1 BACKGROUND INFORMATION AND FORMAL REQUIREMENTS 1.1 General Information Linköping University (LIU) consists of four faculties: The Faculty of Arts & Sciences, The Faculty of Health Sciences, The Institute of Technology and The faculty for Educational Sciences. Department of Electrical Engineering belongs to The Institute of Technology with research and postgraduate training in several areas and teaching to more than 1000 undergraduate students per year. For further information, see http://www.isy.liu.se/ Control and Communication is one of nine divisions within Department of Electrical Engineering, The division teach students control engineering principles. In the basic course we intend to use "The Coupled Tank Experiment" to illustrate basic principles of control to the students. 1.2 Scope Linköping University intends to buy equipment to use for liquid level control, to be more precise a "Coupled Tank Experiment". The intention is to buy eight (8) or ten (10) plants. The award of this contract is one (1) plant with an option of seven (7) or nine (9) more plants. One (1) plant for test and if the tests come up to expectations seven (7) or nine (9) more plants. 1.3 Awarding authority Linköpings Universitet Department of Electrical Engineering SE-581 83 LINKÖPING SWEDEN 1.4 Procurement procedure This enquiry is carried out in accordance with the rules valid for the simplified procurement procedure (förenklad upphandling) stated in the Public Procurement Act in Sweden. 1.5 Tender Administration - formal requirements 1.5.1 Final date The tender must reach LiU (address, see below) not later than February 14, 2006. Tenders received after the final date will not be evaluated. 1.5.2 Tender Submission The total tender must be submitted in one (1) original and one (1) complete copy, both in a sealed envelope/parcel marked: “Coupled Water Tanks”. The tenderer is solely responsible for obtaining all material pertaining to this procurement. 1.7 Supplementary Information The tenderer is bound to keep his tender open until June 30, 2006. The tenderer and all correspondence in this matter must be in English. The tenderer is requested to follow the outline of these documents in the tender. Tender work will not be compensated by Linköping University. Opening of tenders will take place at Linköping University two days after final date for receipt. The tender must contain statements on all requirements stipulated in the contract documents, this includes the commercial conditions. If no statement is made with respect to a requirement, LiU is entitled to interpret this as if the requirement is not fulfilled. The tender must be complete according to the administrative regulations, technical specifications as well as a commercial point of view.

1.8 Formal requirements of the tenderer The tenderer must be qualified according to juridical standard, economic and financial standing and submitted at least two (2) relevant references. If the information asked for should not be sufficient or be omitted, the tenderer will be excluded from evaluation. 1.8.1 Juridical standard The tenderer will be excluded from participation in an award procedure if he: 

is bankrupt or is being wound up, his affairs are being administered by the court, he has entered into an arrangement with his creditors, he has suspended payments, or he is subject to an injunction against carrying on business,



is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or for an arrangement with creditors or similar proceedings,



has been convicted of an offence concerning his professional conduct by a judgement which has the force of res judicata,



has been guilty of grave professional misconduct and the contracting entity can furnish proof this circumstance,



has not fulfilled obligations relating to the payment of social insurance fees or taxes in the country in which he is established or the country in which procurement takes place, or



has in some material respect failed to furnish required information or furnished incorrect information requested as mentioned above.

The tenderer must confirm that there are no grounds for excluding him according to the above. This must be done by signing Enclosure 2: “Assurance of Truthfulness” and enclose it to the tender. For Swedish tenderer the form “Sanningsförsäkran” applies. 1.8.2 Financial stability Payment of taxes and social security contributions must be fulfilled and certified with relevant documents. The last years Annual Report must be submitted. Sign Enclosure 1: “Information about the Tenderer” and enclose it to the tender. For Swedish tenderer the form SKV 4820; “Begäran om upplysning vid upphandling” applies to verify the requirement. The information must not be older than 3 months. Linköpings universitet may reject a tender if the tenderer has failed to submit requested information regarding the conditions stated above or if the given information is incorrect. 1.8.3 References References must not be older than two years. At least two (2) references including contact person and telephone number must be submitted. The references must use the “Coupled Tank Experiment". Use Enclosure 3: “Qualification and Evaluation of Tenders” and enclose it to the tender. 1.9 The Evaluation Procedure The evaluation process is carried out in two steps. 1. Qualification of Tenderer and 2. Evaluation of Tenders. To qualify for step 2, Tenderer must fulfill the formal requirements above. The Tender must,

