t’s an issue that doesn’t go away; it just creeps up from time to time.

At the March 22 Santa Clarita City Council meeting, during the time for public comment, two people stepped to the microphone and asked about changing the city council election to a vote by districts instead of the current system, in which everyone votes for everyone regardless of where everyone lives. It’s called “at-large voting.” Realtor Steve Petzold would like to see the council consist of an at-large mayor and four council members representing the following districts: Canyon Country, Newhall, Saugus and Valencia (other areas, such as Castaic and Stevenson Ranch, would become part of these four districts). Currently, council members Laurene Weste and Marsha McLean live in Newhall; Mayor Bob Kellar and council members Dante Acosta and TimBen Boydston live in Canyon Country. “The larger cities in the county of Los Angeles, which includes (the) city of Los Angeles as well as Long Beach, do have districts,” Petzold said at the March 22 meeting. “I do believe it’s a discussion that we should have. … It’s very important that the people here in Santa Clarita understand the advantages and disadvantages of district voting as well as at-large voting.” Here is some of each, according to the ACE Electoral Knowledge Network (aceproject.org):

ADVANTAGES •Provides voters with strong constituency representation because each voter has a single, easily identifiable, district representative; •Maximizes accountability because a single representative can be held responsible and can be re-elected or defeated in the next election; •Ensures geographic representation. Currently, Boydston favors having the discussion placed on the agenda to bring up at a future council meeting. For that to happen, three council members must request it, and when Boydston brought it up at the council meeting, no one else spoke up. He also has expressed support for the matter to be placed on a ballot; again, no one has supported him. “We don’t know how the people think about this,” he said. “If you put it on the ballot, the question would be settled.” DISADVANTAGES •They must be redrawn on a regular basis to maintain populations of relatively equal size; •They are usually artificial geographic entities whose boundaries do not delineate clearly identifiable communities, and as a consequence, the entities have no particular relevance to citizens; •Because of their tendency to over-represent the majority party and under-represent other parties, they cannot produce proportional representation for political parties. continued on page 7

Santa Clarita Gazette & Free Classifieds Becomes Newspaper of Record Court grants judgment adjudicating the Gazette ‘Newspaper of General Circulation’ The Santa Clarita Gazette & Free Classifieds received the stamp of approval from a judge Tuesday, March 22, 2016, officially declaring it a “newspaper of general circulation.” Judge Richard Fruin of the Superior Court for the State of California, County of Los Angeles, ruled in favor of Douglas Sutton, owner of Valley Publications, parent company for the Gazette. The ruling followed a three-year fight to obtain the status, which enables the weekly newspaper to print legal notices required to be published in print.

After filing a petition for adjudication in 2013, Sutton’s case was contested by the Santa Clarita Valley Signal newspaper, represented by Reid & Hellyer in Riverside. Over three years of legal action, the Gazette has changed representation in separate court appearances. The Gazette was initially represented by local firm Poole & Shaffery, and Sutton has acted in his own defense at times. Attorney Michael N. Berke of Santa Clarita succeeded in gaining the adjudication as Sutton’s most recent legal representative for the Gazette. OBITUARIES Clarice Secrest McElroy 1920-2016 One month short of her 96th birthday, Clarice Secrest McElroy passed away in Newhall, Calif. on Wednesday, March 16, 2016 following a brief illness. Born in La Habra, Calif. on April 13, 1920 to Horace and Eva Tinker, Clarice had five brothers: Nylen, Warren, Calvin, Leland and Millard. She moved to the Santa Clarita Valley in 1958.

he Santa Clarita Valley has always been dedicated to our veterans and with nearly 10,000 living in the Valley, that’s a lot to be proud of! We are very pleased to bring forward a new way to honor our local, currently-serving military members. The new Hometown Heroes Military Banner program was adopted by the City Council earlier this year. The program offers local friends and family of activelyserving military, an opportunity to have one streetlight pole banner hung in one of our major thoroughfares in each community of our City, (Canyon Country, Newhall, Saugus and Valencia), featuring their military photo, name, rank and branch of the military they are serving in. To qualify, honorees must meet the following active duty requirements: • Active duty military personnel from the U.S. Armed Forces; AND current Santa Clarita resident; • or immediate family member of current Santa Clarita resident, such as husband, wife, son, daughter, grandson, granddaughter. • The military honoree must have lived in the Santa Clarita Valley at some point. The Valley is defined to include the City as well as Castaic, Val Verde, Stevenson Ranch and Agua Dulce. The City of Santa Clarita is working with our banner vendor, AAA Flag and Banner, who will be managing the program. They will be printing the banners, putting them up and taking

them down. The banners will go up three times per year for approximately three weeks around Memorial Day, 4th of July and Veterans Day. Upon the conclusion of the contract agreement, and/or when the military member is no longer active, the banner will be given to the family or sponsor. While the cost of the banners is to be borne by friends and family, we have collected donations that will allow for a $100 per banner discount for the first 200 orders. Sports Highlights By Tim Haddock

Basketball Valencia High School’s Chibuzo Ikonte played in only 11 basketball games in his senior season. But his impressive playoff run turned some heads.

