Main Activities • Constructing national institutions based on the design from the former phase. • Improving strategic elements and formulating strategy and action plan for the provinces based on the National REDD+ Strategy. • Implementing “no-‐regret” strategic initiatives in collaboration with other stakeholders, including local governments and the communities (including implementation of moratorium, legal improvement and law enforcement, activities in the partner provinces). • Mainstreaming and synchronizing of REDD+ in the existing development plans.

Cluster 1: Strategy and Planning
National Strategy*
• National REDD+ Strategy has been established, distributed inside and outside of Indonesia, including at the Rio+20 Presidential Talk. The National Strategy can be accessed in Indonesian and English from www.satgasreddplus.org . • National Action Plan for REDD+ is being finalized, followed by a roadshow to other governmental institutions at the national and local levels. • Provincial Strategy and Action Plan is being developed in 11 provinces. Some are already in final stages, such as East Kalimantan, West Papua, West Sumatera, and Jambi. • REDD+ Agency will be the owner of the National REDD+ Strategy and will coordinate its implementation.
Mainstreaming of REDD+
• Mainstreaming of the priority activities of REDD+ into the 2013 Annual Plan has been carried out, and the implementation of which will be monitored by UKP4. • Guidebook for mainstreaming REDD+ into the Annual and Five-‐yearly Plans (2015-‐2019) as well as the Guidebook for the Greening of MP3EI is being developed.

Funding Instruments
MRV
• The President’s guidance: “REDD+ Agency as an independent institution reporting directly to the President, with authority beyond coordination, especially with regard to MRV and funding management.” • The Draft Presidential Regulation on REDD+ Governance, covering the three institutional elements (Agency, Funding Instruments, MRV) has been submitted to the President. • Managers and staff of the REDD+ Agency has been proposed to be filled from governmental and non-‐governmental sources, and the Agency is equipped with cross-‐sectoral and debottlenecking capacity. • Fund for REDD+ Indonesia (FREDDI) will be established immediately after and by the REDD+ Agency with immediate focus on public grant-‐making. • FREDDI is designed as a fund of funds (a fund that invests in other funds). FREDDI can receive funds from a number of REDD+ partners, including and as well as Norway. • PRISAI 1.0, the Principles, Criteria, and Indicators for REDD+ Safeguards in Indonesia has been finalized. Mutual recognition and trial are being carried out. • Public consultation has been held for the Implementation Strategy and Plan for National MRV. • Implementation Plan for MRV and Interim RL/REL for Central Kalimantan is being developed and trial is being carried out on the megarice site. • Monitoring of deforestation using low and medium –res satellite imagery has been carried out every 20 days through the situation room. 7
