Research indicates that the collective annual turnover of the members is in excess of $150bn per year, and they directly employ almost 350,000 staff across the world. The fleet of specialist vessels operated by those members accounts for some 4% of the world’s shipping tonnage, and IMCA members deliver some of the most important elements of the global economy - not just oil and gas. In light of the evolution of our membership demographic (see diagrams), Council felt that a strategic review of IMCA’s direction was essential to ensure that the Association anticipated the future needs of members and set high level aspirations and goals for that future, whilst continuing to respond and deliver to the current needs of the industry. The strategic review process we used to develop this “over the horizon planning” involved taking opinion and inputs from a wide section of the membership (primarily those contributing through committees and workgroups) to provide feedback as to what IMCA did well, what we did not so well, and what we should be doing in the future. We have conducted workshops to develop and define our aspirations into a “vision” for the future. The process has then been focused to consolidate the results into a working document, re-defining our core values and principles in order for them to be communicated to our members, our business partners, our clients and the general public; thus raising the public profile of IMCA and building up pride in being part of it.

*All

As a result of all this work and collective input, we have refined IMCA’s primary and core purpose to be: Improving performance in the marine contracting industry. Full and formal details were announced and rolled out at the annual seminar in Singapore in the first week of November but, in brief, we are looking at four core activities, being: 1 - Championing better regulation 2 - Enhancing operational integrity 3 - Engaging and developing members and stakeholders 4 - Developing our people and organisation It is important to note that we have deliberately chosen highly aspirational goals to be attached to each of these core activities, primarily to ensure that we: aim as high as we possibly can; continue to stretch ourselves; and maintain a risk culture that reflects our stated desire for zero incidents. There is not space within this brief article to discuss the full depth and detail of the various ambitions we have set out under the four core activities, but they have been encapsulated in the documents handed out at the seminar, and further information will be available soon on the website. Whilst looking at IMCA’s direction, we recognised that the change in membership demographics meant that it was also time for a change in the way that those members are represented. As a result, our structure will be amended in order to allow a greater input into

membership figures quoted as of 14 November 2013

our strategy and management from a wider range of members. When the change takes place, in addition to International Contractors (ICOs), there will be a new membership category comprising approximately 20 larger contractors who are active on a regional or international basis across the globe and will, from within their ranks, elect a representative to sit on Council with the ICO members. We are also looking at the other membership categories in order to determine if we can deliver more benefit or value to the collective group by revitalising the other divisions within IMCA. Updates will follow as these projects develop. Given our standing in the industry and the social as well as environmental principles we are proud to have, we wanted to put something back into the world we work in. Accordingly, we are working on an initiative to develop an IMCA educational foundation aimed at providing educational and training support and opportunities for underprivileged or disadvantaged children across the world, allowing them to develop the skills they need and to give them the opportunity to change their lives and futures by pursuing a positive, worthwhile and fulfilling career in the marine contracting industry. There will be more on this as the idea grows and takes shape. The winds of change are blowing through our organisation, as we prepare ourselves for the challenges of the future.

around IMCA PARUL’S 10 YEARS

Earlier this year Parul Patel celebrated her 10 years with IMCA. When Parul first joined in 2003, her role was to provide all round admin support to the secretariat and members in many different areas. As IMCA grew, it was noticed that Parul had a particular strength and interest in co-ordinating events, so over time her role developed into the specialist role which she is in today. Parul has arranged some of our greatest events including our annual seminars, as well as all of our committee and workgroup meetings. Our seminars have been more and more successful each year and, as delegate numbers have grown, so have the challenges in arranging them. Parul has taken on these challenges and her efforts are often complimented by staff and members alike. We thank Parul for her contribution over the past 10 years and may the success continue. KG

IMCA INTERN

In July, IMCA got its first intern! Adam Lawrence was with us for three weeks, helping populate a database on members’ vessels by gathering data from company websites. Adam is going into the final year of an Oceanography degree at Southampton University, and was keen to learn about possible careers in marine contracting. EC

