RULES The racing will be governed by the rules as defined in The Racing Rules of Sailing .

NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at in the west corridor on the ground floor of the NYC clubhouse.

SIGNALS MADE ASHORE
3.1
Signals made ashore will be displayed on the club flagpole to the west of the clubhouse.
3.2
When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

SCHEDULE
4.1
The race will be held on May 23, 2016.
4.2
The scheduled time of the first warning signal is 1400h.
4.3
There will be a competitors’ briefing at 1200h on the north steps of the clubhouse.
4.4
The Race Committee will broadcast intentions on VHF 72 approximately 60 minutes prior to the scheduled first warning.

RACING AREA The racing will be in Lake Ontario, in the Toronto Harbour and waters surrounding the Toronto Islands.

THE COURSE The course to be sailed will be one of the following: Dufferin start: Counterclockwise from the start at Toronto West Entrance Buoy ‘T’ (Dufferin fairway), leaving the following buoys to port: ‘TE18’ (Gibraltar) Toronto Harbour Outer Approach Buoy ‘T1’ Outer Harbour lighted spar buoy ‘T7’ Inner Harbour light buoy ‘T13’ and finishing at the Toronto Harbour Buoy ‘TT12’, leaving it to port. Harbour start: Clockwise from the start in the vicinity of Toronto Harbour Buoy ‘TT12’, leaving the following buoys to starboard: Inner Harbour light buoy ‘T13’ Outer Harbour lighted spar buoy ‘T7’ Toronto Harbour Outer Approach Buoy ‘T1’ ‘TE18’ (Gibraltar) and finishing at Toronto West Entrance Buoy ‘T’ (Dufferin fairway), leaving it to starboard.

AREAS THAT ARE OBSTRUCTIONS The areas at the ends of the runways of Toronto Island airport as defined by the white buoys are designated as obstructions.

THE START
9.1
The Dufferin Start starting line will be between the mast or staff displaying an orange flag on the committee boat, and the Dufferin mark. The Harbour Start starting line will be between the mast or staff displaying an orange flag on the committee boat, and an adjacent inflated pyramid mark.
9.2
Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other divisions and shall keep clear of boats that are racing.
9.3
If any part of a boat’s hull, crew or equipment is on the course side of the starting line at her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for redress. This changes rule 62.1(a).

THE FINISH The finishing line will be between a mast or staff displaying an orange flag on the race committee vessel and the last mark of the course.

PENALTY SYSTEM RRS 44.1 is modified as follows: If the infringing boat has a spinnaker set and drawing at the time of the infringement, she may drop it so the head is below the boom while taking her penalty and reset it after taking her penalty. The penalty is then one full turn including one tack and one gybe instead of two.

TIME LIMIT The time limit is 1730h.

PROTESTS AND REQUESTS FOR REDRESS
13.1 Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.
13.2
The protest time limit is 60 minutes after the race committee’s return to the dock.
13.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. The posted notice will serve as the official notification of the parties as required by RRS 63.2 and RSS 61.1(b). 13.4
Notices of protests by the race committee will be posted to inform boats under rule 61.1(b).
13.5 Protests will be heard on the evening of May 30, 2016. 14
SCORING

Scoring will be the Low Point System as described in RRS Appendix A. PHRF timeontime handicap correction will be applied. SAFETY REGULATIONS
15.1 Any boat retiring from a race shall notify the race committee, either by hail or by VHF radio on channel 72, at the earliest opportunity. 15.2
Boats shall not fly spinnakers while sailing in the Inner Harbour or its Channels. On a Harbour Start (clockwise) boats may launch spinnakers after rounding ‘T7’. On a Dufferin Start (counterclockwise) spinnakers must be dropped before rounding ‘T7’.

PRIZES
16.1
NYC trophies will be awarded to the boats with the best finish in each class provided that at least two boats competed in the class. The following trophies will be awarded: PHRF V (Whitesail)

16.2
Prize flags will be awarded to first, second and third place finishers.

DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

INSURANCE Each participating boat shall be insured with valid thirdparty liability insurance with a minimum cover of 2 million dollars.