This will be the total mark for the criteria as a whole. 2. Technical performance The tenders will be evaluated regarding fulfillment of the Should-requirements, and given points in accordance with the intervals stated at each requirement in section 2, “Technical specifications” and based on answers given in 2.2.2 and 2.2.3, Enclosure 3. All tenders will receive a mark between 0 and 5 for the criteria. A sum equal to the total available sum of points will receive the mark 5 for the criteria. A sum equal to the minimum score will receive the mark 0. This will be the total mark for the criteria as a whole.

3. Warranty The tenders will be evaluated regarding fulfillment of the should-requirement in Chapter 3, Commercial Conditions, and evaluated in accordance with 3.5.1 in Enclosure 3 and the following scale: The warranty time for all the delivered equipment must be at least 1 year and should be longer than 1 year. 4. Final marks The total mark for each criterion will be weighted as stated above. The sum of the weighted marks will be the final total mark of the tender, which corresponds to the economically most advantageous tender.

2 TECHNICAL SPECIFICATIONS 2.1 General specification In the process to complete instrumentation of a laboratory for the study and practical investigation of basic and advanced control engineering principles the Department of Electrical Engineering need equipment. This procurement concerns equipment to use for liquid level control, to be more precise “The Coupled Tank Experiment” as described in K.J. Åström and A.-B. Österberg, "A modern teaching laboratory for process control", IEEE Contr. Syst. Mag., no 5, pp. 37-42, June 1986. The Coupled Tank Experiment will be used to illustrate manual as well as automatic control, more specifically P, PI and PID control. Moreover it will be used for model based control. 2.2 System specifications Give answers to the demands below in Enclosure 3: “Qualification and Evaluation of Tenders”. 2.2.1 Coupled Tank Experimental plant Must demands 

The plant must consist of a single pump with two tanks instrumented with level sensors



The plant must be a closed and re-circulating system



The plant must have pressure sensors to measure water levels



The pressure sensor must have SNR (signal to noise ratio) of at least 40 dB.



The plant must have variable outflow orifices



The pump characteristics must be linear



The plant must be fully documented



To get the right dynamic in the Experiment the two water tanks must be connected in such a way that one tank is located above the other one, and that water flows freely from the upper tank to the lower tank. The pump should produce an inflow of water in the upper tank. The outflow of water from the lower tank should be to a basin from which the pump takes its water.

2.2.2 Computer Software Should demands 

The data-acquisition part should be possible to use with LabView to control the process by changing the power supply to the pump and collect water levels from the level sensors (0-2 points)



The data-acquisition part should be possible to use with Matlab/Simulink (0-1 point)



The data-acquisition part should be possible to use with NI-DAQ E-series (0-1 points)

3 COMMERCIAL CONDITIONS 3.1 Delivery 3.1.1 Delivery time The delivery of the equipment must take place as soon as possible, but no later than May, 2006. Time for complete delivery for offered equipment must be specified in weeks, use Enclosure 3: “Qualification and Evaluation of Tenders”. 3.1.2 Delivery terms The delivery terms must be: DDU on site at Department of Electrical Engineering in Linköping, including transport insurance. (DDU=Delivered duty unpaid according to INCOTERMS 2000) 3.1.3 Delivery notification Department of Electrical Engineering must be kept informed of the delivery process. Tentative date for delivery should be stated in order acknowledgement. Delivery notification must be sent to Department of Electrical Engineering no later than 2 working days before delivery. Delivery shall take place Monday to Friday, 9.00 am. to 4.00 pm. 3.2 Delayed delivery 3.2.1 Notification of delayed delivery If the Contractor finds that the agreed time of delivery cannot or appears unlikely to be met, Department of Electrical Engineering must without delay be notified of this in writing to the address given in 1.1.1. Such notification must include the reason for the delay and, if possible, expected date of delivery. 3.3 Installation Improvements and changes made to the equipment between the date of order and date of delivery must, after our approval, be implemented without extra cost. The warranty period must start no earlier than after approved installation of ordered equipment. Any special requirements for installation at the laboratory must be stated in the tender. The requirements for electricity (voltages, currents, heat load, cabling, fusing, cooling etc) must be specified. 3.4 Tests 3.4.1 Installation tests Tests will be done on site in Linköping by Department of Electrical Engineering personnel when the delivered equipment is installed (also by Department of Electrical Engineering personnel) in the laboratory within two weeks from delivery.

