Law on the City of Skopje

CONTENTS of the Law on the City of Skopje I. GENERAL PROVISIONS Article 1 This law regulates the organization and the competences of the City of Skopje, as a particular unit of local self-government; the type, name, boundaries, competences and organs of the organizational parts of the City are stipulated; the relations and the cooperation between the City of Skopje and the organizational parts of the City; financing; supervision; as well as other issues of importance for the City of Skopje. Article 2 The territory of the City of Skopje, as a particular unit of local self-government and the capital of the Republic of Macedonia, as stipulated by law, represents a unique spatial, urban, transport, socio-economic, ecological and administrative entity. For ensuring more efficient exercise of the right to local self-governance on the territory of the City of Skopje, certain works within its competence determined in the Constitution and in this law are performed by the city municipalities (hereinafter: municipalities in the City of Skopje) being its organisational parts. The municipalities in the City of Skopje are parts of the City of Skopje, with boundaries clearly defined in this law, in which the citizens are guaranteed to have democratic participation and responsibility for the performance of certain local activities within the competences of the City of Skopje that are determined with the Constitution and the Law on Local Self-Government, and which are determined in this law as activities within the competence of the municipalities in the City of Skopje. Article 3 The provisions of the Law on Local Self-Government refer also to the municipalities in the City of Skopje unless otherwise stipulated by this law. The municipalities in the City of Skopje determined with this law do not have the same status as the municipalities determined with the Law on Territorial Organisation of the Local Self-Government of the Republic of Macedonia.

Article 4 The citizens of the City of Skopje exercise the right to local self-governance directly and through democratically elected organs of the City of Skopje and of the municipalities in the City of Skopje, in a manner determined by law. Article 5 The citizens of the Republic of Macedonia who have permanent residence on the territory of the City of Skopje are residents of the City of Skopje. Regarding the rights and obligations of the mayors and the members of the councils of the City of Skopje and the municipalities in the City of Skopje deriving from the residency, the provisions of the Law on Local Self-Government are adequately applied. Article 6 The City of Skopje is a legal entity. Article 7 The City of Skopje has a coat of arms and a flag, which are used throughout its territory. The municipalities in the City of Skopje may have their coat of arms and a flag, which they shall use together with the coat of arms and the flag of the City of Skopje. Article 8 The City of Skopje has a statute. The statute of the City of Skopje, in compliance with the law, regulates the organisation, scope of works and manner of operation of its organs, relations with the municipalities and other issues of importance for the City of Skopje as a particular unit of local self-government. Article 9 The City of Skopje and the municipalities in the City of Skopje may establish cooperation with the units of local self-government from the Republic of Macedonia and from other countries, with international organisations of local communities, as well as be a member, i.e. associate in national and international organisations of local authorities.

II. ORGANISATION OF THE CITY OF SKOPJE Article 10 The works within the competence of the City of Skopje, as a particular unit of local self-government, which are indivisible in character and equally important for its entire territory, as well as the works attributed to the character of the City of Skopje as the capital of the Republic of Macedonia, are performed by the organs of the City of Skopje. The works that are of local importance and are functionally divisible in character are performed by the municipalities in the City of Skopje. Article 11 The following municipalities are determined in the City of Skopje: Aerodrom, Butel, Gazi Baba, Gjorche Petrov, Karposh, Kisela Voda, Centra, Chair and Shuto Orizari. Alternative for Article 11: The following municipalities are determined in the City of Skopje: Aerodrom, Arachinovo, Butel, Gazi Baba, Gjorche Petrov, Karposh, Kisela Voda, Centra, Chair and Shuto Orizari. Article 12 The municipalities in the City of Skopje are within the boundaries of the following territory: The Municipality of Aerodrom covers the Cadastre Municipality (hereinafter: CM) Gorno and Dolno Lisiche, settlements Vardar, Aerodrom, 13 Noemvri, Jane Sandanski and Novo Lisiche. The northwest boundary with the Municipality of Centar stretches along the Railway Station "Skopje", on the south – the railroad Skopje - Veles, southeast along the cadastre boundary of the village Dolno Lisiche, and northeast the boundary is the river Vardar. The Municipality of Butel covers the boundaries of CM Butel, Radishani, Ljubanci and Ljuboten with settlements Skopje Sever, KPD Shuto Orizari, Butel 2, Butel 1 and Radishani. The cadastre boundary of Butel represents its east boundary towards the Municipality of Gazi Baba. The north and the west boundary of the Municipality of Butel is the cadastre boundary of CM Ljuboten, Ljubanci, Radishani and Butel up till the city cemeteries “Butel” where the boundary stretches along the west fence of the graveyard, it covers the estate of the KPD Shuto Orizari up till the boundary with CM Vizbegovo and on south it extends to

