Foreword Welcome to this latest edition of Liverpool’s Residential Development Update. This document takes a closer look at the many housing schemes being built across the city. 2015 has been another busy year with 1,144 new homes built across the city, 700 of which have been added to the total (now 3,884) of the 5,000 homes I promised under my first target. Work has also started on the 1,500 additional homes we announced earlier this year. Improving housing choice in this city isn’t just about building new homes. I know residents are keen to see existing homes refurbished and vacant ones brought back into use. The Council is now far more pro-active in pursuing the absent owners of derelict and run-down properties in the inner core, and we have already brought back 898 homes into use from my new target of 2,000. This is on top of the 1,700 we managed to bring back into use between April 2012 and March 2015. I am also delighted that the second round of ‘Homes for a Pound’ has been even more successful than the first. We have had over 2,500 applications for just 120 available homes. I am confident that this programme will see outstanding results when many of the empty homes in the Smithdown Road area begin to see new residents move in. We are also extending the initiative to cover vacant shops, and my officers have begun engaging with local people on this. On the subject of student accommodation, I welcome the findings of the review by an independent panel which concluded that the Council does not need to restrict student developments. The volume of bedspaces currently on site and proposed is happening naturally, with many of the new bedrooms replacing older quality stock coming to the end of its useful life. Where older stock is decommissioned, this offers new and exciting opportunities (as brownfield sites or buildings otherwise suitable) for new homes for families. The arrival of major investment funds backing the Private Rental Sector in City Centre apartments is also improving the residential offer. The majority of what was built in the City Centre (as with many other northern cities) during the last boom of 2002-2007 was not of particularly great quality and was often designed for the buy to let investor/ speculator. I am encouraged that this emerging new sector, where investor/developers will retain ownership of their properties will bring forward higher quality design and larger units in well managed developments. I hope that the data included in the following schedules will be useful to individuals and organisations involved in regeneration.

3 RESIDENTIAL DEVELOPMENT UPDATE //

2015 has proven to be an outstanding year for construction activity across the city. Of the £792million completed between January and October, some £243million of this (representing 30%) is residential. Some 1,144 new homes and 2,522 student bedrooms have been built, providing a significant amount of construction related employment. The City Centre in particular has seen a welcome return to pre-recession levels, with 243 units completed this year so far. A further 1,419 are currently on site, with 180 possibly completing by the end of the year; the remainder finishing during 2016 and 2017. The City Centre also continues to see an increase in the number of smaller studio apartments coming forward but, significantly, the quality of accommodation is also improving with high spec fixtures and fittings. New home building activity within the neighbourhoods has also increased, with 700 new homes built under the Housing Development Plan between January and September 2015, and a further 1,313 currently on site with more to start imminently. The private sector has also delivered 169 new homes, with a further 1,318 still on site or about to commence. Across the city, some 2,522 student bedrooms/ bedspaces have been delivered since January 2015, with a further 5,330 currently on site. Many of these will be replacing older stock.

7000 HOUSING DELIVERY PLAN: MEETING THE MAYOR’S TARGET FOR 5,000 NEW HOMES In 2012, Liverpool’s Mayor made a target to build 5,000 new homes across the city, and with the promise that many of these will be “affordable” homes. The Council’s Housing Delivery Plan is now three quarters through delivering this target, and comprises new homes being built in conjunction with Registered Providers of Social Housing, or by private developers with input/assistance from Liverpool City Council, including the use of City Council land or assets. The programme has the potential to provide over 7,000 new homes with further proposals at an early stage of development. The new homes are being constructed in response to demand from a desire for better quality and choice from tenants and home buyers and tenants.