Canyon reached the second round of the CIF State Division 3 playoffs and lost to Lakeside, 47-45. The Canyon girls played in the CIF Southern Section Division 2AA championship game and lost to Newbury Park, 47-33.

He was selected to the All-CIF Southern Section Division 1AA team. The senior scored 68 points in Valencia’s three playoff games, an average of 22.7 points per game.

Valencia’s Kayla Konrad was selected to the All-CIF Southern Section Division 1AA team. She scored 19 points and had 14 rebounds against Downey in the first round of the Division 1AA playoffs.

Ikonte missed his sophomore and junior seasons recovering from health problems. When he was a freshman, he collapsed after practice and sat out the next two seasons. He was finally cleared to return to playing basketball midway through his senior season.

Valencia lost to West of Torrance in the second round of the playoffs. Konrad scored 13 points against West.

He started the playoffs with a 36-point performance against Village Christian in the opening round. Village was the 2015 CIF Southern Section Division 1AA champion. Ikonte followed with a 15-points effort against Sonora of La Habra in the second round. He scored 17 points against St. John Bosco in the quarterfinals. Valencia squeaked into the playoffs after finishing in last place in the Foothill League. The Vikings were 10-17 entering the playoffs. They won their first two playoff games against reigning CIF Southern Section champions before losing in the quarterfinals. Hart’s Chad Donohoe was selected to the All-CIF Southern Section Division 2A team. The senior scored 110 points in Hart’s six playoff games. He averaged 18.3 points per game in the playoffs. Hart reached the second round of the CIF State Division 3 playoffs. The Indians beat Crenshaw, 61-51, in the first round of the Southern California Regional. They lost to Ayala, 76-74, in the second round. Ayala won the Southern California Regional and lost to Manteca in the CIF State Division 3 championship game. Hart played in the semifinals of the CIF Southern Section Division 2A playoffs and lost to Lynwood, 64-61 in overtime. Santa Clarita Christian’s Bryce Wilkinson earned a spot on the All-CIF Southern Section Division 5A playoffs. He averaged 23 points and 16 rebounds per game in four playoffs games. Wilkinson set a school record with 53 points against Frazier Mountain in January. Santa Clarita Christian reached the semifinals of the CIF Southern Section Division 5A playoffs and lost to St. Bernard. Four girls from the Santa Clarita Valley were selected to the All-CIF Southern Section teams. Canyon’s Rachel Bowers was selected to the All-CIF Division 2AA team. She averaged a double-double in the seven playoff games with 12.8 points and 10.6 rebounds per game. The sophomore center scored 11.4 points per game and had 10.6 rebounds per game in 33 games. She also averaged 4.3 blocks per game.

Two girls from Trinity Classical Academy were selected to the All-CIF Southern Section Division 5A team. JaNasjia Bethke and Taylor Oshiro earned spots on the team. Oshiro scored 35 points in her team’s three playoff games, an average of 11.7 points per game. Bethke averaged 15.0 points per game in the playoffs. She was one of two freshmen selected to the All-CIF teams. The other was Austyn Masuno from Oxford Academy. She was on the All-CIF Southern Section Division 5AA team.

Golf The first Foothill League golf match produced a couple of surprises. Hart’s Jess Scheller shot the low round, a 5-over 77, at the Robinson Ranch Valley course. He beat Golden Valley’s Jonathan Kang, the two-time Foothill League champion, by two strokes. Hart won the first Foothill League match by three strokes over West Ranch, the reigning Foothill League champion. Hart shot 416 as a team. West Ranch shot 419. Danny DiMaria shot the low round for West Ranch with a 9-over 81.

Softball The West Ranch softball team is off to a 10-0 start. West Ranch is ranked No. 3 in the CIF Southern Section Division 1 poll. The Wildcats won their past two games in the Best of the West Tournament. They beat Highland, 12-0, and Granada Hills, 5-4. The Hart softball team is No. 5 in the CIF Southern Section Division 1 poll. The Indians are 7-1. The only loss? Hart lost to West Ranch in the Hart Tournament. Etiwanda is the No. 1 team in Division 1.

Baseball No baseball teams from the Foothill League are ranked in the CIF Southern Section polls. The Santa Clarita Christian baseball team is ranked No. 2 in the Southern Section Division 7 poll. Currently, Kellar opposes districts, saying the city has done “a phenomenal job of looking out and working hard for our citizens. This city has flourished under the system of at-large voting. Why would you want to change something that works?” McLean is wary because she fears another lawsuit. In 2013, residents Jim Soliz and Rosemarie Sanchez-Fraser sued the city, alleging the elections violated the California Voting Rights Act of 2001, which makes it easier for minority groups (in this case, Hispanics) to prove that their votes are being diluted. The plaintiffs wanted the city to move to district voting. They similarly sued three school districts: College of the Canyons, Sulphur Springs and Saugus. All three went to district voting.

a person to cast multiple votes for one candidate or spread out the votes among several candidates. Santa Clarita, at a cost of $1.25 million, settled in 2014. Included in the terms were moving the election from April to November and going to cumulative voting. Each voter was to have three votes. But the California Secretary of State’s office rejected cumulative voting in all the cases because it was unclear if it was legal in the state. So, come this November, voters will go to the polls in another at-large election. “I don’t want to have someone come in again and cost the city a million dollars,” McLean said. “I’d hate to see us have to go through it again.”

