Design Services for Splash Pad and Indoor Lap Pool RFP

BACKGROUND: On June 5, 2015, the Village sought proposals for professional architectural services for conceptual design services at the Village's Centennial Park Aquatic Center and Sportsplex. The village prepared the RFP to request conceptual designs for a splash pad at the Centennial Park Aquatic Center

and for an indoor lap pool at the Village’s Sportsplex. Consideration for these aquatic additions comes from feedback received from members and through surveys completed during recent years. SPLASH PAD at CENTENNIAL PARK AQUATIC CENTER The Centennial Park Aquatic Center debuted during the Village’s centennial year, 1992. Since then many parks and aquatic facilities have been adding splash-pad features to their facilities to attract families with young children. Many facilities have created these areas as stand-alone amenities within the aquatic center allowing for operation during off-peak swim hours. Some parks open this area independently in early morning hours (during swim lessons) or even on cooler evenings when it wouldn't be prudent to staff the larger pool areas. A splash could be operated with a very minimum number of guards and with deck attendants. This addition would likely require the addition or expansion of the restrooms for splash pad visitors which would increase the daily capacity of the pool. (Capacity at the pool is based on the number of restroom stalls per State requirements). Previous additions to the aquatic center included the T-Pool with diving ledges and the lazy river. The scope of work for this study includes: 1) Meet with village staff to develop a program and discuss options for a splash pad park and restroom facilities 2) Provide general site analysis and preliminary civil engineering services to develop a basic plan 3) Provide a conceptual cost estimate within a range of $350,000 to $575,000 LAP POOL at SPORTSPLEX In September, 1999 when the Sportsplex was being considered, the Board plan included a future addition for an indoor swimming pool. At the time, those plans included accommodations for a pool with the locker room and a viewing area in close proximity to the facility. The Board included in Ordinance 3305 section (d) "The proposed facility is a 105,000 square foot public community indoor recreation center. It is meant to meet indoor recreation needs of the entire Village and will include basketball courts, soccer fields, aerobic areas, walking and running areas and possibly, at a later date, a swimming pool." In recent surveys at the Sportsplex and the Village’s first Community Wide Survey, a lap pool has been repeatedly requested. The objective of the lap pool would be an addition to the existing Sportsplex facility. The lap pool is intended to serve the needs of exercise classes, lap swimmers, swim lessons

As stated above, the pool was to be constructed in the original facility plans and was to be connected through the southwest side or rear of the Sportsplex. The scope of work for this study includes: 1) Meet with village staff to develop a building and site program for the proposed indoor lap pool addition. It is also desired to include additional locker room facilities, office and multi-purpose space to serve this area. The Village will also explore the option to other therapeutic aquatic amenities 2) Provide a general site analysis and preliminary civil engineering services to develop a basic plan 3) Provide cost estimates for indoor pool and stay in the range of $3,000,000 to $4,000,000 Six proposals were received for the conceptual design of the splash pad and indoor lap pool. The staff committee included Assistant Village Manager, Joe La Margo, Recreation Director Nancy Flores and Parks/Building Maintenance Director Frank Stec. The evaluation process was based on the best overall value including experience, expertise in aquatic design services, operating history, qualifications, pricing, responsiveness to the RFP and the experience of the village and other purchasers with the proposers. After the initial review of the six proposals, it was determined that the top two vendors should be brought in for an interview. These include Prairie Forge Group and Williams Architects/Aquatics. Prairie Forge Group’s proposal for conceptual plans for the splash pad was $10,000 and for the lap pool $20,000 plus $4,000 in expenses for a total cost of $34,000. Williams Architects/Aquatics proposed price for conceptual plans was $19,500 for the splash pad and $24,000 for the lap pool for a total cost of $43,500. Both firms have extensive experience in design and aquatic architecture. After further evaluation and based on experience and price, it was determined that Prairie Forge Group would be the best firm that would meet all of the Village’s needs.

On January 18, 2016, this item was reviewed by the Parks and Recreation Committee, recommended for approval and referred to the Village Board of Trustees for consideration.

BUDGET IMPACT: Funds for design/engineering services were included in the FY2015 budget for the lap pool and locker room improvements at the Sportsplex, in the amount of $65,000, and for the splash pad, in the amount of $20,000.

