GENERAL REGULATIONS VOLVO Cork Week 2014 (VCW 14) GR1 STANDARD TIME

GR4 REGISTRATION

All times are in British Summer Time which is UTC + 1 hour.

4.1 Completion of Registration means: A. The Entry Form has been submitted in full and the entry fee paid B. Current Valid IRC / One Design Certificate as appropriate has been submitted. C. A crew list for the yacht, together with contact details for each crew member and a shore contact ,if possible,has been submitted to the Race Office. D. Compliance with requirements of any Safety Checks.

GR2 VENUE 2.1

Race Headquarters (RHQ) will be at the Royal Cork Yacht Club (RCYC), Crosshaven, Co. Cork and will be open from 14.00 hrs on Sunday 6th July and close at 18.00 hrs. Each day thereafter it will open at 08.30 and close at 18.30 hrs.

2.2

Any changes to the Sailing Instructions (SIs) except as referred to in SI GR8 & GR9 and other Notices to Competitors will be posted on the Official Notice Board (ONB) which will be situated at RHQ at least 2 hours before the first scheduled start each day. Alterations to the programme of racing will be posted on the ONB not later than 1930 hrs on the day before the alteration takes effect. An effort will be made to contact all skippers via SMS in the event of such alteration though failure to so communicate, for any reason, will not be grounds for redress. This changes RRS 62.1(a).

2.3

Signals ashore will be flown from the RCYC flagstaff which is located at the western end of the RCYC clubhouse.

GR3 RULES 3.1

The Week will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016.

3.2

The 2014 Rules of the IRC Handicap System as amended herein shall apply to Classes 1 to 5 and to the Sportsboat ,Coastal, Short Handed and Non Spinnaker Classes. The Race Committee (RC) draw your attention to Notice of Race 3.5 which states that IRC Rule 24.2 does not apply - there is no limitation on crew numbers except that One Designs shall comply with their own class rules in relation thereto.

3.3

Class Rules will apply to the various individual Classes including crew limits and other requirements. Sportsboats are defined as those boats which cannot comply with ISAF Catagory 4 Safety Regulations. The Short Handed Class will comprise boats crewed by a total of 2 persons only.

3.4 Changes to the IRC rating of a yacht other than upwards will not be allowed after 1700 hrs on Monday June 30th 2014 unless the rating change is: A. Due to an error made by the IRC authority. In such a case, the rating shall be corrected for all races. B. The result of a rating protest, when RRS 64.3 will apply together with the rules applicable to that rating system. C. At the discretion of RORC and UNCL, as appropriate, downward changes will generally only be permitted following measurement for endorsement required by either the RORC or UNCL. D. The official measurer for VCW 14 is Mr. Mike Urwin (RORC Chief Measurer). Page 4

GR5 SAFETY Emergency Procedures: PLEASE READ APPENDIX 1 THOROUGHLY 5.1

All IRC yachts shall comply with the ISAF Special Regulations (www.sailing.org) Governing Offshore Racing for Category 4 races. These shall not be subject to Yacht to Yacht Protests, this amends RRS 60.1

5.2

Sportsboats shall provide valid IRC certificates and comply with the ISAF Special Regulations (www.sailing.org) Governing Offshore Racing for Category 5 races. These shall not be subject to Yacht to Yacht Protests, this amends RRS 60.1

5.3

No anchor shall be carried forward of the stem or with any part outboard whilst racing.

5.4

It is recommended that all yachts carry an operating VHF radio monitoring Ch16 and the relevant Course Channels – See Section HC through to WL herein.

5.5

There will be Safety Checks to ensure compliance with the safety regulations specified by these SI’s. Officials may inspect any competing yacht and crew at random at any time before or during VCW 14. The fact that the RC conducts inspections of a yacht does not reduce the responsibilities of the owner/ skipper as set out in GR16 and in RRS Fundamental Rule 4.

5.6

Failure in an inspection relating to this SI may result in protest by the RC and could result in disqualification or other penalty.

