Project Officer – Skills Partnership Loch Lomond & the Trossachs Community Partnership Salary: £24,995 p.a. pro rata Duration: Short Fixed Term Contract until 31st December 2014 Hours: 37 hours per week until December 2014 Location: Combination of home and office based in Loch Lomond and the Trossachs National Park Head Quarters, Balloch. Flexible working opportunities will be considered. Background / Introduction The Loch Lomond & Trossachs National Park Community Partnership (Community Partnership) is a limited company with charitable status. It was established in 2002 to support communities around the Park to achieve their ambitions. In 2010 the Community Partnership became a membership organisation with members drawn from Community Development Trusts, Community Councils and other community interest groups. Associate members are drawn from organisations, agencies and public & private bodies with an interest in the aims and mission of the Community Partnership. The Community Partnership helps identify and implement projects that will have a benefit to all communities in the National Park. This includes a new Skills Partnership for the Park which has developed from the Community Partnership’s flagship Apprenticeship Support Scheme. Funding for the Skills Partnership was secured from LEADER Forth Valley & Lomond in January 2013, to develop and deliver a range of skills related pilot projects until December 2014. In July 2014 one of two project officers employed gained promotion within the organisation creating this vacancy. The Community Partnership is now looking to recruit a full time Project Officer to work 5 days per week to engage with both businesses and young people within and out with an education setting to encourage participation and promote employment opportunities in the target sectors of land-based; tourism and hospitality; and local food. The post holder will work closely with the Business Coordinator and Project Assistant to develop and deliver a range of activities with both businesses and young people to meet the targets as agreed with our funders.

Responsibilities will include: Due to the nature of this appointment, the work within this short period of time will be heavily focused on the agreed outputs and outcomes funded by LEADER. Please refer to Appendix 1 for further information on these outputs and outcomes associated with the project. A number of projects have been developed to delivery stage and others will require further development before delivery. This post will play a critical role in ensuring that all objectives are met before December 31st 2014. Contract extension beyond 31st December may also be possible dependant on funding and successful completion of this pilot period.

Working with young people, schools, further education providers and related businesses (e.g. Callander Youth Project) to enable training and employment opportunities; Planning and delivering promotional activities for schools, communities and businesses to help implement pilot intervention programmes – including events, training and skills programmes; Developing and implementing awareness raising campaigns relating to skills and employment opportunities targeted at both businesses and young people; Working with the Business Development Co-ordinator to identify businesses in the target sectors in the Park to participate in mentoring and promotional activities; Liaising with support organisations (e.g. Education Trusts such as the Royal Highland Educational Trust; Sector Skills Councils; Skills Development Scotland) to support employers to develop sustainable working practices and support Skills Partnership project development; Co-ordinating and delivering support to schools and partner organisations. Identifying funding opportunities to support Skills Partnership development, and making funding applications; Reporting on outcomes to the Skills Partnership steering group; Developing and maintain close working relationships with team members, internal / external stakeholders to ensure that where possible projects run effectively to achieve the project objectives.

Contributing to the day to day running of the Skills Partnership website. Acting as first line of contact from key education and youth organisation partners. Tracking and maintaining assigned project budgets, preparing monthly reports for the Community Partnership Development Manager, escalating any issues in a timely and effective manner. Explore options for the sustainability of the Skills Partnership Other tasks as determined by the Community Partnership Development Manager.

The post (5 days per week) is until December 2014 on a pro rata annual salary of £24,995. The post will be located in the National Park Authority headquarters in Balloch – although some home working will be possible and consideration will be given to flexible working. The post holder will be able to claim travel expenses at 45p/mile when travelling on Skills Partnership business to Steering Group Meetings and other Skills Partnership activities but not for travelling to and from place of work; There will be a requirement to work flexibly, for example attending evening/weekend meetings; There is a probationary period of 3 months.

Experience of working with training, youth and business stakeholders in a project delivery capacity Strong stakeholder liaison and interpersonal skills with the ability to work collaboratively in cross-functional teams at every level across the organisation Excellent organisational, planning and communication skills Knowledge and/or experience of youth engagement activity Ability to work independently and to retain strong focus and direction Strong written and verbal communication skills Sound computer literacy Experience of maintaining websites Experience of monitoring work activities, ensuring its quality and acting to correct problems arising. Strong financial management and reporting skills Ability to work calmly under pressure An ability to prioritise workload effectively and to identify opportunities for development Event organisation experience Full UK Drivers Licence and access to a vehicle Self starter with ability to work unsupervised Good team worker

DESIRABLE -

Knowledge and experience of Curriculum for Excellence and the SCQF (Scottish Credit and Qualification Framework; Experience of delivering EU funded projects Knowledge and experience of the target sectors Knowledge and experience of working with Modern Apprenticeship programmes. Knowledge and experience of working in rural areas.
