Report to INFRASTRUCTURE SERVICES Committee for noting The purpose of this report is to inform the Committee about the LED rollout proposal for 2015/16 and Elgin Shopping Centre. Street lights are being changed along Gladstone Road between Peel and Bright Streets and Te Karaka Township from 7 December. The next tranche will be rural areas as Council is charged higher electricity rates compared to urban areas. There appears to be a commitment to upgrade lights in Elgin so this will be actioned.

1. BACKGROUND There are several discussion points regarding street lights in this year’s annual budget. The report will discuss the LED rollout and lighting improvements for the Camera Trust.

2. DISCUSSION AND OPTIONS 2.1 LED Project This aims to reduce maintenance costs by replacing the existing stock with new technology. The Road Efficiency Group reports savings for road controlling authorities once the conversions are complete (refer Appendix 1). The main focus of this programme is to replace old sodium lights between 75-400 watts to LED so power consumption is reduced to 27-102 watts. The street lights are being converted along Gladstone Road between Peel and Bright Streets (in preparation for the 2019 Cook Landing Event) and Te Karaka Township. The electricity rates that Council pays differ between urban and rural (.0693 cents and .1084 cents for urban and .2215 to .27 cents for rural areas like Te Karaka). Therefore the next tranche of work will target these areas (refer Appendix 2). 2.2 Gisborne Crime Prevention Camera Trust Requests were received from the above Trust to improve lighting in the Elgin shopping area (refer Appendix 3). While additional lights can be installed on the road corridor, it may not provide the desired effect wanted by the Trust. Therefore this will be actioned this financial year.

Dear Peter Higgs I am writing in relation to the ‘lighting’ situation at the Elgin Shopping Centre. As you are aware, the Gisborne Crime Prevention Camera Trust obtains funding to administer a number of crime prevention CCTV cameras in the Gisborne CBD areas including the Wharf, Elgin and Kaiti business areas. The CCTV cameras are monitored at the Gisborne Police Station by Police and camera volunteers. I am a committee member of the Gisborne Crime Prevention Camera Trust and provide a liaison between Police and the Trust. I would like to bring to your attention the quality of lighting at the Elgin Shopping Centre, specifically along the under-veranda area of the shops that border Childers Road and Lytton Road. The lighting is of poor quality throughout a majority of this area. Poor quality lighting impacts considerably on the ability of the cameras to detect and prevent criminal acts occurring during the hours of darkness. I am seeking consideration and investment from the Gisborne District Council to improve the lighting in this area. It would go a long way towards enhancing the safety of this business and community area by providing Police with greater ability to prevent victimisation, and to detect and prosecute offenders of crime. I am aware you are advocating for brighter lighting solutions in the CBD with the Gisborne District Council. The Gisborne Crime Prevention Camera Trust obtains funding to administer a number of crime prevention CCTV cameras in the Gisborne CBD, Wharf, Elgin and Kaiti business areas. The CCTV cameras are monitored at the Gisborne Police Station by Police and camera volunteers. I am a committee member of the Gisborne Crime Prevention Camera Trust and provide a liaison between Police and the Trust. The quality of lighting in the Gisborne CBD impacts considerably on the ability of the cameras to detect and prevent criminal acts occurring during the hours of darkness. The quality of lighting under the verandas is as equally important as the general street lighting. In places, under veranda lighting is poor. I am seeking consideration and investment from the Gisborne District Council to improve under veranda lighting in the CBD. It would go a long way towards enhancing the safety of this business and community area by providing Police with greater ability to prevent victimisation, and to detect and prosecute offenders of crime.

The Gisborne Crime Prevention Camera Trust obtains funding to administer a number of crime prevention CCTV cameras in the Gisborne CBD areas including the Wharf, Elgin and Kaiti business areas. The CCTV cameras are monitored at the Gisborne Police Station by Police and camera volunteers. I am a committee member of the Gisborne Crime Prevention Camera Trust and provide a liaison between Police and the Trust. I would like to bring to your attention the quality of lighting on the Stanley Rd side of the footbridge (which provides access to Grundy Street), immediately adjacent to the footbridge itself. A camera is being installed at this location. The lighting is of poor quality which can impact considerably on the ability of the cameras to detect and prevent criminal acts occurring during the hours of darkness. I am seeking consideration and investment from the Gisborne District Council to improve the light in this location to support the role and function of the CCTV camera. It would go a long way towards enhancing the safety of the community by providing Police with greater ability to prevent victimisation, and to detect and prosecute offenders of crime.