GR6 FLEETS, CLASSES AND IDENTIFICATION 6.1

The Classes at VOLVO Cork Week 2014 will be split into the following Fleets:

6.3

All yachts will be supplied with VCW 14 decals. These shall be applied on each side of the hull, approximately half a metre from the bow, – unless otherwise agreed in writing by the OA.

6.4

Additionally when racing, yachts (excluding Cork 1720s) shall display on their backstay their class flag as shown in these SIs.

GR7 RACE PROGRAMME 7.1

Racing includes a mixture of Windward/Leeward, Olympic, Coastal and Slalom Courses with 3 Races scheduled each day as set out in the Schedule of Racing.

7.2

VCW 14 Harbour Day – All Classes have a Harbour Race on Tuesday 8th July.

The RC may vary the programme of racing set out as it thinks fit and will do so to ensure fair racing.

The CRO may give race information and there may be a broadcast to advise location of Committee Vessel (CV) as well as a time check approx one hour from the first scheduled start each day. Failure or delay in broadcast shall not be grounds for redress. Competitors should not transmit on the allocated VHF channel except in emergency.

GR8 SIGNALS ASHORE (AMENDS RRS RACE SIGNALS) 8.1

ICF “AP” displayed only Today’s race(s) are postponed for all classes. Do not leave the Marina/Mooring. The first race warning signal afloat will not be made until at least 1.5 hours after the lowering of this “AP” signal.

8.2

ICF “AP” displayed over relevant class flag(s) Today’s race(s) are postponed for these classes. Do not leave the Marina/Mooring. The first race warning signal afloat will not be made until at least 1.5 hours after the lowering of this “AP” signal.

8.3

ICF “2nd Substitute” displayed over class flag(s) Today’s race(s) will not be as programmed and new instructions have been posted regarding today’s race(s). The first race warning signal will not be made at least 1.5 hours after the lowering of this signal.

8.4

SOUND SIGNALS Two sound signals will be made at the RCYC when making any of the above signals and one sound signal will be made at the RCYC when lowered.

GR9 SIGNALS AFLOAT 9.1 ICF “W” accompanied by 2 sound signals. • This will be used on any of the CVs to indicate that the race about to be started will not be as programmed. • The CRO will advise the new race details on the appropriate VHF channel • The Starting and Race Areas may be altered. • The course may be taken from those listed in SIs Section HC. The Course Number will be displayed on a Blackboard and may be repeated on the appropriate VHF Channel. The Race officer may nominate a new 1st and 2nd Mark in addition to the Course advised. • ICF W will be lowered at the warning signal for the first class.

GR10 CONDUCT OF RACES 10.1 The Start (a) If flag U has been displayed as the preparatory signal, no part of a boat’s hull, crew, or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned. This changes RRS 26 Starting Races and 63.1. When flag U is used as the preparatory signal RRS 29.1 Individual recall does not apply. The scoring abbreviation for a flag U penalty is UFD. This changes A11 Scoring Abbreviations. (b) A boat starting later than 4 minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes RRS A4. (c) In the event of one or more boats being OCS the RC may broadcast the sail number(s) of said boats on the designated VHF channel. Failure to make a broadcast will not be grounds for a request for redress. This changes RRS 62.1(a). (d) Boats who’s Warning Signal has not been made shall avoid the starting area during the starting sequence for other classes. (e Any boat that retires or does not finish shall notify their Finishing Vessel on the appropriate VHF Channel, if not she may be protested by the RC.

10.2 Time Limit (f) The Time limit for each race is 3hrs with the exception of the Harbour and Coastal races which is 5 hours. If the second yacht in a particular class finishes within the time limit the limit is thereby extended for a further hour. Yachts failing to finish within this time limit shall be awarded the average of the points for places available to them had they finished within the time limit. This amends RRS 35 & A4.1. (g) No race shall be started after 14.30 on Friday 11th July.

