Questions and Answers related to RFP 16-74 Mississippi State University Athletic Venue Cleaning Services and Daily Cleaning of Athletic Facilities The following questions were submitted. The answers follow the questions. Any changes to the requirements will be set forth in Amendment Number 1 to RFP 16-74 1. Are detailed floor plans available for each facility included in the RFP? a. Yes 2. Are keys to all facilities provided to the successful contractor? a. Yes 3. Who is responsible for unlocking restrooms prior to game day for football? a. Contractor 4. Should bidders include carts or Gators in their operational approach and proposed cost? a. Yes, if this equipment assists in your fulfilling the proposal 5. Will the successful contractor be required to provide a communication system (radios, etc.) for event days? And will they be required to tie in with the Miss. St. team during games and other major events? a. MSU will provide contractor a limited number of radios with “tie in” to game operations staff. Internal communication between contractor staff members would use contractor supplied radios. 6. Is recycling required within the scope of work provided? a. It is recommended and where recycling containers are provided. 7. What is the current staffing utilized for the daily cleaning of athletic facilities? a. 10-12 8. What daily use athletic areas will be open for Football games and what times before/after the game are they open? a. Newell Grissom public restroom and Soccer Press box public restrooms, East Humphrey Coliseum public restrooms…are open from 4 hours prior to kick off until 2 hours after end of game. Any other daily use areas would be special request based on event…individual team sport recruiting function, out of season or preseason intrasquad scrimmages, athletic department functions/meetings, Booster Club events etc. 9. Is there a schedule that can be provided for additional events (parties, meetings, etc.) in the daily use athletic areas?

a. A calendar will be provided as events are scheduled and requests for service are needed…This schedule varies and no way to predict at this time. 10. Will any of the daily use athletic areas be open on weekends for other campus activities that will require coverage? a. Possibly, depending on the season and the sport..see#8, 9 11. Are there any buildings where we will NOT have access for evening cleaning? a. No, but cleaning schedules would need to coincide with the sport and season 12. Are there any buildings where we will NOT have access for daytime cleaning? a. No, but cleaning schedules would need to coincide with the sport and season 13. The RFP states that the inclusion of an on-site program manager as “an option with a specific cost attached”. Should the bidders include this in their monthly cost on the pricing page or provide a separate line item for an on-site program manager? a. Separate 14. What is the average attendance for each sport at each facility for 2016? a. Fall 2016 i. FB 61,000 ii. Soccer 500 iii. Volleyball 750 b. 2015-16 i. Softball 500 ii. Men Tennis 250 iii. Women Tennis 250 iv. Men’s basketball 7,000 v. Women’s basketball 5,000 vi. Track 350 15. Paper products & Consumable items (hand towels/soap/toilet tissue/trash bags/etc.) a. RFP indicates MSU is responsible for providing them but how are they handled? i. Who is responsible for placing orders, receiving orders, and inventorying? 1. Contractor/MSU athletic representative will order supplies. The contractor will receive, inventory and store. ii. Is this done by facility or is there a central warehouse and the service provider has to pick-up and transport to the different facilities/venues? 1. MSU Athletics has no central warehouse. There are small closet storage rooms only in most facilities. 16. Floor Work – I see that on page 15 under “Pre-Season: All Venues” it calls for “Shampoo and deep clean all carpet” as well as “Deep clean all tile flooring”. Questions:

