REQUEST FOR QUALIFICATIONS STATEMENT (RFQ) PROFESSIONAL ENGINEERING SERVICES FOR WATER MAIN INSTALLATION ALONG EDEN TERRACE (ANDERSON ROAD TO CELRIVER ROAD) CITY OF ROCK HILL, SOUTH CAROLINA QUALIFICATIONS DUE FEBRUARY 8, 2017 at 2:00 PM The City of Rock Hill (the City), South Carolina provides water service to more than 32,000 residential and commercial customers in Rock Hill and the surrounding area. The water is treated at the City’s Water Filter Plant (WFP) and then conveyed throughout the City’s network of water transmission mains. An expansion of the WFP from 36 MGD to 48 MGD is under design. As a part of the design work, the distribution system was modeled and the need for four additional transmission mains was identified. This project relates to one of the transmission mains identified, a 24-inch water main along Eden Terrace between Anderson and Cel-River Roads. The overall objectives of the project include the following: 1. Design and permitting of the new line. 2. Preparing of bid documents and specifications. 3. Provide assistance with Bid advertisement, release and opening. 4. Construction Administration of the project. PURPOSE The purpose of this Request for Qualifications is to obtain information from interested engineering firms to perform various services related to the design and installation of a new water main along Eden Terrace. The new line will consist of approximately 5,800 LF of 24-inch ductile iron pipe and will provide an interconnection between two of the City’s larger diameter water mains. The new line will connect to the City’s 24-inch water main at Anderson Road, which is currently under design and scheduled for completion in the spring of 2018, extend east along Eden Terrace, bore beneath Interstate 77, and connect to the City’s existing 24-inch line near the Eden Terrace and Wilkerson Road intersection. The design work for this project is anticipated to begin as soon as possible, but no later than April 1, 2017. The submitted qualification statements will be utilized by the City of Rock Hill to evaluate each interested firm by utilizing the criteria outlined in this Request for Qualifications (RFQ).

SCOPE OF WORK To complete the design work, the City proposes the following tasks to be included, but not limited to: 1. Determine New Water Transmission Main Location It is anticipated that the new line will be placed within existing SCDOT rights-of-way and/or new utility easements along Eden Terrace. Location of the new line will need to have the least impact on existing utilities and properties in the area and will need to accommodate future widening of Eden Terrace Road to a 3-Lane Section, as included in the areas long-term transportation plan. 2. Design of the New Water Transmission Main The new 24-inch water main will be designed to increase transmission capacity and must meet current local, state, and federal regulations. A minimal amount of water modeling may be required to satisfy permitting requirements, but large scale modeling is not anticipated for the new design. Various tie-ins and service connection transfers from the existing line to the new line may be necessary. Preparation of utility easement maps will be required for piping located outside public road rights-of-way. Surveying/SUE, geotechnical investigation, preparation of construction documents, opinion of probable costs, easement acquisition, and bid phase services will be the responsibility of the selected firm/team. The firm/team will also be required to provide a grading plan along the entire length of the new water main easement that will accommodate a future, 10- to 12-foot wide multipurpose trail adjacent to the new water main with consideration to horizontal and vertical alignments and trail connections. 3. Geotechnical Investigation/Evaluation The selected firm/team will be responsible for obtaining geotechnical information of the soil and rock conditions within the project’s limits and for determining what impact this may have on the project. Work is to include, but not limited to, soil sampling and borings. 4. Permitting The selected firm/team will be responsible for acquiring permits to complete the construction of the new water main. Permits may include, but not be limited to, SCDHEC Permit to Construct, SCDHEC Permit to Operate, SCDHEC NPDES permit, Nationwide 12 permit and SCDOT Encroachment permit. 5. Right-of-way Negotiation and Acquisition If necessary, the selected firm/team may be tasked with right-of-way acquisition services. These services shall include certificates of title, contact with property owners, preparation of cost estimates and appraisals, negotiation with property owners and City staff if necessary, preparation of easement documents, collection of signatures, and submittal of paperwork to City for fund disbursement.

6. Bid-Phase Services The consultant will be responsible for preparation of the Project Manual consisting of the bid contract documents and specifications and for assisting in the bidding phase of the project. 7. Construction Oversight and Administration It is expected that the selected firm/team will perform construction administration and oversight of the project. Selected firm may be tasked with administering paperwork associated with construction, performing routine visits to the site, and preparing as-built drawings of the final construction.