The attorney representing Soliz and Sanchez-Fraser also represented other plaintiffs suing about a dozen cities and school districts, including the cities of Highland, San Juan Capistrano and Palmdale and two school districts in Lancaster. They won in Palmdale, settled in the school districts and forced Highland and San Juan Capistrano to adopt a “cumulative” voting system, which allows

hen Colton Varner had his fourth eye surgery, there were concerns about the social aftermath. He already had to adjust to being “the new kid” at the beginning of the year when he switched schools due to a family move. And while his new teacher at Leona Cox Community School, Connie McClafferty-Helley, skillfully softened his entry into her classroom, this time he was returning with a noticeable change separating him from his peers: he had to wear an eye patch. But McClafferty-Helley hatched a plan with Colton’s classmates. On the day he returned to school following his hospitalization they threw an “eye-patch party.” “There are no words to describe the relief and joy I felt when I picked my son up and he had a smile and the pure excitement he had telling me about his day at school,” said Candice Varner, Colton’s mother and assistant principal at Opportunities for Learning in Simi Valley. “The world needs more teachers like Mrs. McClafferty-Helley. She epitomizes the whole being of what an educator should possess. Her students are learning empathy and compassion, lessons that cannot come from any book. She is creating caring human beings while being an amazing educator.” Though on the surface it looked like the kids in the class were simply spending the day wearing pirate patches, many recognized it was the creativity of a seasoned teacher. “It is difficult for students to change schools, make new friends, and fit in. So I make sure that new students are paired up with someone who attended our school in the past,” McClafferty-Helley said. “I try to make all kids feel comfortable and safe from day one in my class.” The third-grade teacher insists the ease of Colton’s transition has a lot to do with the student’s temperament. “He has such a genuinely good nature,” McClafferty-Helley said. “In listening to some of his conversations, I often hear his comments to students. He listens to his classmates and has genuine concern for them. I have heard him say things like, ‘I’m so sorry to hear that.’ He often cheers for others’ accomplishments as well.” Having taught many different grade levels, including first, fifth, seventh and ninth, McClafferty-Helley has witnessed similar situations where special considerations were in order. She has had students who had hip surgery, diabetes and spina bifida, and others who have gone through such situations as losing a parent. “Like my colleagues, we all spend time teaching children how to deal with different situations,” McClafferty-Helley said. “My main focus as a teacher has always been to remember that my students are children, not little adults. I try to get to know each of my students. Having children feel safe is important to me. My students know that I don’t tolerate bullying. I try to build an atmosphere of trust and respect in my class.” The teacher says she enjoys third-graders because they are independent, while maintaining a certain level of innocence. Reaching out to them, both in and out of the classroom, seems to be second nature.

he importance of listening to political and social opinions that differ from your own is vital to the progression of any society. As unfortunate as it is to be mildly uncomfortable as someone says things you disagree with, no community outside the Amish can survive Groupthink over long periods of time. There are many largescale forces that immediately push back against perceived change, like the Ingroup Cognitive Bias, which is the tendency for people to give preferential treatment to others they perceive to be members of their own groups, or the System Justification Bias, which gives preferential treatment to pre-existing political and social arrangements, regardless of their effectiveness. Disrupting the status quo is distressing for many people, and often this discomfort is enough to completely prevent any critical thought or honest assessment about the potential benefit to advancement. Imagine if the amount of anger and hostility SCV hurls at those who don’t share their reactionary views was also thrown at those who opposed any current political state - from Caesar’s reign to Hitler, from Mao to North Korea. We rely on a society that allows for discussion, dissent, and constant re-evaluating the status quo, in order to continue to be leaders in the free world. The easiest way to be left behind as the rest of the world advances in policies, social change, and human rights is to give in to the cognitive biases and allow the egocentric views that insist any opinion you hold is the objectively correct one. Progression does not happen without forcing yourself to delay that knee-jerk reaction to immediately abuse the unfortunate deliverer of a belief that doesn’t conform to your very specific pre-set specifications. If you find yourself furiously writing an angry e-mail of contempt on the sole grounds that someone dare defy your own political opinions, you may want to evaluate what part of you is so upset at the idea of dissent. Is the ultimate goal to silence dissidents of any kind? To encourage a totalitarian state where only Judy from Sand Canyon’s opinion on Obama is tolerated, lest a Communist dictator overtake our great country? Or should we focus on a community that nurtures critical thought, allows for opposing viewpoints, and rewards freethinking ideas? If we continue to treat opinions that conflict with our own like Lenin, Stalin, or Kim Jung Il, we will ultimately end up with a society that burns books in the street, or at the very least we will become a society of drones that spends no time in introspection, and all our time writing angry letters to the editor, claiming everyone we disagree with is “uneducated and uninformed.” **The Views and Opinions expressed in these columns are those of the writer, not necessarily those of Valley Publications/Santa Clarita Gazette.**

