Council has a permanent - full time position vacant for an experienced Project Officer to join our Project Management team. This position will project manage the design and/or construction of a range of community facilities and infrastructure, and/or conduct compliance inspections for subdivisions and DA works that become Council assets. project manage and oversee a range of community infrastructure projects, whether by procurement and contract management or by overseeing projects constructed by a third party oversee projects to ensure compliance with approved plans, specifications, and in doing so represent Council requirements to contractors, other authorities and other Council departments inspect and control project works for quality of workmanship and compliance with Council Codes, Policies and Specifications, giving direction, decisions and approval as required provide project liaison with clients and negotiate with external authorities in the delivery of projects

Advanced Diploma, Diploma or Certificate qualification in a relevant field (eg. Organisational and Purpose Context

Reporting to the Coordinator of Project Management, this position works within Council’s City Projects Project Management Team. City Projects is responsible for the investigation, design and delivery of a range of public infrastructure projects. The Project Management section manages the delivery of a range of community infrastructure, which includes design review, calling quotes / tenders, contract management and conducting compliance inspections for subdivisions and DA works that become Council assets. This position will project manage the design and/or construction of a range of community facilities and infrastructure, and/or conduct compliance inspections for subdivisions and DA works that become Council assets.

Key Criteria

Essential •

Advanced Diploma, Diploma or Certificate qualification in a relevant field (eg. Construction Management, Building, Architecture, Engineering, Environmental Science or Clerk of Works) or experience commensurate with this level of qualification.



Experience and sound technical and practical knowledge in one or more of the following: road and drainage construction, building construction, environmental engineering works, or significant landscaping works including grassed and turfed playing fields.



High level of organisational skills and ability to prioritise work



Understanding of sound environmental practise and procedures.



Experience in Project Management of construction projects including cost management



Experience in contract administration and management, and /or experience in supervision of contractors undertaking civil infrastructure projects



Experience in management of WH&S requirements



Class C drivers licence

Highly Desirable •

Computer literacy in word processing, spreadsheets, database and project management software



WH&S General Induction for Construction Work in NSW

Duties

1.

To project manage and oversee a range of community infrastructure projects, whether by procurement and contract management or by overseeing projects constructed by a 3rd party

2.

Project manage or oversee projects to ensure compliance with approved plans, specifications, and in doing so represent Council requirements to contractors, other authorities and other Council departments

3.

To inspect and control project works for quality of workmanship and compliance with Council Codes, Policies and Specifications, giving direction, decisions and approval as required

4.

Ensure that projects are carried out within budge, on time and in the most professional and effective manner, giving consideration to the aesthetics and maintenance costs of the final result.

5.

Provide project liaison with clients in the delivery of projects.

6.

Negotiate with external authorities to ensure the delivery of projects.

7.

To ensure that the Work Health and Safety requirements are complied with on all project works.

8.

To ensure that environmental protection systems adopted by Council are complied with during the delivery of all assets.

Relevant Position Information •

This is a permanent full time position



Council operates a 35 hour week on flexi time arrangements



Some out of hours work may be required



Work in confined spaces may be required



Travel to various sites and meetings will be required on a frequent basis. The successful applicant must be willing to drive to sites throughout the city in Council fleet vehicles.



This position is broad-banded providing the opportunity for applicants with a wide range of experience to be eligible.

Grade at Appointment : •

The commencement grade will be determined in consultation with the successful applicant prior to the formal offer of employment being finalised. This process will require the applicant to demonstrate competency and achievements in the duties applicable to the position. See Appendix A for more information.

Satisfactory work performance is a requirement to progress to the next grade irrespective of experience gained.



Review of the occupant’s placement in the broad-banded scale will take place after 6 months, and thereafter, progression to the next grade will be reviewed once a year.



Progression through the grades will be contingent upon successful evaluation against Duties of the position and annual key performance indicators and will be to the equivalent skill step.



Ongoing staff development and coaching will be a component of the position.

Progression: •

Progression within the broad banded scale will require the acquisition and use of skills, qualifications and experience. For appointment at the top of the scale employees must have the relevant tertiary qualifications and extensive experience.