REQUESTED ACTION: I move to approve accepting the proposal from the Prairie Forge Group at a cost not to exceed $34,000.00

ILLINOIS SWIMMING FACILITY ACT Prairie Forge Group and Innovative Aquatic Design, LLC (IAD) is prequalified to design and engineer pool facilities per the Illinois Swimming Facility Act (210 ILCS 125/1 et seq). We will fulfill all the requirements of the Illinois Department of Public Health Pool Code. Additionally, it is our intent to prequalify contractors prior to the bidding phase to make sure they comply with the certification requirements of this Act and your project goals. The Village wishes to add a Splash Pad Park to CPAC. The intent is to have this function both as a stand-alone amenity from the rest of CPAC and yet part of the overall CPAC when such programming is desired. The Splash Pad could be located on the site of the current sand volley-ball courts; the Village is open to other suggestions. Restroom facilities to serve the Splash Pad Park would likely be included in the scope of work. Additional restrooms would also help increase the daily capacity limit for CPAC.

Services Provided • Meetings with the Village team to develop the project program and discuss options. • Conduct site analysis. • Preliminary civil engineering services to determine stormwater detention requirements, required setbacks, etc. • Create a preliminary draft conceptual site plan: preliminary design work including conceptual renderings. • Deliver a final written design plan. • Prepare a conceptual cost estimate (target range: $350,000 not to exceed $575,000). The Village’s Sportsplex facility needs an indoor lap pool. That had been the original intent when first designing Sportsplex. This pool is intended to serve the needs of exercise classes, lap swimmers, swim lessons, and other similar programming needs. The Village is open to other therapeutic aquatic amenities. Locker room facilities and office and multi-purpose space to serve this new area is to be included. Services Provided •

In many cases, there are items that can be reduced or eliminated without sacrificing the project design. Our team works with the client to identify and refine those items.

We emphasize the importance of thoroughly understanding the contract documents, so as to allow us to enforce contractual obligations on the part of each subcontractor. We have regular in-house team meetings with our design team, estimators, and project managers to assure that the design, project scope, schedule and budget are met. We believe that quality control is optimized by having our architectural staff review construction work in-progress with the construction documents during their bi-weekly site visits. We perform an inspection of work performed prior to the punch list walk-thru to identify any deficiencies that do not comply with the construction documents or specifications. We record any deficiencies and issue them to the contractor with corrective action to be performed in a timely fashion so the project can be completed within the scheduled timeline.

PROJECT OVERVIEW Prairie Forge Group was hired by the Riverside Swim Club to renovate their existing aquatic facility to better meet the needs of their membership as well as fix systems that have started to fail in their 50+ year old pool. In 2006, PFG originally assisted the Riverside Swim Club with planning and renovation ideas and costs, but the process was stalled due to the economy. Recently, PFG was summoned to re-engage the project. The facility will have a renovated and expanded bathhouse, expanded parking, new training pool with a zero-edge kiddie area, new lap pool with deep well, new pump house, and a new pool deck with amenities.

PROJECT DELIVERY METHOD PROJECT CHALLENGES The design challenges included a tight downtown urban site on an aged facility Design|Build that has out lived its useful life. Reuse of existing structures and systems were analyzed and proposed to keep costs at a minimum. Membership PROJECT REFERENCE support was critical to the funding of this project so PFG assisted the RSC Amy Regan with campaigns to gain membership support. We hosted an Open House at Long Range Planning Committee Chair the Pool to provide the members with information about why a renovation is 312.480.0123 necessary and desirable, and had follow-up informational meetings about the [email protected] process and the planned improvements.

Phase I involved the spray play and sand areas as well as a bathhouse to support those areas. Phase II included a zero depth entry activity pool with a connected, 8 lane, 25 yard lap pool. The lap pool has a deep end to accommodate 2 drop slides and 2 diving boards, a zero depth entry kid’s pool and adjacent kiddie lawn, a slide tower with a body flume slide that enters into a plunge pool. Also, off the slide tower is an inner tube slide that plunges into a 560 foot long lazy river. This phase also included a new bathhouse and administration areas, as well as a concessions/filter building with pool equipment for the kid’s pool, and a concession deck with adjacent rental lawns. PROJECT CHALLENGES During the phased construction of this nearly 1,800 bather facility, focus on the safety of the public while they used the adjacent spray play park and shared access to and from the site was critical. Removing and exporting the countless cubic yards of spoils from this site was carefully planned, relocating it to a remote location within the park district campus. Also, since phase I was completed years earlier, complete and accurate documentation of new and existing underground utilities was vital.

