1.0

INTRODUCTION

1.0 H.E Yoweri Kaguta Museveni, President Elect shall be sworn in as President of the Republic of Uganda at a ceremony that will take place at Kololo Ceremonial Grounds in Kampala, Uganda on 12th May 2016 starting at 10:00 am. (Programme attached Pg- 17) 1.1 The information contained in this Handbook is intended for foreign delegates invited to attend the swearing in and inauguration Ceremony in Kampala, Uganda. 2.0.

GENERAL INFORMATION

2.1

Language English is the official language.

2.2

Currency Uganda Shilling (Sh.), is the national currency; in paper denominations of 50,000/=, 20,000/=, 10,000/=, 5,000/=, 2,000/=, 1,000/=, and coins of 500/=, 200/=, 100/=, 50/=, 10/=, 5/=. Most international currencies are convertible to Uganda Shillings (and vice versa) at Banks and various Exchange Bureaus. Exchange rates float in accordance with market forces. As a guide, the following are average exchange rates of April 2016: 1 US Dollar = Shs. 3,300; 1 Pound = Shs. 4,800; 1 Euro = Shs.3,700; 1 K Sh. = Shs.32; 1 Tz Sh. = Shs.

2.3

Distance from the Airport to City Centre Entebbe International Airport is situated about 45kilometers from the City Centre.

2.4

Weather Temperatures are fairly constant throughout the year ranging from 18 C to 25 C. The climate is tropical with temperatures moderated by the altitude. The month of May is normally wet and cool, with average temperatures of 18-25 Degrees Centigrade. Being on the shores of Lake Victoria, Kampala experiences occasional rain showers during the month of May.

Time Zone Time in Uganda is the same as East Africa Time which is GMT/UTC +3.

Offices and shops generally open from 0800hrs to 1700hrs Monday to Friday. Opening times on Saturday for business vary but range between 0800hrs to 1400hrs. Offices are closed on Sundays and public holidays. 2.7

Banking Services Most banks open from 0830hrs to 1600hrs from Monday to Friday and from 0830hrs to 1300hrs on Saturdays. Banks are closed on Sundays and Public holidays.

2.8

Electricity Supply The power supply in Uganda is 220-240v (50-60Hz). Electrical sockets are square three pronged. Guests are advised to bring adaptable plugs.

2.9

Internet Technology Internet access is available at most of the hotels and from mobile phone providers.

3.0

Liaison Officer A Protocol/ Liaison Officer will be attached to every delegation from arrival to departure. The officer shall act as a link between the Delegation and the Host country on all pertinent issues. The name of the officer will be communicated to diplomatic missions at a later time or to advance party of the delegation.

3.1

Courtesy Minister Each Head of State and Government and Head of Delegations (at the level of Prime Minister and above), participating in the ceremony, shall be assigned a Courtesy Minister to receive and see him/her off; and

CONTACT POINT FOR INFORMATION The responsibility of coordinating preparatory activites and overseeing the proper implementation of protocol and other administrative arrangements of the swearing in ceremony and preceding meetings is vested in the Office of the Chief of Protocol of the Ministry of Foreign Affairs, Kampala. 4.0

VISAS AND HEALTH FORMALITIES

4.1

Visas. Visas into Uganda are obtainable from Uganda Missions (Embassies) abroad. Where there are no Uganda Missions, visas will be issued to delegates on arrival at Entebbe International Airport or other entry point on arrival. Holders of Diplomatic, Official, AU and UN Laissez Passez Passports will be issued gratis visas. For Ordinary Passport holders, a fee of US Dollars 100 (One hundred dollars) or the equivalent in the currency used by the Uganda Missions abroad, is charged.

4.2

Health/Medical Services 

Health authorities in Uganda require a valid immunization certificate against Yellow Fever.



Malaria is endemic in Uganda and is caused by Plasmodium Falciparum. Malaria prophylaxis is highly recommended.



Health Insurance is recommended.



Participants who require special medical attention are requested to make prior arrangements with the National Organizing Committee by forwarding details of their medical requirements.



All travelers are requested to observe international health regulations on public health requirements and measures for travelers, and take appropriate preventive health measures as required for travel to the tropics.

