NCSSM Residential Life Housing Guidelines 2014-2015 Throughout the school year, questions arise as to what is expected and or/ what is appropriate. While we realize students wish to make their rooms and lives here as comfortable as possible, NCSSM is a state institution, and as such, is limited by state law in many areas as to what it can and cannot permit in the on campus. Also, as we are limited in resources and cannot afford to frequently replace and/or repair furniture and the physical buildings, we ask that students exercise good judgment and help us take care of what we have. Remember that our campus houses workshops throughout the summer and more importantly, other students will come after you leave. We ask that you take care of the resources that are here now. A good rule to follow is, “If your mom and dad would not allow you to do it at home, then you probably should not do it here.” This document is meant to be a quick reference for questions and is not meant to replace the NCSSM Handbook. As a matter of fact, you will be referred to the Handbook for more details in many sections. See the Director of Residential Education and Housing if you have any questions about the information contained in this document. And, welcome to NCSSM!!! Assault and Battery Physical violence, including sexual assault and rape, or any conduct that threatens student or staff safety is expressly forbidden and is viewed as a serious violation of the Code of Student Conduct. Students who have allegedly been involved in such incidents may have to go home for an Interim Separation while their situation is being investigated. For more information, see the Code of Student Conduct in the NCSSM Handbook.

Automobiles/ Motorized Vehicles Students are not permitted to drive or store an automobile or other motorized vehicle while under the jurisdiction of NCSSM. Vehicles may not be stored within 25 miles of the School. Students should be made aware that the same prohibition on operating automobiles and power-driven machinery while on campus also applies when they are doing odd jobs off campus. All exceptions to this policy must be made by the Director of Campus Resources prior to a student bringing a vehicle to campus. Students found in violation will be required to immediately return home with the vehicle.

Bicycles While students are encouraged to bring bicycles to campus, they must be stored outside within the fenced-in bicycle racks located on the west side of Hill House. Because the storage area is located outside, students who have very expensive bicycles should consider leaving them at home. The gate is unlocked at 6:00 AM and locked at 10:00 PM each day, thus allowing student access throughout the day. Students are encouraged to use Ubolt locks to secure their bikes within the fence to help ensure their protection. Please contact the on-duty Campus Resource officer if the gate is locked when access is needed. Also, see the Director of Residential Education and Housing for permission to store a bicycle in any area other than the fenced-in racks.

Cafeteria Dishes Although the cafeteria is located on campus, the dishes, cooking utensils and other items are the property of the contracted food service provider. We, as well as our food service provider, want to make sure that there are enough utensils on hand to serve everyone at mealtime. Therefore, students and staff are asked to refrain from removing dishes and flatware from the cafeteria. Clamshell take-out containers are available at a cost of $5.00 each / year which should be used for carry out.

Campus Computer Network NCSSM provides computer equipment, services and network access for “scholarly research, academic and administrative purposes.” Students and staff are required to read and follow the rules for acceptable behavior in the network usage procedures. Access to the Internet is given as a privilege to students and staff who agree to use the privilege in a considerate and responsible manner. “Use of NCSSM computing resources depends on mutual respect and cooperation to ensure that all members of the NCSSM community have equal access, privileges, privacy and protection from interference and harassment.” Please see the NCSSM Student Handbook for more information.

Closing Procedures All residence halls will close approximately one time per month for holidays and extended weekends. During those times, all students will be required to go home or to another destination with prior parental permission. Prior to leaving, students are required to clean their rooms, unplug their appliances, complete housekeeping tasks, and sign out properly. All residence halls close at 5:00 PM. Students whose rides will come later than 5:00 PM are required to leave their rooms and take their belongings to Bryan Lobby to await their arrival. Students are not permitted to return to campus until 12:00 noon on the day the residence halls reopen.

Closing at the end of the year requires more time and effort from students and staff so students must follow special closing procedures at that time. Students should begin taking home during earlier weekends all items they will not need for the last weeks of the school year. On Graduation Day, students will be required to check out with their SLI to sign forms, turn in room keys, access passes, etc., before leaving.

Curfews Checks Curfew checks are done each day so that each student is accounted for at specific times. These checks are to be taken seriously. Students are required to go to their hall and sign a curfew check sheet with the RLA (residential life assistant) who then takes the sheet and reports immediately to the SLI Office. Students may never sign check for another student. They also are required to remain on hall from 8:00 PM – 8:30 PM Monday – Thursday for hall meetings and housekeeping duties. After the in-residence curfew, students may not leave the building, open the door to allow entry for anyone, or receive food deliveries. Students must sign curfew checks at: 8:00 PM Monday – Thursday (on campus check – students may not leave campus without special permission after this curfew) 10:30 PM Sunday – Thursday (in-residence hall check – students may not leave the building without special permission after this curfew) 12:00 AM Friday and Saturday (in-residence hall check – students may not leave the building without special permission after this curfew) In-room curfew is at 12:00 AM Sunday – Thursday and 2:00 AM Friday and Saturday. Although a formal check is not done, students are expected to be in their rooms at these times.