PROPOSAL FORMAT To facilitate review of the Statement of Qualifications by the City of Rock Hill, it is requested that submissions conform to the following format: 1. Coversheet: List RFQ Statement, the name of your firm, and the name, address and telephone number of a contact person for questions concerning the RFQ submitted. 2. Firm Background: Provide a general description of the capabilities of your firm, including information related to its history, overall size, location of company headquarters, local office location and type of business (partnership, corporation, etc.). For proposed sub-consultants, please provide the name of each firm, the office location, contact name and telephone number and the services to be provided. 3. References: Provide the name, address and telephone number of at least three (3) municipal references in South Carolina familiar with the quality of work done by your firm. If the firm’s previous three years work includes work performed with the City of Rock Hill then a name of the project(s) is all that is required. 4. Project Team: Provide a project team organizational chart identifying the technical team members, including sub-consultants, proposed for this assignment, their availability, and a brief biography of each team member to include specific experience, project role, and office location where they currently work. Only staff to be directly involved in the execution of the project shall be included with particular attention given to the project manager and technical staff. 5. Experience of the Firm: Briefly summarize the Project Team’s municipal water transmission main planning, design, and construction experience within the last five years. Select up to five water main projects completed in the Carolinas that are similar in scope and magnitude to this project, and identify the role, if any, the proposed Project Team members were involved. Provide references for each project including name, position, physical address, phone number, and email address. 6. Current City of Rock Hill Projects: List all project’s that the Firm is currently doing with the City of Rock Hill. Include contact person and status of the project. 3

7. Project Understanding and Approach: Based upon the information presented herein, provide a description of the overall approach the firm will take to complete this project. Provide an anticipated schedule for the project that will extend from contracting through construction completion. 8. QA/QC Program: Describe the Firm’s QA/QC Program as it relates to this project. Should include the procedures used to control and ensure the quality of the design process from scope definition through construction award. 9. Legal, Safety, Insurance, and Financial: The Firm’s submittal shall provide documentation of any history of litigation associated with project performance or professional liability during the past ten years. A short statement of any safety problems that the Firm may have encountered in projects designed or inspected. A statement or other information to describe the firm’s general financial standing and current insurance coverage. 10. Other Supporting Data: Include any other information you feel to be relevant to the selection of your firm. The entire Qualifications Statement must not exceed sixteen (16) pages; excluding the front and back covers, cover sheet, letter of introduction (maximum two pages) and tab sheets separating the sections of the report. Qualification Statements exceeding 16 pages will be returned and not considered. CRITERIA FOR REVIEW OF STATEMENT OF QUALIFICATIONS Statements of Qualification will be evaluated and reviewed by a Selection Committee of City staff. Listed below are some of the criteria that may be used by the Committee in making a selection. 1. Evaluation of the firm’s ability to successfully complete all requirements as specified in this Request for Qualifications; 2. Demonstrated experience of the firm and proposed project team with similar projects involving the public sector (local governments); 3. Demonstrated understanding of the project and abilities of the firm to successfully complete the expected scope of work; 4. References; 5. Past experience with City of Rock Hill, and; 6. Other factors determined to be relevant.

SELECTION OF THE CONSULTANT Firms shall have no contact related to this project with City of Rock Hill elected or appointed officials or City of Rock Hill employees during this RFQ process. Any such contact will subject the firm to immediate disqualification for consideration for this project. It is the intent of the City of Rock Hill to appoint a committee to review the Statements of Qualification submitted and select, based on the criteria requirement contained in this RFQ, a Number 1 ranked firm. CONTRACT A detailed scope of work with activities and issues to be addressed to include the identification of specific project goals and schedule milestones will be developed and agreed to by the Consultant and City of Rock Hill. This detailed scope of work and associated fee will be incorporated as part of the contract. FORM OF AGREEMENT The City of Rock Hill has a standardized Professional Services Agreement that will be used in contracting for the work. A copy of the agreement can be obtained by request. TERMS AND CONDITIONS The City of Rock Hill reserves the right to reject any and all submissions to this RFQ if it is deemed in the best interest of the City. The City assumes no responsibility for costs incurred in responding to this RFQ.