The new facility constructor at risk (CMc) features a six-lane, 50-meter competition pool and diving hopper, an activity and plunge pool, and a children’s wading pool. The park also features open PROJECT REFERENCE and closed flume water slides, water play and spray features, a three-meter Gail Ito diving board, two one-meter diving boards, numerous shade structures, Board Member a concession area, and a sunbathing hill. The existing bathhouse and filter Parks & Recreation Department building were completely remodeled as part of the project, and a new 847.673.1540 concession building was constructed on the site. PROJECT CHALLENGES Located within a semi-urban residential neighborhood, and adjacent to a community park, maintaining site security, safety and keeping sidewalks open to the public was critical. We had to protect and preserve the existing concrete fl oor and interior finishes during the removal of the entire bathhouse roof. Additionally, we had to completely remove the fl oor of the existing filter building while maintaining the shell/roof and then construct a new surge tank within the existing footprint.

PROJECT OVERVIEW This project included a two-story, 8,000-sf clubhouse and 700 bather outdoor pool for this new residential development by Ryland Homes, LLC. The clubhouse features a great room with fireplace, multi-use meeting rooms, and a game room. Aquatic amenities include a tot pool; spray area; and an activity pool featuring a splash area, a slide, a zero-depth area, and a six-lane lap pool. PROJECT CHALLENGES The Clubhouse and Pool was the focal points of the newly planned Ryland Homes development. The excavation operation and ensuring proper site drainage created challenges for this multi-story facility that was built into the existing topography. Another hurdle we had to overcome was a compressed construction schedule. Due to the rise in residential sales at the time, our challenge was to complete this facility as quickly as possible so that the newly owned residences had a facility to enjoy during the summer.

PROJECT OVERVIEW Prairie Forge Group (as WDL) performed construction management services for recreational aquatics facilities at the LaGrange Field Club. The project called for the renovation of an existing bathhouse and the construction of a new, eight-lane, 25-meter pool; an activity pool; a deep hopper with two diving boards and a drop slide; and a zero-depth-entry kiddie pool. A new concession building and a new filter building were built, and the parking lot was expanded to accommodate additional parking for club members.

This facility is located at Apple Orchard Park, surrounded by a PROJECT REFERENCE 9-hole golf course, recreation facility, skate park, library, and community Rita Fletcher park. Phasing and sequencing was very pivotal in maintaining public access. Executive Director To help reduce construction costs we kept excavated spoils on site, and the 630.540.4835 spoils were turned into a sled hill. We constructed the expansion project while [email protected] the existing pool was operational and without any disruption. We overcame some schedule constraints and opened the spray playground amenity by July 4, 2012, while the rest of the expansion continued.

PROJECT OVERVIEW Prairie Forge Group (as WDL) was hired to construct this outdoor pool facility remodeling project including demolition of an existing children’s pool; selective demolition and remodeling of the existing bathhouse, filter and concession building; and the addition of a zero depth children’s pool, two spray pools, a drop slide and platform. Additionally, fencing, landscaping, and site work was performed. This facility was a 2001 IPRA/IAPD Awards and Recognition winner. PROJECT CHALLENGES We were challenged to reconstruct the exterior masonry walls during the winter months. To overcome this challenge PF Group rented a tent which was installed to enclose the entire bathhouse footprint. Temporary heaters were also incorporated so the new masonry walls and concrete floor slab could be installed. We ultimately completed this project on time and within budget.

Competitive swimming can be done on either end of the pool; and depending on which end is used, either competitive diving or warm-up lanes can be used simultaneously. The water depths selected were to accommodate IHSA swimming, diving, and water polo competitions. The pool also has a computerized timing system and two one-meter diving boards. The stateof-the-art regenerative media filter system includes a variable frequency drive to control the pump motor to lower electrical spikes and operate more efficiently. It also includes a UV sanitation system to eliminate chloramines and other bacteria, which lowers the amount of chemicals required to sanitize the pool water.