the fence of the barracks “Ilinden”, i.e. to the fork of the municipalities of Butel, Chair and Karposh. On south it borders on the Municipality of Chair. The Municipality of Gazi Baba covers the boundaries of the CM Indzikovo, Trubarevo, Stajkovci, Creshevo, Bulachani, Strachinci, Rashtak, Smiljkovci, Jurumleri, Idrizovo and Singelik and continues along the boundary with the Municipality of Aerodrom (river Vardar) up till the fork of the municipalities of Aerodrom, Centar and Gazi Baba, i.e. the iron bridge on the river Vardar, carries on along the boundary of the municipalities of Centar and Chair and along the north boundary of the Forest Park “Gazi Baba”, it intersects the streets Koce Metalec and Hrvatska and keeps on along the cadastre boundary of Butel. The Municipality of Gjorche Petrov covers the CM Novo Selo, Volkovo, Orman, Nikishtane, Kuchkovo, Grachani, Orizari and the settlements Novo Selo, Kisela Jabuka, Gjorche Petrov and Hrom, and continues along the axis of the bridge on river Vardar on the road to Saraj, covers the SRC Saraj, along the river Vardar to the bridge on the newly designed street "Ciborovski" and along the boundary with the Municipality of Karposh. The Municipality of Karposh covers the territories of CM Bardovci, Zlokukjani, Vizbegovo, Dolno Nerezi, Gorno Nerezi, Gorno and Dolno Vodno, i.e. Forest Park “Vodno” and settlements Karposh 1, 2, 3, 4, Vlae, Taftalidze, Kozle, Zhdanec and Trnodol. The boundary with the Municipality of Centar leads to the crossroad "Ivo Lova Ribar" and "Ruzveltova" street, continues along "Ruzveltova", intersects the blvd "Partizanski Odredi" and "Ilindenska", continues along the pedestrian path located between the ZOO and the first part of the City Park, then through the footbridge on river Vardar it ends on the blvd "Nikola Karev". The boundary with the Municipality of Chair is the east fence of the barracks “Ilinden” and the cadastre boundary of village Vizbegovo, then it continues along the cadastre boundary of the village Bardovci ending at river Lepenec, along the river and along the newly designed streets "Aco Shopov" and "Ciborovski" it crosses over the river Vardar, continues south along the cadstre boundary of village Krushopek, up to the Vodno mountain crest, and there it diverges to the east and stretches until the boundary with the Municipality of Kisela Voda at the place called Teferich, than turns northwest along the southern roundabout of the City of Skopje at IZIIS. The Municipality of Kisela Voda covers the territories of CM Usje, Drachevo and settlements 11Oktomvri, Kisela Voda, Przhino, Crniche, Pintija, Ohis and Drachevo. The boundary starts from the fork of the municipalities of Centar, Karposh and Kisela Voda at IZIIS and along the newly designed southern roundabout of the City of Skopje it moves up to the seismologic observatory, and along the eastern foot of mountain Vodno it ends at the crossroad of street "Sava Kovachevik" and blvd "Srbija", continues along the cadastre boundaries of villages Usje and Drachevo and on southeast it ends at the Railway Station