PRIZE WINNER

Following the July and September issues of Making Waves we surveyed those on the mailing list to find out if they would still like a printed copy of the newsletter, or if they would prefer to receive it electronically. The names of all those who replied, over 15% of the readership, were put into a prize draw. Our winner, chosen at random, was Sarah Hutcheon, an Engineering Manager at our member company ETPM Ltd (pictured with her prize). We thank all those who took part. If you would like to be added to the electronic mailing list, then just email us at the details below. By the time you are reading this, we will also have completed a further survey on our members’ views of the content of Making Waves, our website, emails and other communications. If you were not in time to submit your views via the online survey, do not worry: we would still be happy to hear your opinions and feedback. You can contribute your views, which will help us deliver the communications services you want, by emailing [email protected]. CF

CONFERENCE ROUND-UP

ASIAN OSJ AND DP CONFERENCES On 10-11 September, Riviera Maritime Media held their first Asian Offshore Support Journal conference in Singapore. It was followed on 12 September by their first Asian Dynamic Positioning conference, also in Singapore. The well attended events took a similar format to RMM’s conferences held in London annually, with content adapted for a local audience. The OSJ conference addressed such topics as the local OSV market, finance and investment, shipbuilding and design, and innovation and technology, to name a few. The presentations were enhanced with interviews with key players in certain areas, presidential style debates and round table discussions. The Asian DP conference had a similar format and addressed design and development, safety and risk management, training and certification. Papers were presented at both conferences by IMCA members and secretariat staff. MTS DYNAMIC POSITIONING CONFERENCE IMCA Technical Adviser, Ian Giddings, attended this conference, organised by the DP committee of the US Marine Technology Society, in Houston on 15-16 October. It was divided into various topics relating to DP, covering design and control, power, quality assurance, risk, sensors and thrusters. The conference was supported by an exhibition with displays of equipment and services, including some new models of DP control systems. IG

SALVATORE RUFFINO

It is with regret that IMCA must pass on the sad news of the death of Salvatore Ruffino of Saipem, who was a long-standing member of IMCA’s SEL Core Committee. We remember Sal with fondness, recalling his commitment to safety and his significant contribution to the life and work of the SEL Core Committee. NH

HUGE ATTENDANCE IN SINGAPORE - OUR BIGGEST YET On 6-7 November, a record breaking 480 delegates from 31 countries attended the 2013 IMCA Annual Seminar - Addressing the challenges of new frontiers - at the Shangri-La hotel, Singapore. The event was a storming success with a wide range of presentations from those at the forefront of the industry, workshops, networking events and an exhibition with 33 exhibitors. Backing from 4 sponsors and 12 endorsing organisations ensured the quality of the programme was greater than ever before. There was a sense of anticipation as guests gathered on the evening prior to the sold-out seminar to enjoy a registration drinks reception and browse the exhibition, also IMCA’s biggest to date. Jane Bugler, IMCA Technical Director, got the seminar underway by welcoming everyone before introducing the first day’s Chairman, IMCA Asia-Pacific Section Chairman, Steve MacMillan of McDermott International. Guest of honour Mrs Josephine Teo, Republic of Singapore Senior Minister of State; Ministry of Finance and Ministry of Transport, went on to give a welcoming address identifying Asia and Singapore as a region of opportunities for the offshore marine industry. Keynote speakers, IMCA President, Massimo Fontolan of Saipem, and Sean Salter of Woodside Energy, launched the IMCA vision & strategy for 2014–2019 and discussed future challenges respectively, before taking part in a panel discussion fielding questions which had arisen from the presentations. Stimulating plenary session presentations followed on the topics of; mutual aid in largescale offshore incidents, from Tore Ulleberg, OGP Representative of ConocoPhillips; when things go wrong in offshore construction disputes, from Glenn Kangisser of Curtis Davis Garrard LLP; and risk assessment of malaria offshore, from Patrick Besnard of Subsea 7. Delegates then had the choice of three presentation sessions, focused on technical specifications and industry good practice in their area of interest: diving, marine or ROV & offshore survey.