Be a Brave Opinion Writer: The other local paper in town is continuing their irritating habit of gutlessly criticizing local politicians. Once again, their no name-no face editorial board is ripping Dante Acosta. The following are excerpts of what I ranted back in January regarding the same type of chicken poop opinion piece. It’s easy to shove your thoughts out when no one knows who is writing it. Councilman Dante Acosta is a friend of mine, but when I feel he is wrong about something, as uncomfortable as it is for me, I call him out on it. If the opinion pieces in the Gazette were just an “our view” from the Gazette’s editorial board, I could throw anything I wanted out to our readers and hide in my office. Instead, I put my name and ugly mug out there for all to see and throw darts at. Paraphrasing Ronald Reagan,“Here they go again.” This is from their “our view” on March 19: “Acosta seems to want to be the poster child for political entitlement. He’s currently an elected representative of our city, but he also works for Congressman Steve Knight, R-Palmdale, and thus is beholden to Knight. Now he plans to run for state Assembly? How many hats is he trying to cram on his head?” While I don’t agree with a word of what was written, I don’t begrudge the fact that it was written in an opinion piece. My gripe is (along with others I have talked with about this) that the biting criticism came from someone who doesn’t have the courage to put his/her name behind it. Word has it this one came from their vice president and editor (Note: in the interest of honesty, I have met and talked with this gentleman on a few occasions and have found him to be a pleasant guy). If this is true, then from Doug Sutton: Dude, you need to put your big boy pants on and be a brave opinion writer. If you’re going to rip someone, let everyone know who is doing the ripping. You’ll get a lot more respect doing it that way. Four Simple Sentences: This mysteriously floated across my monitor and there is no way the rant can pass it up: Here are the 10,535 pages of ObamaCare condensed into 4 simple sentences, and as humorous as it sounds … every last word is absolutely TRUE! 1. In order to insure the uninsured, we have to first un-insure the insured. 2. Next, we require the newly un-insured to be reinsured. 3. To re-insure the newly un-insured, they will be required to pay higher rates, and extra charges to be re-insured. 4. The extra charges are required so that the original insured, who became un-insured, and then became re-insured, can pay enough EXTRA so that the original un-insured can be insured, so it will be “free-of-charge” to them.

SCV Asked to Step Up Water Conservation Next Week Facility Repairs Prompt Call to Halt Irrigation April 4-11

T

he Santa Clarita Valley Family of Water Suppliers is asking local water users to limit outdoor water use next week, as scheduled repairs to the water outlet tower at Castaic Lake and maintenance and repair work on Metropolitan Water District of Southern California’s Foothill Feeder will temporarily make the water from Castaic Lake unavailable for use. “The water will be in the lake, but due to planned maintenance, we won’t be able to receive deliveries while the outlet tower is out of service. We will rely on treated water stored at our two filtration plants instead,” said Matt Stone, General Manager of the Castaic Lake Water Agency, the Santa Clarita Valley’s wholesaler of imported water from the State Water Project and other sources. “CLWA and all four local retailers are taking the necessary steps to prepare, so we can continue serving our customers, but we are collectively asking water users to refrain from irrigating next week to help make sure we get through the repair period without any major issues.” The Family of Water Suppliers, which consists of CLWA, Newhall County Water District, Los Angeles County Waterworks District No. 36, Santa Clarita Water Division and the Valencia Water Company, is asking all water users to conserve as much as possible and to refrain from irrigating during the week of April 4-11. To help users who may be concerned that their landscapes will get too thirsty during that week, the regular watering schedule restrictions will be lifted for the weekend, Saturday and Sunday, April 2-3. “The close and constructive collaboration between the Family of Water Suppliers has helped minimize impacts of this scheduled maintenance to customers,” said Steve Cole, General Manager of the Newhall County Water District. “But this is a major source of water for our region and we’re asking that customers shut off their irrigation for a week as a precaution.”