A Uganda Government Medical team will cover basic healthcare and emergencies.



Mulago Hospital and others, in the city center, will be on a 24hr alert.

ACCOMMODATION

5.1

The Government of the Republic of Uganda will provide accommodation courtesies as follows: (a) For Delegations led by a Head of State/Government, Vice/Deputy President, Speaker of Parliament, Prime Minister, Deputy Prime Minister; Uganda Government shall provide one Presidential Suite plus one executive suite for the Foreign Minister at Speke Commonwealth Resort, Munyonyo. The courtesy does not include; International calls, faxes and alcoholic beverages. This courtesy is from 11-13 May 2016 and check out is on 14 May, 2016 by 10:00 hours.

(b) For a Delegation led by a Minister with the Instruments of power, Uganda Government shall provide one Presidential Suite at Speke Commonwealth Resort, Munyonyo, to the Head of Delegation (Accommodation/bed and breakfast only), One Executive Suite will be provided to the next senior most official in the delegation. The courtesy does not include; expenses on meals, International calls, faxes and drinks.

(c) Ministers of Foreign Affairs of invited guests shall be provided with one Executive Suite each at Speke Commonwealth Resort, Munyonyo (Accommodation/bed and breakfast only). Meals, Alcohol, International calls and faxes is not included in the Government courtesy and expenses will be settled by individual consumer.

(d) All Heads of International and Regional Organizations shall be provided one Executive Suite at Speke Commonwealth Resort, Munyonyo, (Accommodation/ bed and breakfast 5

only). The Government of Uganda will not cover the cost of meals, International calls, faxes, and alcohol consumed.

(e) A Delegations led by a Senior Official, the Head of Delegations shall be provided with one Executive Room at Speke Commonwealth Resort, Munyonyo (Accommodation/bed and breakfast only).

The Government of Uganda will not cover the cost for

International calls, faxes, and alcohol consumed.

5.2

Additional Accommodation

(a) Each Delegations shall be allocated four rooms at Speke Resort, Munyonyo, at the cost of the respective Delegations;

(b) There are other hotels available and are recommended to the other delegates at their individual expense. These include: 

6.0 TRANSPORT From the date of their arrival on 11 May 2016 at the earliest until their departure on 14 May 2016 at the latest, the Government of Uganda will provide delegates with the following transport courtesies: (a) For Heads of State and Government, the Government of Uganda shall provide:        

One Executive limousine car; One back up car Two Security cars; One Protocol car; One Police lead car; One Luggage van; Two Police out riders; and One Ambulance

(b) For the Vice/Deputy President, Speaker of Parliament, Prime Minister and Deputy Prime Minister will be extended the above listed courtesies excluding Police Riders. (c) For other Heads of Delegations including Heads of International and Regional Organizations, the Government of Uganda shall provide:   7

One Police Lead car; (d) The Ministers of Foreign Affairs or the Ministers accompanying the Leaders of Delegations shall each be provided with one Executive saloon car. (e) Other delegates arriving at Entebbe International Airport will travel to their hotels using rental or hired vehicles from designated car hire companies at their own expenses. (f) Delegates in (e) above will also take care of their transport from the hotels to the venue, Kololo ceremonial grounds. (g) Delegations that intend to hire/rent vehicles are required to register these vehicles and provide names of the drivers to the Security Accreditation Sub-Committee (or the National Organizing Committee) by May 10, 2016 7.0

CAR PASSES

(a)

VVIP and designated Car Passes shall be displayed on all vehicles provided by the Government of Uganda and involved in the convoys of the Heads of State and Government/Heads of Delegations, Spouses of Heads of State and Government and Ministers of Foreign Affairs.

(b) Shuttle buses provided by the Government of Uganda and vehicles hired by Delegations/delegates (duly registered by the Security Accreditation Sub-Committee) shall be given appropriate car passes to access relevant venues, Airport and hotels. Due to limited space at the ceremonial grounds, the number of vehicles allowed to enter the venue shall be limited. A special parking yard has been designated for vehicles that will not be able to enter the venue.