“Drachevo”. From there the boundary moves northwest along the railroad SkopjeVeles up to the fork of municipalities of Centar, Aerodrom and Kisela Voda. The Municipality of Centar covers the central territory of the City of Skopje within the boundaries from the crossroad "Ivo Lova Ribar" with "Ruzveltova" street, stretches along "Ruzveltova", intersect blvd "Partizanski Odredi" and "Ilindenska", continues along the pedestrian path between the ZOO and the first part of the City Park, then through the footbridge over the river Vardar ends at the blvd "Nikola Karev" and along the boulevard on the east moves to St. "Slavej Planina" after which connects to the street "Samoilova", from there to the overpass on blvd. "Goce Delchev", and then along the boulevard joins the blvd. "Krste Misirkov" where it turns north to blvd. "Nikola Karev", and along goes up till the Skopje Fair, where it turns south along St. “Belasica” coming to the river Vardar along the axis of the iron bridge on river Vardar, continuing along the axis of the railroad it crosses the blvd “3 Makedonska Brigada” ending up at the alignment of the newly designed boulevard “Makedonija”, along its axis to the underpass, and there it turns along the axis of St. “Bihachka” and St. 437, continuing along the southern roundabout of the City towards the Forest Park “Vodno” to St.550, and then along St. Kozle all the way to the crossroad of “Ivo Lola Ribar” and “Ruzveltova” streets. The Municipality of Chair covers the settlements: Jaja Pasha, Star Chair, Nov Chair, Topaana and Stara Charshija. The boundary continues from the loop on boulevard "Nikola Karev" and "Belasica" street moving along the west boundary of the park “Gazi Baba” and at the Epidemiological Institute it ends at "H.T. Karposh", from there to the north up to the crossroad with St. "2 Makedonska Brigada" moving all the way to the fence of barracks “Ilinden”. There it turns south by the fence of barracks “Ilinden” till the entrance of the barracks and the loop on blvd "Nikola Karev" where it finishes at the fork of the municipalities of Chair, Centar and Karposh, whereat the boundary with the Municipality of Centar starts. The Municipality of Shuto Orizari covers the territory of CM Gorno Orizari, Dolno Orizari and settlement Shuto Orizari. The boundaries to the Municipalities Butel and Karposh are described in the paragraphs above. Article 13 The municipality in the City of Skopje has the capacity of a legal entity.

III. COMPETENCE Article 14 The City of Skopje, as a particular unit of local self-government, in compliance with the law, provides for the organisation and functioning of the public agencies, spatial and urban planning, protection of environment and nature, local economic development, financing of the works within the competence of the City of Skopje, performance of communal activities, achievement and development of culture, education, sport, social welfare and child protection, healthcare, organisation and coordination of civil protection and firefighting, and provides for the performance of supervision. The City of Skopje, in the areas within its competence adopts and provides for the application of unique regulations, ensures the same level of services and equal accessibility for the citizens, by applying the same standards. Article 15 The City of Skopje, within the law, in compliance with the principle of subsidiarity, has the right to perform on its territory the works of public interest of importance for the City of Skopje, which are not excluded from its competence, or are not within the competence of the organs of the state authorities. Article 16 To the City of Skopje, being the capital of the Republic of Macedonia, the Republic may grant certain rights or entrust it with the performance of certain works. Article 17 The City of Skopje in compliance with the law regulates the performance of works of public interest that are common and indivisible for the city as a whole. The City of Skopje, for the execution of works of public interest of importance for the City of Skopje, may establish public agencies, in compliance with the law. The municipality in the City of Skopje, in compliance with the law and the general acts of the City of Skopje, regulates the issues within its competence and provides for the execution of works of public interest of importance for the citizens on its territory.

Article 18 The City of Skopje is responsible for executing the works within its competence determined in the Law on Local Self-Government and is subsidiarily accountable for the performance of the works that are stipulated in this law as a competence of the municipalities in the City of Skopje. Article 19 The City of Skopje within the areas of its competence performs certain works such as: 1. Planning and land regulation - Adopts the spatial plan of the City of Skopje; - Adopts the master plan of the City of Skopje; - Adopts the detailed urban [city] plans, urban designs and urban documentation for the populated places after receiving prior opinion of the municipalities in the City of Skopje concerned; - Regulates the construction land (makes and implements decisions, programmes and other acts for construction land regulation and provides structures and installations of importance for the City of Skopje as a whole; - Leases the construction land it disposes of; - Sets up and maintains a cadastre of underground installations, engineering equipment and structures. 2. Protection of environment and nature; - Regulates issues, adopts plans and programmes and undertakes measures for protection and prevention from pollution of water, air, land, protection of nature, protection against noise and ionising radiation on the territory of the City of Skopje. 3. Local economic development - Adopts a plan for local economic development of the City of Skopje; - Determines the development and structural priorities; - Conducts the local economic policy; - Gives support to the development of small and medium enterprises and entrepreneurship. 4. Communal activities - Provides for construction, use, protection and maintenance of main and side streets and other infrastructure; - Categorises and names the city settlements, streets, squares, bridges and other infrastructure; - Ensures the potable water supply from the sole water supply system of the City of Skopje;