The retail agencies are filling their storage tanks ahead of the shutdown, and CLWA is filling its 7-million-gallon Sand Canyon reservoir as well as its 25-milliongallon clearwell reservoirs at its treatment plants. “Plus, the retailers will be able to open interconnections, to help meet overall demand,” Ariki said. “So, we’re basically just asking everyone to be as frugal as possible with their water use, to help make sure everything goes smoothly.” Ken Petersen, General Manager of Valencia Water Company, said additional reductions in outdoor use, in particular irrigation, can achieve the needed extra water savings with the least impact on quality of life. “This will be a good week to avoid major outdoor uses of water. T

his month’s events in Old Town Newhall will include themes from several continents, including Celtic dance, British cars and the American Wild West. The City of Santa Clarita’s Thursdays@Newhall, presented by Galpin Subaru, series will head into April with next week’s traditional Irish social dancing. From 7-9:30 p.m. on April 7, JAM Sessions hosted by the Ford Theatre Foundation, will bring dancing and original live performances to the Old Town Newhall Library, located at 24500 Main Street. JAM Sessions will feature the CnaG Gaelic League of LA’s dance division Céilí Rua (Wild Gathering), as they lead residents through the jig-step movements of Celtic dancing. At 8 p.m. residents can practice their moves during a live concert from Paddy’s Pig. Also on April 7, down the street at the Repertory East Playhouse at 24266 Main Street, 10 performers will take the stage for ten minutes each and share their live theatre pieces, dances, monologues or music at “10 by 10” from 7-10 p.m. Performers include The New Mexican, Oscar Saggastume, Scott Marshall, Tal Genavia, Michael Kass, Jameson Scalia, Chris Mack, Andrew Solmssen, Aiden Park and Heather Lockie. On the same night, local songwriters will perform their original works at Note by Note in the Newhall Refinery, located at 24258 Main Street. Performers interested in Note by Note can apply online.

On April 14 from 7-10 p.m., the Revved Up, presented by State Farm, car show will experience the Best of Britain with MGs, Caterhams, Rolls Royce, Jaguars and Aston Martins. Residents can enjoy a live band, food trucks and adult beverages provided by Persia Lounge. Local residents interested in submitting an automobile for Revved Up can apply online. The following week’s SENSES block party will rock Main Street from 7-10 p.m. on April 21 with the Wild Wild West! Residents can rediscover the spirit of the Old West with music from Old Salt Union, mechanical bull rides, line dancing, trick roping, food trucks, street performances and the unveiling of the Santa Clarita Cowboy Festival Walk of Western Stars. Thursdays@Newhall’s April events conclude with the ARTree Speaker Series on April 28. From 6:30-9 p.m. the ARTree Speaker Series, presented in partnership with the CalArts Community Arts Partnership and the City of Santa Clarita, will feature Irwin Jaeger, co-founder of Inner-City Arts. Jaeger will speak on building one of the country’s largest and most successful art organizations which serves more than 100,000 children in Los Angeles. ois Bauccio has lived a life supporting the vision of Zonta International, to empower women worldwide through service and advocacy.

“She really does hold that vision for all people, and especially our families, friends and neighbors here in the Santa Clarita Valley,” says Karen MaleckWhiteley, president of the local chapter.

She teaches others in the non-profit arena how to manage, lead, and raise funds, and she was a co-founder of the SCV Non-Profit Leadership Network with a steering committee of 14 wellknown non-profits.

Since 2006, Lois has been president/executive director at the Child & Family Center Foundation. But for many years before that, she has been a nonprofit leader throughout the Santa Clarita Valley. Her work has benefitted not only Child and Family Center and myriad Zonta initiatives, but also Foundation for Children’s Dental Health, CalArts, Santa Clarita Valley Arts Council, Valley Industrial Association, the Chamber of Commerce, Boys

Lois has also been named AFP Fundraiser of the Year in 2004, Zontian of the Year in 2006, and she received the 2012 Empowering Hearts Award from SCV Single Mothers Outreach. She was recently nominated by the Zonta Club for Woman of the Year 2016.

Non Profit of the Week Zonta Club of Santa Clarita Valley

W

ith an aim to empower women through service, advocacy and awareness, Zonta Club of Santa Clarita Valley (SCV), a member of Zonta International, sponsors programs and events year round to inspire members and raise financial support for related causes. Fundraising Events One of the most notable events hosted by the Zonta Club of Santa Clarita Valley is Lunafest, where the community is invited to view films made by, for, and about women. Those who attend Lunafest 2016 will see a series of six short films on April 28 from 6-9 p.m. at the Canyon Theatre Guild located at 24242 Main Street in Newhall. These diverse films are designed to incite discussion, cause audiences to laugh, tug at their heartstrings and motivate individuals to make a difference in the community. This year’s features include: “Balsa Wood” by Dominique Lecchi, a light-hearted slice of life about two mixed-race siblings visiting their extended Filipino family for lunch; “Boxeadora” by Meg Smaker of Oakland, Calif., which tells how one woman defies Fidel Castro’s ban on female boxing to become Cuba’s female boxer; “First World Problems” by Hanna Maylett about a tired housewife who loses her car in a shopping mall and how problems open a door to a new world; “Beach Flags” by Sarah Saidan about a young Iranian lifeguard who is determined to participate in an international competition in Australia; “Finding June” by Anna Schumacher of Los Angeles, Calif., a film experienced through the eyes of a deaf woman just diagnosed with breast cancer; and “Raising Ryland” by Sara Feeley of Pasadena, Calif., which provides an intimate look at parenting and a journey inside the transgender experience as lived by a six-year-old boy. Lunafest is a nationwide film festival conceived by the creator of LUNA Bar, Kit Crawford, and launched in 2000. Kit was diagnosed with breast cancer and throughout her fight appreciated enormously the support she received from the Breast Cancer Fund. A portion of the proceeds from these films help support The Breast Cancer Fund, which is dedicated to eliminating the environmental causes of breast cancer affecting one in eight women. The remaining proceeds from this event are used to support Zonta Club’s programs and projects.