a. What is the expectation for these services in the athletic facilities (Non venue related areas and buildings)? i. To provide one annual carpet cleaning in all facilities, which usually is best performed prior to a sport’s season begins or TBD times in other non venue facilities. b. “Deep clean all tile flooring” – is the expectation that all hard surface floors will be machine scrubbed and cleaned prior to the season starting to include stripping and refinishing any floors that currently have floor finish applied to them? i. Depending on the type of tile and location, the method and extent of deep cleaning would be either, machine scrubbed, or stripped and wax finishing prior to the start of a sport’s season in that venue, or in non venue facilities would include one annual “deep cleaning”. 17. Would it be safe to assume that MSU is looking for the services provider to implement a comprehensive floor maintenance program that takes care of all floor surface types at all Event Venues and Facilities that includes all routine and periodic services? In other words the University is looking for the services provider to make the decision as to what maintenance is needed to keep the floors looking their best at all times. a. YES 18. Page 16 “Pre-Season: All Venues” – Clean all glass interior and exterior surface. Is the services contractor responsible for cleaning “ALL” glass, including windows as part of the Pre-Season services? This question is particularly directed to DWS where there are many windows, some of which would require “Life Safety” equipment and specialized training to reach and clean. a. All glass is to be cleaned. We do recognize there are some windows that to clean, will require certain safety measures to be in place. The east facing exterior windows of the East side Club Level, S1, S2 and Skydeck glass are the only windows that would be exempt from exterior window cleaning. Some windows may be requested to be cleaned by special request separate from this proposal. 19. At DWS during “Post Game Cleaning” is it expected that the services contractor machine scrub the concourses using walk behind/riding auto scrubbers? a. The expectation is that the concourse be cleaned of all liquid spills and fresh stains postgame and that there be no spills, stains, dust/dirt on the concourse before the next game. Methods to achieve this are best performed with walk behind or riding scrubbers. 20. What is the expectation for between event carpet cleaning in all areas of event venues, locker rooms, suites, VIP areas etc.…? a. Vacuum, spot clean, steam clean or other method for deep or large stains depending on the type of stain, weather conditions, attendance and venue. 21. Page 24 “Daily Cleaning Task Definition” calls for all public areas and public restrooms to be monitored throughout the day to ensure that each is maintained in a neat and clean

condition. This statement suggests there are certain areas that need to have day porters; what facilities require this service during the day? a. Those facilities that have daily office staff, coaching staff offices that often expect visitors or guests. Some facilities could share a day porter as they are close in proximity or a determined number of day porters could be “on call” and on site during business hours. The primary facilities are Bryan Administration, Templeton Academics, Humphrey Coliseum/Mize Pavilion, Leo Seal Jr. FB Complex. 22. Extra events – Non-MSU Athletics – How are these priced and are there multiple points of contact with the university that the services provider will have to work with? a. MSU Athletics has two points of contact on extra events…The MSU Athletic Event Mgt. Office and The Bulldog Suites Office schedules and manages all non athletic events and extra events that MSU Athletics schedules and/or hosts. Pricing is set by both based on size and scope and cleaning service is consulted in providing cost estimates based on the same. Contractor will work through MSU Athletics only. 23. Trash Disposal – to confirm what I understand from the walkthrough – all venues/facilities that require daily cleaning have trash dumpsters onsite to handle daily trash. All venues (except DWS which has open top dumpsters onsite) require that post event trash be collected and transported to a central trash dumpster area using a vehicle or trash totes provided by the services contractor. Is this understanding correct? a. Yes. The central dumpsters for post event trash and any daily trash from areas without facility dumpsters are provide by MSU Athletics. The contractor is not responsible for dumpster rental or dumpster emptying costs. 24. Request cleanable square footage for RFP 17-74 buildings: Davis Wade Stadium, Humphrey Coliseum, and other sports facilities. a. The DWS North End Zone daily cleaning space is 10,000 sq. ft. This space includes the TV Broadcast Control Room, two offices, entry and one restroom. b. Appendix B is cleanable square footage for all areas except DWS as determined from floor plans. c. Davis Wade Stadium does not have sq. ft. listed because on game day it would be 100% cleanable space inside the stadium fence as we toured 25. Who is the current Cleaning Services Contractor? a. MSU Custodial Services and one outside vendor for fall sport game days and daily service 26. How long has the Contractor held the Contract? a. No other contractor has held the contract except MSU Custodial Services. The fall sport contract with the outside vendor has been for four months. 27. How much is MS State University currently paying the Contractor per month/year?

a. As stated we have not had a previous contract of this magnitude so the information is not available.