The cumulative total in the chart opposite currently stands at 5,197 new homes either completed or in the process of being built on active developments that will complete in the coming months. In addition to the above 5,000 homes, in June 2014 the Mayor announced new £200m plans to build an extra 1,500 houses and bring 2,000 more empty properties back to life. Under the “Building Our Futures” programme, a mixture of executive properties and affordable family homes will be built across the city over the next five years. The Council has teamed up with Redrow Homes and Liverpool Mutual Homes (LMH) to deliver the plans. The first scheme under this new programme has now started on site: “Knight’s Park” will deliver 21 x 3 and 4 bedroomed homes on the former site of Watergate School close to Woolton Village centre.

MAYOR’S 2012-16 HOUSING TARGET (Housing Delivery Plan)

TARGET FOR EMPTY HOMES TO BE BROUGHT BACK INTO USE EXTENDED An additional target of the Mayor set in 2012 was to see 1,000 empty homes brought back into use. Exceptional progress was made, and as a result of direct action taken by the City Council and its partners, that original target was exceeded with over 2,000 homes occupied again by early this year. Determined to maintain this momentum, in April 2015 the Mayor committed to bringing a further 2,000 homes back into use. In order to achieve this, a Ten Point Plan was approved to tackle the blight of empty properties across the city. A Task Force has been established to oversee this work and a number of new initiatives have been commenced including ‘Homes for a Pound Plus’, empty homes loans and the acquisition of long term empty properties. To date (October 2015), and just 6 months in, almost 900 additional homes have been brought back into use.

CITY CENTRE APARTMENT BUILDING CONTINUES TO GROW 2015 has seen a return to pre-recession levels of activity in the City Centre residential market, with over 420 units expected to have completed during the year. In addition, the levels of construction already on site clearly show that 2016 is also set to deliver a new wave of homes that will further boost the City Centre population. The current trend appears to be in favour of studio apartments (without separate bedrooms) for young professionals. Amongst these currently on site are 2 Moorfields (135 units), “Norfolk House – Phase 1” (156 units), 5-7 Bridgewater Street (118 units), and “North Point” (174 units out of its 426). These total 583 units, comprising over 40% of the 1,419 homes under construction. Proposed schemes with studios yet to start include “Norfolk House – Phase 2” (100 units) and “Berry House” (173 units). The Baltic area appears to be a significant property hotspot with several schemes now on site, and more applications coming in. This area also offers scope for live/work units that will complement the digital and creative sector already established here, whilst also adding animation to the area after businesses close for the evenings. The Strand, with its prestigious location overlooking the waterfront is also set to become more popular. Work has commenced on Wellington Buildings to convert former office space to 96 apartments. Further permissions have been granted for neighbouring buildings such as Mersey House (122 apartments) and Victoria House (63 x 1 bedroom studios). “The Keel”, which recently completed at Kings Waterfront is the first major Private Rented Sector (PRS) scheme in the city offering 240 apartments for rent. The entire development will be owned and managed by one private company, The Moorfield Group, rather than being sold to individual investors.

“We continue to see a huge and growing amount of interest in the Liverpool City Centre market from outsiders, whether they are individual buyers or large institutional funds. We have discussed PRS at length and the announcement that VISTA have agreed to purchase the Promenade Estates “Baltic Village” scheme for £50million highlights the growing attractiveness of the city as a place to invest long term money in residential projects.” Alan Bevan City Residential (October 2015)

REVIEW INTO FUTURE STUDENT ACCOMMODATION PROVISION PUBLISHED Liverpool is one of the UK’s most popular places to study, with over 50,000 students attending its three universities, 16,000 of whom choose to live in the City Centre where the last 18 months has seen significant growth in applications for purpose-built units. An independent review which looked at the demand, supply and impact of student schemes was published in October 2015. It concluded that there is no need for a moratorium on new schemes because the growth currently being witnessed is part of the natural development cycle and will eventually diminish. In addition, student numbers are likely to remain stable and some older accommodation is coming to the end of its life.