Various issues were addressed in the 5 concurrently held workshops which followed. Those on the provision of armed guards, led by Nigel Hope of Technip, and issues around dealing with local content requirements, led by Kevin Slade from Northern Marine Manning Services, were particularly popular. At the end of the first day’s technical programme guests enjoyed a trip to Sentosa Island for a tour of S.E.A. aquarium, canapes and a gala dinner at Universal Studios Singapore. IMCA Asia-Pacific Section Vice-Chairman, Des Power of EMAS AMC, chaired day two and the morning plenary session was kicked off with presentations on; the challenges of performing environmental surveys at great depth, from Seamus Whyte of Fugro EMU Ltd; deep water lowering, from Kees van Zandwijk of Heerema Marine Contractors; and the impact of the Maritime Labour Convention (MLC) on marine contracting, from Pierre Deletaille of Swire Pacific Offshore. Following lunch there was a session which included presentations on synthetics in a controversial market, from Joost van Ree of Endenburg B.V., and marine contracting in challenging environments, from Bionda van Roosendaal of Heerema Marine Contractors. The seminar concluded with a final round of workshops covering themes including DP incident reporting, technical competence of ROV & offshore personnel and the MLC. Following summary remarks from Des Power, Jane Bugler closed the seminar thanking all those involved in the event. The event was wrapped up in style with the Apres Seminar Soiree at the Pump Room micro brewery and bistro, with entertainment enjoyed by all attendees. Although IMCA Chief Executive, Chris Charman, was extremely disappointed to miss his first annual seminar, due to an unforeseen back problem which required surgery, he was delighted at the success of the event. core activities HOUSTON WORKSHOP

IMCA concluded its 2013 calendar of competence seminars on 19 September at the JW Marriott Hotel in Houston. Following a Central & North America Section meeting, over 80 delegates engaged in a series of presentations and discussion sessions with a focus on the US Safety Environmental Management Systems (SEMS) and SEMS II, from both from an overall regulatory capacity and also with regards to the impacts on competence assurance. Additional presentations were delivered on the impacts of competence assessment on career development and issues around contract working in the marine and offshore industries. It was a great day and IMCA looks forward to confirming dates and locations for competence and training events in 2014. NE

SEL WORKGROUPS

In light of the IMCA long-term strategy, the SEL Core Committee has considered how it conducts business, with the intent of more timely and focused delivery of work programme items. The committee is working towards a new workgroup-based structure, with five main subjects identified. These are: • Committee interface and liaison; • Review and analysis of safety flash data; • Review of existing SEL documentation; • Development of an SEL/IMCA document management system; • Safety promotional material. There is of course some overlap between the scopes of work of the proposed workgroups, and agreement and communication between the workgroups will be required to ensure that duplication of work does not occur. The workgroups have the mandate to bring in, as necessary, further members from outside the SEL Core Committee, and the output from the workgroups remains subject to review by the whole SEL Core Committee. Members wishing to assist with these workgroups should contact [email protected].

COMPETENCE & TRAINING STRATEGY

Members from IMCA’s C&T Core Committee met in October to begin work on an action plan to deliver on the competence & training elements of the overall IMCA five year strategic plan. It was a stimulating day with lively group discussions producing creative and innovative solutions to what will be an exciting and challenging period for IMCA’s evolution. Drafts of the action plan are already being reviewed with the intention being that the final content will be agreed and communicated by the end of the year. NE

core activities DESIGN FOR HES

Although IMCA D 024 - DESIGN for saturation (bell) diving systems contained a small section covering hyperbaric evacuation, it was agreed that the IMCA hyperbaric workgroup should develop a separate comprehensive DESIGN document to cover all aspects of hyperbaric evacuation systems (HES) when IMCA D 024 was revised and updated in March 2013. A draft of the separate DESIGN document covering HES (IMCA D 053) was recently sent out for industry-wide consultation. The hyperbaric workgroup is now considering the feedback received with the aim of finalising the document for publication by the end of Q1 2014. One significant request was made by the Diving Division Management Committee (DDMC) at its latest meeting. This was to incorporate all the elements of an HES, with the exception of the hyperbaric rescue facility (HRF), back into IMCA D 024. Such an arrangement was considered to be more sensible and convenient for diving system auditors. It is therefore likely that when published IMCA D 053 will deal solely with the DESIGN audit of HRFs. All the other aspects of hyperbaric evacuation systems will appear in a revised IMCA D 024. BM

VERIFIER TRAINING

Guidance on the training of internal verifiers is in the final stages of committee review before progressing to publication before the end of the year. The guidance has been written to complement IMCA C 007 - Assessor training guidelines which was reviewed and re-published earlier this year. NE

