RIAI Practice e-Bulletin (Issue No. 47) ARCHITECTURE & NEWS Building Control Bill - Update The Committee Stage took place on Wednesday, 11 October 2006. James Pike, Tony Reddy and John Graby of the RIAI were in attendance. A number of amendments were introduced by the DoE/H/LG on 7 October 2006 in the areas of qualification, professional conduct and costs which have the potential to cause significant difficulties in terms of implementation, standards and legal robustness. The impact of these amendments are being evaluated and further information will be sent to Members and Practices.

RIAI Articles of Agreement – New Guidance Notes

The RIAI is represented on the Liaison Committee to the Construction Industry. The constituent bodies forming the committee are the RIAI, the Society of Chartered Surveyors, the Association of the Consulting Engineers of Ireland, Engineers Ireland and the Construction Industry Federation. In 1994 the Liaison Committee published a set of notes which gave guidance to the implementation of the some of the clauses of the Articles of Agreement. Over the last three years the Committee has debated the workings of each of the clauses and has printed a new publication called “Code of Practice for Tendering and Contractual Matters 2006”. This code of practice is published with the agreement and support of all the constituent bodies and covers such items as Retention Fund; Tender Deposits; Tendering Procedures; Post Tender Negotiations; Payments Attendances; Contract Performance Bonds; Professional Indemnity Insurance on Nominated Sub-Contractors Undertaking Design, Standardised Appendices covering Invitation to Tender; Form of Tender, Nominated Sub Contractors and Form of Retention Bond. The publication is available from the RIAI Bookshop and all the constituent bodies for €20. This publication is an essential document to have at hand during the administration of the building contract.