The report made a series of recommendations to give the council a framework to influence future developments. They include:

The report also recommended that the council has a clear strategy to manage the impact of the changing HMO (Houses of Multiple Occupation) market, for example in areas where fewer students now choose to live. This could include using planning powers to exercise greater control over the location and intensification of HMOs and using Landlord Licensing regulations to make sure they are good quality. The review group was made up of councillors and independent experts with experience and knowledge of the student, university and developer communities.

NEW HOMES BUILDING PROGRAMME ACHIEVES 78% TARGET AS YET MORE NEW SCHEMES COMMENCE The city’s Housing Delivery Plan (HDP) continues to deliver on the Mayor’s 5,000 new homes target. The City Council is working proactively with a range of partners including Registered Providers and developers through various programmes and use of its land and property. Some 3,884 homes have been registered as completed since April 2012 under the plan, representing 78% of the total target figure. 1,567 of these homes – amounting to 40% – are “affordable”, having been grant funded by the government’s Homes & Communities Agency are either sold outright, or on a shared ownership bases, or otherwise rented out by registered housing providers. The rate of new house construction during 2015 has been sustained, with 700 homes completed since January 2015, and healthy sales reported on schemes where units have been offered for sale. With a further 1,313 on active developments, this will bring the total when all completed to 5,197 – which will surpass the Mayor’s target.

recent months include 42 homes at Seeds Lane (Fazakerley), 21 homes at “Knights Park”, Woolton Village (Allerton & Hunts Cross), and 33 homes at Dorchester Road (Belle Vale).

NEW ECO HOMES TRIAL TO IMPROVE CONSTRUCTION QUALITY Liverpool City Council is keen to work with developers on new and sustainable construction methods. A number of initiatives including new and tougher insulation requirements have been introduced by statute in recent years, but other methods are being trialled. Liverpool Mutual Homes are currently building a £3.5million scheme of 33 eco homes at Naylorsfield Road, Belle Vale. The new houses are being prefabricated in a factory as a way of speeding up the building process. The individual parts will be lifted into position by crane. Prefabricating major sections of the buildings off-site means less problems can be caused by bad weather, the quality of construction can be controlled better, and there is less disruption for the local community with work completed much quicker than by usual construction methods. The homes, due to be completed by the end of 2015, include 21 with two-bedrooms and 12 with three-bedrooms and will meet higher than usual energy efficiency standards. NEIGHBOURHOODS: REFURBISHMENT PROGRAMME (Schemes where the Council has had a significant input in bringing forward major area refurbishment schemes ensuring the longevity of traditional homes, and bringing void units back into use as homes for local people)

ANFIELD VILLAGE & ROCKFIELD IMPROVEMENTS CONTINUE In June 2013 the partners behind the Anfield Regeneration Project: Liverpool City Council, Liverpool Football Club and Your Housing Group unveiled a vision for the area. Work by all of the partners is underway and the area is seeing rapid changes. In the shadow of Liverpool Football Club’s £120million rebuilding of its Main Stand – due to complete by the start of the 2016/17 season – plans for a new 100 bed training hotel are progressing well and the partners are close to identifying a global hotel brand for the development. Meanwhile, Stanley Park has already benefitted from massive improvements and the final phase will commence on site in early 2016. The work will include the resurfacing of the existing car park, improved lighting and the repair of the sandstone entrances and gates. The Council’s priority for action within the area is Anfield Village and Rockfield where the housing regeneration work to clear nearly 300 dwellings and improve over 500 homes is making good progress. The Council is also encouraging private owners to improve the frontage of their properties by providing funding for front environmental improvements and 205 properties have now benefited from these improvements. Attention is now turning to redeveloping a new “High Street” which will probably be a mix of new retail premises, community and residential facilities along Walton Breck Road. The Council is in advanced negotiations with the owners and tenants of retail premises in the area.