GR11 PROTESTS, ARBITRATION and INTERNATIONAL JURY 11.0

PROTESTS

11.1 Protest forms are available at RHQ. Protests shall be delivered there within the protest time limit. 11.2 For each fleet, the protest time limit is two hours after the last yacht has finished the last race of the day. The same time limit applies to protests by the RC and jury about incidents they observe in the racing area and to requests for redress. This changes RRS 61.3 and 62.2. 11.3

Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.

11.4 Notices of protests by the race committee or jury will be posted to inform competitors under rule 61.1(b). 11.5 Breaches of instructions GR5.1, GR5.2, GR5.6, GR 6.3 , GR 6.4, GR8.1, GR8.2, GR10.b and GR16 will not be grounds for a protest by a yacht. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides. 11.6 On the last day of the regatta a request for reopening a hearing shall be delivered (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66. 11.7

On the last scheduled day of racing a request for redress from a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

11.8 ARBITRATION (a) As an alternative to a full Protest hearing, an Arbitration System will be preferred and used, particularly for rules of Part 2. When all parties to an incident who are PRESENT agree, a Protest may be decided by the Protest Mediator or his designated substitute. Such Mediation shall replace the protest hearing required under RRS 63. This system may only be used if before the hearing all the parties PRESENT agree to accept the Mediation Decision as final. The Mediator shall decide if the protest is valid. All the parties shall have the opportunity of stating their case. The Mediator shall have total discretion as to whether any witness be called. At any time during the hearing he may terminate the Mediation and refer the incident to a full protest committee hearing; otherwise, at the conclusion of the Mediation hearing he will reach a decision. Any party he finds to have infringed a rule shall not be disqualified but shall incur a 25% place penalty.



No penalty shall result in a score which would exceed that of a Disqualification. Application of a penalty shall not affect the place or score of other yachts. Any decision shall be final, however a request for a reopening may be made under RRS 66.



Disqualification shall result if any rule infringement is found at a full Protest Hearing when any party declines to accept Mediation at the time it is offered and insists on a full Protest Hearing.



GR12 VOLVO CORK WEEK SCORING AND DISCARDS (a) RRS A4.1 – Low Point System applies. (b) When a handicap or rating system is used a yacht’s corrected time, rounded to the nearest second, shall determine her finishing place. This amends RRS A3 (c) One discard will be allowed if 6 or more races are sailed. This amends RRS A2. (d) A minimum of 3 races are required to constitute a series. (e) Results will be provided under the IRC System in handicap classes.

GR13 RESULTS QUERIES Queries regarding results shall be made on the Request Form available from RHQ and lodged no later than 0900 hours on the following day except for Friday 11th when no queries will be accepted after the Protest Time Limit.

GR14 PRIZES AND PRIZEGIVING (a) Prizes will be awarded under IRC Handicap system and for One Design classes. (b) The Final Prizegiving will take place on Friday 11th July at 1900 hours. Prizes will be awarded at the Main Prizegiving Stand for all classes and categories whose results are published by RHQ. Special Trophies Yacht of the Week The Yacht of the Week trophy will be awarded by the RC to the yacht, which in their opinion, has been the most successful yacht at VCW 14. The scores of each yacht will be considered as well as the level of competition within the individual classes. The decision of the RC is final and shall not be grounds for redress or protest. Prix d’Elegance The Prix D’Elegance will be awarded by the RC to the yacht, which in their opinion, is the best presented and most elegant yacht at VCW 14. The decision of the RC is Final and shall not be grounds for redress or protest. Corinthian Cup The Corinthian Cup will be awarded to the yacht, crewed only by ISAF Cat 1 sailors, who, in the opinion of the RC, have given the best performance across all classes at VCW 14.

GR15 INSURANCE It is the duty of each yacht owner to have his yacht adequately insured against any risk, including civil responsibility to Third Parties and to confirm that insurance remains valid for the duration of VOLVO Cork Week 2014.

GR16 RISK STATEMENT 16.1 Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” 16.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in VOLVO Cork Week 2014, each competitor agrees and acknowledges that: (a) they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) they are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) they accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; (d) their boat is in good order, equipped to sail in the event and they are fit to participate; (e) the provision of a race management team and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew.