THOMAS M. TRISTANO, AIA, NCARB - President, Principal-in-Charge As principal-in-charge, Tom will provide the overall project leadership and direction required for the team. He will be involved in the initial phases of the project to insure that all deadlines and goals are met. He will assure that all team members have the direction and resources required to accomplish their goals and exceed your expectations. Tom is multi-talented, specializing in planning, cost-control, and quality control. Tom oversees operations on all of PFG’s current projects. DAVID V. STERMETZ, Project Manager As project manager, Dave will provide the project-management leadership and coordination that is required to successfully manage the project team as well as provide his expertise in aquatic construction. Dave has been the project manager on 20 pool projects with Prairie Forge Group. He will have day-to-day project responsibility and attend all key project meetings. JAMES M. LUEDERS, Aquatic Designer/Engineer Jim has been designing Aquatic Facilities since 1972 and has worked on over 1,500 projects ranging from small condominium and hotel pools to large water parks. He has also shared his many years of experience in this field as a guest speaker at the University of Illinois at Chicago Architecture School. LEANNE BLAIR, Project Architect As project architect, Leanne will play an integral role in building modeling, 3-D designs, and will support Tom and Rob with design criteria and supporting documentation. She will also be involved with the consultant coordination meetings and the preparation of contract documents. DEBBIE DIECKMAN, Cost Estimator Debbie is responsible for estimating the cost of each project to ensure that a realistic budget is created for the client. Through the use of a specialized database that draws on current market conditions and costs, she prepares budgets that allow for precise determination of costs as well as the material quantities that will be required to complete a project on-time and on-budget. She is responsible for quantity take-offs and accurately estimating each project.

He has extensive knowledge of land development and conceptual design for diverse building types. JOE BRUSSEAU, Landscape Designer Joseph Brusseau is President of Brusseau Design Group, LLC and will act as lead project manager. Joe has more than thirty (30) years’ experience in landscape architecture as well as park and recreational planning and design. During his career, Joe has successfully led design projects to develop more than 450 parks, playgrounds, recreation facilities and landscapes throughout the state of Illinois. STEPHEN T. TRIPHAHN, MEP Engineer Steve has over 34 years’ experience as a project leader directly responsible for overseeing the design for all mechanical, structural, and electrical systems that W-T Engineering, Inc., engineers. He is the recent President of the Chicago Regional Chapter of the American Society of Plumbing Engineers and will also be responsible for the plumbing and fire protection design.

This Addendum No. 1 is being issued to provide responses to questions submitted for the above mentioned Project. All other provisions and requirements of the RFP shall remain in effect. All addenda must be acknowledged by signing the Addendum and including it with your submittal. Failure to include a signed formal Addendum with your submittal may deem the submittal non-responsive; provided, however, that the Village may waive this requirement if in its best interest. The following are the Village’s responses to questions submitted for this RFP: 1. Question: Can you expand on the expected frequency of staff and administration meetings with our design team? If that is not known, we will propose based on similar projects. Village Response: There will be an initial meeting with the Village team to provide guidance. It is expected that from these meetings, a concept plan will be presented to this group. Upon obtaining feedback, the consultant will then finalize the concept plan and provide cost estimates at a final meeting.

Anticipated Project Timeframes: Initial meeting 8/24 – 9/11, second meeting with draft concept plan 9/14-10/23, final plan with cost estimates due around 11/13. 2. Question: Please confirm that the proposal should list the Sportsplex addition and the Centennial Splash Park as completely separate prices. Village Response: Yes, the projects will be considered separately for budgetary purposes, so separate pricing is necessary. 3. Question: Please confirm that the proposal is not to include construction documents, construction drawings, or construction details. Village Response: Plans will include concept drawings with cost estimates only, not construction documents. 4. Question: Please expand on the conceptual renderings. Are these exterior renderings? Are any interior renderings required? Would they need to be photorealistic? If that is not known, we can include options for different detail levels. Village Response: Visual examples are required, however they do not need to be renderings. Sample photos to accompany the interior and exterior plans would suffice.     5. Question: Will CAD files of either of the existing facilities be made available for the design team’s use? If so, are those architectural, engineering, or both? Ice Fishing On Lake Sedgewick - School District 230

BACKGROUND: School District 230's Head Bass Fishing Coach, Mr. John Bartgen is requesting permission for a one day ice fishing event on a weekend in February, 2016, weather permitting. Safety is a top priority and this event would only be held if the ice is 8 inches or thicker. This is considered a school event, so insurance is covered by School District 230. Ordinance 4939 was passed on November 3, 2014 allowing ice fishing events on Lake Sedgewick. Section 2 "3-1-5 Number 3." requires Board approval for any ice fishing events other than supervised programs of the Recreation and Parks Department. Staff is requesting approval for School District 230’s ice fishing event to be held on Lake Sedgewick in February, 2016. On January 18, 2016, this item was reviewed by the Parks & Recreation Committee, recommended for approval, and referred to the Village Board of Trustees for consideration.