SAFETY STATS

IMCA will be collecting safety statistics for 2013 from contractor members, starting in the new year. As always we welcome and encourage all our contractor members to take part in the scheme, stressing that all data are held in confidence, and only anonymous results are published. Safety statistics are a useful insight into the performance of a company and industry sector in the areas of health, safety and environment. The purpose of these statistics is to record the safety performance of IMCA contractor members each year and to enable IMCA members to benchmark their performance. For 2014 we will be continuing with data collection on environmental indicators, including oil spills, bunkers used and electricity used, as well as the usual lagging and leading indicator data. The SEL Core Committee will be discussing the leading indicators at a workshop in December, and may revise these indicators in light of the findings. NH

regional news ASIA-PACIFIC Over 70 members and guests attended the Asia-Pacific Section meeting in the ShangriLa hotel, Singapore, on 5 November, the day before the 2013 Annual Seminar. The meeting included an interesting presentation on the work of the Singapore Workplace Safety & Health Council, as well as the usual lively discussions on regional developments.

CENTRAL & NORTH AMERICA See page 6 for details of the CNA Section meeting in Houston on 19 September. The section will next be meeting on 3 December. SEMS FOR VESSELS IMCA has responded to a US Coast Guard proposal to require Safety and Environmental Management Systems (SEMS) for vessels. IMCA members’ vessels are already required to have an ISM Code Safety Management System in place which should address all the SEMS requirements, so this would appear to be an unnecessary duplication which could just confuse matters. The IMCA response was developed by the CNA Section SEL Sub-Group.

EUROPE & AFRICA On 28 November, IMCA’s Europe & Africa Section held a section meeting and an Offshore Renewables seminar at the Radisson Blu Hotel in Hamburg. It is the first meeting IMCA has held in Germany. The event raised the profile of IMCA and its members in Germany and included good discussions and interesting presentations on the theme of offshore issues, focusing primarily on renewable energy. After updates about IMCA’s five year plan and a short Q&A, delegates heard presentations on a variety of topics including wind farm vessel standards, maritime operations and logistics from an offshore wind farm perspective, and a short update on the G9 focal group for offshore wind health & safety. The event closed with a round table discussion of how IMCA can be of benefit to members, actions from which will be taken back to the core and technical committees.

GERMAN OFFSHORE WORKING TIME REGULATION There is some confusion about whether the new German Offshore Working Time Regulation applies to the construction crews on construction support vessels working in German waters. The regulation limits personnel to a maximum period of 14 days offshore, and could affect vessels working in the German wind farm sector. Following input from the IMCA Renewable Energy Workgroup, IMCA has written to the German authorities to stress that vessel personnel should fall under the work hour rules for seafarers, and to encourage them to accept the 28 day rotations used elsewhere in the North Sea.

MIDDLE EAST & INDIA On 30 September the Middle East & India Section meeting took place at the Abu Dhabi National Exhibition Centre (ADNEC), UAE. It was held in conjunction with the Seatrade Middle East Workboat & Offshore Marine exhibition. During the meeting, which was well attended, Mike Silvester (IMCA MEI Section C&T Representative) gave a presentation on the work of the Personnel and Skills Shortages Workgroup, provoking a lively discussion on how to address the issue in the region.

SOUTH AMERICA The latest meeting took place in Rio de Janeiro on 27 October for the South America Section and featured presentations on local content requirements, and on how IMCA material can be used for members’ benefit. Following the meeting, IMCA had a stand at the OTC Brasil trade show where IMCA Technical Advisers, Bryan McGlinchy and Nick Hough, were joined by IMCA’s Membership Co-ordinator, Michelle Killington. The show was well attended by IMCA members, and the opportunity was taken to strengthen ties both with local IMCA representatives and local organisations.

diving TRAINING SURVEY Following concerns raised by members, the Diving Division Management Committee (DDMC) tasked the IMCA secretariat with conducting a survey on the current standard of tools training undertaken during initial offshore commercial diver training. The aims of the survey were threefold: 1. To determine if the industry was happy with the current standard of tools training delivered to entry level divers working offshore;