Admission of $45 includes the film screening, patio pre-screening reception with appetizers supplied by Hidden Havana Café and one glass of wine. Tickets are available on the Zonta website: www. scvzonta.org. The Celebrity Tribute is hosted annually by the Zonta Club; attendance is well represented by the community. Last fall, local resident Elizabeth Hopp was honored for her service to the community and non-profits including the Boys & Girls Club and the Chamber of Commerce. This major fundraising event supports Zonta programs, projects, scholarships and grants. Programs Monthly LifeForward workshops are provided for single mothers, victims of domestic violence, returning women veterans, emancipated foster children and anyone who can benefit from the topics presented. They are designed to empower women and be self-sufficient by providing skills and information about how to organize time and be more efficient, understand and file their taxes, obtain a job or promotion and other timely topics. A robotics program for 4th-6th grade girls help them build and program Lego robots, inspiring the development of their STEM (Science, Technology, Engineering, and Math) skills and knowledge. Scholarships and Gants Scholarships and grants are offered to women and girls through the Zonta Club. Young Women in Public Affairs (YWPA) and Jane M. Klausman Women in Business scholarships are awarded at the local level, with an opportunity to be selected for awards at the District 9 and Zonta International (ZI) levels.

Say No to Violence Zonta Clubs in 67 countries represented one voice recently to “say no” to violence against women and girls during the United Nations “16 Days of Activism.” Each club created their own “No to Violence” message. Supporting the Violence Against Women Act (VAWA) signed into law in 1994, which was the first federal legislation acknowledging domestic violence as a crime, the club’s aim is to educate the public, provide awareness, and ultimately prevent violence against women. Locally, Zonta, in collaboration with the Domestic Violence Center of Santa Clarita and the local Sheriff ’s Department, identified a “Red Dress” display to raise awareness of domestic violence in the area. A display of six red dresses symbolizes six women who lost their lives to domestic violence in the Santa Clarita Valley in 2015. Cowboy Festival to Feature Long Lineup of Musical Acts

rom Civil War music to country western sounds, attendees of this year’s Santa Clarita Cowboy Festival will have a lot of choices for entertainment. The 23rd annual event, which is sponsored by Logix Federal Credit Union, will feature more than 30 musical acts at four stages at William S. Hart Park Event Area, two venues in Old Town Newhall and other locations throughout the city. Admission to the main Cowboy Festival on Saturday, April 23 and Sunday, April 24 at William S. Hart Park Event Area includes access to performances by 16 bands and artists on four different stages: the Logix Stage, the Ranch House Stage, the Hart Hall Stage and the Heritage Junction Stage.

On Saturday and Sunday, the Logix Stage will feature the Americana and bluegrass sounds of the Carolyn Sills Combo, Dead Winter Carpenters, Old Salt Union and The Heifer Belles. The Ranch House Stage will get festival-goers into the Wild West mood with the authentic Civil War Brass Band music of the Band of the California Battalion, the intertribal pow wow drum group Wild Horse Singers and Dancers, the gun spinning of Joey Dillon, and the comedy sketches and yodeling of Sourdough Slim. The Hart Hall Stage will feature the classic cowboy sounds of Syd Masters & the Swing Riders, Buckaroo Girl Adrian, Mikki Daniel, Carin Mari, Gary Robertson and Andy Nelson. Performances at the Heritage Junction Stage include the sounds of three western string bands, including The Devil’s Box String Band, The Vivants and Ventucky String Band.

n a move that surprised few, former City Councilmember Cameron Smyth made a move toward running again by filing a notice of intent with the California Secretary of State’s office. “At the encouragement of friends and community leaders throughout Santa Clarita, I have decided to take the initial steps to explore a run for city council,” Smyth said. “Because I believe in doing things the right way, I submitted necessary paperwork to the city clerk, which allows me to more formally look at running in an open and transparent manner.” This filing, he said, allows him to start fundraising and talk to various constituents. It does not mean he is definitely running, a decision he does not need to make until July. “There’s still plenty of time,” he said. “Maybe I’ll know sooner than that. But the four to six weeks gives me time to reach folks I need to reach. It gives me enough of a cushion to make a decision.” Feedback seems to be a main component of the former councilmember’s decision-making process. Smyth said his plan involves “connecting with every corner of our community and (he will) make a determination based on the outcome of those interactions. Decisions made over the next several years are critical to the long term future of our city, and with three kids in elementary school, I want to be certain Santa Clarita is a place they can feel safe and want to call home – much as my parents did for me. So, whether I ultimately decide to seek office, I plan to be involved in our community for years to come.”

