Design and development briefing document for tenders: for the redevelopment of the drugs.ie website. December 2016

1. Introduction This document provides initial information to potential tenders for

redesign/redevelopment work for the drugs.ie website. There will also be an

opportunity for potential tenders to follow up with a face-to-face meeting for

further knowledge gathering/scoping before submitting a written tender/pitch. Further information on the project and the information required for the written submission is contained below. 2. Background Information

Drugs.ie is a partnership project between the Ana Liffey Drug Project (ALDP) and the Health Service Executive (HSE) National Social Inclusion Office. The website aims to support our National Drugs Strategy to help individuals, families and

communities prevent and/or address problems arising from drug and alcohol use. We do this through the provision of online information and support. The main site areas include: • •

The drugs.ie LiveHelper service. LiveHelper is a synchronous text-based chat service for members of the public to discuss drug and/or alcohol

issues. It is free, anonymous and confidential.

National Directory of Drugs and Alcohol Services.

Static content about drugs and alcohol, including features section.



Selection of downloadable guides and support booklets.



presentations, relating to drugs and/or alcohol.



Multimedia section: Hundreds of videos, including conference Campaign section

Increased calls to our LiveHelper service through integration of the new

live helper software to appear prominently in the all landing pages of the redesigned site.

2. Aims The current site was developed in 2010. The main aims of the redesign/redevelopment of the site are:

• Provide a fresh look to the site through a redesign in keeping with current design trends.

• Increase average time spent on site for mobile users by making the website redesign responsive for tablet and mobile.

• Improve user experience through review and restructure of main navigation, page elements and new CSS menu system.

• Reduce load on server and disc space and get better video analytics by

utilising a third-party video streaming service to deliver video content

on the site.

• Increase reach on social media through improved social media

integration (inc cards and open graph meta) across the site and drive traffic from social media to the site via social app.

4. Content Producing new content is not a consideration for this phase. Content will be ported from existing site to new site. • •

New homepage design to feature similar space on home page with calls to action/ campaigns.

Ability to add in new sections/pages and for them to appear in the new

menu system will be a requirement. Something like the existing structure plugin module within the existing CMS. This will enable site creators to add in additional content.

4.1 Content Management System

The current site uses Expression Engine CMS version 2.2.2. We would like to

continue using this system and as part of the work we would like to upgrade to the latest version.

We also have a Moodle install on the server at drugs.ie/learn. At this stage we are not looking for design/development work for this aspect of the site. 4.2 Platform

The site is hosted on a virtual server (linux) in Ireland through Blacknight

Solutions. We have root access to the server. With decreased video capacity required after the redesign we can look at reducing the hosting capacity accordingly.

Consideration needs to be given to SEO management through the CMS and any

changes to page links on the back of navigation restructure. 4.3 Accessibility

Adhering to W3C standards and applying current best practice in accessible web design. Site should function across all major browsers IE9 and above. 5. Social Media Brief review of social media use and additional social media integration through use of cards and open graph functionality in enhanced SEO module for CMS. Our

main social channels are Facebook and Twitter. We have also recently developed a Snapchat presence. We have a YouTube channel but our video has largely been delivered through the CMS solution and Facebook. 6. Specific functional requirements There are several specific sections which will need additional reconfiguring for responsive redesign. These are:

7. Practical Issues • • •

Budget details are confidential and can be discussed directly.

All work to be completed within 3 months of tender being awarded.

The project will be managed by an appointed project manager within the agency conducting the work and a representative from the Ana Liffey Drug project.

8. Specific requirements for tender We would like to work within an iterative design process. We suggest working

on three major rounds of designs within this framework, with user testing to be

conducted at all three stages. The specific details for user testing to be agreed in advance of work commencing. We are open to feedback and suggestion on this approach.