Image: The Underwater Centre, Fort William

2. To identify any broad weaknesses or improvements that could be made to the training programme; 3. To provide feedback to the regulators and commercial diver training centres on the findings of the survey. IMCA accepts that the current length of the entry level commercial diving training programme is unlikely to change and therefore any suggestions would need to be incorporated within existing training timescales. The survey was designed to be quick and simple, but to provide sufficient evidence to justify any recommendations. It was sent to IMCA’s 341 diving members world-wide in an effort to establish if this is in fact a global issue. The survey closed on 7 September. The survey comprised 5 questions. In summary, it was felt by 71% of the respondents that the current standards of training delivered to entry level divers failed to adequately introduce commercial divers to a sufficiently wide range of tools during their course. As a consequence companies are providing additional training to make up for the shortfall in a divers’ initial education. Additionally, 90% of the respondents felt that new divers did not receive sufficient rigging training. This was subsequently reinforced by comments from companies operating in all areas of the world. Rigging was identified as a core skill and absolutely essential for the safety of the diver whenever he is at work.

86% of respondents felt that the level of ability of newly qualified divers to use tools was less than satisfactory

71% of respondents felt that the current standards of training delivered to entry level divers failed to adequately introduce commercial divers to a sufficiently wide range of tools during their course

The results of the this survey, together with further research, will be considered by an IMCA Subsea Rigging and Lifting Workgroup with the aim of developing a suggested minimum standard for rigging training for commercial divers. IMCA will also feed back to both the training schools and government agencies highlighting the shortcomings identified in the survey. PS

marine SPS CODE COMPLIANCE

More and more governments are applying the 2008 Special Purpose Ships (SPS) Code to construction support vessels. IMCA has been talking to the UK Maritime & Coastguard Agency (MCA) about the UK’s enforcement of SPS Code compliance for non-UK ships working on the UK Continental Shelf. All offshore support vessels built from 1 January 2014 and carrying more than 12 non-marine personnel will be required to be SPS Code compliant to work in UK waters. Existing ships without an SPS Code certificate will have to undergo a technical

IMO UPDATE

assessment by their flag state or class society to identify any shortfalls and what alternative standards have been applied. IMCA is continuing to discuss with the MCA what standards would be acceptable for older ships and what mitigations could be put in place, to ensure that large numbers of construction support vessels are not subject to unworkable operating limitations or completely excluded from working on the UKCS. For further information, please contact [email protected]

ATMOSPHERE TESTING EQUIPMENT

ORGANISATIONAL REFORM

IMO has agreed a new draft regulation on atmosphere testing instruments for enclosed spaces, to require all ships to carry portable atmosphere testing devices capable of measuring concentrations of oxygen, flammable gases, hydrogen sulphide and carbon monoxide. The draft regulation is due to be signed off in mid-2014, for adoption later in the year.

As part of the review and reform process initiated by the Secretary-General, IMO has agreed to a restructuring of the technical sub-committees, in order to deal more effectively with the technical and operational issues covered by IMO regulations. The 9 sub-committees will be reduced to 7, and a number have been re-named to reflect a change in focus.

CONTAINER WEIGHING

SECURITY TRAINING

IMO has agreed a new requirement for container weights to be verified and documented prior to a container being accepted for loading onto a vessel. ‘Offshore’ containers should be excluded, but companies transporting equipment offshore in standard ISO containers may have to amend their procedures, to ensure appropriate shipping documents can be provided to the vessel before loading. The new regulation is due to be signed off in mid-2014.

A reminder that the new security training requirements for seafarers take effect on 1 January 2014. All seafarers must have completed security familiarisation and awareness training, and there are also new competence standards for personnel with designated security duties.

CMID ISSUE 9

WIRE ROPE WORKSHOP

Over 90 members and guests attended the IMCA Wire Rope workshop in Amsterdam on 8 October. The workshop followed the previous workshops held on 12 June 2012 (large diameter wire ropes) and 29 January 2013 (rope assurance through NDE systems). This workshop was focused on the lubrication of high value subsea construction ropes. Corrosion is one of the main factors for the discard of subsea wire ropes, so the workshop considered what lubrication is being performed, what are the issues and concerns, and what are the future technological and legislative requirements? After a welcome and introduction from David Cannell of Technip, the Wire Rope workshop Chairman, there followed a number of presentations and discussions on the latest technology, highlighting present and future industry requirements.