NEW TARGET FOR BRINGING EMPTY HOMES BACK INTO USE Bringing empty homes back into use continues to be a key priority for the Mayor. In December 2014, Cabinet approved a new Empty Homes Strategy incorporating a Ten Point Plan for tackling the blight of empty homes. Following the success of meeting the previous Mayoral target for bringing 1,000 properties back into use, a new target for a further 2,000 has been set. Good progress is being made with 898 properties returned to use at the end of September 2015 following intervention by the council. This has been achieved by establishing a ‘hit list’ of long term voids in two spatial priority areas – North Liverpool and the Edge Lane corridor. Officers in the Healthy Homes Vacant Properties Team have been proactively targeting these areas by engaging with the owners and taking appropriate enforcement action. This is being supported by other initiatives including: 

The Granby and Anfield Regeneration programmes;



‘Homes for a Pound Plus’ – following the successful pilot scheme of twenty properties, the scheme has been extended to include 120 properties in the Picton area;



‘No Use Empty’ – an event held in the Town hall to provide help and advice to owners of empty homes.

The Council’s Financial Assistance Policy, which includes an Empty Homes Loan, is currently out for consultation. It is anticipated that this facility will be available in the New Year.

GRANBY FOUR STREETS TRANSFORMATION UNDERWAY Granby Four Streets is a priority area for housing renewal and there are several programmes currently on site involving the refurbishment of empty homes previously acquired by the City Council. In February 2013, Cabinet approved a report outlining a range of initiatives to bring 179 properties back into use in Granby. A number of programmes are on site and good progress is being maintained in spite of the technical difficulties encountered in relation to the condition of the properties. The key developments are as follows:  The refurbishment of 24 properties in Beaconsfield Street by Plus Dane Housing; 

The refurbishment of 38 properties in Cairns and Jermyn Street by Liverpool Mutual Homes;



The inclusion of 5 properties within the Homes for a Pound pilot scheme in Cairns and Jermyn Street;



The disposal of 10 properties in Cairns Street to the Granby Community Land Trust for refurbishment.

Other planned activities include:  The disposal of 5 properties in Cairns Street to Terrace 21 Housing Co-operative; 

Refurbishment of the remaining homes in Ducie Street together with the redevelopment of the cleared site opposite following a marketing exercise and competitive bidding process.

The innovative approach adopted for the regeneration of Granby has attracted national and international attention. Assemble, who have been working with the CLT on their refurbishments, have been shortlisted for the Turner Prize for their work in Granby. Meanwhile Cairns Street has been nominated for the ‘Best Street in Britain’ award.

The partners working in Granby are also collaborating on a bid to the Heritage Lottery Fund. If successful, ‘the Four Corners Project’ will be brought forward including street scene improvements, the development of community facilities and opportunities for local businesses on Granby Street

”HOMES FOR A POUND PLUS” PROVES A SUCCESS By July 2015, some 2,560 applications were received for the second round of the Council’s expanded Homes for a Pound scheme. Some 120 homes off Smithdown Road in Picton ward were offered, in and around Britannia Avenue, Altcar Avenue, Childwall Avenue, Dorset Avenue, Bird Street, Richardson Street, Garrick Street, Tunstall Street and Webster Road. To apply, people needed to live or work within the Liverpool city boundary, be in paid employment and be a first time buyer. Additional priority is being given to applicants with dependent children, who have a good credit history and can demonstrate that they have savings to fund the renovation of the property. Those who are successful must live in the property for a minimum of five years, refurbish it to the Decent Homes Standard, and comply with an agreed schedule of works. The scheme is being split into separate phases based upon condition and geography and the City Council will be carrying out remedial works on the properties that are in a particularly poor condition to make sure that they are viable for people to work on. People who applied will be contacted by the end of October and advised about the next stage of the process.

In addition to the Housing Delivery Plan’s 5,000 homes target, there are several new homes being provided by the private sector directly without using Council land or other assistance. Liverpool City Council continues to encourage private developers to bring forward innovative new housing schemes, many of which will be geared towards the higher end of the market. These will provide further choice in size and quality for residents seeking homes of greater distinction.