Damage Assessment Students and parents are asked to check the condition of the room and furniture on the day students move into the residence halls and to sign a Room Condition Report signifying their agreement with the conditions noted on the form. At the end of the year, students and parents are asked to sign that same form indicating their agreement with the conditions noted by the SLI at the end of the year. The cost for any loss or damage that has occurred during the year will be deducted from the student’s  security deposit.

Disorderly Conduct NCSSM students are expected to conduct themselves as responsible and cooperative young adults at all times while under the jurisdiction of the School. Student behavior is never to be disruptive, threatening, abusive and/or uncooperative while they are on or off campus. Please refer to the Code of Student Conduct for more information.

Door Propping To help increase the security of the buildings around campus, all exterior doors and residence hall doors are kept locked at all times, with the exception of the Bryan Lobby doors which are unlocked until the in-residence hall curfew. Students are issued access passes to enter those areas where they are permitted. Propping open an exterior or a hall door can permit unauthorized entry which could put persons and property at risk and is prohibited.

Drugs/Drug Paraphernalia The possession, use and/or distribution of illegal drugs and alcohol while under the jurisdiction of NCSSM are prohibited. Possession of drug paraphernalia and empty alcohol containers also are prohibited. Illegal use of prescription drugs also is prohibited. Parents and students who bring to campus medications that are controlled substances must either immediately check in the medications at the Clinic or at the SLI Office for submission to the Clinic the following day if the Clinic is closed. Students will then go to the Clinic for their daily doses.

Emergency Evacuation There might be times during the school year when staff and students are forced to safely evacuate the campus. Consequently, drills will be held throughout the year to ensure that we are prepared for those times. If the alarm sounds while you are in class, please follow the instructions of your teacher and go to the designated area outside the building and await further instructions. If the alarm sounds when you are out of class, depending on where you are at the time of the alarm, you must go to your hall’s or other designated area outside the building and await further instructions. Attendance is taken once all persons have reported to the designated outside sites, so your quiet attention is necessary during this procedure.

Equipment Check Out/Use Students may check out a vacuum cleaner from some SLI Offices and cooking utensils from the Bryan Office with the submission of their ID card. Students who check out equipment must return it within 24 hours and pick up their ID card.

Electrical Guidelines Please refer to the Room Occupancy and Safety Guidelines, which are issued to all students on Move-In  Day  and  are  available  on  the  School’s   website, to see what items are and are not permitted. Students may not plug one surge protector into another to make it longer. Refrigerators should be plugged directly into a wall outlet, and there is a limit of two refrigerators per room. Please note that electric blankets, portable heaters, air conditioners, freezers and regular extension cords are not permitted in student rooms. See your SLI, RLA or the Director of Residential Education and Housing if you have questions.

Fire Safety/Drills Fire safety and prevention are extremely important. Students are not permitted to have in their rooms any item which is a fire hazard. Furthermore, fire drills are conducted regularly to ensure that students can be safely evacuated in the event that a fire actually occurs. Using an unapproved appliance in the room, having an open flame in a room, starting a fire, and playing with a pull station, smoke detector or fire extinguisher, are some examples of actions which jeopardize others in the community and are not permitted. All students are expected to take seriously all safety drills. Sprinklers have been installed in all buildings to help limit fire damage should an actual fire occur. The sprinkler pipes may not used for hanging clothes or decorations or for exercising (chin-ups. etc.) Use of candles during specific holidays can be requested from the Director of Residential Education and Housing. Once permission is granted, the student’s  SLI will be notified. Students must remain with the burning candle(s) during the religious observance.

Furniture Each room is furnished with a bed, desk, chair, wardrobe, and dresser which are numbered and assigned to a student on Move-In Day. As there is limited storage space on campus and students are responsible for the furniture they are assigned, all furniture must remain in the room. Students may rearrange the furniture but: the use of lofts and stilts are prohibited; doorways must remain clear of obstruction; doors must open freely to an angle of 90 degrees without hitting the furniture; the furniture may not block air vents and thermostats; the furniture must be used in the manner for which it was designed, i.e., beds may not be placed on top of wardrobes and wardrobes may not be stacked on top of dressers; due to state health regulations, mattresses may not be used on the floor; beds may not be “triple-bunked” or arranged so that three beds are stacked on top of each other. Furniture from public areas may not be taken into student rooms, i.e., lounge furniture and rolling chairs from computer labs and the library may not be moved to student rooms. Students who do not maintain the condition of their furniture during the year will have to pay for damages through their security deposits.

Gambling Gambling is not permitted on campus in accordance with the laws of the State of North Carolina. Poker tables, chips and other gambling paraphernalia also are not permitted on campus.

Harassment NCSSM is committed to providing an environment that is safe and supportive for all students and staff members. Consequently discrimination, harassment, sexual harassment, hazing, and bullying are prohibited. Students are expected to read and follow the Student Anti-harassment Policy found in the NCSSM Student Handbook. Students also are encouraged to report all instances of harassment they witness, whether or not they are the victim. Students who feel they are being harassed or who witness harassment should immediately report it to their SLI, counselor, adviser or any adult who can direct them to the appropriate staff member to address the matter.