Ensures the channelling and treatment of waste waters; Ensures the channelling and discharging of precipitation; Takes care of the treatment and distribution of industrial water; Regulates and ensures the collection, transporting and depositing of communal solid and industrial waste in accordance with the programmes adopted; Takes care of the maintenance of depository sites for communal solid and industrial waste; Regulates and organises the public city and suburban passengers’ transportation; Regulates and organises the public cleanliness of the public transportation areas in accordance with the programme adopted; Regulates the maintenance and use of green spaces on the territory of the City of Skopje and ensures its maintenance on the main and side streets; Adopts programmes and takes care of the construction and maintenance of the public lighting of main and side streets on the territory of the City of Skopje; Ensures the construction, maintenance and use of public parking lots of importance for the City of Skopje, determined with the urban [city] plans; Ensures the construction and maintenance of traffic signalisation; Regulates the traffic flow on the territory of the City of Skopje; Takes care of the maintenance of graves, cemeteries, crematoria and provision of burial services at the city cemeteries determined with urban [city] plan; Takes care of the supply of natural gas and heating; Regulates and ensures the maintenance and use of the city parks, forest parks on the territory of the City of Skopje, water and sport&recreational zones determined with the master plan and other areas protected in compliance with the law; Ensures the regulation, maintenance and use of riverbeds in the urbanised parts; Ensures the disinsection on the territory of the City of Skopje; Regulates the construction, use and maintenance of wholesale markets and markets for motor vehicles on the territory of the City of Skopje; Determinates the spots for burying dead animals and takes care of their maintenance; Takes care of city ornamentation.

5. Culture - Takes care of the protection and preservation of traditional cultural heritage of the City of Skopje; - Takes care of the celebration of events and persons of importance for the City of Skopje;

Ensures institutional and financial support to cultural institutions and projects of importance for the City of Skopje; Can establish and finance cultural institutions and projects (theatres, houses of culture, museums, libraries).

6. Education - Establishes, finances and participates with its representatives in the management organs of the secondary schools on the territory of the City of Skopje; - Looks after the organisation of students’ transport, food and accommodation in dormitories. 7. Sport - Takes care of the provision of conditions for development of optimal sport in the City of Skopje; - Organises, encourages and facilitates the sport manifestations and events of importance for the City of Skopje; - Takes care of the construction and maintenance of sport facilities of importance for the City of Skopje. 8. Social welfare - Helps in the implementation of the programmes and activities ensuring the social care for: disabled persons, children without parents and parental care, children with behavioural and social problems, children with special needs, children from single-parent families, homeless children, persons exposed to social risk, persons concerned with drug and alcohol abuse; - Takes care of the financing and maintenance of kindergartens and homes for the elderly; - Provides for the housing of the persons at social risk. 9. Healthcare - Participates both in the management of the network of public health organisations and primary healthcare facilities of importance for the City of Skopje and in the provision of resources necessary for their functioning; - Takes care of and undertakes measures for protection of workers’ health and protection at work; - Ensures supervision in terms of healthcare over the environment and the contagious diseases. 10. Civil protection - Coordinates the activities in the area of civil protection on the territory of the City of Skopje; - Organises the firefighting on the territory of the City of Skopje,

Supervision - Carries out the supervision over the operation and legality of the acts of the municipalities in the City of Skopje and inspection supervision within the areas of competence of the City of Skopje, over the works performed by the municipalities and over the application of the acts within their competence. The organs of the City of Skopje may also perform other works stipulated by law. Article 20 The municipality performs certain works within the spheres of competence of the City of Skopje such as: 1. Planning and land regulation - Takes initiatives for adopting, changing and amending the spatial plan of the City of Skopje and the urban [city] plans of the territory of the City of Skopje; - Gives opinion for the draft spatial plans of the City of Skopje, the master plan of the City of Skopje and the urban [city] plans and designs relevant for its territory; - Implements the urban plans and designs and issues documentation for building structures of local importance (terms for building and construction work, city planning consent, planning permits); - Adopts programmes for putting up provisional structures and issues permits for their putting them up; - Adopts programmes for putting up urban equipment, takes care of its installation or issues permits for its installation by other interested parties; - Adopts and implements programmes for construction land regulation of the territory for which it is established and ensures the provision of construction land with structures and installations of the secondary infrastructure. 2. Protection of environment and nature - Takes initiatives and undertakes measures for protection and prevention from pollution of water, air, land, protection of nature, protection against noise and ionising radiation in accordance with the regulations of the City of Skopje. 3. Local economic development - Takes initiatives for the adoption of a plan for local economic development of the City of Skopje; - Makes proposals for determining the development and structural priorities;