GR17 WAIVER OF RESPONSIBILITY The Royal Cork Yacht Club, members, employees and agents thereof, volunteers race officials, VOLVO Ireland and all the Sponsors are providing this series of races only on the understanding that they bear no responsibility for any loss, damage, injury or inconvenience to the yachts or persons however arising, directly or indirectly by any accident or wrongful negligent act, default or omission of any member or any other person during VOLVO Cork Week 2014 and any other related activity. Owners shall acknowledge their responsibilities on the official entry form and draw the attention of their crew to this disclaimer before the start of any race

GR18 COMMERCIAL TRAFFIC All yachts, whether racing or otherwise, shall give way to all commercial traffic entering or leaving the Port of Cork. Additionally, all yachts shall keep at least 50 metres clear of the Oil Refinery Jetty. Failure to comply with this SI may result in disqualification or other such penalty or action as the RC deems appropriate.

Hugh Coveney Trophy Will be awarded to the “Champion of Cork Harbour” – the overall winner on corrected time of the VCW 14 Harbour Race.

Appendix 3 Marina Rules For VOLVO Cork Week 2014 1.

Please obey the Berthing Masters (River Control) at all times

Ferries will operate each day between 07.00 – 22.00 hrs This is to service swinging moorings.

Upon arrival at the approaches to Crosshaven, yachts will be met by Club Staff in a RIB, where possible. You will then be shown to the area in which you will be berthed for the duration of the event. It is proposed to place yachts from the same class in each colour coded designated area. A coloured flag will be provided to be flown from the backstay corresponding to the area allocated for the week. Please note that “alongside” berths will be filled on a “first come first served” basis after racing each day.

Any yachts wishing to leave early on the evening of Friday 11th are asked to anchor in the approaches to the river (between buoys C2 & C4) for a short period, to allow the majority of their class to be berthed, before proceeding to their designated berthing area. (River Control will inform these yachts what time is suitable) It is hoped that this will facilitate those leaving early and cause the least disruption. Note that this is for competitors leaving early Friday evening only, all other yachts must return to their berthing area as usual.

There is a speed limit of 6 KNOTS on the river between Camden Fort and Drakes Pool.

Appendix 4 Competitors Notices These notes are written as an explanatory supplement to the Sailing Instructions, and have no official status. They will not be accepted as evidence in a Protest Hearing.

1. Maritime Safety Requirements We would like to draw your attention to Irish legislation governing Maritime Safety. The legislation contains provisions governing the operation of pleasure craft including personal watercraft. These include provisions relating to age restrictions, the carriage and use of lifejackets on all vessels and restrictions on the use of alcohol and drugs. In addition, the legislation provides for the stopping, boarding, inspection and seizure of vessels in interests of safety. We recommend all skippers familiarise themselves with relevant Irish legislation and Maritime safety requirements to ensure an enjoyable and a trouble-free Regatta. All shipping using Cork Harbour should be given adequate room. If in doubt, give way because they cannot. Any reports of violations from the Port Authority will always result in a Protest being lodged against the offenders.

As both the Sailing Instructions and the Notice of Race are silent on this subject, the RRS standard procedure comes into effect. Yachts should perform a Two Turns Penalty for an infringement of a rule of Part 2 of the RRS and a One Turn Penalty for hitting a mark.

Person in Charge

To be eligible to compete in any event run by any organisation affiliated to the ISA the designated Person in Charge shall: a) Be a member of a Category One affiliated Club or an individual member of the Irish Sailing Association or b) When the designated Person in Charge is not ordinarily a resident within the jurisdiction of the Irish Sailing Association the competitor shall comply with the requirements of the National Authority of the country of which he is a national or ordinarily a resident.

Damages No claims for damages arising from an infringement of any of the rules, as defined, shall be adjudicated upon by any protest committee or appeal authority but shall be subject to the jurisdiction of the courts.