Housekeeping As part of their community service to NCSSM, students are responsible for maintaining the cleanliness of their residential environment. NCSSM residence halls are required to meet and maintain state health standards and are inspected yearly by a State Health Inspector. Students will be assigned various housekeeping tasks throughout the year and will be provided the materials with which to complete them. The completion of housekeeping will be graded in the residential section on student report cards. Students who have concerns about housekeeping are encouraged to see their SLI to discuss them.

Keys Students are issued a room key and an access pass to assist them in keeping themselves, their belongings and their hall environments safe and secure. Students are expected to lock their room doors when leaving their rooms and to keep their keys and access passes with them at all times. Students are prohibited from giving their access pass to other students or visitors. Students who lose their access pass must immediately contact the Director of Campus Resources so that it can be deactivated and another issued. Students also may get a replacement for a lost or broken room key from the Director of Campus Resources. Charges for replacements will be deducted from the security deposit. Students who lose their room key may get a key-in through the SLI Office.

Kitchen/Microwave Ovens A microwave oven for student use has been placed on each hall throughout campus. Students should follow the cooking instructions given on the package of food they prepare and are expected to stay near the microwave oven while using it. Lack of supervision while cooking has led to damaged microwave ovens and many fire alarms around campus.

A full kitchen for student use is located on the first floor of Hunt. Groups that wish to use the kitchen may reserve it through an adult sponsor. It is the responsibility of the users to thoroughly clean the kitchen and take all of their belongings before leaving. Also, people are discouraged from leaving food in the refrigerator as it usually is never picked up later and it spoils. Students also may check out cooking utensils from the Bryan Office to use in the Hunt kitchen.

Laundry Facilities Each residence hall/complex has washers and dryers available for student use. Each student is issued a laundry card to operate the machines. A card Value Adder is located on Ground Bryan/Beall near the mailboxes and on 1st Hunt. Students must insert the card and money into the Value Adder to add monetary value to the card. Students are asked to notify the Associate Director of Judicial Affairs and Housing when they experience problems with their laundry card or when a machine is broken. A repair request to Coinmach, the owners of the machines, will be placed. To receive a refund for money lost in washers, dryers, or Value Adder, please notify the Associate Director of the date of the loss, the number of the machine which malfunctioned, and the nature of the problem. A refund may be secured at his/her office.

Lights Out In order to encourage students to bring closure to the day and, hopefully, get sufficient sleep each night, a lights out curfew is in place. All lights must be turned off at 1:00 AM Sunday – Thursday. The internet also will shut down at that time. Cell phones may not be used after 1:00 AM Sunday – Thursday. They may be used after hours on Friday and Saturday nights so students are encouraged to discuss with their roommate(s) late night phone etiquette in their room.

Mail/Mailboxes/Packages Upon entering NCSSM, each student is issued a mailbox and combination. The three mailbox sites on campus are on 1st Hunt, Ground Beall and 1st Bryan. All mail from the US Postal Service as well as inter-campus mail will be delivered to that mailbox. Students are expected to check and empty their mailboxes regularly to prevent them from becoming so full that newly arrived mail cannot be delivered. Students who have problems with their mailboxes should notify the mailroom manager located on the 1st floor of the ETC. Packages that are too large to be placed in mailboxes must be picked up from the mailroom. A  package  slip  will  be  placed  in  the  student’s  mailbox   to alert him/her of the package in the mailroom. The student then must take the package slip and his/her ID card to the mailroom to present to the manager to pick up the package. A mailbox for outgoing US Postal mail is located outside Bryan Lobby on the covered walkway between the lobby and the ETC.

Maintenance Repairs Students who have a maintenance problem in their room or on their hall should notify their SLI of the nature and location of the problem. The SLI will electronically submit a repair request to the Plant Facilities staff giving the exact location and description of the problem. Usually problems are corrected within 24 hours of notification unless they occur late on Friday or during the weekend. If you have reported a problem and it has not been corrected within 48 hours, alert your SLI again so that another request for repair can be made. If the problem is a serious one, immediately notify your SLI or the on duty SLI in the SLI Office so that the Plant Facilities staff can be notified immediately. If the serious problem occurs after 5:00 PM daily or during the weekend, please notify your SLI or the duty SLI in the office so that someone on call in Plant Facilities can be contacted at home.

Personal Fund Raising Although part-time and full-time employment are prohibited during the school year, students who want to earn money may not engage in other private enterprises to raise money for themselves such as selling sodas for profit, computer repair for profit, etc. Students, however, may take occasional odd jobs in the community such as yard work, baby sitting or tutoring. Written parental permission to the Director of Student Services, located in Bryan 142, is required before odd jobs are taken. Please refer to the NCSSM Student Handbook for more information. Students whose parents cannot provide financial support may receive assistance from the Vice Chancellor for Student Life. Make an appointment with his assistant in Bryan 104 to discuss your need.

Personal Property Insurance NCSSM  does  not  insure  students’  personal  property  and  is  not  liable  for  its  damage,  loss,  theft  or  destruction.    Parents  are  encouraged to see if their homeowner’s or  renter’s  policy  will  cover  their  child’s  belongings.    If  not,  parents  are  encouraged  to  consider  obtaining  renter’s  insurance.        