Proposes measures for supporting the development of small and medium enterprises and entrepreneurship

4. Communal activities - Adopts programmes and ensures the construction, maintenance, reconstruction and protection of residential and service streets and other infrastructure for the territory on which it is established; - Adopts programmes and takes care of the maintenance of public cleanliness of the service and residential streets for the territory on which it is established, and in accordance with the City of Skopje can organise the disposal and transportation of communal solid and industrial waste from the territory on which it is established; - Adopts programmes and takes care of the construction and maintenance of public lighting of residential and service streets on the territory for which it is established; - Takes care of the maintenance of graves and cemeteries and the provision of burial services at the municipal cemeteries determined with urban [city] plan; - Adopts programmes and takes care of the maintenance and use of green spaces on the territory for which it is established; - Organises the performance of activities related to the removal of unregistered motor and other vehicles from the public areas on the territory for which it is established; - Takes care of and undertakes measures for the maintenance and use of public markets on the territory for which it is established; - Organises the performance of the eradication of stray animals on the territory for which it is established; - Ensures the performance of disinfection and deratisation on the territory for which it is established; - Organises the construction and maintenance of public sanitary facilities on the territory for which it is established. 5. Culture - Adopts programmes and takes care of the protection and preservation of the traditional cultural heritage of importance for the territory for which it is established; - Takes care of the celebration of events and persons of importance for the territory for which it is established; - Can establish and finance cultural institutions and projects of importance for the territory for which it is established. 6. Education - Establishes, finances and participates in the management of primary schools on its territory in accordance with the law;

Can organise the transport and food for the students in the schools within its competence.

7. Sport - Provides conditions for development of mass sport and recreation of citizens at the level of the municipality; - Encourages, facilitates and organises the local sport manifestations and events at the level of the municipality; - Can organise the construction and maintenance of structures for sport development of interest for the territory for which it is established. 8. Social welfare - Can undertake measures in the areas of social welfare in accordance with the law and the acts of the City of Skopje; - Looks after the upbringing of preschool children. 9. Civil protection - Undertakes measures for protection and rescue of citizens and tangible goods against war destructions, natural and other disasters, as well as against the consequences caused by them in the state of war. Programmes in paragraph 1, point 1, indent 3, 4 and 5, and point 4, indent 1 of this article are enacted upon prior consent of the City of Skopje. Works in paragraph 1, point 9 of this law are performed in cooperation with the City of Skopje. The City of Skopje is obliged to make a stand for all the initiatives taken and proposals made by the municipalities in the City of Skopje. The City of Skopje is obliged to inform the municipality in the City of Skopje on the stand made. IV. ORGANS OF THE CITY OF SKOPJE AND THE MUNICIPALITIES IN THE CITY OF SKOPJE Article 21 Organs of the City of Skopje and the municipalities in the City of Skopje are: the Council and the mayor.

Article 22 The Council of the City of Skopje consists of 45 members elected in general, direct and free elections with a secret ballot, in compliance with the law, and for a 4-year mandate. Article 23 The councils of the municipalities in the City of Skopje consist of a defined number of members, determined in accordance with the Law on Local SelfGovernment, elected in general, direct and free elections with a secret ballot, in compliance with the law, and for a 4-year mandate. Article 24 The mayor of the City of Skopje and the mayors of the municipalities in the City of Skopje are elected in general, direct and free elections with a secret ballot, in compliance with the law. V. FINANCING Article 25 The financing of the City of Skopje and of the municipalities in the City of Skopje is done from own sources of revenue granted by law to the City of Skopje by law. Own sources of revenue of the City of Skopje are: - local taxes; - local fees; - local compensations; - revenue from property; - revenue from own [citizens] contribution; - revenue from fines determined by law; - revenue from donations and - other revenue determined by law. The total revenue and expenditure of the City of Skopje and of the municipalities in the City of Skopje is presented in their budgets. Article 26 The resources earned from the sources of revenue of the City of Skopje are shared out between the City of Skopje and the municipalities in the City of Skopje based on a formula determined after a prior agreement between the City of Skopje and the municipalities within its territory.

