Announcements MHB Courtney Quigg Sacramento State University Center for Counseling and Diagnostic Services offers inexpensive counseling services throughout the academic year (Attachment A). Susan McCrea There is an Alzheimer’s Conference on May 22, 2014 at the Sacramento Convention Center from 9:00 a.m. - 4:00 p.m. She will bring more flyers to the next MHB meeting.

Minutes Laura Bemis The NAMI (National Alliance on Mental Illness) Walk will be held on May 3, 2014 at William Land Park in Sacramento. If you are interested in walking or sponsoring her, please contact her. Len Marowitz In March 2014 NIH (National Institute of Health) and the largest pharmaceutical companies will research medications to improve compliance by reducing side effects such illness as diabetes, heart disease, lupus and other ailments. The study does not include schizophrenia. He is encouraging the mental health community to advocate that this initiative include mental illnesses such as schizophrenia. Leoma Lee The National Council and Disability forum on pioneering disability policies will be held in Berkeley, CA on May 4 - 6, 2014. The Sacramento Adult and Aging Commission is sponsoring the outstanding volunteer award of 2014. The award will be given out on May 13, 2014 at the Board of Supervisors chambers. B.

Youth, Adult, Older Adult and Consumer Advocacy Report Jesse Williams • The NAMI Walk will be held on May 3, 2014 (Attachment B) • Older Adult Program serving individuals 55 years or older is seeking volunteers (Attachment C) • A support group for older adults meets the last Wednesday of every month. (Attachment D) • Wellness Works for workplace mental health training is being offered on April 9, 2014 (Attachment E) • The Consumer Speaks Conference will be held on June 27, 2014 and nominations for individuals to receive awards are open. Nominations are due on May 9, 2014

(Attachments F & G) An LGBTQ health fair, Take Pride in Your Health, is being held on April 6, 2014 (Attachment H). LGBTQ Awareness Training will be held on May 2, 2014 (Attachment I). Kid’s Day in the Park at Hagan Community Park in Rancho Cordova will be held on April 26, 2014 (Attachment J). The next Expert Pool town hall meeting will be held on April 4, 2014 (Attachment K).

Mental Health Contractors Association (MHCA) Report Carter Haynes He is the new president of MHCA. The executive committee of the association meets once a month. They are working on establishing a collaborative relationship between MHCA and the mental health director.

Law Enforcement Report Kim Mojica CIT (Crisis Intervention Training) classes are in full swing and she will need to schedule more classes because of the demand. She has received very positive feedback. They have heard that the funding allocated through federal Homeland Security may not be available come June 2014. The Sheriff’s Department may have to seek other types of funding for the CIT speaker stipends. Currently, the West Sacramento police department (PD) is going through training, as well as other regional partners – Sacramento, Elk Grove, Galt, Citrus Heights, Rancho Cordova, and Folsom police departments, and Veterans Affairs Police.

III. Division of Behavioral Health Services (DBHS), Mental Health Director’s Report

Dorian Kittrell, Deputy Director, provided the following report: 1)

The DBHS Fiscal Year 2014/15 preliminary budget has been submitted to the County Executive Office along with various divisions and departments budgets. As reported, the

Minutes recommended DBHS budget is to maintain the current level of funding. The Board of Supervisors will conduct budget hearings in June 2014. 2)

The two grants from the State Department of Treasury CHFFA (California Health Facilities Financing Authorities), Mobile Crisis Support Team and Crisis Residential, are still being processed. DBHS received questions from CHFFA about the proposals submitted. Mr. Kittrell is hopeful that Sacramento County will receive an award. He is hearing through the California Mental Health Directors Association that many counties are not being funded at the allocation they proposed. He will keep the MHB apprised.

The Mental Health Services Act (MHSA) Community Services and Support Phase A Workgroup will have its first meeting on April 17, 2014. This first phase of the planning will focus on the adult outpatient mental health treatment provided by the Regional Support Teams. The workgroup’s emphasis will be on improving timeliness and increasing capacity service delivery that will align with MHSA essential values. The public is welcomed to attend. The meeting will begin at 3:00 p.m. at 7001 East Parkway, Sacramento.