(c) All vehicles involved in the ceremony shall be required to carry car passes (stickers) in the front for easy identification and access to venues.

8.0

STATE / OFFICIAL AIRCRAFT

8.1

Clearance of State/Official Aircraft (a) Delegations arriving by State /Official Aircraft are required to seek clearance of the Aircraft in advance, by providing the following information to the coordinating office, Protocol Department or through Uganda Embassies Abroad:       

Name of carrier; Make and type of Aircraft; Entry and Exit points in Uganda; Registration number and Call sign; Point of departure and destination(s); Date and time of arrival and departure; VVIP and number of passengers on board.

Arrival/Departure of State /Official Aircraft (a)

On arrival,

the State/Official Aircraft carrying a Head of State and

Government/Heads of Delegations shall taxi to Entebbe International Airport Terminal Two (VVIP Terminal); (b) A Uganda Civil Aviation Authority (CAA) special purpose vehicle shall lead the Aircraf to the Apron (c) Departures shall follow a reverse order. 8.3

Aviation Fuel for State /Official Aircraft To refuel State/Official Aircraft, fuel suppliers at Entebbe International Airport do not accept cash transactions. Delegates travelling on Special (Private) Aircraft should advise operators of the Aircraft carrying them to use fuel cards compatible with Shell/Air Total or make appropriate arrangements with their handling agents prior to departure for Entebbe.

8.4

Aircraft handling There are two handling companies at Entebbe International Airport, namely: 

Entebbe Handling Services (ENHAS)



DAS handling.

Other Airport Services The crew of State/Official Aircraft should be advised that payment of fees for Airport service provided will be demanded upon filing of the departure flight plan. In addition to the landing, lighting and air navigation fees, every passenger aboard a State /Official Aircraft pays a service fee of USD 50. The fee is payable by the Captain-in-command on behalf of the passengers at the time of filing the departure flight plan.

8.7

Parking of Special Aircraft State/Special Aircraft may be parked at designated spaces at Entebbe International Airport on request.

9.0 9.1

ARRIVAL AND DEPARTURE PROCEDURES Heads of State and Government a) All heads of State / Government arriving on State /Official Aircraft and their Delegations will be received and cleared through (VVIP) Terminal 2. b) A maximum of 5 persons per Delegations shall be allowed into the terminal and Apron to receive the Head of State /Government. When the aircraft is on halt, a red carpet shall be rolled out up to the foot of the aircraft stairs. c) The Ambassador/High Commissioner accredited to Uganda and the Head of Protocol at the Airport, shall board the plane to invite the Head of State or Government to disembark; d) The Head of State or Government, after disembarking, will be received by the Courtesy Minister; e) The Head of State or Government will be presented with a bouquet of flowers and he/she is 10

introduced to the receiving party (Service Chiefs);

f) Commission and Nationals of the State of the Visiting Head of State. g) The Head of State or Government, accompanied by the Courtesy Minister, shall proceed along the red carpet and inspect the street parade. h) The Head of State or Government shall proceed to the VIP Lounge for not more than five

minutes to allow the accompanying Delegations enter their vehicles.

i) The Head of State or Government, accompanied by the courtesy Minister, shall depart the

VVIP Terminal for Speke Commonwealth Resort, Munyonyo or any other place of

residence that shall have been designated. j) Heads of States who arrive on 12 May 2012 shall proceed directly to Kololo Ceremonial Grounds. The above ceremonial order shall apply to Heads of State and Government arriving by State /Official aircraft at the VVIP Terminal 2 and terminal 1, at Entebbe International Airport. 9.2 Heads of State and Government arriving by Commercial Air Carriers a. These will be received at Terminal 1 and will be driven by car to Terminal 2 for the official reception.

NOTE: On arrival of the Commercial Air Carrier, the

Ambassador / High Commissioner accredited to Uganda and the Head of Protocol at the Airport will board the Aircraft and invite the Head of State/Government to disembark. b. The Head of State / Government disembarks with 5 (five) members of the Delegations and is taken to VVIP Terminal 2 for the official reception. The rest of the Delegations will be assisted by the VIP staff and Protocol to clear Airport formalities through Terminal 1 9.3

Other Heads of Delegations and Ministers Other Heads of Delegations and Ministers shall be received by High ranking Government officials of the Republic of Uganda. They shall be escorted to the VIP lounge where they will wait for airport formalities clearance. They shall then be escorted to the designated transport and proceed to their respective Hotels.