Pets In order to comply with state health regulations, pets, except for fish which may be kept in a 10 gallon or smaller aquarium/bowl, are not permitted in the residence halls. This prohibition also includes hermit crabs, snakes, and other small animals which are normally kept in enclosed containers/cages.

Pranks Although we want students to enjoy living with their friends and hall mates, pranks of any kind are actively discouraged. Pranks, by nature, are designed to make fun of or to create discomfort for another. Unfortunately, it is difficult to know how the person who is the subject of the prank will respond to the joke. Many times the person responds in such a way that the situation quickly gets out of hand and someone gets injured. Students are encouraged to laugh with their friends, not at them.

Quiet Hours/Study Hours/Exam Study Hours During 1st trimester, all students must observe Study Hours from 8:30 PM to 10:00 PM Monday-Thursday. Quiet Hours are in effect 10:00 PM – 8:00 AM Monday – Thursday, 12:00 AM – 8:00 AM Fri and Saturday and 10:30 PM – 8:00 AM Sunday. This quiet time is required to permit undisturbed study or sleep within the residence halls. After 1st trimester, Study Hours are replaced by Quiet Hours. We expect that students will continue to study during this time but they are free to decide where to study. Being excessively loud at other times is discouraged. Students are asked to be mindful of their noise level during the day because classrooms and offices are located in all residential buildings and because other students may be sick, napping or studying in their rooms during their free periods. Stereo speakers in windows are not permitted. Exam Study Hours are in effect during each exam period. The residence halls must be extremely quiet so that students may prepare for their exams without being disturbed. These guidelines are posted before each exam period.

Recycling NCSSM, as many other state agencies, is required and is committed to recycling. Recycling bins are located in various sites inside the buildings around campus. The major collection area is in the Pit behind Bryan. Please place your recyclables in the identified bins and refrain from placing trash in them. If  you  have  been  assigned  recycling  as  your  housekeeping  task,  take  your  hall’s  recycling  to  the  collection  area in the Pit and place it inside the bins. Please do not confuse the recycling area with the trash area which is located on the west side of the PEC. Cardboard is the only recyclable collected in the trash area and should be placed in the appropriate dumpster.

Restricted Areas There are areas on campus where students are not permitted to be for various reasons and/or at various times. A list of restricted areas is provided in  this  handbook  and  is  also  available  on  the  School’s  website.    

Room Changes Sharing a room can be fun and it can be challenging. All students are required to complete roommate contracts during the first few days of school to help facilitate communication and to identify individual likes and dislikes. Students who experience roommate conflicts tend to want to change rooms as soon as a conflict arises, however, no room switches will be approved during the 1st trimester. Roommates who are having conflicts are encouraged to: 1. improve their communication and work out their differences themselves; 2. seek assistance from their SLI and work on their roommate contract if they are unable to resolve their differences without intervention; 3. seek assistance from the Associate Director of Judicial Affairs and Housing or the Director of Residential Education and Housing if the previous two steps have been unsuccessful in resolving the conflict. During 2nd trimester, students who still are experiencing roommate conflicts and have exhausted the above steps while attempting to resolve them may request a room change. Students who wish to change rooms must get the consent of all students involved in the proposed switch and SLI approval before the switch can occur. The SLI will speak individually with all involved students to ensure that each is in agreement with the change. Final approval must be given by the Director of Residential Education and Housing. When the room change has been approved by the Director of Residential Education and Housing, the student will remove his/her belongings from the room and clean his/her part of the room. The SLI will use the Room Condition Report to note the condition of the room and furniture and determine if there are damages for which the student should be charged. The student will sign the form, acknowledging the findings and assessment, if applicable. A copy of the form will be submitted to the Director of Residential Education and Housing within two days after its completion. Before the student moves into the new room, a new Room Condition Report will be created and signed by the student and SLI. A copy of this form must be submitted to the Director within two days of its completion. The SLI will keep the original to assess the condition of the room and furniture when the student leaves at the end of the year.

Room Condition Reports (RCRs) Student rooms are checked and conditions are noted on Room Condition Reports prior to Move-In Day. These forms are issued to room occupants on Move-In day. Students and parents are required to read and sign these forms when the student moves into the room. If conditions exist in the room but have not been noted on the form, the resident must inform his/her SLI immediately so that the form can be updated. This form must be signed by the student, parent/guardian and the SLI, who will keep it until closing at the end of the year. Changes in the condition of the room and furniture will be noted during room inspections. Furthermore, the Room Condition Report will be used to record any changes to the room as a final check before the student leaves for the year.

The security deposits of all students are assessed a $50 charge at the end of the school year. This money is used to refurbish the residence halls during the summer. This charge is not for room or furniture damages.