The Public Guardian’s CARE + (Community Alternative for Recovery and Engagement) is off to a good start. It is still in the process of building the program and is looking to hire the second deputy public conservator. The program is working with six individuals. Individuals are receiving at least two face to face visits a week and other intensive services. Most of the referrals are received from the Intensive Placement Team, which is part of DBHS’s Adult System of Care. The Public Defender’s Office is working closely with DBHS staff to support the needs of these individuals.

Mr. Kittrell encourages the MHB and the public to attend the State of the Safety Net Workshop to be held on April 9, 2014 at the Board of Supervisors’ Chambers.

Mental Health America Older Adult program is truly a beneficial preventative service for older adults who are homebound. The volunteers visit individuals who are homebound and at high risk of depression. He encourages people to volunteer.

7)

Congresswoman Matsui’s Excellence in Mental Health Act will provide up to $1.2 billion dollars across the Nation for demonstration projects. Similar to Federally Qualified Health Centers, these will be Behavioral Health Qualified Centers that will integrate physical, mental and substance abuse treatment and expand support for families of people with mental illnesses. These centers will meet accountability standards and qualify for Medicaid.

It was announced at the County Alcohol and Drug Program Administrators’ Association of California (CADPAAC) quarterly meeting that the California Mental Health Directors Association and CADPAAC are merging in June 2014. 56 of 58 counties have integrated behavioral health services. These organizations serve as strong advocates on county mental health and substance abuse issues and will continue to do so as one organization.

The California State Department of Health Care Services is working on a waiver with the federal government to implement Drug MediCal services in the State. This waiver will provide greater participation of counties in the implementation of expanded Drug Medi-Cal benefits under the Affordable Care Act. Many details have yet to be worked out and the State is working with counties and other stakeholders in developing the waiver. The State hopes to have a draft of the waiver

Minutes application by the end of summer to submit to the federal government for consideration. 10) The Department of Health and Human Services has purchased eight full pages in the Sacramento News and Review for an insert that will tell the stories of many people and programs in the mental health community. The topics will be mental health wellness, resiliency, and alternatives to hospitalization. This effort is to educate and share with the larger community such issues as the trauma an individual goes through when they are involuntarily hospitalized and the resiliency that many times occurs when the right resources are in place to help individuals through a mental health crisis.

IV. Presentation

Yolo County Mental Health Board Bob Schelen, Chair, and mental health board member, Davis Campbell of the Yolo County MHB presented. Mr. Schelen and Mr. Campbell were asked by the Sacramento County MHB to present on three issues that Yolo County MHB is working on: Laura’s Law, integrated services, and MHB structure. Yolo County enacted a Laura’s Law pilot program because of adverse mental health incidents that occurred in Yolo County. They contacted Nevada County, currently implementing a Laura’s Law program, and former assembly member, Helen Thompson, author of this legislation. They put together two or three stakeholders’ meetings and gathered community input. At inception, the pilot served four slots and increased to five. The pilot is being implemented for a year with little or no opposition and has been successful. The key was the community vetting process and partnering with Yolo County staff. Yolo County is moving forward with the integration of employment, health, mental health and alcohol and other drug services. At first the idea was met with skepticism; however, after further

Minutes consideration, serving an individual with mental health, employment, and housing issues in the same building makes sense: “One-stop shopping.” Yolo County MHB has structured their bylaws and meetings through a strategic planning process. They added two items to their bylaws, their relationship to their Board of Supervisors and their county’s mental health director and his staff. They believe it was important to have a positive relationship and partnership to move issues important to the mental health community forward. Adhering to the Brown Act, they created three standing subcommittees: Finance and Advocacy Committee is responsible for budget issues, Program Committee is responsible for program issues and Education and Communication Committee is responsible for such things as their annual report to their board of supervisors and opinion pieces. They also have a Metrics Committee that will work with data, performance, and outcome issues.
