REQUEST FOR PROPOSALS DOWNTOWN ELECTRONIC TOUCH SCREEN KIOSK AND MOBILE APP PROJECT August 19, 2014 Summary Statement The Downtown Ithaca Alliance, a 501(c)3 economic development organization charged with the management, promotion, revitalization, and marketing of downtown Ithaca, New York, is working with the City of Ithaca and its Commons Project Team on a project to install and operationalize electronic touch screen kiosks on its new downtown pedestrian mall- The Ithaca Commons. This project will also include the parallel creation of a mobile application for use by consumers that utilize the same data and content. Background The City of Ithaca is currently in phase three of a three part project to rebuild the Ithaca Commons, a car-free pedestrian mall located in the center of downtown Ithaca. First opened in 1975, the Ithaca Commons has become an iconic destination and attraction for the Ithaca and Tompkins County community. The Downtown Ithaca Alliance estimates that its annual foot traffic exceeds 2,000,000 person trips. It is one of a handful of pedestrian malls remaining in the United States. The redesign of the Commons was led by Sasaki Associates of Watertown, Massachusetts with the input of a client committee drawn from the Ithaca community. Portions of the rebuild project will be completed in late November 2014 and the balance of the project will be completed by late spring 2015. The original Commons had clock tower kiosks at each entrance that provided the public with identifying signage, rules and regulations, time and temperature, maps of the pedestrian mall, business directories, and boards for upcoming and current events. These clock towers have been removed and will be replaced by electronic touch screen kiosks. Four kiosks will be installed, at each of the four entrances to the pedestrian mall. The Hardware

The specified kiosks for this project are K-Phlat 42" manufactured by MDKS. A cut sheet from the manufacturer is attached to this document. These boxes were researched and vetted by Sasaki Associates and the requirements of this RFP were originally shared with the vendor prior to procurement. The hardware portion of this project has already been bid and awarded. General project contractor Vacri Construction of Binghamton, NY has ordered the units and they scheduled for installation in late October/early November 2014. Wiring and foundations for the units are currently being laid. Primary and Secondary Program Needs for the Kiosk Software The Downtown Ithaca Alliance (DIA) seeks a qualified vender to provide the software for these kiosks and a related downtown mobile application (app). Based on scoping sessions with stakeholder representatives, the following primary downtown functions were agreed upon for the kiosks: - Time, temperature & weather on the home page screen - A interactive map of downtown that plots and identifies businesses and amenities - A searchable directory for all downtown businesses (both consumer and non-consumer) - A search capacity for goods and services sold in listed downtown businesses - A daily changing “What is Happening Downtown Today” section - A listing of upcoming downtown and community events - Changing Downtown retail, restaurant, and entertainment promotions - Downtown transportation and parking information - Sponsor pages and information (for the project sponsors- DIA, M&T Bank, Tompkins County Room Tax Program, Park Foundation) The following primary non-downtown functions were also agreed upon: - A directory of countywide visitor attractions - A “What’s happening citywide/countywide this week “ section The following secondary functions were also agreed upon; - A section that highlights Downtown, Ithaca, and Tompkins County sustainability projects and key facts/findings. A preliminary site map for this project is attached to this document. Other Requirements The Downtown Ithaca Alliance will be charged with the daily management of content on these kiosks. Some content will be static (i.e. attractions). Some will change periodically (i.e. names of stores and businesses, goods and services). Some will change constantly, even daily (i.e. promotions and events). The software for this project must provide for easy and efficient additions and deletions of data and content, including graphics and photographs. It is likewise expected that these changes will be made remotely, from the DIA office or from computers operated by DIA staff. The software/programs should be consumer friendly, easy to use and navigate, and graphically/visually oriented. Some of the primary content will be required to be presented in up to seven additional languages beyond English: Spanish, Burmese, French, Korean, Japanese, Mandarin, and Russian. Provisions must be made for translation into these seven different languages for the selected pages.

Because of the highly visible nature of these kiosks, there is need to ensure that access to the content and the site(s) is limited and restricted. We desire the kiosk and mobile application to be “hacker proof”, to the extent possible. Role of the DIA While working closely with the Commons Project Team, the DIA will serve as the primary point of contact for this project. The DIA will provide the underlying logo and graphic look for the program. Copies of some of the DIA’s logo and graphic palette can be viewed on the Downtown Ithaca Alliance web site (www.downtownithaca.com). We will expect the selected vender to utilize this existing graphical palette, integrating it into the entire program/software. The DIA will also provide the content for the kiosk project. This includes all photographs and images, narratives, business and building names and addresses, goods and services provided by business, as well as attractions and events. It is expected that the selected vender will adapt these files for interactive touch screen mapping. Downtown Mobile Application This request for proposals also includes the preparation of a downtown mobile application that would utilize much of the content and architecture used for the kiosks. The mobile app is designed for use by consumers, both local and visitors, who seek quick and immediate information about downtown shopping, dining, entertainment, event, and attraction options. The kiosks are intended for brief sessions with consumers who have already found the Commons pedestrian mall. The mobile application is intended to: (a) Reach a broader audience, including consumers planning visits or who are arranging their schedules on the fly; (b) Provide more breadth and scope of content; (c) Afford people longer on-line sessions; (d) Provide links and references as appropriate. While the kiosks are intended to provide short duration exchanges, the mobile application can allow for longer sessions and more detailed and rich content. The mobile application envisioned will utilize the content generated for the kiosks along with content already resident on existing DIA web sites. The site map for the mobile app should parallel the kiosk site map, but also include several additional items more appropriate for an application platform. The application will provide formatting for small screens (smart phones and i-pads). It is expected that the mobile app will work on the major and popular operating systems. Responsive web designs will be considered. It will also utilize graphics to maintain a consistent look with the kiosks or other DIA internet and social media presence. Graphics will be provided to the vender by the DIA.

Schedule & Deliverables The project must be completed, installed, and satisfactorily tested prior to November 15, 2014. This includes both the electronic touch screen kiosks and the downtown mobile application. The vender will prepare final site maps that detail the architecture and configuration of the program for both the kiosks and the mobile application. These must be approved by the DIA prior to proceeding further into the project. The vender will prepare draft versions of the program software for both the kiosks and mobile application. These will also require review and approval by the DIA prior to proceeding further to installation and testing. The vender will install and test both the kiosk and mobile application programs/software to the satisfaction of the DIA. The vender will assist the DIA in a formal launch of the kiosk and mobile application on or before November 21, 2014. 4. Project team and their ability to complete the project on a timely basis 5. Price These factors will all be utilized to select the successful proposer. Precise percentages for each factor have not been determined at this time. Compensation Up to $60,000 will be available for this contract. This will be executed as a not to exceed contract. Partial payments are possible, based on deliverables and project scope. Price will be one factor used to rate proposals.