VILLAGE OF ORLAND PARK Ordinance No: 4939 AN ORDINANCE AMENDING TITLE 3, CHAPTER 1, SECTION 5 OF THE ORLAND PARK VILLAGE CODE REGARDING ICE FISHING WHEREAS, the Village President and Board of Trustees of the Village of Orland Park (the “Village”) have the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs and to protect the public health, safety and welfare of its citizens; and

WHEREAS, the recreational area commonly known as Lake Sedgewick, located at Centennial Park is presently available for fishing but not ice fishing; and

WHEREAS, it is in the best interests of the health, safety and welfare of the citizens and residents of the Village that ice fishing be permitted on Lake Sedgewick as hereinafter provided.

NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:

SECTION 1 The above recitals are incorporated herein by reference as though fully set forth herein.

SECTION 2 Title 3, Chapter 1, Section 5 is amended by revising Subsection 3 thereof to provide as follows: “3-1-5: RECREATIONAL ACTIVITIES: No person in a park shall: 3. Ice fish on any pond, lake or waterway which is under the jurisdiction of the Village except on Lake Sedgewick at Centennial Park during an established and supervised program of the Recreation and Park Department or as may be specifically authorized from time to time by the Village Board.”

Downtown Main Street - ComEd Conduit

BACKGROUND: As part of the agreement with University of Chicago Medical Center (UCMC), the Village is responsible for the design, construction and completion of certain improvements within the Downtown Main Street District. Specifically, the Village is responsible for the extension of Jefferson Avenue to 142nd Street, the delivery of the UCMC's surface parking lot, and site prep work including, but not limited to, the coordination of all utility infrastructure within the District. At this stage, the Village is in the process of delivering ComEd services to the UCMC. Based upon the capacity of ComEd’s system, the service must be brought to the UCMC site from the south side of 143rd Street. This condition requires underground boring below this street and installing 5” conduit for future ComEd wires. In addition, once across the street, this work will extend westward across future Jefferson Avenue to a new transformer pad to be situated near the forthcoming public parking deck. These improvements will ultimately bring to the Downtown Main Street area electrical capacity for the UCMC building, the public parking deck, and future commercial uses north of the public parking deck. Due to the construction timing and available ComEd work window, it is critical that the conduit be installed immediately. Therefore, proposals were solicited from five (5) groups: Airy’s, Inc.; Palos Electric; Hickey Electric; Contractor’s Power & Light; and Concur electric. All have prior boring experience and excellent reputations. Staff recommends approval of the proposal from Airy’s, Inc. Airy’s provided the full scope of required services at the lowest cost ($32,564) and could mobilize and complete the project in the shortest amount of time.

BUDGET IMPACT: Funds for these services are included in the FY2016 Main Street Triangle TIF Fund budget.

REQUESTED ACTION: I move to accept the proposal from Airy’s, Inc. in an amount not to exceed $32,564 for the installation of ComEd conduit under and along 143rd Street, just west of La Grange Road, for additional electrical service into the Downtown Main Street area.

Performance Management Software Annual Subscription

BACKGROUND: In March of 2014, the International City/County Management Association (ICMA) partnered with the leading developer of performance analytics software, SAS® to launch an updated performance management and analytics software platform called ICMA Insights™. This platform is offered by ICMA's Center for Performance Analytics and brings together a customized product designed to meet the unique needs of municipalities and counties and the very latest technology used by Fortune 500s across the world. This web-based performance management and analytics platform, allows our community to collect, report, benchmark, and analyze our data. The rollout of this new software was supported by onsite training in 2015 and ongoing technical assistance. The regular annual subscription fee for this program is $5,595 per year. Orland Park received a 5% early adopter discount for the Explore tier and that brings the amount to $5,315.25. This agenda item is being considered by the Finance and Information Technology Committee and the Village Board of Trustees on the same night.

BUDGET IMPACT: Funds for this program are available in the general fund.

REQUESTED ACTION: I move to approve enrolling in the International City/County Management Association’s ICMA Insights™ program and receiving on-site training in an amount not to exceed $5,315.25.

