions (system failures), which must be placed in service within six (6) hours after notification, all at no additional cost to the Owner.

C.

The system shall be warranted for a period of one (l) year from the date of final acceptance against defective materials, workmanship and improper adjustment. Any defective material shall be replaced at no additional expense to the Owner, provided it does not show abuse.

TRAINING A.

Provide a minimum of 4 hours of training per system to the owner or his designated personnel. If desired by the Owner, video tape the training session and provide a copy to

the Owner for later review, reference and to train new employees on the operation of the systems. 1.10

OPERATION MANUALS A.

Provide upon final Owner’s acceptance four (4) sets of Operation Manuals that include the following: 1.

A complete list of all furnished equipment, with manufacturer’s model numbers, broken down by system.

2.

Manufacturer’s operating instructions and service manuals for all furnished equipment.

3.

Revised schematics with wire numbers, and all relevant details.

4.

Revised Contract drawings showing all device locations, cabling and circuitry.

5.

Results of all tests as noted in the Test and Performance Verification Section of these specifications.

PART 2 - PRODUCTS 2.01

GENERAL A.

Products and materials supplied shall be new and in good condition. Products are to be selected based upon providing quality long-term service for the application for which they are used.

B.System electronics and equipment having user adjustable controls which are designated to be guarded, protected, covered, etc. shall require one of the following:

Electronic equipment connected to branch circuit power shall be supplied with power input sections that are fully compatible (both voltage and frequency) with the indigenous branch circuit power.

There may be individual product types specified in Part 2 of this section that are not mandated by project requirements. Refer to drawings and system descriptions for system design intent.

AREA OF RESCUE ASSISTANCE (ARA) CALL STATIONS A.

The Area of Rescue Assistance Call Stations shall be vandal-resistant, fully ADA compliant, dedicated intercom or telephone based communication stations manufactured explicitly for Area of Rescue Assistance signaling and communication.

B.

ARA Call Stations shall be plate-mounted, stainless-steel, hands-free communication devices. Speaker and microphone shall be protected by a dense metal screen or perforated openings in stainless-steel faceplate.

C.

ARA Call Stations, in conjunction with the projects VoIP PBX, shall be made capable of initiating calls to multiple simultaneous Responder Command Panels.

D.

ARA Call Stations shall be provided with both Emergency and Information call buttons.

E.

ARA Call Stations shall be marked with ADA compliant raised lettering in high contrast colors and with Braille.

F.

All ARA Call Station visible hardware shall be vandal-resistant specialty security fasteners.

G.

Where required by local codes or ordinances, ARA Call Stations shall be accompanied by high-output flashing strobe indicator lights (blue lights).

H.

ARA Call Stations shall be provided with internal batteries or external power supplies to provide uninterrupted operation for a minimum of four (4) hours in the event of primary power failure.

AREA OF RESCUE ASSISTANCE (ARA) RESPONDER COMMAND PANEL A.

The Area of Rescue Assistance Responder Command Panels shall be vandal-resistant, fully ADA compliant, dedicated intercom or telephone based audible and visual communication assemblies located at building entrances, front desk, security desk, fire command room and/or other locations as reflected in the drawings and as required by the AHJ.

B.

Primary ARA Responder Command Panels (RP) shall be wall mounted control and communications panels that offer hands free communication at building entrances and/or other locations in public circulation areas.

C.

Secondary ARA Responder Command Panels in fire command rooms, security offices, at the front desk, and/or other BOH locations may be wall mounted handset or deskset devices that incorporate distinctive colors and/or design. Responder Command Panels must contain the required visual indication and alarm notifications described elsewhere in this document.

D.

The ARA Responder Command Panels (RP) shall be made capable of administrating multiple simultaneous rescue calls from ARA Call Stations. The RP may route simultaneous calls to other RP Panels and/or place secondary calls into ring down queues. Secondary calls shall be automatically connected when primary call is completed.

E.

ARA Responder Command Panels shall be capable of initiating calls to ARA Call Stations. ARA Responder Command Panels shall be provided with a printed directory or dedicated call buttons containing information required to initiate outgoing calls to appropriate ARA Call Stations.

F.

PART 3 - EXECUTION 3.01

GENERAL A.

Fully coordinate Area of Rescue Assistance Communication System with Closed Circuit Television (CCTV), Duress/Door Monitoring/Access Control, Voice/Data, and/or Audio Visual Systems for integration requirements.

B.