The agreement in paragraph 1 of this article shall be reached no later than by the 30th of June of the current year, for the next year. Article 27 The income of the budgets of the municipalities in the City of Skopje that is earned from donations is presented in their budgets and they can dispose of it independently. Article 28 The organs of the municipalities in the City of Skopje are independent in allocating and spending the funds and they are accountable for their proper and lawful spending. Article 29 The Internal Audit of the municipality in the City of Skopje and the State Audit Bureau perform the audit of the material & financial operations of the municipalities. VI. RELATIONS AND COOPERATION Article 30 In the performance of the works within the competence of the City and the municipalities in the City of Skopje, the councils and the mayors establish mutual cooperation, particularly by: - exchanging the materials within their competence for getting mutually informed or giving consent; - holding joint sessions for enquiring about issues within their competence and of common interest; - initiating acts and measures for regulation of the matters of interest for the City; - undertaking joint actions and measures for resolving matters and for performing the works within their competence; - providing technical assistance in the implementation of the laws and other regulations. Article 31 For establishing the mutual cooperation between the Mayor of the City of Skopje and the mayors of the municipalities in the City of Skopje, a coordination body is organised, and it is mandatory that it convene meetings at least once a month.

Through the Coordination Body in paragraph 1 of this article: agreement is reached regarding the formula for sharing out the funds from the sources of revenue of the City of Skopje; they get mutually informed, initiate, agree and decide on issues that are to be settled jointly or issues that are to be considered in the sessions of the councils, and if necessary consider the schedule, agenda and timetable for holding the sessions. The Coordination Body is convened and its operation is conducted by the Mayor of the City of Skopje. VII. USE OF LANGUAGES Article 32 Besides the Macedonian language and its Cyrillic alphabet, official language shall also be the language and the alphabet used by at least 20% of the residents in the municipality. The council of the municipality shall decide on the use of the languages and alphabets spoken by less than 20% of the residents in the municipality. Article 33 The citizens of the City of Skopje, who belong to the communities whose language is official language in at least two municipalities, shall besides the Macedonian language and its Cyrillic alphabet have the right to use the language and the alphabet of the community they belong to in the communication with the organs of the City of Skopje. The organs of the City of Skopje shall respond in the Macedonian language and its Cyrillic alphabet, as well as in the official language and alphabet that the citizen is using. VIII. SUPERVISION Article 34 Supervision over the legality of the operation of the City of Skopje and of the municipalities in the City of Skopje is carried out by the Republic in a manner determined by law. The supervision comprises: - supervision over the legality of the acts; - supervision over the legality of the operation and - inspection supervision.

Article 35 The state administration organs upon performing the supervision, when they are authorised by law, undertake measures for which they are authorised by law. Article 36 Upon performing the inspection supervision, the state administration organs, when they are authorised by law, perform supervision over the implementation of the laws and other regulations and acts and undertake measures for which they are authorised by law. Article 37 The state administration organs, when they are authorised by law and the acts of the City of Skopje, perform supervision over the implementation of the laws and other regulations and acts of the City of Skopje and of the municipalities in the City of Skopje and undertake measures for which they are authorised by law, other regulations and the acts of the City of Skopje. IX. TRANSITIONAL AND FINAL PROVISIONS Article 38 The general acts that pertaining to this law are due to be adopted, i.e. conformed, shall be adopted within 3 months from the date the councils of the City of Skopje and of the municipalities of the City of Skopje were constituted. Article 39 The division balance between the Republic, the City of Skopje and the municipalities in the City of Skopje shall be executed within 3 months from the date the councils of the City of Skopje and municipalities in the City of Skopje determined by this law are constituted. Article 40 The State Authority for Geodetic Works shall within 3 months from the day this law is adopted define the exact description of the boundaries of the territory of the City of Skopje and the boundaries of the municipalities in the City of Skopje. Article 41 On the day this law comes into force, the Law on the City of Skopje shall cease to be in force ("Official Gazette of RM" no. 49/96 and 53/01).

Article 42 This law shall come into force on the eight day upon its publication in the “Official Gazette of the Republic of Macedonia”, and shall be applied as of the next local elections.