Now and Then: A Personal Story on the St. Francis Dam Disaster

T

he recent stories marking the anniversary of the March 12, 1928 collapse of the St. Francis Dam prompted me to remember a Santa Clarita Valley Historical Society meeting that I attended in March 1989. The meeting, led by local historian Jerry Reynolds, was commemorating the most deadly disaster in our valley’s history.

The argument came back to Abigail as she tended to her daughter. When all was well, she turned off the light and closed her daughter’s door. As she walked into an adjoining room, she flipped the electrical switch on the wall. Nothing happened.

Using Charles F. Outland’s book, “Manmade Disaster – the story of St. Francis Dam,” for an outline, Jerry described how the St. Francis Dam was part of an ambitious plan envisioned in the late 1890s by city engineer Fred Eaton to divert water from the plush Owens Valley to the thirsty metropolis of Los Angeles. Eaton was mayor of Los Angeles in 1903 when the construction of a 225-mile aqueduct, encompassing 52 miles of tunnel, began. The St. Francis Dam was designed to be a storage facility, and its construction in isolated San Francisquito Canyon began in 1924.

Sixty-one years and two days later, Historical Society guests listened as Abigail continued to describe the frightening early morning hours of Tuesday, March 13.

There have been many accounts published since the fateful collapse, including analysis of the ill-fated site, the construction errors in the dam itself, and the miscalculations of the project manager, William Mulholland. But, one of the most interesting to me occurred at the 1989 Historical Society meeting when a few of the survivors stood to tell their stories. At the time, 89-year-old Abigail Riley recalled a morning radiating with a bright, yellow sun that warmed the crisp March air. Eager to spot the first wildflower blooms of the season, Piru residents Bill and Abigail Riley loaded their two daughters, Rose and Phyllis, into the family car for a drive to Palmdale. On the way home, the Rileys decided to check out the huge St. Francis Dam that had just been completed in the canyon near Abigail’s family homestead, the Lechler Ranch in Hasley Canyon. The Rileys drove up to the edge of the 185-foot cement structure and walked out on the lip of the dam to peer down at the valley below. On that peaceful March afternoon, the four valley residents stood, literally and figuratively, on the brink of disaster. As the family surveyed the panorama of tree-covered hillsides and canyons, Bill’s gaze fell on a stream of water escaping from the east side of the dam. He turned to Abigail and said, “Come over here honey and look at this. Mud is washing out.” He studied the leak quietly for a few seconds. When he spoke again there was alarm in his voice, “This thing could go at any time. Get the girls quick! This dam is going to break and I don’t want to be here when it does!” Little more than six hours after the Rileys left for home, the cement structure crumbled, sending a 165-foot wall of water down the canyon, crushing, twisting, and demolishing everything in its path. The wave of destruction mowed over farms, houses, and orchards as it plowed through Saugus, Castaic Junction, Piru, Santa Paula, and Ventura on its way to the Pacific Ocean. The March 12 night air was quiet and still above the Riley home in Piru when Abigail was awakened sometime near midnight by the fussing of one of her daughters. She was still upset over the outcome of the family’s afternoon trip. She had been irritated by Bill’s outburst and chided him as the car sped down the canyon road: “There are men who know a lot more than we do about dams and they aren’t upset; and look at all the people living in the valley, if they’re not worried, why should we be?” Bill argued that muddy water meant trouble. “We’ll know if the dam does break,” he told her. “Our electricity will go out.”

“I quickly went into the next room and tried to turn on the lights there,” Abigail recounted. “The room remained dark. I made my way back to the bedroom and woke up Bill, telling him he might have been right about the dam because we had no electricity. “We sat in the dark waiting for the electricity to go back on and hoping we were wrong about the dam. Some time later there was a knock on the door. One of our neighbors yelled, ‘You better get out here Bill, the dam broke and we need to warn people that the water’s coming this way!’ “Not long after, I went out on the porch and felt a heavy mist all around me – it was like rain. Then I could hear the flood coming, roaring at the foot of the mountain.” The Rileys lived in back of Piru’s Round Rock Hotel and were well above the flood path. Though their home sustained no damage, the memories of the death and destruction that swept through the area below were a part of history that Abigail Riley would never forget. According to Outland’s book, the flood waters reached Piru sometime between 1:30 and 2 a.m. At that point the wave was traveling about 12 miles per hour. Its original fury had diminished but was no less deadly than it had been at 11:57 p.m. – the time of the dam collapse. Fifty per cent of the reservoir’s 38,000 acre feet of water escaped in the first 12½ minutes following the collapse. A wave of water over160 feet high traveled the 1½ miles to the ill-fated Powerhouse Number 2 in five minutes carrying huge pieces of dam (some weighing 10,000 tons) with it. The wave had diminished to 60 feet in height when it swept past Castaic Junction and the Edison Camp at Kemp at 1:18 a.m. traveling about 12.5 miles per hour. The roiling muddy water was cluttered with swirling cabins, trees, bodies, and writhing barbed wire. The liquid battering ram slowed to 11.2 mph when it arrived at the Santa Paula Bridge at about 3 a.m. Shortly after 4 a.m., it lumbered past Saticoy Bridge at 7.4 mph. As dawn broke, hundreds of Ventura residents watched the stream, filled with houses, trees, and debris, pour into the ocean. It had taken the churning flood waters 5 hours and 27.5 minutes to travel the 53.8 miles from the dam to the Pacific Ocean. Shortly after the break, official statistics reported 319 dead (later reports would be revised to over 400), 101 missing, 909 structures totaled, and 331 structures damaged. Foreseeing astronomical legal costs that could possibly bankrupt the city, lawyers advised Los Angeles administrators to act quickly and take full responsibility for the disaster. This action resulted in a financial restitution that amounted to over $5.5 million, most likely saving the city untold millions. Stories such as Abigail’s offer a personal perspective to the statistics that are often used to define that disastrous event.

