Introduction This Technical Specification establishes the criteria for self-propelled road-rail pick-up vehicles (the "Pick-Up Vehicles"). ISR intends to use the Pick-Up Vehicles for transportation and inspection of ISR's tracks. The Pick-Up Vehicles shall be manufactured, supplied and tested in accordance with the applicable traffic and local standards in Israel thus enabling ISR to use the Pick-Up Vehicles both on ISR's track and outside, although procedures relating to registration of the Pick-Up Vehicles in Israel in order to receive a vehicle license and a license plate shall be done by ISR, at ISR's sole expense. The Pick-Up Vehicles shall be used mainly as road-based vehicles, but are to be equipped with a railway interface (one rail guidance system in each Pick-Up Vehicle) for circulation on the railway network on 1,435 mm gauges.

Technical Requirements Pick-Up Vehicle concept

3.1.1

The Pick-Up Vehicles shall be able to travel on roads and on rail tracks. Each Pick-Up Vehicle will usually serve as a truck, and will be driven inside the depot and therefore will be registered as a road vehicle.

3.1.2

The Pick-Up Vehicle suggested by the Bidder shall be a vehicle that is currently in use in similar operations and is an off-the-shelf item.

3.1.3

The Pick-Up Vehicle shall be suitable to transport 5 passengers.

Dimensions 3.2.1

The Pick-Up Vehicle shall be operable within the kinematic gauge in Attachment A.

Track compatibility 3.3.1

The Pick-Up Vehicle shall be capable of traveling on ISR's tracks and as trucks in the depot.

3.3.2

The Pick-Up Vehicles' characteristics shall include the following: 

Gauge in Israel is 1,435 mm and comply with the requirements of UIC.



Minimum curve radius at the depots is 100 m.



Maximum longitudinal track gradient is 50‰.

Performance 3.5.1

In rail mode, the Pick-Up Vehicles shall be powered by a diesel engine and shall be capable of satisfying the following requirements on dry and wet track: at a gradient of 3.5 ‰ and curve radius 100 m, as well as the requirements specified in Attachment A.

3.6

In road mode, the Pick-Up Vehicle shall be powered by a diesel engine and shall be capable of satisfying the following requirements on dry and wet road: at a maximum gradient of 39° and maximum speed approx. 150kph.

3.7

Driving Systems 3.7.1

The Pick-Up Vehicles shall be powered by a diesel engine.

3.7.2

The engine shall operate with diesel fuel as defined in Attachment C (C.1).

3.7.3

The engine shall meet the minimum EURO IV standards for emissions and Israel pollution standard.

3.7.4

The Bidder shall supply an engine with the following main characteristics: details of the diesel engine, including model/type, power, torque and cooling type.

A full automatic transmission with a wear-free transmission control system shall be provided.

Rail Interface 3.8.1

Running on ISR tracks is insured by friction of the tires onto the rail. At the front and at the rear of the Pick-Up Vehicles, two rail guidance systems which can be lifted and lowered under the frame of the carrier, allows driving safety on Israel railways tracks.

3.8.1.1 The control of the lifting and lowering railway guidance system is performed from the driver's cab.

3.8.2

In the event of hydraulic damage, a manual pump allows the driver to raise the railway guidance system.

3.8.3

In rail mode, when the Pick-Up Vehicle shall reach 30 kph, an audible alarm sound shall alert the driver that he needs to slow down.

3.8.4

A rear video camera shall be installed at the back of the Pick-Up Vehicle. A monitor which is positioned in the cabin shall display a clear view when driving backwards.

3.8.5

A rear sensor shall be installed at the back of the Pick-Up Vehicle. A monitor which is positioned in the cabin shall provide the driver with an audible alarm when driving backwards, one meter from a barrier or any obstacle, in order to advise the driver that he needs to slowdown or stop.

Loading Platform 3.9.1

The Pick-Up Vehicle shall be equipped at the rear with a loading platform with a folding door for equipment transportation and a storage compartment for tools. Dimensions of platform: minimum 1100mm x 1460mm.

3.10

Pick-Up Vehicle exterior

3.10.1 The Pick-Up Vehicles' paintwork shall be suitable for prolonged exposure to environmental conditions, as listed in Attachment A. 3.10.2 The Pick-Up Vehicles shall be capable of being cleaned by an automatic train washing facility. Water and cleaning fluid properties are detailed in Attachment C. .

3.10.3 ISR shall confirm the color of the Pick-Up Vehicles to the supplier before painting. 3.11

The Pick-Up Vehicles must include the following elements:

3.11.1 Emergency stop buttons fitted at the driver’s desk and exterior at each side of the Pick-Up Vehicle. 3.11.2 Supply generator to operate electric tools with the following characteristics: 3.11.2.1 Power 5kva. 3.11.2.2 Voltage 220 V. 3.11.2.3 Maximum weight 200 kg. 3.11.2.4 Removable with wheels, can be loaded to the platform of the Pick-Up Vehicle. 3.11.3 Removable platform for loading/unloading the generator and other tools. 3.11.4 Rear and front winch with cable that can be operated from outside and from the driver cabinet. 3.11.5 Hitch in the rear side for dragging additional wagon. 3.11.6 Bridge between platform and driver cabinet for assembling additional lights and projectors. 3.11.7 5-8 projectors and lights on the bridge. 3.11.8 Fit a rotating light (color to be advised by Israel Railways) combined with a siren which will sound for a few seconds whenever the Pick-Up Vehicle starts moving (to inform people who could be standing in the vicinity that the Pick-Up Vehicle is starting moving). 3.11.9 Ladders or steps shall be provided to allow the driver to board the Pick-Up Vehicle safely from track level. 3.11.10

Additional horn to the road horn with different and distinctive horn sounding.
