FAIR AND OPEN PUBLIC SOLICITATION PROCESS FOR

GLOUCESTER COUNTY IMPROVEMENT AUTHORITY 109 BUDD BOULEVARD WOODBURY, NEW JERSEY 08096

Through this Request for Qualifications/Proposals, the Authority seeks to engage a vendor to provide uniform rental services for the term March 4, 2010 through March 3, 2011. If the one-year option is exercised the contract will continue until March 3, 2012. This contract will be awarded through a fair and open process pursuant to N.J.S.A.. 19:44A-20.4 et seq. The proposal must be received and will be publicly opened and read aloud on Friday, December 29, 2009 at 2:00 p.m. at the GCIA administrative office located at 109 Budd Boulevard, Woodbury, New Jersey. (see “Fair and Open Standardized Submission Requirements and Selection Criteria” for further information) The following is a description of the professional services needed including, where appropriate, a brief description of the tasks involved:

GLOUCESTER COUNTY IMPROVEMENT AUTHORITY Provision, care and maintenance of rental uniforms for certain GCIA personnel General Specifications Gloucester County Improvement Authority solicits price quotes for Uniform Rental Service for a period of one (1) year with a one (1) year option. This contract shall begin March 4, 2010 through March 3, 2011. If the option is exercised the contract will continue until March 3, 2012. The decision to award the contract option is solely at the discretion of the GCIA. Gloucester County Improvement Authority reserves the right to accept proposals, in part or in whole, to reject any and all proposals, and to determine for itself shall be acceptable as best meets the needs of the GCIA. BASE BID Uniform Rental Services Price for the rental and cleaning of the uniforms shall be priced per uniform per employee. The uniforms shall consist of a shirt and a pair of pants. A separate price for the jacket shall be stated as price per piece per employee. GCSWC (493 Monroeville Road, Swedesboro, NJ 08085) 1.

Each employee will be provided with the following uniforms: a. Eleven (11) long sleeve shirts b. Eleven (11) short sleeve shirts c. Thirteen (13) pants d. Two (2) jackets with removable liner (seasonal)

Barn Employee

Each employee will be provided with the following uniforms: a. Six (6) long sleeve shirts b. Six (6) short sleeve shirts c. Five (5) pants All shirts must have two-piece banded and lined collars Garments (shirts and pants) must be provided by one manufacturer Shirts must have all button construction – no snap closures All pants must be brush twill inside and out. Emblems to be silk-screened and sewn on, not glued Free pressing for all shirts is included

Each employee shall be able to make one uniform size change each year. Employees may be added or deleted during the term of this contract with no penalty. Two (2) jackets equipped with a removable liner shall be supplied from September 1st through April 30th for the GCSWC only. The GCIA reserves the right to delete these seasonal items during the term of the contract. Each shirt/jacket shall have the employee’s first name above the right breast on the front side and a label stating the GCSWC on the left breast, front side. In the event that an employee is removed from service for long-term illness or disability, uniform services and related charges will be suspended until such a time that the

employee returns to work. GCIA will notify successful vendor of this change in uniform services. Any vendor offering a price proposal shall provide samples no later than Monday, December 21, 2009. The samples for all unsuccessful vendors will be available to be picked up no later than January 23, 2010. The samples of the successful vendor shall be retained by the Authority through the length of the contract to act as a reference and comparison to the uniforms being supplied during the contract. All samples are to be delivered to Kim Faustino at 503 Monroeville Road, Swedesboro, NJ 08085 (856-4786045 ext. 25) Option A – The GCIA reserves the right to allow employees to clean their own uniforms. Vendors shall supply a price or percentage discount for this option. PICK-UP AND DELIVERY The cleaned uniforms supplied shall be delivered weekly to the Gloucester County Solid Waste Complex located at 493 Monroeville Road, Swedesboro, New Jersey 08085. Such deliveries must be made no later than 7:00 AM. The cleaned Uniforms supplied shall be delivered weekly to the DREAM Park, 400 US Route 130, Logan Township, New Jersey. Such deliveries must be made no later than INSURANCE The successful vendor shall provide proof of liability, worker’s compensation and automobile insurance by submitting Certificates of Insurance to the GCIA within five (5) business days of the Notice of Contract Award (approximately January 21, 2009). INSPECTION/TERMINATION A designee from the GCSWC will perform inspection of uniforms on a regular basis. In the event that rental service is unsatisfactory for any reason, GCIA reserves the right to terminate this contract. If the contract is terminated, payment will be made on a prorated basis. PRICE PROPOSALS Any bidder shall provide pricing for all services as described herein for a one-year period, and pricing for a second year option. REFERENCES All vendors shall provide GCIA with a list of at least three (3) current contracts, which are comparable; they must be work related. Contact person, business address, phone

number and number of years of service shall be included with the price proposal submission. TAXES No taxes shall be included in the bid price since the GCIA is exempt from all taxes. Proof of tax exempt status shall be provided by the Authority.