We will soon begin work on CMID Issue 9, which we hope to release in March 2014. Changes to CMID will include new mandatory certificates such as MLC 2006 along with changes arising from the feedback from CMID workshops.

There was representation from rope manufacturers, rope users, inspection companies, lubrication suppliers and lubrication system suppliers. A recurring topic of the day was “Cosmetic lubrication”: in many cases we are re-lubricating our high value subsea construction ropes so that they look nice and we fulfil our legislated or local maintenance procedure, but have we really addressed how to demonstrate the effectiveness of the lubrication applied? February 2014 has been proposed as a provisional date for the next workshop, on the topic of system design for bell wires and large diameter, high value construction ropes. This is expected to be followed in October 2014 by a workshop on the use of fibre and hybrid ropes in subsea construction. MF

We are also acting on requests from users in the industry that the appendices removed from issue 6 be brought back as new sections in issue 9. ECMID MOBILE/TABLET APP In August a short survey was sent out to all inspectors registered on the eCMID database regarding a mobile/tablet app. Excellent feedback was received with the majority of respondents keen to see an eCMID app made available on iOS (Apple devices). However, a proportion of responses also indicated that the app would be widely used on Android devices. We are in the process of finalising analysis of the application’s feasibility and hope to begin development work shortly. WORKSHOPS As Making Waves goes to print, a CMID/ MISW workshop is taking place on board the HQS Wellington on 3 December 2013. Details will follow of the further anticipated workshops planned throughout 2014. If you have any CMID queries or suggestions please contact [email protected]

OUT OF STRAIGHTNESS

A workgroup is being established to assist the Offshore Survey Management Committee with the development of guidelines on out of straightness survey. An important aspect of this work will be to raise awareness of out of straightness survey requirements with engineering companies. Experts from OGP’s Geomatics Committee have expressed keen interest in co-operation on this subject, and IMCA looks forward to working closely with them to deliver balanced and informative guidance. NH

DIGITAL VIDEO

INERTIAL NAVIGATION SYSTEMS

The Offshore Survey Management Committee is continuing to work on the development of several new documents, and anticipates making one of these ready, early in 2014: a review of Inertial Navigation Systems (INS) technology. The purpose of this document will be to provide an overview of the technologies currently available and illustrate how these technologies are being used by members. Of particular note is that most INS technology currently employed offshore is used not as a positioning system in its own right, but rather as a blend or mix with existing surface and subsurface positioning sensors. Consultant Gordon Johnston will be working closely with industry INS experts to bring this document to completion. NH

12

IMCA’s Digital Video Workgroup is reconvening to update IMCA S 008 Rev. 1 - Digital video offshore: a review of current and future technologies and its sister document IMCA S 014 - Discovering digital video: an introduction to digital video and its benefits. The workgroup will report to the Offshore Survey Management Committee and seek input from the other IMCA technical committees, as it updates these technical documents for a fast moving field, where there has been great technological change in only a few years. The workgroup hopes to deliver a full revision of the two documents during 2014. Any members interested in assisting with this workgroup should contact [email protected].

SHARED USE OF SENSORS

A review of IMCA’s two documents dealing with the shared use of vessel sensors, IMCA S 009 - Guidelines for the shared use of DGPS for DP and survey operations and IMCA S 010 - Guidelines for the shared use of sensors for DP and survey operations, is underway. It is anticipated that the update will also lead to the two documents being merged into one which should be available during Q1 2014. NH

remote systems & rov ROV TRAINING

The Remote Systems & ROV Management Committee has been actively discussing how they can best address skills shortages within the ROV Image: QSTAR ROV Training Center industry. Issues that have been looked at include the possibility of training in a “contextual experience environment” – that is, training using real scenarios with a real ROV on an actual vessel, but not actually offshore. The ROVMC is keen to encourage and stimulate crossindustry collaboration to develop appropriate solutions to encourage both new personnel into the industry and for career development of existing personnel. The C&T Committee’s Personnel and Skills Shortages Workgroup will also feed into this work. NH

UMBILICAL & TETHER REPORTS

A number of members have submitted ROV umbilical/tether damage/failure reports, following the development of a form intended to capture causes and issues. The data collected can be used to all members’ benefit in identifying historical failure or damage trends and developing possible corrective actions. A summary of data submitted so far is being prepared for consideration by the ROV committee early in 2014. Further reports are of course welcome. All information enclosed in the form will be kept in confidence and remain anonymous. An information note drawing members’ attention to the form has been issued as IMCA R 03/13, and the form itself is available on the IMCA website for download. Completed forms can be sent to [email protected]. NH