9.4

Other delegates All delegates arriving/departing by commercial aircraft shall be appropriately received/seen off and assisted by Protocol officers. There will be a special desk at the airport for the purpose, guiding delegates to secure accommodation and transport to their Hotels.

9.5 Finger Prints All foreign delegates, with the exception of Ministers and above, shall be finger printed upon arrival at Entebbe International Airport. 10.0

SECURITY FOR THE SWEARING IN CEREMONY

General The Uganda Police Force together with other Security agencies shall be responsible for the

security of the delegates during the Ceremony as well as other meetings and events.

10.1

Security for delegates The government of Uganda will attach a security officer on every delegation from arrival to departure. The officer shall act as a link between the Delegation and the Host country on all security related issues. The name of the officer will be communicated to diplomatic missions at a later time or to advance party.

10.2

Security Personnel and Firearms

(a) For the smooth facilitation of the entry of the security personnel, lists of security officers accompanying Heads of State and Government as well as Ministers have to be communicated to

the Chief of Protocol, including detailed information on firearms

and communication equipment to be brought into the country, immediately. Each Delegations headed

by a Head of State/Government shall be allowed to bring into

Uganda only five side arms (pistols and revolvers 9mm caliber).

All firearms to be brought to Uganda have to get clearance prior to the arrival of the

Requests for clearance are required to be accompanied by the following

information:      

Name of holder of firearm; Passport No. of person carrying the firearm; Type of firearm; Caliber and Model of firearm; Serial No. of firearm; Rounds of ammunition.

NB:

Only One armed close protection officer per Head of State and Government will be

permitted at the official venues.

10.3

Security checks

All delegates except Heads of State and Government, their spouses, Speakers, Prime Ministers, Ministers, Heads of International Organizations, Heads of Diplomatic Missions will be subjected to security checks at the airport, hotels and ceremonial grounds.

10.4

Communication equipment

Communication equipment to be used by security officers shall be required to get permission

before entering Uganda. Information on details of communication

equipment, like in the case of firearms, should reach the Chief of Protocol by May 10, 2011 on

10.5

Badges for Security Personnel Security personnel shall be issued with three types of badges: Security Armed Plus, for a security personnel who will be accompanying the Head of State and Government at all venues and events and allowed to carry his/her fire arm. Only one security officer shall be accredited for this badge and shall be allowed to be with the Head of State/Government.

Security Armed, for other four security personnel stationed outside the Main Venues



Security unarmed, for all other security personnel.

The above information should be provided during accreditation process.

10.6

Prohibited items The following items are prohibited to enter the Country:



Firearms and ammunitions not cleared under 13.2(b) above;



Explosive materials and incendiary devices; and



Dangerous items and substances.



Narcotics

11.0

REGISTRATION AND ACCREDITATION OF DELEGATES

11.1

Accreditation (a) The National Organization Committee shall establish the final list of the Heads and Members of invited Delegations immediately in order to make necessary preparations for accreditation, Hotel reservations, transport and other logistics. All Delegations are requested to submit the composition of their Delegations as soon as possible but before 10 May 2016.

(b) The following procedures shall be used to accredit members of Delegations: (I) The following persons shall be allowed to be accredited by their representatives: o Heads of State and Government; o Heads of Delegations at the level of Ministers and above; o Ministers; and o Heads of International Organizations (UN-Secretary-General, President of the World Bank, AU Commission Chairperson, etc); (ii) All the other foreign delegates, observers, and members of foreign media shall be requested to register and get accredited in person at the accreditation centres 14

SECURITY GUIDELINES

11.1

General

Crime rates in major cities like Kampala and Entebbe are very low. However, basic security measures and precautions should be taken when traveling in any city. International terrorism threat has led Uganda like many countries to implement security regulations that may at times restrict access to certain areas. Access, with specified (controlled, restricted or prohibited) items may also be controlled. The following are general security guidelines: 

Register and obtain accreditation badges for access to restricted areas ;



Visibly wear access badges at all official and social functions ;



Do not leave personal belongings unattended;



Deposit valuable property with hotel management or in hotel safes;



Pay particular attention to lap tops, cameras and phones ;



Do not accept gifts, parcels/packages from strangers and do not entrust your property to strangers;



Cooperate with Security personnel who may ask to conduct security screening of persons and property.