Room Decoration Students are given guidelines for decorating their rooms on Move-In Day and should adhere to them as they go about making their rooms comfortable. Students may use only blue   painter’s   tape   and 3M Command Strips for hanging posters on the walls. Duct tape, masking tape, transparent tape, double-sided (transparent and foam) tape, pins, thumbtacks, brads, nails and poster putty are prohibited as they either damage or leave residue on the walls. Painter’s  tape  may  not  be  used  to  create  designs  on  walls,  doors  or  floors.    Although  painter’s  tape  tends  to  do  less   damage than most adhesives, used excessively, it, too, will peel paint or leave adhesive residue . Also windows may not be decorated or used to hang posters, flags or messages as tape left on glass over a period of time tends to leave residue when removed. Because tastes vary with regard to the display of the human body, posters which display nudity are not permitted. The genitalia, breasts and buttocks must be covered in such posters. Questions regarding the permissibility of a poster should be directed to the Director of Residential Education and Housing or the Director of Student Services. The walls and doors  outside  a  student’s  room  may  be  decorated  only  in  a  manner  specifically  approved  by  the  SLI  for  that  hall.    Since  that   area is considered public, the NCSSM staff may request students to remove items from doors and the areas outside the door which are offensive or disrespectful to members of the larger community or are otherwise inappropriate for public view.

Room Inspections To further ensure that state and School standards as maintained, weekly room inspections will be conducted by each SLI. During these inspections, SLIs will check for cleanliness, damages to the room or furniture, and to make sure the safety guidelines are being followed. These inspections normally will be announced, although unannounced inspections may be done occasionally. The SLI will inform students on the hall of the expectations before the first inspection so they will know how to prepare. Room cleanliness will be graded on trimester report cards.

Roommate Contracts One goal of the Residential Life Staff is to foster open communication between roommates so that they can created a living arrangement that is comfortable for each resident. The first step toward achieving that goal is requiring all students to complete a roommate contract within the first week of the school year. These contracts will be issued and collected by the SLI. The contracts are designed to get roommates talking about themselves and what is important to them. It also encourages them to discuss ways to create an atmosphere that is comfortable for each resident of the room. Roommates must make the effort to complete their contract. If they encounter difficulty, they should consult their SLI. Room changes are not permitted during the 1st trimester of the school year so working to create a mutually comfortable room environment is important for each resident. .

Room Temperature

The temperature in each room is controlled by a thermostat. Students in Bryan, Reynolds, Hill and Royall are able to adjust their thermostats. The thermostats in Hunt and Beall are covered to prevent student access and must be adjusted by someone from Plant Facilities. Students who live in Beall or Hunt should not tamper with these thermostats and must ask their SLI to send a request to Plant Facilities if the temperature in their room needs adjusting. Also, students are asked to keep furniture more than 2 feet from the air vents in all rooms so that the air can freely circulate, thus allowing for a more accurate temperature adjustment for the room and so that Plant Facilities can easily change air filters. Duct tape, cardboard or other materials may not be used to block air vents.

Signs Over the years, students have proven to be creative and resourceful when advertising events that occur on campus. We ask that the following procedure be adhered to regarding signs: Prior to posting, signs must be approved and initialed by the SLI or adult who is chaperoning/sponsoring the event. Signs may be posted on Ground Bryan near the elevators, on the columns in Beall, and on outer hall doors throughout campus. Blue  painter’s  tape  must be used to post your sign as it does less damage to the paint when signs are removed. Please do not post signs in elevators, on the glass of exterior doors and windows throughout campus, in the breezeways, or anywhere on 1st Bryan. The paint on 1st Bryan peels easily when tape is removed from the wall, and repairing the spots is costly. Please do not post signs on departmental bulletin boards without permission. Remember to remove your signs after the event has passed. If signs are posted on residence hall doors and around the cafeteria, more than 95% of the community will see the advertisement. Also, remember to advertise your event via the School’s  approved electronic communication resources.

Sign-Out Guidelines/Cards Students are required to sign out each time they leave campus, regardless of the reason for leaving or with whom they are leaving. Students also are required to sign out for some on campus activities if the activity requires them to miss a curfew check or if they are staying overnight in another student’s  room  on  the weekend. Students must use their sign out cards to indicate the specifics of the off campus trip and must get a staff signature when required. Please refer to the Sign-Out Guidelines found in the back of this booklet.

Street Signs Street and traffic signs are the property of state and local governments and may not be used as room decorations.

Student Travel Permission Form Any student who wants to leave campus overnight with someone other than a parent or guardian, use a curfew extension to be away from campus after the on-campus curfew or go more than 30 miles from campus with someone other than a parent/guardian must receive parent/guardian permission prior to signing out. The parent must complete the Student Travel Permission Form, a Google document, two days prior to his/her student leaving campus. The student must notify his/her SLI so the  required  call  for  confirmation  can  be  made  in  advance  of  the  student’s  signing   out.

Theft It is unfortunate but theft of property from student rooms, offices and classrooms can be a problem on any campus. Students are encouraged to lock their room doors when they leave to help protect their personal property. If you are having problems with your roommate refusing to lock the door, see your SLI for assistance. Please see the Code of Student Conduct for further information regarding thefts.

Tornado Drills Tornados in this area are not uncommon. When a tornado has been spotted in this area, the Campus Resource Office will follow established procedures to notify the campus. Students will need to use the stairs to quickly go to the lowest floor of the building they are in when the alarm sounds. Students who are outside when the alarm sounds must enter the closest building and proceed quickly to the ground floor. Students and staff must remain in the area and away from windows while awaiting the clearance from Campus Resource Officers.

