Foreword

This is the first year of the publication of the book entitled Statistical Yearbook. Timely and reliable statistics are considered essential for evidence-based policy and decision-making and for better support to policy implementation, monitoring progress and evaluation of outcomes and impacts of development initiatives such as the Vision 2020 Programme, the Economic Development and Poverty Reduction Strategy (EDPRS), and the Millennium Development Goals (MDGs). These initiatives have accordingly resulted in an unprecedented increase in demand for statistics as policy makers and other stakeholders seek information on national development. One of the major challenges to successful implementation of the Rwanda development agenda lies in the ability to measure progress and to respond to data needs emerging from current national initiatives aimed at promoting economic and social development in the country. The NISR motto states it correctly: “If you don’t count, you don’t count”, and it is clear that one can easily agree with those who affirm that it is impossible to manage it without having measured it. Hence, in our effort to tackle this issue this yearbook edition and Rwanda in Statistics and Figures, of which the first publication took place in 2008, replace the former Rwanda Development Indicators. This book is designed to serve as a standard summary of statistics on the social, political, and economic situation of Rwanda. The aim of this publication should be to serve as a convenient volume for statistical reference and as a guide to other statistical publication and sources. This first edition shows the now available data for thirteen fields namely: Population, Vital Statistics and Gender; Health and Nutrition; Education; Environment; Agriculture; Energy and Water Production; Transportation and Communication; Travel and Tourism; Income, Expenditure and Wealth; Price Indexes; Banking, Finance, Insurance and Aid; Business Enterprise and Foreign Trade; and finally Law Enforcement, Courts and Prison.