OCEANOLOGY INTERNATIONAL 2014

IMCA is a supporting organisation of the Oceanology International trade show which will be held on 11-13 March 2014 at the ExCel centre in London. IMCA has a stand at the show where you will be able to come along to meet and chat with members of the technical team and secretariat. On 12 March, in conjunction with the event, IMCA’s Remote Systems & ROV Management Committee and Competence & Training Core Committee will be holding a joint afternoon seminar: ROV Training - an international perspective. The intent is to see how contractors and suppliers in the different regions have addressed the need for training new ROV personnel. The event will be free and open to all but, registration will be required. Please contact [email protected] if you are interested in attending. NH

SPOTLIGHT ON

PAUL EVANS We caught up with the Vice-Chairman of our Diving Division Management Committee, Paul Evans, at our annual seminar in Singapore to ask him about his current role with Fugro, his thoughts on the issues affecting the industry and his experience of the seminar, our biggest to date.

Please tell us about your company and what it does? Fugro provides the people, equipment, expertise and technology that support the exploration, development, production and transportation of the world’s natural resources. We provide our clients with the technical data and information required to design, construct and maintain structures and infrastructure in a safe, reliable and efficient manner.

“the big issue looming for all of us is personnel shortage” We also provide a unique range of services and activities worldwide. These are organised in four divisions: Geotechnical, Survey, Subsea Services and Geoscience.

What is your current role? I am the Global Diving Manager in the Subsea Services Division, with responsibilities extending to Diving Technical Authority for the Fugro group. I have oversight of all diving activities including the establishment and enforcement of global standards for diving in Fugro, and the provision of diving specialist expertise and a global diving technical support network to the Subsea Services Division. With world-wide diving services, underpinned by a team of highly trained and competent

14

air and saturation divers, and in-house diving capabilities in Brazil, Norway, West Africa, the Middle East, and Asia-Pacific regions, my role at Fugro sees me travelling the world.

With deep diving systems becoming more complex, having the right technicians to hand to service, maintain and repair these systems is key.

How can these issues be taken forward?

I represent Fugro on key industry diving committees, such as the International Association of Oil & Gas Producers (OGP), the Society for Underwater Technology (SUT) and of course IMCA!

As an industry and as individual contractors we have to act now and invest in attracting the right people, training them and retaining them.

How did you get to where you are in your career today?

How do you think IMCA makes a difference?

I started my career over 26 years ago as a diver and moved through the ranks with various diving contractors, eventually holding the position of Senior Superintendent offshore before coming ashore as Operations Manager. In 2003 I changed focus and made the move to work for Maersk Oil, based onshore, where my role saw me involved with both subsea and marine operations. In 2007 I joined IMCA as the first full time Diving Technical Adviser before moving over to BP as Vessel Operations Superintendent. I joined Fugro in 2012 as Global Diving Manager, returning to my roots in diving contracting.

I firmly believe that the key area where IMCA makes a difference is by providing a strong representative voice for members when dealing with client and regulatory issues. This voice has grown over the years and is now a well respected one internationally. IMCA’s diving guidance documents are also an invaluable tool, which are often used as the rules and regulations where national diving legislation does not exist. For this reason, it is important that the guidance stays current, relevant, well defined and usable.

What do you see as the key areas affecting the industry at the moment? It’s been talked about many times before, but the big issue looming for all of us is personnel shortage, particularly people with the right technical skills.

“IMCA’s diving guidance documents are also an invaluable tool”

Can you sum up your experience of IMCA’s annual seminar this year? The IMCA annual seminar was hugely successful in bringing together a wide range of offshore industry personnel to discuss key issues of the day. From a diving perspective, I thought that all of the presentations were excellent with some very good interaction during the workshop sessions. A number of actions were noted which attendees felt needed to be addressed, so the challenge is to take these forward quickly and effectively.

How do you see the future? I believe that our industry is buoyant and the future is looking bright. New build DSVs are being planned, giving long term diving capabilities around the world. The challenge will be to continue to man them effectively into the future!