Vandalism/Damage Assessment Destruction,  damage  or  defacement  of  school  or  other’s  property  is  prohibited.    

Visitors A visitor is any person who does not attend or work at NCSSM. In order to help ensure that all students are safe and comfortable in their living environment, all visitors must meet their host in Bryan Lobby and be registered as a visitor by the hosting student. Visitors must be accompanied by their host at all times and are restricted from the hall if the visitor is a member of the opposite sex unless the hall is having Open House at the time of the visit. Visitors must follow all guidelines as our students. Visiting hours for students are 9:00 AM – 7:55 PM Monday – Thursday, 9:00 AM – 11:55 PM Friday and Saturday, 9:00 AM – 10:25 PM Sunday. Parents, who may visit at any time, also must register at the Bryan or other SLI Office whenever visiting campus. Overnight guests are not permitted unless they have been approved by the roommate and by the Vice Chancellor for Student Life. Visitors who are staying overnight must be registered by the host in the SLI Office of his/her building by 11:00 PM. Overnight guests will not be permitted during exam week or during the last nights before graduation. Parents are not permitted to stay overnight in the residence halls. Also, alumni are not permitted to stay overnight.

Walking/Biking Guidelines Because the School takes student safety seriously and because living in an urban area is not always as safe as we would like, walking guidelines have been established to help us to provide some protection while allowing students the freedom to leave campus. Please refer to the guidelines found at the back of this booklet. We ask that students learn and follow these guidelines to help ensure their safety while off campus.

Weapons The possession of weapons, explosive materials, knives, bows and arrows or martial arts weapons in the residence halls is expressly forbidden. Air guns, self-created devices, clubs and/or any other devices designed to disable or cause bodily harm are forbidden as well. See the NCSSM Student Handbook for further information.

Windows/Screens State health standards require that window screens be used in our residence halls. Consequently, window screens must remain in place throughout the year. If your window or screen is broken, please let your SLI know so that a repair request may be sent to Plant Facilities.

Conditions of Weekend Restriction The student who has weekend restriction is restricted to his/her specific residence hall or room from Friday evening to Sunday morning. The student must check in with the SLI on duty promptly at the beginning time of the weekend restriction and must remain on his/her hall or in his/her room until the end of the restriction. Please note the following conditions: The student who has weekend restriction: 1.

is restricted to hall at the beginning of the restriction period on Friday and at other times when not on room restriction. (S)He may not leave the hall without permission of the duty SLI or staff member who handled the violation.

2.

is restricted to his/her room beginning at 8:00 PM, on Friday and Saturday nights. The student must go to his/her room and remain there, with the door closed, until 6:00 AM the following morning. During room restriction, neither the student nor his/her roommate may have visitors in the room. (See guidelines below)

3.

is permitted on Saturday a one (1) hour break for each meal and an additional one (1) hour break. The student must check out and in with the duty SLI before taking each break and must remain on campus. The hour breaks may not be combined to make longer breaks and must be completed before 8:00 PM room restriction.

4.

may not participate in hall or other extracurricular activities. If activities on hall have been scheduled, the student must confine him/herself to his/her room until the activity is over or room restriction begins. Any exceptions must be approved, in advance, by the staff member imposing the restriction.

Any other special needs or questions not addressed above should be discussed with the staff member who imposed the restriction.

Conditions of Room Restriction The student who has room restriction is confined to his/her room from the prescribed time until 6:00 AM the following morning. The student must check in at the SLI Office promptly at the beginning of the restriction period, then go immediately to his/her room and remain there, with the door closed, for the duration of the restriction period. Please note the following conditions. The student who has been assigned room restriction: 1.

may not have anyone else in the room besides his/her roommate. The roommate is also prohibited from having visitors in the room during the restriction period. Although this might inconvenience the roommate, he/she must meet with visitors in the lounge or another approved place.

2.

may not participate in extra-curricular or hall activities (excluding required hall meeting). Any exceptions must be approved  by  the  staff  member  who  imposed  the  restriction  or  the  student’s   SLI.

3.

may use the bathroom and shower, however, using the bathroom as a place to socialize will be viewed as a violation of restriction and will be responded to accordingly.

Any other special needs or questions not addressed above should be discussed with the SLI who imposed the restriction or the student’s  SLI.              

Weekend At-Home Separation The student who has been assigned weekend at-home separation is to be checked out for the weekend by his/her parent/guardian for the weekend. The expectation is that the student will spend this time at home under the supervision of his parent/guardian. If the parent chooses to have the student come home via public transportation or carpool with another person, that is permissible as long as the parent clears this with the administrator who assigned the sanction and completes the appropriate overnight permissions. The student who has been assigned weekend-at home separation: 1. must be checked out by his/her parent by 6:00 PM on Friday of the separation; 2. may not return to campus until after 12:00 noon on Sunday of the separation; 3. may not participate in any school sanctioned event either on or off campus during this sanction; 4. must check back in at the SLI office when he/she returns to campus after the separation.