SMALL DEVELOPERS COMING FORWARD AMONGST THE MAJOR NEW SCHEMES With the housing market having lifted substantially throughout this year, the uplift can clearly be seen in the number of new applications that have flooded in since the start of 2015. Amongst the additional 1,500 new homes approved or submitted for approval since January are several by small, independent building companies. Conversion of former pubs and churches seem to be increasingly popular, along with small new build schemes of between 5 and 20 units. By far the largest scheme seeking approval, however, is the conversion of the former Tobacco Warehouse at Stanley Dock. Provisionally named “Titanic Apartments”, the scheme will include 538 residential apartment units typically two storey dual aspect from first to twelfth floor level, and a new thirteenth floor level of single storey penthouse apartment units. The new planning application submitted earlier this month includes public exhibition space, offices and a 189 space car park at basement level.

BUYERS STILL SEEKING HIGHER QUALITY ASPIRATIONAL HOMES The higher-end homes market continues to bring forward schemes to meet demand. Following the success of their scheme at “The Grove” at Sandfield Park, MacBryde Homes have gained approval for “Kingswood Manor”, a new development of 10 luxury 4 bedroom homes on the site of the former Gateacre Garden Centre. At the same time, both Schemeglobal Properties Ltd’s 11 unit “Calder House” at Compton’s Lane, and Dreaming Spires’ 8 unit “The Water Gardens” in Woolton Village all sold their luxury apartments in advance of completion.

BALANCE OF STUDENT ACCOMMODATION PROVISION SHIFTING TO NEIGHBOURHOODS Not all students want to live amongst the hustle and bustle of City Centre life. Liverpool’s neighbourhoods continue to play an important role in providing an alternative suburban, leafier and greener environment for students to choose to live in, with more student bedrooms currently on site outside of the City Centre. Picton and Greenbank have always been popular wards for student accommodation. “Queensland Place” in Picton has recently started on site, and will deliver 399 bedrooms in late 2016, whilst the University of Liverpool has commenced work on “Greenbank Village”, a £90 million programme of refurbishment and new build at their existing halls of residence off Greenbank Lane, close to Sefton Park. The redevelopment will involve a mixture of demolition and new-build as well as refurbishment. The scheme will deliver 1,370 bedrooms, increasing from the 915 currently available. Phase 1 recently started will complete in September 2017. Phase 2 starts in April 2017 and will complete in September 2019. The plans include a 15,000 sq ft sports building, sports pitches, and a pavilion. The redevelopment is part of a £250m masterplan by the University of Liverpool to build and upgrade accommodation at its city and Mossley Hill bases. Another large scheme has also recently come forward at the former Kensington Market on Prescot Road in Kensington & Fairfield ward. Owning your own home remains a major ambition for many people. In recent times, however, realising that dream has often seemed difficult. Mayor Anderson’s pledge, made when he came into office back in 2012, was that 5,000 new homes would be built in the city, with the additional promise that a significant proportion of these would be “affordable”. Building new or refurbishing existing homes is an expensive business, but there are a number of ways in which Liverpool’s developers and housing providers are supported with money from various sources and initiatives which help to keep overall costs down, making homes more affordable. With some 3,884 homes now built under the Housing Development Programme, and over 1,000 more currently on site, we can now look with more detail at how many of these have been made affordable, and how they have been supported.

 AFFORDABLE HOMES PROGRAMME:

1,567 homes built (40% of 3,884 total to date) The Affordable Homes Programme (AHP) is grant funding that developers and registered providers receive from the government’s Homes & Communities Agency (HCA) to develop new or refurbish existing homes. Homes are then either sold outright, or on a shared ownership bases, or otherwise rented out by registered housing providers.

 HOUSING RENEWAL:

1,348 homes built (35% of 3,884 total to date) This involves the redevelopment of brownfield (previously developed) sites within designated housing renewal areas. New homes are built for mixed tenure in partnership between the council, registered providers and other developer partners.
