The Yongsan Relocation Plan (YRP) is a ROK initiated international agreement to return USAG Yongsan to the ROK YRP became umbrella agreement for both LPP and YRP at USAG Humphreys OSD 25 Oct 2004 approval stipulates: • “The ROK government will provide the funding required for the Yongsan Relocation Plan…the U.S. will bear no additional costs…” • All ROKFC funding at USAG Humphreys is for US obligations under LPP or modernization

YRP is never to be used as a justification for ROKFC ROKFC follows MILCON rules so DD Form 1391c should follow DoD 7004.14 with the following exceptions: – Replace FY 20__ MILITARY CONSTRUCTION PROJECT DATA with: – REPUBLIC OF KOREA FUNDED CONSTRUCTION (ROKFC) Block 2 data must be less than 1-year old for initial submission Use ₩1,000/$ or leave won rate off Cash project 1391s must include signed .pdf and .doc file so OSD can make changes if necessary Environmental remediation/cleanup is not required by the SOFA so should not be included – If an unwanted constituent is found two options must be analyzed: building features to protect occupants vs. removing up the soil Non-real property installed equipment is not to be included above the line as listed in Service Component policy (e.g. AR 420-1 Table 4-2, AFH 32-9007) – It is appropriate to include as a below the line cost “Funded from other appropriations” includes CCTV, furniture, Audio/Video equipment ROKFC Brief