BACKGROUND: Staff is recommending approval of the attached resolution objecting to the granting of a special use for the operation of a school bus service and maintenance facility located at 17101 Wolf Road.

..T RESOLUTION PROTESTING AND OBJECTING TO THE ZONING RELIEF (SPECIAL USE) REQUESTED FOR PROPERTY COMMONLY KNOWN AS 17101 SOUTH WOLF ROAD, ORLAND TOWNSHIP, COOK COUNTY, ILLINOIS WHEREAS, an application for zoning relief for property located in unincorporated Cook County, seeking a Special Use for the operation of a school bus service and maintenance facility, has been filed with the Cook County Zoning Board of Appeals by Avmedoski Brothers, LLC., as Owner and Aaron Halcomb (Student Transportation of America) as Applicant, identified as SU15-11 (the “Application”); and WHEREAS, the Application involves approximately 5.9 acres of land in the Cook County C-4 General Commercial District and generally located at 17101 South Wolf Road, Orland Township, Cook County, Illinois (the “Subject Property”); and WHEREAS, no portion of the Subject Property is located within the corporate limits of the Village of Orland Park. However, the Village is a zoned municipality within one and one-half (1-1/2) miles of the Subject Property and, additionally, the Village is the owner of property immediately adjacent on the south to the Subject Property. Accordingly, the Village of Orland Park has the right to file a formal protest and objection to the Application to the Cook County Zoning Board of Appeals; and WHEREAS, the Village has adopted a Comprehensive Plan that identifies recommended future land uses within and in proximity to the corporate limits of the Village. The Planning District Map in said Comprehensive Plan identifies the Subject Property as being appropriate for “Open Space, Park & Recreation” and designated “High Priority” and “Protection Floodplain”. EXHIBIT A to this Resolution is a certified, true and correct copy of the “Grasslands Planning District Map” included in the Village’s Comprehensive Plan for the Subject Property and in the general vicinity of the Subject Property; and WHEREAS, the Village has also adopted a Land Development Code that specifically addresses the review and approval of subdivision and development activities in areas within one and onehalf (1-1/2) miles of the Village’s corporate limits. Attached to this Resolution as EXHIBIT B is a certified, true and correct copy of Section 5-112B of the Land Development Code which provides, in pertinent part, that: “B. Jurisdiction and Applicability. 1. These procedures shall be applicable to: a. all lots of record, subdivisions and re-subdivisions, planned developments and development of land within the corporate limits of the Village and within one and one-half (1-1/2) miles beyond the corporate limits of the Village;” Development activity on the Subject Property in the manner contemplated by the Application is subject to the standards and procedures of the Orland Park Land Development Code. As of the

date of this Resolution, no special use or development request has been filed with the Village for the contemplated development of the Subject Property. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows: SECTION 1: Protest. The development proposed for the Subject Property that is contemplated in the Special Use Application for a school bus service and maintenance facility is not consistent with the Planning Districts and Future Land Use Categories as set forth in the Village’s Comprehensive Plan, for the following reasons: A. The Subject Property is almost entirely in the “Flood Plain” and “Flood Way” as depicted and designated in the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) produced by FEMA and is in a Zone AE Flood Way from nearby Marley Creek. This is an area designated as a Special Flood Hazard Area (SFHA), or “high flood risk” as pointed out in Applicant’s Environmental Impact Assessment filed with the Zoning Board of Appeals; B. This development of the Subject Property as applied for is accessory to and an expansion of the current use of the Subject Property within a designated Flood Plain and Flood Way thereby being detrimental to or endangering the public health, safety and general welfare of the surrounding community; C. This development is potentially injurious to the use and enjoyment of other property in the immediate vicinity for the uses already permitted and will diminish and impair property values within the neighborhood; and D. As the Subject Property is in the designated Flood Plain and Flood Way and is served only by well and septic, the Subject Property has no adequate utilities or drainage being provided. Accordingly, the Village of Orland Park does hereby protest and object to Application SU15-11. This protest is made pursuant to the authority provided under Illinois law as well as Section 13.13 of the Cook County Zoning Ordinance of 2001, as amended. SECTION 2: Authorization and Direction to file the Protest. The Village President and the Village Clerk are hereby authorized and directed to file an original certified copy of this Resolution with the Secretary of the Cook County Zoning Board of Appeals not earlier than seven (7) days and not later than thirty (30) days after the last public hearing on the Application conducted by the Cook County Zoning Board of Appeals.