Le Chene to Exhibit Santa Clarita Artists’ Association Works

Fortyfive artists from the Santa Clarita Artists’ Association will be featured with their original artwork in the gardens at Le Chene restaurant in Agua Dulce on Sunday, May 1 from 10 a.m.-4 p.m.

Laurie Beth Finkelstein has studied at various institutions, including USC School of Music and the Arts, Otis Art Institute and California State University. She ultimately chose acrylics and mixed media as her favorites. Presently, her “Rock Cultures” artworks are her most unique expressions of her art.

The fourth annual Art Festival and Sale is an opportunity for diners to purchase artwork, with proceeds funding scholarships for promising high school students, as well as other services provided by the non-profit club. This year, SCAA will also be offering one scholarship to a College of the Canyons art student.

Nadiya Littlewarrior has a Native American background. She works to create unique art from natural gourds, while also focusing on many other southwestern themes. Nadiya travels to many art venues throughout the southwest. She also has been chair of the Santa Clarita Pow Wow at Hart park several years in the past.

The SCAA has been the only non-profit fine art association in Santa Clarita since 1989. The club gives artists direction and opportunities to learn, grow, and present themselves as professional artists worldwide.

Doctor Pleads Guilty to Federal Drug Trafficking/Money Laundering

W

hen doctors are licensed and given the ability to prescribe powerful medications, a lot of trust is placed upon them that they won’t abuse that power. While the overwhelming majority respects this, an opportunity may present itself to a few which may become too tempting, ultimately resulting in a licensed doctor who succumbs to the greed of money.

Dr. Cham was known to see patients at odd hours, such as Friday and Saturday nights between 8 p.m. and 2 a.m. He would then post-date the prescriptions so that they appeared to have been made earlier in the week. All told, it is said that Cham provided some 42,000 prescriptions under similar circumstances since 2010.

One such case that was recently in the news involves Daniel Cham, a doctor from Covina, who agreed to plead guilty to one count of money laundering and one count of drug trafficking. The plea deal stems back to Cham’s initial arrest in 2014 when he was caught prescribing oxycodone to an undercover agent who posed as a patient. During the operation, the agent was able to obtain a prescription for the powerful pain medication by paying Cham $300 in money orders. According to the report, the agent was able to obtain a prescription from Cham on numerous occasions – even ones in which the agent informed Cham that he was high and drunk prior to receiving his prescription.

Both offenses Cham has been charged with are federal crimes, so the penalties are a little different. Since Cham plead guilty to one count of drug trafficking, he faces a maximum prison sentence of no more than 20 years in federal prison.

After payment, Cham took the money orders and deposited them into a bank account under the name of another business that he owned. Being paid to provide a prescription to an undercover agent was enough to result in the drug trafficking charge, while depositing the money orders in a financial institution resulted in the money laundering charge.

The federal charge of money laundering carries the same possible sentence of no more than 20 years. Additionally, as part of the plea-deal, Cham has agreed to pay the federal government $60,000, which he admits are proceeds from his illicit activities.

And a 38-year-old cook from Monrovia was charged with assault likely to produce great bodily injury. An unemployed 20-year-old Santa Clarita man was charged with battery with great bodily injury. A 55-year-old airplane mechanic from Newhall and a 28-year-old unemployed Santa Clarita man were each picked

up for corporal injury on a spouse/cohabitant. And a 44-year-old CNA nurse assistant was arrested for battery against a former spouse. An unemployed 25-year-old Los Angeles man was charged with disobeying a domestic relations court order. An unemployed 43-year-old Granada Hills man was arrested for grand theft of an auto/horse, etc. A 51-year-old house cleaner from Pine Mountain was charged with grand theft of money/property greater than $400 in value. And an unemployed 24-year-old from Los Angeles was arrested for taking a vehicle without the owner’s consent.

Car Maintenance Basics: Tires and Oil When should I get an oil change? How often should I rotate my tires?