Area of Rescue Assistance Communication System Installer must fully meet all applicable ADA and Life Safety Codes governing system programming and control.

ARA CALL STATIONS A.

ARA Call Stations shall be securely mounted, highly visible, as shown on Drawings. Mounting fasteners shall be concealed within the unit, accessible only through the top cap. Coordinate all system alarm reporting with project AHJ and Chief Security Officer/CSO. Installer shall coordinate programming of system with Owner/Operator requirements, AHJ regulations, and other parameters, codes, or regulations affecting Areas of Rescue Assistance Communications Systems. System shall be provided fully programmed with all applicable software packages required to ensure desired operation.

WIRING INSTALLATION A.

The Area of Rescue Assistance Communication System Installer shall insure that all wiring and cabling connections are complete and properly terminated.

B.

All conductors shall meet or exceed manufacturer's minimum wire size for device, application, and length of run, and shall be installed in common raceways and equipment enclosures with other conductors.

C.

Wiring systems shall use stranded copper conductors.

D.

Wiring systems shall be individually color-coded. All colors shall be continuous from field device to last internal termination point. Colors shall be consistent as to function, i.e., Red24VDC positive, Black-24VDC negative. White or grey conductors shall be used only for neutral conductors and green only for grounding conductors.

E.

Conductors within junction and pull boxes and equipment enclosures shall be grouped and laced with nylon tie straps with identification tab, in individual sets serving individual locksets or operating mechanisms. Conductor groups shall be identified on the strap tab with respect to room or operator served.

F.

Area of Rescue Assistance Communication System conductors shall not be spliced between Call Stations, Responder Command Panels, and IDF termination locations.

G.

Junction boxes and pull boxes required for installation of the Area of Rescue Assistance Communication System wiring must be installed to be fully accessible. Work under this section of the specification must be closely coordinated with work of all other trades to comply with this requirement.

EQUIPMENT INSTALLATION A.

Hardware, screws, bolts, nuts, components and accessory fittings shall be of a type designed, intended or appropriate for the use, and complement the items with which they are used, and shall have corrosion protection suitable for the atmosphere in which they are installed.

B.

Equipment, except portable equipment, shall be held firmly in place. Fastening and supports shall be adequate to support their loads with a safety factor of at least five. Switches, connectors, outlets, etc., shall be clearly, logically and permanently labeled during installation.

C.

The Area of Rescue Assistance Communication System Installer must take such precautions, as are necessary to guard against electro-magnetic and electro-static hum; to supply adequate ventilation; to provide proper grounding, and to install the equipment so as to provide maximum safety to the operator.

D.

Care shall be exercised in wiring, so as to avoid damage to the cables and to the equipment. Joints and connections shall be made with resin-core solder or with mechanical connectors. Wiring shall be installed in strict adherence to standard professional practices.

E.

Equipment shall have an engraved or photo laminated label-identifying area served by that device.

PROTECTION OF EQUIPMENT A.

Communications equipment is sensitivity to dust, dirt, condensing humidity and other products normally found on construction sites. equipment is property stored and protected. Failure to meet these criteria shall result in the replacement of exposed equipment at the discretion of the Owner or Owners representative. 3.08

3.09

RACEWAY SYSTEM A.

System conductors shall be contained in concealed raceway except within equipment cabinets and backboard wiring. Conduit sizing on the plans indicates the minimum size to be provided. Provide conduit sized per the specific system requirement and applicable codes. Where conduit size is not indicated, the minimum size shall be 3/4 inch. Not all required conduits are shown on the plans. Provide conduit as required to provide path for conductors necessary for totally operational systems interconnecting all system components and interfaces to systems.

B.

All junction boxes shall be installed to be accessible as required by the National Electrical Code.

C.

Conduit systems required for Area of Rescue Assistance Communication System wiring shall be installed in accordance with the Technology Raceway Section 17050.

TEST AND PERFORMANCE VERIFICATION A.

Performance testing and adjustment procedures for the system(s) shall include: 1.

Each device is to be tested for full functionality and operation as a system. Verification of all alarm displays annunciations and printouts are required.

2.

Perform all tests and verifications in the presence of the Architect, Consultant or owner as required. Provide written proof of compliance with the tests and demonstration of the system performance.

If the need for additional adjustment becomes evident during demonstration and testing, the Installer’s work shall continue until the system(s) operates properly. If final acceptance is delayed because of defective equipment or because installation is not in accordance with these specifications, the Installer shall pay for all additional time and expense during any extensions of the acceptance-testing period.