The tests at Department of Electrical Engineering will include the installation and function of the equipment, as well as agreed performance specifications and the documentation. If the tests show that the delivered equipment is working according to the agreed specifications, the equipment will be approved. If the tests show that the delivered equipment do not fulfil the agreed performance specifications, Department of Electrical Engineering is entitled to cancel the contract in accordance with 3.14. 3.5 Warranty 3.5.1 Warranty period The warranty time for all the delivered equipment must be at least 1 year from approved installation of the system and must be a full warranty against defects in material and workmanship for the delivered equipment. All costs in connection with guarantee actions are to be borne by the Contractor including traveling expenses, excluding consumables. The warranty time should be longer than 1 year. Use Enclosure 3: “Qualification and Evaluation of Tenders” to specify warranty time. 3.6 Safety and Health requirements The system must fulfill all legal regulations on safety and health requirements ELSÄK-FS 2000:2 or comparable European standard applies. All equipment must be designed to fit the Swedish electrical system. Connections must be for 230 V AC, 50 Hz. Any necessary transformers must be included. The equipment must be protected against power failure. 3.7 CE marking and conformity to EU regulations The tenderer must explicitly verify in the offer that the complete system and any separate parts will comply in conformity with the appropriate, relevant EU directive, (declaration of conformity), including CE marking. 3.8 Documentation All documentation necessary for operating and performing routine maintenance, in addition to software manuals and technical specifications of the equipment must be provided in English and/or Swedish. The documentation is regarded as part of the equipment. the equipment cannot be accepted until all documentation is delivered. 3.9 Payment 3.9.1 Contract price The total contract price must include the delivery terms DDU on-site Department of Electrical Engineering (incl. transport and insurance costs to site of installation) and warranty must be included in the total price. The total contract price must be given as a fixed price in Euro, excluding VAT in Enclosure 3: “Qualification and Evaluation of Tenders”.

3.9.2 Payment terms The payment terms are as follows: All payments must be against invoice 30 days net. Invoices and order acknowledgment are to be sent to the following address: Linköpings universitet Department of Electrical Engineering Automatic Control SE-581 83 LINKÖPING SWEDEN 3.10 Cancellation Department of Electrical Engineering shall be entitled to cancel all or part of the contract with immediate effect  if

delivery is not performed within one month from the agreed time and this is not due to Department of Electrical Engineering or circumstances on their part, or

 if

the equipment cannot be accepted after the installation-tests, provided that this is not caused by Department of Electrical Engineering, or

 if

delivery is defective and this is not due to Department of Electrical Engineering or circumstances on their part and the defect may be regarded as a substantial breach of contract; or

 if

the Contractor fails to perform other conditions of the contract and this may be regarded as constituting a substantial breach of contract, or

 if

enforcement by a legal authority of a judgement or an enforceable decision of any other kind has shown the Contractor to be lacking the means of making full payment of a claim which is the subject of the judgement or decision, has suspended payments, applied for the appointment of an administrator pursuant to a composition legislation act or has been declared bankrupt.

If cancellation is made, all payments made on the delivered equipment will be refunded Department of Electrical Engineering within 30 days from cancellation. 3.11 Applicable law The contract shall be governed by Swedish law.