Study Hours Guidelines

Study Hours are at the beginning of the school year when the juniors are adjusting to the workload at NCSSM and the seniors are readjusting after summer vacation. While juniors are participating in the Supervised Study Enhancement Program, seniors are expected to observe Study Hours. Study Hours will be in effect from 8:30 p.m. to 10:00 p.m. Monday through Thursday during 1st Trimester. During Study Hours, you should be actively studying and may not: Shower unless you just returned from a varsity game Do housekeeping Watch TV Practice musical instruments in your room; you may go to the ETC music suite Play loud music that can be heard outside your door Headphones are okay If your roommate agrees, you may play music softly, but again, it should not be audible through your door Use the hall telephone or your cellular phone (All emergencies should be handled through the SLI Office) Congregate in stairwells or hallways Do laundry Play ping pong or other games in the lounge or Student Center Go outside (unless you are moving to another building) The approved areas for group study are: The Library group rooms Student Center Beall classrooms Bryan, Hunt and Hill lobbies

Small, quiet groups may study in individual student rooms but noise must not be audible outside the room Violations of the Study Hours guidelines can impede your learning process and can result in a Level I and sanctions. (Revised 9/11)

QUIET HOURS GUIDELINES Quiet Hours are in effect from 8:30 pm to 8 am, Monday through Thursday Friday and Saturday 12:00 a.m. to 8:00 a.m. Sunday 10:30 p.m. to 8:00 a.m.

The purpose of quiet hours is to create a better learning and living environment in the residence halls. Everyone should have the option to study or sleep during quiet hours – and they should not have to ASK you to stop making noise during quiet hours.

General Rules:

1. Be quiet in hall common areas and when coming and going from hall. 2. Do not congregate in halls or stairwells. 3. Music, computer games or voices should not be heard outside room doors. 4. TVs should not be heard outside of lounges. 5. Practice musical instruments in the music suite in the ETC. 6. Food delivery is permitted until the in-building curfew. Plan your food orders to arrive before then.

Coed/group studying before 10:30 PM in Bryan, Hill and Hunt Lobbies, Ground Bryan/Beall, the Student Center, library group rooms, and available classrooms 3. Group study after 10:30 PM in hall lounges and student rooms with doors closed and in residence hall lobbies. (Studying takes precedence over TV viewing.) 4. Group or individual study between 12:00 AM and 1:00 AM in residence hall lobbies with SLI permission. 5. The library must remain quiet for individuals who wish to study. 6. Socializing and group study in the hallways is prohibited. 7. Sounds of group study must not be heard outside of room or lounge doors. 8. Curfew has been changed to 8:30 p.m. Monday – Wednesday. All other curfews, including in-room, remain in effect. 9. Privileges are suspended during exam week. Students who have earned privileges may sign out until 10:30 PM but are discouraged from doing so. 10. Discuss and agree on music/headphone use. Be respectful of your roommate(s) & hall mates! NCSSM DEFINITION of SEXUAL INTIMACY NCSSM does not condone sexual intimacy between students. Such activity is prohibited for both legal and health reasons. Sexual intimacy, if discovered, will constitute a violation of the Student Code of Conduct and will be addressed through the judicial system. Activities that are defined as sexually intimate by NCSSM are listed below and are applicable to opposite and same sex relationships.    

Manual contact with breasts and/or genital areas Oral contact with breasts and/or genital areas Genital contact, regardless of consummation Genital contact with any areas of the body which may provide sexual stimulation and/or consummation

The above activities will be viewed as acts of sexual intimacy regardless of whether any participant is fully clothed, partially clothed or totally without clothing.

Off Limits Areas Off limits areas are those areas where student presence is not permitted. An area may be off limits at all times, some of the time, or be gender specific. This list may not be comprehensive so ask before you go into an area about which you may have questions or doubts. 1. Open House (Iviz) Guidelines Open House, commonly referred to as Iviz by students, is the time when members of the opposite sex can visit  on  hall  and  in  student  rooms  under  the  supervision  of  the  hall’s  SLI.    Each  SLI  may  sponsor  up  to   four hours of open house each month. The requirements for open house are as follows: The event may be initiated by the SLI or students. If students plan the activity, they must: a. get permission from their SLI to have the activity; b. get specific permission if the activity is a dance or other large group gathering; c. submit for approval to the SLI all electronic and paper signs advertising the event.

During the activity, students must:

a. have registered in the SLI Office all off campus visitors who are participating in the activity. b. keep their doors open to 90 degrees and have furniture arranged to allow easy monitoring by the SLI. c. keep on the room lights and/or lamps so the rooms are well lit. d. not be engaged in activity that is subject to disciplinary action, including PDA. e. keep their noise level to a degree that it does not disturb the neighbors unless the activity planned calls for loud music. ROOM DECORATION GUIDELINES STUDENTS: While we realize that students desire to arrange and decorate their rooms in order to make themselves comfortable, we also recognize the need to set limits for health and safety reasons, and for the conservation of the limited resources here on campus. We, therefore, ask that you adhere to these guidelines as you arrange and decorate your rooms. Your rooms will be checked for compliance at the first room inspection. Students who violate these guidelines and damage their rooms and/or furniture will be assessed a fee and will be required to correct the problem if possible. If you need clarification or have questions about any of this, please see your SLI prior to making a change. 1.