12.2

When going out



Seek guidance from Hotel management, event organizers or security;



Avoid traveling alone to areas you are not familiar with;



Use accredited and marked taxis and take note of the registration number;



Do not travel with expensive property or jewelry;



Avoid taking or giving lifts to strangers;



It is recommended that you carry your conference accreditation badge or identification documents at all times; and



Immediately report loss of any property to security, event organizers or hotel management. 15

Access Control Access to the Ceremonial grounds will be strictly controlled and only people with valid accreditation badges to access the venue will be allowed in.

12.5 

Security Screening

Security screening will be implemented at the Kololo Ceremonial Grounds; Speke Resort, Munyonyo; and State house Entebbe with the exception of Heads of State and Government/Heads of Delegations, Foreign Ministers/Heads of Delegations, Heads of Diplomatic Missions. All other participants will be required to pass through designated access points and submit to security search.



Items such as mobile telephones, laptops, cameras, handbags, mail, delivery items and briefcases will be screened using X-ray machines. Screening and searches will be carried out to internationally accepted standards and recommended practices.



Security personnel reserve the right to restrict the items listed below at certain venues if deemed necessary: o Mobile and Satellite phones; o Computers, cameras (video, still, digital), audio recorders, other electronic and electric equipment.

Lost or stolen property It is important that lost or stolen Identification badges are immediately reported to the Secretariat, National Organizing Committee, or to the nearest Police Station or Police Post. Replacement of lost or stolen accreditation badges for the Summit will only be issued following the appropriate investigations by security services. 16

STATE DINNER

13.1

H.E. President Yoweri Kaguta Museveni and the First Lady Janet K. Museveni will host invited guests to a State Dinner on 11th May 2016 at Speke Resort Munyonyo.

13.2

Invitation cards to the above function will be conveyed by the respective Liaison /

Protocol Officers attached to each Delegation. 14.0 MEDIA ARRANGEMENTS 14.1

Media Centre The main Media Centre for the ceremony, with facilities for print and electronic media as well as for media briefings, will be located at the Uganda Media Centre situated at Plot 36 Nile Avenue, Clement Hill.

14.2

Media Accreditation (a) Accreditation will be open to local and foreign journalists, broadcasters, photographers, film and television camera crews and technicians. Access to media facilities will be available only to accredited media representatives.

(b) A signed letter of support for each applicant from a media organization will be required together with media credentials to establish bona fides. All applications will be processed through the Uganda Media Centre situated at Plot 36 Nile Avenue, Clement Hill;

14.3 Media Centre Opening Hours From 11-13 May 2016, the Media Centre will open between 0800hrs and 2200hrs local time. 17

14.4 Media Centre Facilities A main briefing room, media work area, a business centre and cafeteria will operate throughout the ceremony period.

14.5 Press Coverage .

Accredited members of the press will be invited, to a designated area, to cover the swearing in and inauguration of H.E President Yoweri Kaguta Museveni. When possible, footage, sound and photographs will be made available to accredited media through the Media Centre. Details will be available at the Media Centre.

14.6 News Agencies News agencies wanting to book private office space during the Ceremony shall be required to make their own arrangements with the Uganda Media Centre.

14.7 Appointments Those who may wish to have one-on-one interviews with any dignitary must do so either through the Office of the Chief of Protocol or the Media Centre. 16.0

DEPARTURE The Government of Uganda will take all the necessary measures for the smooth departure of Heads of State and Government/Heads of Delegations as well as other delegates and participants. In order to facilitate the arrangements, each Delegations is expected to provide information, through its Liaison / Protocol Officer, regarding departure date and time of the Head of State and Government/Head of Delegations as well as other delegates. All delegates are advised to reconfirm their return flights.