Doorways must remain clear of obstruction. An unobstructed path must exist from the bed(s) to the door. The door must open freely to an angle of 90 degrees without hitting furniture. Carpeting must be placed or cut to allow for this.

To avoid negatively affecting the air flow and temperature in rooms, furniture may not be placed closer than 2 feet in front of air vents or block the thermostats. Also, duct tape, card board or other materials may not be used to block the air vents.

Thermostat adjustments in Hunt and Beall must be made by Plant Facilities. Please do not remove the covers. Let your SLI know if the temperature in your room needs adjusting.

Containers for alcoholic or de-alcoholized beverages are not permitted in rooms. Used soft drink cans may not be used for decoration and should be recycled.

4.

Posters and other wall decorations must be mounted with blue   painter’s   tape   or   3M   Command   Strips   (specific   brand).     Masking tape, transparent tape, duct tape, electrical tape, packing tape, double-sided tape (foam or transparent), poster putty, pins, thumbtacks, brads and nails are not permitted. Adherence to this restriction will be checked at the first room inspection. Students  may  not  use  blue  painter’s  (or  any  other)  tape  to  create  designs  on  doors,  walls  or  floors.

Because  everyone’s  taste  is  different  with  regard  to  the  display  of  the  human  body, posters which display nudity are not permitted. The genitalia, breasts and buttocks must be covered in such posters.

Furniture should be arranged and used in the manner intended by the manufacturer. It may not be disassembled or stacked unless it is specifically designed for that purpose, i.e., wardrobes may not be stacked on dressers. Also, no more than two beds may be bunked, i.e.,  no  “triple-bunked”  beds  are  permitted  for  safety  reason.

The walls of the hallway leading to students rooms may be decorated only in a manner specifically approved by the SLI for that hall. Since the outside of room doors face a common area of the hall, the NCSSM staff may require students to remove items from doors which are offensive, disrespectful to members of the larger community or are otherwise inappropriate for public view.

7.

Furniture from the common areas of the hall (such as lounge furniture) may not be taken into student rooms.

8.

Lofts are not permitted and all furniture for a given room is to remain in that room throughout the year. Short bed stilts also are not permitted.

9.

Street and traffic signs are the property of state and local governments and are not permitted as room decoration. Signs which are found in rooms will be confiscated and given to the Campus Resources Dept. for disposition.

Windows may not be decorated and may not be used to hang posters, flags or messages. Revised 10/2/13

Jane  Doe’s  house,  address  and  phone  number,  not  just  Jane’s  house  and  your  cell  phone  number   (You must be specific when you visit college friends, too) 3. Northgate Mall or South Point, not just mall 4. Duke Wall or reservoir when jogging/running, not just running

WRITTEN PARENTAL PERMISSION AND SLI CONFIRMATION ARE REQUIRED WHEN: 1. you are planning to leave campus overnight with anyone other than your parent/legal guardian, 2. you are planning to use a curfew extension to be off campus after the on-campus curfew, or 3. you are planning to go 30 miles or more from campus and are not going with your parent/guardian. Two days before signing out, your parent/guardian must complete the electronic Student Travel Permission Form, a Google document, which gives you permission for any of the three situations listed above. You then have to notify your SLI two days before signing out of your plans and your permission so he/she can call your parents to confirm that permission before you leave.

HOW TO SIGN OUT: 1. Fill your card out completely, indicating your specific destination, the first and last name of the person you are leaving with, your mode of transportation, the date and time you are leaving, and the date and time you will return. 2. Take your sign out card to the SLI Office. A staff signature on your card is required if: a. you will be off campus after sunset or 6:00 PM, whichever comes first b. you are using a curfew extension c. you are traveling more than 30 miles from school d. you are leaving campus overnight e. you will be on campus but missing a curfew due to participating in an on-campus activity f. you  are  spending  the  night  in  another  student’s  room  on  the  weekend.    (Sign  out  by  11PM.)

3. Have the person who is signing you out overnight, for a curfew extension or for a trip more than 30 miles from school show his/her ID and sign you out in the log book at the SLI Office. 4. Place your sign out card in the appropriate place.

HOW TO SIGN IN: 1. Check in verbally with on-duty staff at the SLI Office if you have missed a curfew or have been away overnight any night Sunday - Friday. 2. Promptly sign in on your card and return  it  to  your  hall’s  sign-out card site.

All walking restrictions (times, area, signing out, etc.,) also apply to biking off campus. Biking infractions will incur the same charges. (Revised 9/11)

The NCSSM Residential Life Housing Guidelines booklet is a brief introduction to living on campus at NCSSM and therefore, is not inclusive. Please read the NCSSM Student Handbook to familiarize yourself with the material contained therein. After doing so, you are required to complete the Residential Life Housing Guidelines Agreement, a Google document, which will be emailed to you. Your completion of this form will indicate you have read, understand and will comply with the expectations in the booklet.
